Proposals can be filed under a developer, project codename or case number, and some documents may require a records request. The exact portals, agencies and request rules depend on where the site is located.
1. Identify the site and the local government
Find the likely address or parcel number, then determine which city or county handles land-use decisions for that location. Begin at its planning, zoning or land-development website. Search using several identifiers:

- Street address or assessor parcel number
- Developer, applicant or property owner
- Project or facility name, including any codename
- Application, permit or case number, if you have one
Address and parcel searches can be more reliable than a project-name search. Marin County, for example, recommends searching permits and licenses by address or assessor parcel number, and provides separate searches for Building and Safety, Environmental Health, Planning and Public Hearings: Marin County permits and licenses.

2. Find local land-use and development files
In the planning or development portal, look for records tied to zoning, construction and public decision-making. Useful file types include:

- Zoning changes, special exceptions or other land-use applications
- Site plans and building-permit records
- Staff reports, technical studies and environmental documents
- Hearing agendas, recordings, decisions and appeals
Do not assume one search page contains the full file. Fairfax County illustrates how application status, map information, approved site plans and historical records can be spread across separate systems: Fairfax County land development information and history. San Diego likewise advises that some plans may require an appointment or a records request instead of a self-service download: City of San Diego development records.
3. Check state environmental and utility records
Local zoning approval and environmental permitting are separate processes, often handled by different agencies. Search the state environmental regulator’s permit and project records for materials that may relate to the proposal, such as air permits for backup or behind-the-meter generation, construction stormwater coverage, wastewater discharge permits or wetlands reviews. Which approvals apply depends on the site and proposed activities; a data center does not automatically require every permit in this list.

Other questions—such as water use, utility rates or electricity infrastructure—may be handled by utility regulators or other agencies rather than the local planning office or environmental regulator. Oklahoma DEQ, for example, explains that its role is environmental permitting, not land-use decisions, and directs users to its permit portal and central records: Oklahoma DEQ permit application information.
4. Search public notices and review schedules
Notices and comment schedules may appear outside the main application portal. Check agency public-notice pages, environmental-review pages, hearing calendars and meeting agendas. A notice may identify the applicant, location, case number, affected resources, how to inspect documents and the deadline for comments.

Wisconsin DNR’s Port Washington project page shows how materials can be distributed across air-permit records, stormwater and wetland information, environmental analysis, utility review and a hearings calendar: Wisconsin DNR Port Washington project information. 5. Broaden the search when the project name is unknown
A proposal may not be described in a portal as “data center.” Try the applicant’s name, property owner, address, parcel number and any known case or application number. Search meeting agendas and local announcements too: a proposal may appear under a project codename or as a zoning request. For example, Project Azalea was described in a local announcement as a proposed data center seeking a special-exception zoning request: Fauquier Now coverage of Project Azalea. Environmental repositories may index documents by formal title or case number rather than the name used in local coverage: Virginia DEQ document search.

6. Request materials that are not online
If a portal is missing key files, contact the agency’s records custodian or use the jurisdiction’s public-records request process. Name the site and, if known, the applicant and case number. Specify the records you seek, such as:

- The complete application file and site plans
- Staff reports, technical studies and permit materials
- Agency correspondence and submitted public comments
- Hearing recordings, decisions and appeal records
Follow the local or state procedure and eligibility rules; response times, fees, exemptions and available request methods vary. Fairfax County directs users to Virginia FOIA for records not available through its online resources and describes statutory provisions and exceptions: Fairfax County FOIA information. Oklahoma DEQ directs users to its central records for issued permits: Oklahoma DEQ issued permits.

7. Keep track of the case and deadlines
Save the agency name, project and applicant names, docket or case number, relevant links and the date you checked them. Revisit the notice page and hearing calendar as the proceeding advances, and subscribe to agency updates where available. Some jurisdictions offer a way to receive future notices for a particular case; King County, for example, explains how to request party-of-record status: King County party-of-record information. Keep a separate note of each comment deadline, since it may be set by a notice or permit proceeding rather than by the general application portal.
