How to Find Startup Loans for a Pre-Revenue Business

In the United States, a startup can seek financing before it has sales, but “startup use allowed” does not guarantee approval. Start with a precise funding request and a credible repayment plan, then contact SBA-participating lenders through Lender Match or ask an SBA-approved Microloan intermediary about smaller needs. The lender—not the SBA matching service—reviews the borrower and decides whether to lend.

Can you get a business loan before making sales?

Possibly. SBA-backed financing can support eligible startup purposes, but lenders still assess the business and borrower. For SBA 7(a), a business must be an operating, for-profit U.S. small business, meet size and activity rules, be creditworthy, and show a reasonable ability to repay. Those requirements make a pre-revenue business’s projections and explanation of how repayment will begin especially important. A guarantee to a lender is not a promise of approval to the applicant. Choose a funding path that fits the use

Path May fit Limits and points to check
SBA 7(a) Broader eligible needs such as working capital, equipment, supplies, or starting a business. Apply through a participating lender. Most 7(a) loans have a $5 million maximum; the lender and borrower negotiate terms within SBA limits. Approval depends on eligibility and underwriting. SBA 7(a).
SBA Microloan Smaller startup or operating needs, including working capital, inventory, supplies, furniture, fixtures, machinery, and equipment. Up to $50,000 through an SBA-approved intermediary; SBA says the average loan is about $13,000. Cannot be used to pay existing debt or buy real estate. Intermediaries make credit decisions and set terms. SBA Microloans.
SBA 504 A project focused on qualifying capital assets. SBA describes long-term, fixed-rate financing for capital assets; it is not the first fit for general working capital. Ask a Certified Development Company whether the asset and borrower qualify. SBA 504.
SBIC investment capital A business willing to consider investment rather than conventional debt. This is investment capital, not a loan, and has different investor-selection and ownership economics. The SBA source does not establish eligibility for any particular pre-revenue business. SBA investment capital.
Limited grants Research, community entrepreneurship promotion, or exporting activities that match a grant program. SBA says its small-business grants are limited to specific areas; they are not a general source of startup cash. SBA grants.

How to find and approach lenders

  1. Set the amount and purpose. Itemize what the money will pay for—such as equipment, inventory, or initial working capital—and when you need it. A defined request helps a lender judge whether the product and repayment structure fit. SBA Lender Match.
  2. Build the repayment case. Explain how the business will move from launch to cash flow, with assumptions, a timeline, and downside scenarios. Show where payments will come from if sales ramp more slowly than expected.
  3. Prepare a business plan and supporting records. SBA says most lenders expect a business plan for startup funding. Include the customer, product or service, launch plan, costs, and route to revenue. Be ready to provide ownership and formation details, credit information, projections, collateral information if requested, and quotes or purchase plans for equipment or inventory. Exact document requirements vary by lender, loan size, and processing method. SBA Lender Match.
  4. Use the right introduction. Lender Match asks about the business and funding need, then connects applicants with potential lenders. The SBA says it is not a loan application; after a match, contact lenders directly and apply through them. For a Microloan, locate an SBA-approved intermediary in your area and ask about its application process and technical assistance. Lender Match · Microloan program.
  5. Compare written offers before accepting. Ask each lender about the interest rate or APR basis, fees, payment schedule, total repayment, maturity, collateral, personal guarantees, required equity contribution, prepayment rules, and experience lending to businesses that have not started earning revenue. Check the written offer for the actual terms and any use-of-funds restrictions.

What lenders need to see in a pre-revenue application

With no sales history, the plan must make the repayment path understandable rather than merely optimistic. Connect startup costs to a launch schedule, explain the assumptions behind projected sales and expenses, and show how the business can make payments during a slower-than-planned ramp. Include a break-even estimate and identify what you would change if costs rise or revenue is delayed. SBA’s 7(a) eligibility criteria include a reasonable ability to repay, but the cited program guidance does not set one universal projection format or document checklist; ask each lender what it requires.

What to expect if you have no business credit

The cited SBA guidance identifies creditworthiness as part of 7(a) eligibility and recommends preparing credit history information, but it does not specify a universal minimum score or promise that personal credit will be assessed in one particular way. Ask the lender how it evaluates a new business without an established business credit file, whether an owner guarantee or collateral is required for the proposed loan, and what evidence it needs. Do not assume every lender or program applies identical requirements.

Keep market-size figures in perspective

The SBA Office of Advocacy reported $1.3 trillion in total small-business loan balances in 2023, including $657 billion in business loans outstanding of $1 million or less and another $653 billion in finance-company credit. These are broad market balances, not startup-specific approval data, and they do not show how likely a pre-revenue applicant is to qualify.
