To reach Legion-era Dalaran in the Broken Isles, use the Azsuna portal in the portal room in Stormwind or Orgrimmar, then fly east to the floating city. First check which Dalaran you want: Northrend Dalaran is a different destination, and a portal labeled “Dalaran” may not lead to the Legion hub.
Choose the Dalaran you mean
World of Warcraft has two destinations commonly called Dalaran: the floating city in the Broken Isles from the Legion era, and the older city in Northrend. The route below through Azsuna is for Broken Isles Dalaran, not Northrend. If you are following a guide or quest, check which expansion’s Dalaran it names before taking a portal; portals bearing the same city name can lead to different versions. Warcraft Wiki’s Dalaran reference distinguishes the destinations.

Reach Broken Isles Dalaran from Stormwind or Orgrimmar

Go to your faction capital’s portal room in Stormwind or Orgrimmar. Blizzard confirmed that both capitals have portal rooms in its November 3, 2017 panel recap.

Take the portal to Azsuna. Current route guides describe an Azsuna portal in each capital’s portal room; the portal inventory is not guaranteed by Blizzard’s announcement and may vary with game updates or character progression. See Warcraft Tavern’s Legion Dalaran route guide and the Warcraft Wiki reference.

From Azsuna, fly east to the floating city of Dalaran. The route guides describe the city as visible in that direction; they do not establish universal coordinates or a fixed flight distance.
Return with a Dalaran Hearthstone, if you have one
A Dalaran Hearthstone is an alternative for returning to Legion-era Dalaran if your character already has one. Do not assume every character has it or that a visit to the city automatically grants it: current acquisition requirements are not established by the cited route information. For a character without the item, use the capital-to-Azsuna route if the portal is available.

Check the destination version. A Northrend Dalaran portal will not take you to the Broken Isles city. Confirm the expansion or destination specified by your quest or guide.

Check the character and current game state. Portal access and available transport can depend on patch and character progression. Blizzard’s official announcement confirms the portal rooms, but does not promise a universal, current list of portals. Older Blizzard travel guidance notes that some transport can depend on level or completed quests; its 2011 portal list should not be treated as a current map: “One if by Zeppelin: Two if by Boat — Traveling Azeroth”.

Use a route you can access. If you already have a Dalaran Hearthstone, use it to return. Otherwise, check your faction capital’s portal room for Azsuna; if that portal is not available to your character, the cited sources do not establish a universal workaround for every progression state.
