Search by location and property type, then rely on the individual listing and invitation for bid for the property’s status, deadlines, deposits, eligibility rules and bidding method. If you need a building for a public or charitable purpose, examine GSA’s surplus screening notices instead of assuming every property is an ordinary auction.
There is no single, verified national directory for state and local surplus buildings. Those opportunities must be found through the responsible state, county or municipal real-property, surplus, procurement, facilities or public-notice office. A property described as “surplus” may still be in an internal review, public-benefit conveyance or negotiated-sale process rather than open to public bidding.

First decide which government route fits your situation
The right search channel depends on who you are, what you intend to do with the property and whether you need title, a lease or a public-benefit conveyance. A private buyer looking for a commercial, industrial or residential building should not use the same process as a nonprofit seeking a facility for an eligible community program.

| Situation | First place to look | What controls the opportunity |
|---|---|---|
| Individual or business wants to buy a federal building | GSA Real Property Disposition and realestatesales.gov | The current property listing, invitation for bid and sale documents |
| Eligible nonprofit, public agency or community organization seeks a public use | GSA surplus screening notices and the sponsoring agency identified in the notice | Program eligibility, approved use, agency review and conveyance documents |
| State or local government seeks federal property for another public purpose | GSA’s public-use process and the relevant regional real-property office | Property-specific approval and negotiated-sale or conveyance authority |
| Buyer wants seized or forfeited federal property | The official federal agency channel identified by USAGov, such as Treasury or U.S. Marshals sales | That agency’s auction rules; these are not the same as GSA surplus-building sales |
| Buyer wants undeveloped federal land | BLM land-sale information | Land-sale terms; BLM public-land sales are not a building inventory |
| Buyer wants a state, county or municipal building | The jurisdiction’s official surplus-property, real-estate, procurement, facilities or public-notice pages | The current notice and the responsible local authority |
| Tenant wants a government-owned building on lease | The owning agency’s current leasing or property-disposition notice | The agency’s lease solicitation, term, permitted use and qualification rules |
Federal sources establish the GSA sales and public-use pathways, but they do not establish a complete state-by-state directory or confirm that a particular federal building is currently available for lease. Treat a lease search as a jurisdiction- and agency-specific task.

How federal surplus property moves toward a sale
“Surplus” is a status in a disposition process, not a promise that a building is immediately available to the public. A federal agency may first identify property as excess to its own needs. It can then become surplus to federal needs and be considered for a public-benefit conveyance, a negotiated sale or a public sale. GSA notes that not every property passes through every stage, so a list of property under review is not the same thing as an active auction listing.
- Agency review: The agency determines that it no longer needs the property for its mission.
- Federal screening: Other federal needs and possible public uses are considered. A property can be routed to a public-use program rather than a general sale.
- Public-benefit or negotiated disposition: If an eligible use or government buyer qualifies, the property may be conveyed or sold under that program.
- Public sale: A remaining property may be offered competitively, subject to the terms in its current notice.
The practical consequence is simple: read the current property document, not just a headline or inventory category. The document should tell you whether the property is merely being screened, being offered to an eligible organization, or actually open for competitive bidding.
Step-by-step: finding a federal building to buy
1. Start with GSA’s disposition page
Use GSA’s Real Property Disposition page as the federal starting point. Its individual-buyer route directs you to realestatesales.gov, where GSA describes competitive public sales and publishes listings. The GSA page was identified as updated February 3, 2026; inventory and deadlines can change after that date.

Search for the state, city or region in which you can operate, then narrow the results to the type of asset you can use. The inventory can include more than conventional office buildings: land, warehouses, industrial facilities and residences may appear. Confirm that the listing is an improved building if that is essential to your plan.

3. Open every listing document
Read the full listing and any invitation for bid or attachments. Record the property’s exact status, bid opening or auction date, deposit requirement, qualification rules, permitted bidding method, inspection arrangements and contact office. A portal summary is not a substitute for the operative document.
4. Check whether the sale is competitive and subject to confirmation
GSA describes public sales and auctions as open to bidders, with offers subject to confirmation. GSA also reserves the right to refuse an offer that is not in the taxpayers’ best interest. Do not treat the highest displayed bid as an unconditional acceptance unless the property’s terms say so.
5. Ask the regional real-property office when the listing is unclear
If no suitable property appears, or a listing does not answer a material question, GSA’s buyer guidance recommends contacting the relevant regional real-property office. Ask which document governs the sale and whether the property is still available, under review or assigned to another disposition route.
What a federal public sale can require
GSA’s current real-estate sales information describes both online and live-event auction formats. An older GSA buyer guide also describes online auction, live outcry auction and sealed-bid sales. Because formats and conditions vary, the invitation for bid or current listing controls the particular property.

| Item to verify | Why it matters |
|---|---|
| Bid format | Determines where and how an offer must be submitted, and whether a live event or sealed delivery is required. |
| Opening or closing deadline | Late bids may be rejected; use the time and time zone stated in the notice. |
| Deposit or security | Shows what must accompany a bid and when it may be forfeited or returned. |
| Confirmation or acceptance language | Explains whether a bid is final but still subject to GSA approval. |
| Inspection instructions | Sets the permitted dates, access rules and any registration required before viewing. |
| Special terms | May address access, occupancy, environmental conditions, title matters, removal obligations or other property-specific requirements. |
The buyer guide characterizes the described sales as “as is, where is.” It advises inspection before bidding and says bids are final once submitted. That guide is an older publication, so use it as general process background and confirm every operational term in the current listing and invitation for bid. Do not infer financing availability, a reserve amount or offer-acceptance rules from a different property.
Inspect and evaluate the building before bidding
Do not bid from photographs or an inventory line alone. Arrange the inspection allowed by the notice and compare what you see with the legal and sale documents. At minimum, make a written suitability check covering:
- Whether the building type and location fit your intended operation.
- Access for people, vehicles, deliveries and emergency services.
- Visible condition and the scope of work you would be accepting under an “as is, where is” sale.
- Whether the notice identifies occupancy, access, removal or other restrictions.
- Whether the bid deposit, closing schedule and other stated obligations fit your available funds and timetable.
- Which GSA office or named contact can answer a question that the documents do not resolve.
Federal sale guidance does not promise financing or ordinary residential buyer protections. Treat the transaction as a specialized government sale and obtain professional advice on inspections, title, zoning, environmental matters and transaction documents before committing funds.
When a public-benefit conveyance is a better route than an auction
A public-benefit conveyance can provide a lease or title transfer to a qualified entity for an eligible public use, potentially at a substantial discount. It is not a general discount purchase available to any buyer or for any proposed use.

Who may receive priority
GSA’s public-use guide says homeless-assistance providers, eligible nonprofits, economic-development entities and state and local governments are generally given priority before a property is offered to the general public. GSA coordinates with the Department of Housing and Urban Development to determine whether a property is suitable or available for homeless assistance.
How to find a public-use opportunity
When property becomes available for potential public-benefit conveyance or negotiated sale, GSA prepares a surplus screening notice. The notice identifies the property, possible public-benefit uses, relevant statutes and contacts for the regional office and sponsoring agencies. Read the notice for the program that matches your proposed use, then contact the sponsoring agency to confirm eligibility and application steps.
Restrictions continue after transfer
The public-use guide says restrictions may last up to 30 years or in perpetuity, depending on the type of conveyance. The deed or other conveyance documents define the permitted use and the consequences of noncompliance. Failure to maintain the required use can result in the property returning to the federal government. Verify the current rules, approval conditions and monitoring obligations before treating a discounted conveyance as an ordinary acquisition.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesNegotiated sales for public purposes
GSA describes circumstances in which it may negotiate directly with a state or local government. Its public-use guidance describes negotiated sales to state or local governments at appraised fair market value when the property will be used for another public purpose. This is different from a private buyer placing a bid in a public auction.
Best Value
If your organization is a government entity, identify the intended public purpose in the first contact with GSA and ask which authority applies to the specific property. A property’s availability for negotiation, appraised value, approvals and timing must be confirmed for that property; do not assume that a public-purpose proposal automatically displaces a scheduled sale.
How to search for state and local surplus buildings
State, county and municipal governments publish property differently, and the available federal sources do not establish a universal portal. Use a location-specific workflow:
- Name the jurisdiction: Decide whether the building is owned by a state, county, city, town, school district or another public body.
- Identify the responsible office: Look for the jurisdiction’s real-property, surplus-property, facilities, procurement, finance, clerk or public-notice office.
- Search the official site: Try the phrases “surplus real property,” “state-owned property for sale,” “surplus buildings,” “government property lease” and “property disposition,” together with the jurisdiction name.
- Check notices and meeting records: A disposal plan, proposed transfer or authorization to sell is not necessarily an active sale or lease. Find the notice that states how to submit an offer or application.
- Contact the named official: Ask whether the property is available, which solicitation controls, whether an inspection is offered and whether the opportunity is a sale, lease, transfer or public-benefit program.
- Recheck before acting: Local inventories, deadlines and approvals can change. Use the latest notice and keep a copy of the version on which you rely.
This process is deliberately jurisdiction-specific. A county website may place a building under procurement, while a state may use a surplus-property board or a facilities agency. Do not assume that failure to find a listing means no property exists.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Finding a government building for lease
A surplus sale portal is not a universal lease marketplace. The federal material establishes GSA sales and public-use conveyances, but it does not confirm a current federal building lease listing. For a lease, identify the owning agency and look for its current leasing solicitation, request for proposals, public notice or facilities contact.
Questions to answer in a lease notice
- Is the agency offering space in a government-owned building, or seeking a private landlord for agency occupancy?
- What term, renewal options and permitted uses are stated?
- Who may apply, and is there a public-benefit or nonprofit eligibility requirement?
- What rent, operating expenses, deposits, insurance and maintenance duties are specified?
- Are build-out, accessibility, security or occupancy requirements assigned to the tenant?
- What submission format, deadline and evaluation method apply?
For a state or local lease, use the same jurisdictional workflow as a sale search but add “lease,” “request for proposals” and “space available” to your searches. Ask the named office to distinguish a building offered to tenants from a government request to lease space from a private owner.
Other federal property channels that are easy to confuse with GSA sales
USAGov identifies other official federal sale channels, including Treasury and U.S. Marshals auctions for forfeited or seized property. Those inventories and rules are separate from GSA’s surplus-building program. The Bureau of Land Management’s public-land sales concern undeveloped land tracts, not an inventory of improved government buildings. Choose the agency based on the asset and its ownership history before registering or paying a deposit.
A due-diligence checklist before you submit an offer
- Route: Confirm whether you are using a public sale, public-benefit screening, negotiated sale or lease process.
- Eligibility: Verify that your organization and intended use satisfy the notice and any sponsoring-program rules.
- Status: Confirm that the property is actually offered, rather than merely excess, surplus, under review or proposed for transfer.
- Documents: Download the current listing, invitation for bid, amendments and conveyance or lease documents.
- Deadlines: Calendar inspection registration, questions, bid delivery, deposits and closing dates exactly as stated.
- Condition: Inspect under the access rules and budget for the condition accepted in an “as is, where is” transaction.
- Approval: Check whether a bid is subject to confirmation and whether the government may reject an offer.
- Use restrictions: For a conveyance, understand the permitted use, duration and consequences of a violation.
- Authority: Keep the contact details for the GSA regional office, sponsoring agency or local official named in the notice.
A quick decision framework
| Your goal | Best next action | Do not assume |
|---|---|---|
| Buy a federal building as a private buyer | Search realestatesales.gov, inspect the listing and follow its bid instructions. | That every surplus property is already in an auction or that financing is offered. |
| Operate a qualifying public or nonprofit program | Review GSA surplus screening notices and contact the sponsoring agency. | That a public-benefit conveyance is an unrestricted bargain. |
| Acquire federal property for a state or local public purpose | Ask GSA’s regional office whether negotiated sale or another public-use route applies. | That a public-purpose proposal automatically wins a property. |
| Lease a government building | Find the owning agency’s current lease notice and verify its terms directly. | That the federal sales portal is a complete lease directory. |
| Find a local-government building | Search the jurisdiction’s official surplus, facilities, procurement and public-notice pages. | That another state or city’s process applies to your jurisdiction. |
What to remember
For federal buildings, begin with GSA and the competitive listings at realestatesales.gov. Read the property-specific documents, inspect before bidding and treat “surplus” as a process status rather than proof of immediate public availability. If your use is charitable or governmental, investigate the public-benefit and negotiated routes before competing in an auction. For leases and for state or local buildings, identify the owning jurisdiction and rely on its current official notice; no single nationwide directory has been established for those opportunities.
