How to Find Public Documents and Environmental Reviews for a Canadian Pipeline Project

Start by checking which regulator has authority over the pipeline, then search the relevant federal records. The Canadian Impact Assessment Registry is the main starting point for federal assessment material; for a Canada Energy Regulator (CER) project, search its project pages and REGDOCS as well. A project may have records in more than one system, and no single portal is guaranteed to contain every document.

Before you search: identify the project and its regulator

Collect the project name, proponent, province or provinces, approximate route or nearby communities, and any registry reference number you already have. These details help distinguish similarly named projects and give you alternatives if a title search fails.

Jurisdiction is a useful first filter. The CER says it regulates pipelines crossing provincial or international boundaries, while a pipeline entirely within one province is regulated by that province’s regulatory body: CER: Regulated responsibilities. For an intraprovincial project, search the relevant provincial regulator and environmental assessment office. The responsible agency and its public records system vary by province.

Some projects also involve federal assessment or permits even when a provincial regulator is responsible for the pipeline. The federal Registry covers a range of assessments and federal processes, so a provincial project can still merit a federal search.

Choose the right records portal

Portal Best for How records are organized
Canadian Impact Assessment Registry Federal impact assessment records, federal regulatory processes for major projects, and certain projects on federal lands or outside Canada Project assessment page, key documents, and a broader “List all records”; also offers map and data tools
CER applications and hearings and REGDOCS CER applications, hearing material, current projects, decisions, certificates, and compliance filings Project pages link into regulatory filings, which are organized by filing or document number
Provincial regulator or assessment office A pipeline wholly within one province and any provincial review Depends on the province; the federal sources do not identify a single national provincial portal

The Registry and CER systems can overlap. If a project is CER-regulated and has a federal assessment record, check both rather than assuming one is a complete copy of the other.

Search the Canadian Impact Assessment Registry

  1. Open the Canadian Impact Assessment Registry and search the full project name. If you do not find it, try the proponent, a common acronym, route or community names, and any reference number. The Registry FAQ describes keyword, reference-number, location, and filter-based searches; leaving the search field empty can show all records posted online: Registry frequently asked questions.

  2. Open the likely project page and review its key documents. Then select “List all records” to inspect the wider project file, including records and comments that may not be among the highlighted documents.

  3. Use filters or location search to narrow results when the project name is uncertain. Treat map locations as approximate: the Registry says they are based on coordinates provided by proponents, and a linear project may have several identified locations.

  4. Check the project page for updates, contact details, participant funding information, and any current instructions or deadlines if you intend to comment.

The Registry describes its coverage as including assessments under the Impact Assessment Act, federal regulatory processes for major projects, projects on federal lands or outside Canada, older ongoing assessments under previous legislation, regional and strategic assessments, and federal permits and authorizations. Its scope is broader than a single pipeline assessment database.

Search CER project pages and REGDOCS

For a federally regulated pipeline, use the CER’s applications and hearings area. Choose “View applications and projects” to find current project pages, or “View regulatory documents” to open REGDOCS. The CER states that a company must apply before it can build a federally regulated pipeline, power line, or offshore renewable energy project.

A project page can serve as a guide to the regulatory file, not as a substitute for the underlying filings. Follow its links and record numbers into REGDOCS. For example, the CER’s North Corridor Expansion page links an application, recommendation report, Crown consultation and accommodation report, Order-in-Council, project certificate, and condition-compliance filings: CER: North Corridor Expansion.

Keep the status of each document clear as you read. A proponent’s application or technical submission presents what the company filed; it is not itself a regulator finding. Recommendation reports, decisions, certificates, and compliance filings represent different stages or functions in the regulatory record.

Know which document names to look for

Environmental material may be filed under different names depending on the process and stage. Useful search terms include environmental and socio-economic assessment (ESA), impact assessment report, initial project description, impact statement, assessment guidelines or plan, and regulator information requests and responses. The CER describes environmental and socio-economic assessment information and filing manuals as part of its application process: CER environmental and socio-economic assessment guidance.

Also look for public notices, technical submissions, public review documents, comments, hearing exhibits, recommendation reports, decision statements or certificates, permits, and condition-compliance plans. The Registry FAQ lists notices, technical documents, assessment guidelines and plans, public review documents, comments, and geospatial data among possible records. Use “List all records” as a cross-check after reviewing the project page’s key documents.

Understand the federal review track without guessing from a map

The CER’s environmental assessment guidance describes different federal review tracks using project length and new right-of-way. It says pipeline projects under 40 km receive a CER full assessment within 300 days; projects 40 km or longer with less than 75 km of new right-of-way receive a full assessment within 450 days and must be decided by the Governor in Council; and large designated projects, including pipeline projects with 75 km or more of new right-of-way, use an integrated review with the CER and Impact Assessment Agency of Canada (IAAC) and are decided by the Governor in Council.

The CER’s responsibility page describes designated projects such as pipelines with more than 75 km of new right-of-way as undergoing an integrated review led by IAAC with CER support and a federal Cabinet decision. Because the two CER pages phrase the 75 km threshold differently, do not treat a distance alone as a definitive legal test. Check the current legislation and regulations and the project’s own designation and review information. These are general process descriptions, not a determination about an unnamed project.

Find older records or request documents that are missing online

The former Canadian Environmental Assessment Archives database has been decommissioned. According to the Registry FAQ, older comprehensive studies and review-panel assessments can be searched by keyword in the current Registry; screening and class-screening records are available through Open Data. Some archived records may not be available on the web, and archived contact information may be out of date. Use the current general authority listed on the assessment page to ask about a missing file.

For projects on federal lands or outside Canada, the FAQ says the responsible authority posts a notice of intent to make a determination and invite public comments, and a notice of determination with mitigation measures. Additional records may be available on request from the authority named on the project page.

Online access also has limits for other records. Information may be withheld for privacy, security, or confidentiality reasons. If a record is not listed, check the project page for the responsible authority or contact information instead of assuming the document does not exist.

Use maps and geospatial files for route research

The Registry’s map can help locate projects and compare submitted project geography with environmental layers. The map is a discovery aid, not a surveyed route: locations may be approximate, and proponents can submit geospatial packages with more detailed footprints. The Registry offers geospatial files and scientific data that can be explored in its map or GIS software.

For location-sensitive questions, compare the map with project filings and their descriptions. Do not treat a map pin as proof of the exact pipeline alignment or construction footprint.

Comment or follow a project

The Registry supports comments through its online tool or by email using the contact details on the project page. Online comments require email verification; the FAQ says online comments are posted in real time, while comments received by other methods are posted after review. The Registry overview also describes project email updates and links to participant funding opportunities. Check the project’s own page for the applicable deadline and submission instructions, since participation windows and procedures are project-specific.
