Search by address, parcel number, project name, and case number—not only by the words “data center.” A filing, hearing, vote, and issued permit are different stages, and some projects may be approved without a public hearing.
Start with the government responsible for the site
Data-center applications are handled locally, so first identify which city or county has land-use authority over the parcel. If you do not know the address or jurisdiction, use the county or city GIS map or assessor’s parcel viewer to locate the property and determine which planning department serves it.

On that government’s website, look for planning, zoning, development review, building permits, or an application-search portal. Search the site’s official records rather than relying only on news coverage, developer announcements, or a general web search.

Search records using several terms and identifiers
Search the application portal and public records with as many identifiers as you have:

- Project address or parcel number

- Case, file, permit, or application number
- “Data center” and related land-use or approval terms
Do not assume the application will be labeled “data center.” Depending on local zoning rules, it may be filed as a warehouse or storage use, utility facility, or another broader category. Search for terms such as rezoning, planned development, special exception, conditional use, site plan, major development, and environmental review. The Southern Environmental Law Center notes that data-center classifications and approval paths can vary by locality in its 2026 Virginia report.
Local portals may have limitations. San José says applications can be searched by address or permit number and recommends searching SJPermits by planning file number. Its current-application list is updated monthly and may not show a permit’s current status, so confirm details with the assigned project manager or planning department. See the city’s active planning applications page.
Find the hearing notice and participation rules
A project application and its hearing notice may be on different pages. Once you find a case number or address, check the calendars and agendas for the planning commission, zoning board or board of appeals, county board, and city council. Search each agenda for the case number, address, project name, and developer.
Read the official notice for the hearing date, location or remote-access details, written-comment deadline, and accepted ways to testify. A project can have more than one hearing or approval, so check the agenda for the specific case and stage rather than assuming one meeting is the only opportunity to participate. Fairfax County, for example, lists in-person, telephone, prerecorded video, and advance written testimony options for certain hearings; the options for your case may differ. Its data-center information page also describes local rules and current county figures.

Open the application documents and staff report when available. They can show what is being requested and what staff recommends. Keep the stages distinct: an application being filed does not mean staff has recommended approval, a hearing has occurred, a governing body has voted, or a permit has been issued. Twiggs County provides a local example of a project page containing an application, hearing procedure, Q&A notices, hearing agenda, and environmental study materials: Twiggs County’s official website.
Does every proposed data center get a public hearing?
No. Whether a hearing is required depends on the zoning classification, the approvals requested, and local law. A use that is permitted by right and meets applicable standards may be approved administratively without a public hearing. A special-use or conditional-use application, special exception, or rezoning typically involves public notice and one or more hearings, but the precise process varies by state and locality.
Virginia-specific guidance from the Southern Environmental Law Center explains this distinction, but it should not be treated as a nationwide rule. Fairfax County illustrates how the rules can differ even within one jurisdiction: data centers meeting standards in its I-5 and I-6 districts can be built by right without a hearing, while certain deviations and projects in other commercial or industrial districts require special-exception approval and public hearings. Ask the planning department which category applies to the actual parcel and case.

Confirm the status before you act
Government pages can lag, and proposals may be changed, paused, or withdrawn. Contact the assigned project manager or clerk to verify the case’s current status, next hearing date, comment deadline, and participation formats. Ask whether you can be added to a case-specific email list, and subscribe to general planning-agenda alerts where available. San José, for example, offers instructions for requesting project alerts and options for broader development and environmental impact report updates on its active planning applications page.

Dated local updates can materially change what a search result means. Calvert County reported that Amazon Data Services withdrew its conceptual site-plan application on August 4, 2026, and that a six-month moratorium on site-plan approvals took effect August 28, 2026. Check the county’s official website for its current records and notices rather than treating an older application page as proof that a proposal is active.
Use state-level maps as a supplement, not a complete list
Some states publish maps or lists of projects that have engaged with a state agency. Pennsylvania announced in August 2026 that its Department of Environmental Protection had become aware of more than 100 proposals reported in public databases; 58 had engaged with DEP, 15 had applied for at least one DEP permit, and five had obtained all permits necessary for their first phase. These figures describe Pennsylvania as reported by the Commonwealth, not a nationwide count, and a state map may not include projects that have not engaged with the agency. See the Commonwealth’s Executive Order 2026-05 announcement.
That Pennsylvania announcement also states Governor Josh Shapiro’s position: “The use of nondisclosure agreements with data center projects is not permissible.” This is a Pennsylvania policy statement, not a general rule for every jurisdiction. For a proposal near you, local application records and the responsible government’s hearing notices remain the essential sources.
