How to find retraining and job-search support after a layoff in Canada

If you have just been laid off in Canada, start by applying for Employment Insurance (EI) regular benefits as soon as work stops, then use Job Bank and your province or territory’s employment service to build a job-search and training plan. You do not need to wait for your record of employment (ROE) to apply. Before enrolling in any course, tell Service Canada and ask whether the training is referred or approved; studying without checking can affect your EI obligations.

1. Apply for EI before doing anything else

Service Canada’s instruction is direct: “Always apply for EI benefits as soon as you stop working.” Apply even if your ROE has not arrived. Waiting more than four weeks after your last day of work can cost you benefits for the period of delay.

As an Amazon Associate I earn from qualifying purchases.

What EI regular benefits are for

Regular EI benefits provide temporary income support while you look for suitable work after an involuntary job loss. Service Canada, not your former employer or a training provider, decides whether you qualify and how your claim is administered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Information to gather for the application

  • Your Social Insurance Number and current contact information.
  • Details for every employer and job in the qualifying period, including dates worked and the reason employment ended.
  • Banking information for direct deposit, if you choose it.
  • Your ROE if available. If it is missing, submit the application and follow up rather than waiting.
  • Details of any course or training you are considering, including its start date, schedule and provider.

Follow the application instructions and keep confirmation details. You will normally have to complete reports every two weeks while receiving regular EI. Put those report dates on your calendar and report work, earnings, availability and training accurately.

2. Check the eligibility tests before you plan around EI

The federal checklist is cumulative. Meeting one condition does not guarantee approval.

  • Insurable employment: your recent work must be covered by EI.
  • Job loss through no fault of your own: a layoff generally fits this test; quitting or dismissal for misconduct can be assessed differently.
  • A qualifying period without work and pay: Service Canada examines the relevant period before your claim.
  • Enough insurable hours: the required number depends on your circumstances and the regional unemployment rate used for the claim.
  • Ready and able to work: you must be capable of working and available for suitable employment.
  • Active job search: you must make reasonable, documented efforts to find work.

Because your province, occupation, work history and claim details are not specified here, only Service Canada can determine your eligibility. Give complete information and report changes promptly. If your circumstances change—such as starting work, moving, becoming unavailable or beginning a course—contact Service Canada rather than waiting for a problem to appear in a report.

3. Create a job-search record from day one

Regular EI claimants should maintain a contemporaneous record of their efforts. Service Canada can ask to see it, and reconstructing months of activity later is difficult.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Activities that can demonstrate reasonable effort

  • Preparing or tailoring a résumé and cover letter.
  • Registering with Job Bank, another job-search tool or an employment agency.
  • Attending employment workshops, job fairs or career events.
  • Networking with professional contacts, community organizations or former colleagues.
  • Contacting employers to ask about openings.
  • Submitting applications and attending interviews.

Use a simple activity log

For each activity, record the date, employer or contact details, type of work sought, method used and result (for example, application submitted, interview scheduled or no response). Save application confirmations and workshop registrations in the same folder. Service Canada’s current reporting page should be your authority for retention and reporting instructions, because administrative requirements can change.

Describe the kind of work you are pursuing, not just a company name. If you are broadening your search to adjacent occupations, note the transferable skills that connect them. Keep copies of messages, interview invitations and workshop sign-ins so your log is supported by evidence. A spreadsheet, notebook or dated digital folder can work; consistency matters more than format.

4. Use Job Bank for listings and practical search tools

Job Bank is the federal job-search service. Use it to search vacancies, set job alerts and find résumé and job-search information. Match searches to your occupation, transferable skills and the locations where you can realistically work.

A productive Job Bank routine

  1. Create or update your profile and résumé materials.
  2. Set alerts for several searches rather than relying on one exact job title; include related titles that use the same skills.
  3. Review postings on a schedule and record the employers you contact.
  4. Adapt your résumé and cover letter to the requirements of each suitable posting.
  5. Log applications, follow-ups and interviews for your EI record.

Job Bank supplies tools and information; it does not guarantee an interview, a job or funding for training. Combine it with local counselling and employer contacts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the service for more than one-off applications. Compare descriptions across postings to identify recurring credentials, software or safety requirements. Bring that pattern to an employment adviser: it can help distinguish a short skills upgrade from a longer retraining plan. Job alerts are useful reminders, but review each posting yourself to confirm that the duties, location and schedule are genuinely suitable.

5. Find your provincial or territorial employment service

Canada’s Labour Market Development Agreements support employment services delivered by provinces and territories. The menu varies by location and by your status, so ask an adviser to screen you rather than assuming a program applies.

Services you may be able to access

  • Employment counselling and a structured return-to-work plan.
  • Résumé, cover-letter and interview assistance.
  • Skills or career assessments.
  • Short courses or longer skills training.
  • Apprenticeship information and support.
  • Work placements, employer connections and wage-subsidy arrangements.

Eligibility, waiting lists, approved schools, funding rules and participant obligations differ across provinces and territories. Ask specifically about income support, tuition or living-cost assistance, transportation, childcare and whether accepting a placement changes your EI reporting.

At an intake appointment, explain your layoff date, occupation, work history, target roles and any barriers such as transportation, schedule or childcare. Ask whether you are treated as a current EI claimant, a potential claimant or a former claimant; those categories can lead to different pathways. Ask for the name of the program, the application deadline, required documents and the next decision point. Do not pay a course deposit on the assumption that a public program will reimburse it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Locate the right office with federal directories

Benefits Finder

Canada’s Benefits Finder lets you select a province or territory and filter for job-loss, employment and training support. Use the results to identify the local government site and the office that serves your community. Treat the results as a starting point: confirm current eligibility and application steps with the named program.

Canada.ca Training page

The federal Training page links to course-search resources, career exploration, apprenticeship information and EI training guidance. Start there when you are unsure whether your target occupation has a recognized pathway, then verify the specific course with the local authority.

These directories are especially useful if you recently moved or are unsure which ministry handles employment services in your area. Save the webpage, telephone number and intake instructions for the office you contact. A directory listing is not an assessment, referral or funding approval; the local office must still review your circumstances.

7. Understand training rules before enrolling while on EI

Tell Service Canada about training before the course starts. Referral status changes what you may be permitted to do, and simply enrolling does not preserve EI automatically.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Training route What to verify Availability and search obligations
Referred or approved training Which authority made the referral (federal, provincial/territorial or Indigenous organization), the approved dates and any reporting requirements. Follow the conditions attached to the referral and confirm how attendance is reported.
Self-selected training Whether Service Canada accepts the course while your claim is active and how it affects your claim. You generally must remain capable and available for work, continue an active search and be prepared to adjust or leave the course if suitable work is offered.

Ask the referring authority and Service Canada for a decision that applies to your exact course, schedule and claim. Keep written confirmation. If a course conflicts with an interview or job offer, ask what adjustment is required before you make a commitment.

Give the course name, provider, start and end dates, weekly timetable, delivery format and funding source. Ask how attendance, exams, breaks and a missed class should be reported. A course can be career-relevant and still be incompatible with an availability requirement if its schedule prevents you from accepting suitable work. Do not rely on a school’s assurance about EI; the benefit decision comes from Service Canada.

8. Compare retraining options before committing

A course that sounds promising may still be unsuitable if it is not recognized locally, cannot fit your EI obligations or leads to weak demand. Compare each option on the same criteria.

Decision factor Questions to ask
Approval or referral Is it referred or approved by Service Canada, your province or territory, or an Indigenous organization?
Your claimant status Are you receiving regular EI, potentially eligible, or a former claimant who may qualify for another training route?
Work availability Can you remain available, continue searching and attend interviews during the course?
Who pays What tuition, living-cost or other assistance is available, and what expenses remain yours?
Credential and duration What credential is issued, how long does it take, and are there prerequisites?
Local demand Do employers in your target area hire for this skill, and can the program show placement or employer links?
Location rules Does your province or territory require residence, an assessment or an intake appointment?

National pages describe categories of help, not a guaranteed award for a particular person. Obtain a local eligibility decision before paying a deposit or leaving a job-search activity.

Separate facts from marketing when comparing providers. Request the written curriculum, credential name, prerequisites, total schedule and any work placement details. Ask whether employers helped design the course or routinely recruit its graduates, without treating a general “career opportunity” statement as a promise. Compare the course with shorter options such as a targeted certificate, apprenticeship step or employer-sponsored placement when those meet the same skill gap.

9. A practical sequence for the first month

Days 1–2: protect your claim

  1. Submit the EI regular-benefit application, even if the ROE is outstanding.
  2. Save the confirmation number and note any documents Service Canada requests.
  3. List every employer and job in the qualifying period while the dates are fresh.

Days 3–7: establish your search system

  1. Open or update your Job Bank profile and résumé.
  2. Set alerts for your main occupation and adjacent roles.
  3. Start the job-search log and record every contact.
  4. Use Benefits Finder to identify your provincial or territorial employment service.

Week 2: meet an employment adviser

  1. Ask for a skills assessment and a review of local occupations in demand.
  2. Request details on counselling, workshops, apprenticeships, placements, wage subsidies and training funding.
  3. Ask what documents and deadlines apply to each option.

Before any course starts

  1. Give Service Canada the course name, provider, dates, schedule and funding details.
  2. Ask the local authority whether it can refer or approve the training.
  3. Get written instructions on availability, job-search, reporting and attendance requirements.

Use the first month to build options rather than waiting for one program to answer. You can continue suitable applications while an adviser assesses training. If an employer contacts you, respond promptly and ask Service Canada how an interview, offer or short-term work affects your claim and course plans.

10. What to expect after submitting an EI claim

Service Canada says the first payment is expected about 28 days after application when you are eligible and have supplied all required information. This is an estimate, not a promise; missing information or an eligibility review can take longer.

If the decision is unfavorable

Read the decision letter and identify the issue—hours, separation, availability or another requirement. You can request reconsideration. The federal guidance gives a 30-day deadline after the decision was communicated, so submit within that window and explain any relevant facts or documents. Recheck the current instructions on the official EI page because deadlines and submission methods can change.

Keep the decision letter, application confirmation, reports and correspondence together. If you telephone, note the date, the subject discussed and any follow-up requested. A reconsideration request should address the specific reason for the decision rather than simply repeat that you were laid off.

11. Common mistakes and how to avoid them

Waiting for the ROE

Applying late can reduce the period for which benefits are payable. Apply first and provide the ROE when it becomes available.

Assuming a layoff guarantees approval

A layoff may satisfy the “through no fault” element, but hours, insurability, availability and active-search requirements still apply.

Starting school without disclosure

Undeclared training can create an availability problem. Report the course before it begins and obtain a decision for your circumstances.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keeping an incomplete search history

A memory-based list made at the end of a month may omit contacts and dates. Log activity immediately and retain supporting messages.

Treating a directory result as an approval

Benefits Finder and national training pages point you toward services; they do not enroll you or confirm funding. Complete the local assessment and intake process.

Expecting guaranteed placement or funding

Public tools and services improve access to employers and training, but the official guidance does not promise a job, a placement or payment of every course cost.

Assuming every course is equally useful

A familiar school or online advertisement is not proof of local demand, an approved credential or EI compatibility. Compare schedule, credential, cost, employer links and referral status before committing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

12. A decision checklist you can take to an adviser

  • My last day worked and reason for separation are documented.
  • My EI application confirmation and ROE status are recorded.
  • My résumé, alerts and job-search log are active.
  • I know which provincial or territorial office serves my address.
  • I have asked about counselling, assessment, apprenticeships, placements and wage subsidies.
  • For each course, I know the credential, duration, schedule, prerequisites and local demand.
  • I have asked who pays tuition and what other assistance may apply.
  • I have disclosed any planned training to Service Canada before the start date.
  • I understand whether the training is referred and what availability, search and reporting rules apply.
  • I have calendar reminders for biweekly EI reports and any reconsideration deadline.

13. Keep checking for rule changes

EI administration, temporary measures and provincial program terms can change. Recheck the live Service Canada EI pages, the federal training information and your province or territory’s employment-service site when you apply, enroll or report a change. Your location, work history, EI status and training goal determine the answer; a local adviser must confirm the program that fits you.

14. Questions to ask every employment adviser

  • Which service is the correct intake point for my postal code and claimant status?
  • Do I need a skills assessment, referral or employment plan before training funding can be considered?
  • Which occupations and credentials are showing demand in my area?
  • Are there approved schools, apprenticeships, placements or wage subsidies connected to those occupations?
  • What tuition, books, transportation, childcare or living-cost help could apply, and what would I still pay?
  • What deadlines, wait lists, attendance rules and documents should I expect?
  • Who must be notified if I receive an interview, job offer, course change or other income?

Write down the answers and the adviser’s contact details. If two offices give different instructions, ask which authority has final responsibility for your EI claim or training approval and request clarification in writing.

Frequently Asked Questions

Can I apply for EI before my record of employment arrives?

Yes. Service Canada says to apply as soon as work stops and not wait for the ROE. Submit the application, then provide the ROE or other information when it becomes available.

How long should I wait for the first EI payment?

Service Canada estimates about 28 days after application when you are eligible and have supplied all required information. Missing information or an eligibility review can delay payment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I go to school while receiving EI?

Tell Service Canada about the course before it starts. Referred or approved training and self-selected training are treated differently. Without a referral, you generally must remain capable and available for work, continue searching and be ready to adjust training if suitable work is offered.

What counts as an EI job search?

Reasonable efforts can include tailoring résumés and cover letters, registering with Job Bank or an employment agency, attending workshops or fairs, networking, contacting employers, applying and interviewing. Keep dates, contacts, job types and results.

Where can I find retraining help in my province or territory?

Use the Benefits Finder to select your province or territory and filter for job-loss, employment and training support. Then contact the listed local service to ask about counselling, assessments, courses, apprenticeships, placements and wage subsidies.

Will a government program guarantee tuition or a job?

No. Federal directories and public employment services describe tools and categories of assistance, not guaranteed funding, placement or employment. Get a local eligibility decision before paying a deposit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if my EI claim is denied?

Read the decision and identify the issue. You can request reconsideration; federal guidance gives a 30-day window after the decision was communicated. Follow the current submission instructions and include relevant facts or documents.

Do training rules vary by location?

Yes. Eligibility, approved providers, funding, residence requirements and participant obligations differ by province or territory and by claimant status. Confirm details with the local authority and Service Canada for your exact course and claim.

The Bottom Line

Apply for EI promptly, document an active job search, and use Job Bank plus your provincial or territorial employment service to identify realistic work and training options. Before starting any course, disclose it to Service Canada and confirm referral, availability, reporting and funding rules in writing. Local authorities—not a directory or school advertisement—must decide which support fits your circumstances.
