Founders in India’s Tier-2 and Tier-3 cities can build a credible funding and mentor pipeline without relocating to Bengaluru, Mumbai, Delhi-NCR or Hyderabad. The most reliable approach is layered: use national discovery platforms, check schemes designed for smaller ecosystems, and speak directly with nearby incubators that deliver programmes and local support.
These channels create opportunities, not guaranteed selections, meetings or cheques. Every deadline, eligibility rule, budget, participating incubator and support term must be confirmed on the current official page and with the implementing centre.

What the search should accomplish
“Outside a major hub” is a useful starting filter, not an eligibility category by itself. A funder or incubator will still examine the company’s legal status, stage, sector, evidence of demand, team and proposed use of money. Your objective is to create several qualified paths at once:
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →- Discovery: identify national schemes, investors, mentors and nearby incubators.
- Fit: remove programmes whose stage, sector, geography or instrument does not match your startup.
- Conversation: speak with the incubator or programme team before investing time in an application.
- Proof: present a concise, documented case for what the money or mentor will help you achieve.
- Verification: confirm that a call is open, funded and accepting applications now.
Run funding and mentoring searches in parallel. A mentor can improve the problem definition, pilot design and investor materials while a funding application is being prepared; funding should not be treated as a prerequisite for every useful advisory conversation.

Step 1: Map your startup before searching
Create a one-page search brief. It keeps you from applying indiscriminately and gives every incubator or mentor a clear first explanation.
Record the practical filters
- Incorporation status, state and district, and any Startup India recognition or other registration already obtained.
- Sector, technology type and any regulated-market requirements.
- Stage: idea, prototype, pilot, early revenue or scaling.
- Evidence available now: user interviews, letters of intent, pilot results, paying customers, retention or other measurable signals.
- Capital requirement and the next milestone it will fund.
- Whether the immediate need is a grant, equity investment, debt, laboratory or fabrication access, customer introductions, regulatory help or experienced advice.
- Location constraints: ability to travel, use a physical facility or attend in-person sessions.
These are decision filters and preparation advice, not a universal eligibility checklist. Each scheme publishes its own prescribed documents and definitions.
Turn the need into a specific request
“We need funding” is difficult to evaluate. A stronger request links an amount and instrument to an outcome: for example, a prototype build, a 12-week field pilot, a certification step or a defined number of customer deployments. State what you want from a mentor as well—such as weekly product reviews, introductions to a particular industry or help with a pricing experiment—rather than asking for general guidance.
Step 2: Start with national discovery platforms
The Startup India portal brings together a Funding Guide and central scheme information. It also provides routes to MAARG mentorship and Investor Connect. The portal describes virtual connections and access to a national startup community, which is useful when local networks are small.
Use the Funding Guide as a shortlist tool
- Open the Funding Guide and central scheme listings.
- Copy potentially relevant schemes into a spreadsheet.
- For each one, record the stated stage, sector, geography, instrument, implementing body, application link and date checked.
- Mark unclear items for confirmation with the named incubator or programme contact.
A listing is not evidence that a call is open or that money remains available. Treat the portal as a map, then read the current scheme notice and implementation documents.
Use Investor Connect for introductions, not approval
Investor Connect is an introduction mechanism. A profile or request may help an eligible founder become discoverable, but it does not constitute investment approval, a guaranteed meeting or a commitment to invest. Prepare a short, accurate description of the problem, traction, round size, use of funds and contact details before seeking introductions.
Use MAARG for structured mentor discovery
MAARG is another route to finding mentors beyond your city. Filter for people whose operating experience matches your stage and sector, then make a narrowly defined request. A platform can facilitate guidance; it cannot guarantee the quality, availability or outcome of a mentor relationship. Ask for a short initial conversation and agree on a concrete objective before scheduling a longer engagement.

Step 3: Check programmes aimed at smaller or nascent ecosystems
GENESIS for Tier-2 and Tier-3 locations
The Government of India scheme listing says: “The GENESIS scheme primarily targets Tier-2 and Tier-3 cities and towns across India.” The programme combines categories of funding support with mentorship, capacity-building and ecosystem connections. That makes it a direct channel to investigate when your company and operating location fit the current notice.
Read the current details at the GENESIS scheme listing. Confirm the active intake, eligible founder or company type, supported stages and sectors, funding instrument, implementing partners, application window and reporting requirements. Being located outside a metro does not by itself establish eligibility.
NIDHI i-TBI for nascent innovation regions
The Department of Science and Technology describes its programme this way: “The Inclusive-TBI (i-TBI) program of DST has been formulated with an aim to strengthen the culture of innovation and entrepreneurship in states where innovation and startup ecosystem are at nascent stages.” The programme focuses largely on Tier-2 and Tier-3 cities and includes geography and other inclusion dimensions.
Use the DST NIDHI i-TBI page to locate the current programme information and then identify an active implementation centre near you. Ask whether it accepts your sector and stage, whether participation is remote or physical, what facilities are available and which application route is currently open.

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Atal Innovation Mission centres and ACICs
Atal Innovation Mission describes Atal Incubation Centres (AICs) as providing technical facilities, mentorship, funding support, partnerships and networking. Its overview reports more than 3,500 startups incubated and more than 32,000 jobs in the AIC ecosystem; the page does not state a reporting year, so these figures should not be read as an annual or current-year count.
Review the AIM overview and the individual centre’s own information. AIC capability varies by location: one may have electronics or biotech equipment, while another may specialise in software, agriculture or manufacturing. The overview also says an ACIC may receive a grant of up to Rs 2.5 crores when a partner demonstrates equal or greater matching funding. That figure concerns support to an ACIC, not money available directly to an individual startup; do not treat it as a founder grant.
NIDHI-PRAYAS and other early prototype routes
A Government of India Press Information Bureau programme overview states that NIDHI-PRAYAS provides maximum support of ₹10 lakh for an innovator or startup moving from idea to prototype. The amount and conditions should be checked on the relevant current official programme page before you rely on it in a funding plan. Read the PIB description at this official page, then verify the active call, applicant definition, eligible costs and implementing centre.

Seed Fund Scheme (SISFS)
The Startup India Seed Fund Scheme is delivered through selected incubators and is intended for early-stage work such as proof of concept, prototypes, product trials, market entry and commercialisation. See the SISFS overview and SISFS FAQ for the current framework, then confirm that a participating incubator is accepting applications.

Do not describe the scheme as an automatic grant or assume that every incubator listed historically is taking applications today.
Step 4: Find and interrogate nearby incubators
Portals help you discover programmes; incubators often determine how support is actually delivered. Search university innovation cells, state-supported incubators, technology parks, research institutions, industry associations and AIC or NIDHI-linked centres within practical travel distance. The Startup India incubator-schemes page illustrates why terms differ across states and implementing organisations.
Questions to ask before applying
- Is there an open call, and what is the closing date and expected decision timeline?
- Which legal entities, stages, sectors and districts can apply?
- Is support a grant, equity, debt, convertible instrument, subsidised service or another form?
- What amount is available, in what tranches, and which costs are eligible?
- What facilities, laboratories, software, testing or manufacturing access are included?
- How often are mentoring sessions held, and are mentors relevant to this sector and stage?
- Must the startup relocate, attend in person or maintain a local presence?
- What selection stages, milestones, reporting and utilisation evidence are required?
- Are there intellectual-property, confidentiality, equity, repayment or revenue-sharing provisions?
- What follow-on investor, customer or government connections are realistically provided?
Request the current written terms and the name of the person responsible for applications. A verbal description can omit conditions that materially change the offer.
Step 5: Prepare an application pack you can reuse
Prepare a core pack, then adapt it to each scheme’s prescribed format. This is practical preparation, not an official universal checklist.
Free tools Windows power users keep installed

Core documents and evidence
- A concise pitch deck explaining the customer problem, solution, market, business model, competition, traction, team and next milestone.
- Problem and customer evidence: interview notes, pilot data, purchase orders, letters of intent, usage or retention metrics, as applicable.
- Prototype, product demo or pilot status, including what remains technically unproven.
- Founder and team details, roles, relevant experience and time commitment.
- Incorporation, recognition, tax and banking details requested by the particular programme.
- A use-of-funds plan tied to milestones, with a line-item budget and assumptions.
- A simple delivery schedule showing what will be completed at 30, 60 and 90 days, or another period relevant to the call.
- A precise request: amount, support type, facilities or introductions sought, and the result you will measure.
Obtain the scheme’s current prescribed document list separately. Never assume that a pack accepted by one incubator satisfies another’s compliance requirements.
Make the regional context an advantage, not an excuse
Explain a location-specific asset only when it helps the business: access to a crop or industrial cluster, a university laboratory, a lower-cost pilot site, a local language market or a supply-chain partner. Do not claim that a smaller city automatically makes the company more fundable or that government funding is easier to win there.

Step 6: Run a disciplined mentor search
Where to look
- MAARG and other official national mentorship routes.
- Incubator and university innovation-cell mentors.
- Local industry associations, export bodies and professional networks.
- Alumni networks from colleges, accelerators and employers.
- Founder communities relevant to your sector and customer base.
- Customers, suppliers and domain specialists who understand the operating environment.
How to screen a mentor
- Check direct operating experience in your sector and at your current stage, not only a senior job title.
- Ask what time the mentor can reliably commit and what communication channel they prefer.
- Propose a short first conversation with one decision or problem to solve.
- After the conversation, record the mentor’s assumptions, introductions offered and next action.
- Continue only if the advice is specific, conflicts are disclosed and the cadence is workable.
Use the first meeting to test fit. A large contact list is less valuable than one person who understands the technical, regulatory or customer constraints you actually face.
Step 7: Compare programmes and offers on the same sheet
Do not compare schemes by headline amount alone. Use a common decision table and fill every cell from current documents or a written answer from the incubator.
Recommended Free Tools
| Comparison point | What to verify |
|---|---|
| Founder and company eligibility | Recognition, incorporation, founder status, age limits and any state or district condition. |
| Stage and sector | Idea, prototype, pilot, revenue or scale fit; technical, social or industry focus. |
| Geography | Registered office, operating location, local presence and travel or relocation expectations. |
| Support instrument | Grant, equity, debt, convertible or subsidised facility; amount, tranches and eligible costs. |
| Application timetable | Open and closing dates, selection stages, decision timing and whether the intake is currently active. |
| Implementing incubator | Facilities, sector capability, mentor relevance, prior programme experience and accessibility. |
| Mentoring | Named or selectable mentors, meeting frequency, format and expected founder participation. |
| Physical access | Laboratory, fabrication, office or testing access and whether remote participation is permitted. |
| Founder obligations | Equity, repayment, intellectual property, confidentiality, reporting and milestone conditions. |
| Follow-on help | Investor, customer, procurement, regulatory or partner introductions, with no assumption that any introduction is guaranteed. |
Write the date checked beside every entry. Scheme pages, budgets and participating incubators can change.
Step 8: Turn the shortlist into an application plan
- Week one—map and shortlist: complete the startup brief, review Startup India listings, MAARG, Investor Connect, GENESIS, NIDHI i-TBI, AIC/ACIC and SISFS routes, and identify nearby centres.
- Week two—verify: email or call each centre, confirm active intake and terms, and remove programmes that do not fit your stage, sector or location.
- Week three—adapt: tailor the deck, milestone budget and request to each programme’s prescribed form. Keep a version log so figures remain consistent.
- Week four—submit and continue mentoring: submit before the stated deadline, request confirmation of receipt and continue mentor conversations rather than waiting passively for a selection decision.
Keep a tracker with the programme, contact, date checked, documents sent, next action, response and any confidentiality or financial condition. This prevents missed follow-ups and makes it easier to withdraw when terms change.
Common mistakes and how to recover
Assuming a scheme is open because a page exists
Recovery: ask the implementing incubator for the current call notice, budget status, deadline and application link. Archive the answer with the date.
Treating “government funding” as one product
Recovery: classify the support as grant, equity, debt, convertible, facility access or mentoring, then compare obligations separately.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsApplying only through a national portal
Recovery: contact the local incubator directly. The incubator may control selection, facilities, mentor assignment and reporting.
Best Value
Sending a generic deck
Recovery: connect the requested amount to one measurable milestone and show the evidence already available.
Choosing a mentor by prestige alone
Recovery: screen for relevant operating experience, availability, conflicts and willingness to work on a specific problem.
Ignoring physical and reporting requirements
Recovery: ask about attendance, relocation, utilisation records, milestone reviews and eligible-cost rules before accepting support.
Expecting an introduction to guarantee an outcome
Recovery: treat Investor Connect, mentor portals and incubator networks as access mechanisms. Your materials, fit, follow-through and the other party’s decision still determine the result.
How to decide where to spend your time
Prioritise a programme when it satisfies most of these conditions:
- The current call is confirmed and the application deadline is realistic.
- The stage and sector match the evidence you can show today.
- The instrument and eligible costs fund your next milestone without unacceptable equity, repayment or reporting terms.
- The implementing incubator has the facilities and domain mentors you need.
- Travel, local-presence and participation requirements fit your team.
- The programme offers a credible path to customers, partners or follow-on capital, while making no promise of introductions.
If a programme fails several of these tests, keep it on a watch list rather than allowing it to consume application time. Maintain at least one national route, one geography-relevant route and one local-incubator conversation where possible; they serve different purposes and may mature on different schedules.
Bottom line
Finding capital and mentors outside India’s major hubs is a process of targeted discovery and verification. Map the startup, build a shortlist through Startup India and MAARG, investigate GENESIS, NIDHI i-TBI, AIM centres and SISFS where the fit is plausible, and speak directly with the incubators that implement support. A reusable evidence pack, a specific mentor request and a written comparison of terms will produce better decisions than applying to every scheme labelled “startup funding.”
