How to find out why employees stop using an AI tool

A falling usage chart cannot tell you why employees stopped using an AI tool. To find the cause, define exactly what “stopped” means, verify use with more than one signal, locate the affected tasks and groups, ask employees about a recent work example, and test a small change against the same measure.

This approach separates a real loss of use from a lower-frequency pattern, a workflow move into another product, an access problem, or use that managers cannot see. It also protects trust: employees are asked about work conditions and support, not treated as suspects in a monitoring exercise.

Start by defining what “stopped using” means

Write a one-sentence diagnostic question before opening a dashboard. Name the tool or approved service, the people and tasks in scope, the comparison periods, and the event that counts as use. For example: “Among customer-support specialists with access to Tool A, did the share completing at least one documented case-summary task with it fall between April and June?” That is answerable. “Why did adoption fall?” is not.

Keep the definition unchanged in both periods. The Federal Reserve’s note Measuring AI Uptake in the Workplace explains that estimates move when surveys change their wording, lookback period, weighting, or denominator. A 30-day question, a question about ever having tried AI, and an account-login count measure different things.

Signal you observe What it can mean What to check before explaining it
No recorded activity No use, loss of access, a moved workflow, or use outside approved accounts Account status, permissions, embedded features, and confidential employee feedback
Fewer sessions or prompts Lower frequency, a completed project, or a switch to a faster integrated path Meaningful task completion and the work volume in each period
Fewer employees active A true drop, staff or role changes, or a changed opportunity to use the tool Headcount, assignments, leave, onboarding, and comparable exposure
Lower self-reported use Behavioral change, recall differences, or a different question interpretation Exact wording, response options, timing, and the people who answered
Lower use in one tool Migration to another approved service or an AI function inside an existing product Other approved routes and task-level examples

Do not label someone a non-user because of one quiet week. Set a minimum observation window appropriate to the task cycle, and retain a baseline or comparison group when one exists. A quarterly tax workflow and a daily help-desk workflow need different windows. Record whether your measure counts logins, prompts, generated outputs, a completed task, or employee-reported use; those are not interchangeable.

Check whether your adoption picture is incomplete

Management records describe activity that passes through systems you can see. They do not necessarily describe all workplace AI use. The Federal Reserve notes that individual adoption and employment-weighted firm adoption can appear similar even when some workers use AI without their managers’ knowledge. The UK Department for Science, Innovation and Technology’s 2025 business survey explicitly says it does not measure “shadow AI”—use through personal accounts or unapproved services.

Use at least two evidence streams, while collecting only what you need:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • System evidence: authenticated sessions, task events, feature use, errors, latency, access changes, and workflow completion. Prefer an event that represents useful work over a raw login.
  • Work evidence: a sample of the task outputs or process records, handled under your existing data-protection rules. This checks whether activity was consequential rather than merely exploratory.
  • Employee evidence: a short confidential survey followed by interviews. Ask about a recent task and the decision to use or not use the tool.
  • Context evidence: role assignments, workload, manager changes, policy updates, product releases, outages, and training dates.

Never merge these into one unexplained “adoption score.” Present the numerator, denominator, period, and source for each measure. Access is an opportunity to use; it is not proof of use, usefulness, productivity, or business impact.

Find where the change happened

Once the signal is defined, segment it narrowly enough to reveal a pattern without turning the exercise into employee surveillance. Start with groups that differ in their opportunity to use the tool, then add detail only when it changes a decision.

  • Role, job family, or task type
  • Team, location, or shift where relevant
  • Workflow and system integration
  • Tool version, model, or access route
  • Rollout stage and training cohort
  • Work volume and tenure

Compare groups with the same observation window and the same use definition. Keep role, sector, and opportunity visible: the UK government’s 2025 survey found that AI adoption varied by business size and sector, so an organization-wide average can hide sharply different conditions. If one team’s work moved into an AI feature built into its existing software, a decline in the named tool may be a route change rather than abandonment.

Build a simple comparison table for each affected group:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Dimension Group with lower use Reference group Question to test
Task relevance Which tasks actually allow the tool? Which tasks remain eligible? Did the work mix change?
Workflow fit Where must users copy, paste, or reformat? Which steps are integrated? Is friction concentrated in one process?
Output burden How much checking or correction is required? What review is normal there? Is the result reliable enough for the task?
Access Were seats, permissions, or reliability different? Did access remain stable? Could people use it when needed?
Support Manager and training conditions Available coaching and examples Did employees know how to proceed?

Ask employees without making them feel monitored

Use a two-stage process: a short confidential survey to identify patterns, then voluntary interviews to obtain concrete examples. Before collecting responses, state what is being collected, who can see it, how long it will be retained, and whether answers will be connected to individual usage records. Do not publish employee leaderboards or imply that continued use is a performance requirement unless that is an explicit, communicated workplace policy.

Use neutral, task-based questions

Ask about a recent event rather than whether someone “likes AI.” A useful survey can include:

  1. What task did you last try with this tool, and what happened?
  2. Which task did you use it for before but do differently now?
  3. What makes the current workflow easier or harder with the tool?
  4. Was the result useful and reliable enough after review and correction?
  5. Did you have concerns about confidential data, privacy, security, compliance, or whether AI use was appropriate?
  6. Did you know what was allowed, and did you receive training or help when stuck?
  7. Did your manager or team encourage experimentation, or did expectations feel unclear?
  8. What would need to change for you to try it again? Is there a task where you prefer not to use it?

Offer “not applicable” and “prefer not to answer” where appropriate. Avoid leading wording such as “What do you dislike about the AI?” and avoid asking employees to disclose prompts or customer data when a task description will answer the question. Interviews should probe sequence and consequence: “What did you do next?” and “How much correction was needed?”

Employee explanations are evidence about their experience, not automatic proof of a technical cause. A complaint about slow output should be checked against service logs; a complaint about risky data handling should be checked against policy clarity and the actual workflow.

Test several explanations instead of assuming resistance

Organize findings into categories that point to different actions. Count how often a pattern appears, but preserve the examples that explain its effect.

Possible explanation Evidence to look for Focused test
Low task relevance or usefulness Employees cannot name a recurring task where the result saves time or improves quality Offer one role-specific task and measure usefulness after normal review
Poor workflow fit Copying between systems, duplicate entry, or a missing integration Remove one handoff or embed the tool in the existing process
Result quality or correction burden Inaccurate, inconsistent, or hard-to-edit outputs; more review than expected Define an acceptable output standard and record correction time
Access or reliability Permission failures, outages, latency, rate limits, or missing seats Reproduce the failure and track successful task completion
Privacy, security, compliance, or ethics Uncertainty about data, approval, authorship, or appropriate use Publish a plain-language rule and test comprehension with scenarios
Skill or training gap Employees try once, cannot recover from a poor result, or do not know where to get help Provide a role-based practice session and an escalation route
Manager or team climate People receive conflicting signals about experimentation, review, or risk Give managers the same expectations and observe whether guidance changes
Established habits or incentives The current method is familiar, fast enough, or rewarded by existing targets Compare total task effort and recognize quality, not tool activity alone

Gallup’s February 2026 survey of 23,717 U.S. employees identifies these conditions as useful hypotheses. Among workers in organizations that made AI available, frequent use was reported by 88% of those who strongly agreed that AI integrated well with their systems and processes, compared with 55% who did not strongly agree. Gallup also reported that 46% of non-users and 36% of infrequent users preferred to keep doing work as currently done. These are associations, not proof that integration or a preference for existing methods caused retention or drop-off.

Use published figures as context, not as your churn rate

External figures can prevent false certainty, but none establishes why employees in your organization stopped using a particular tool. Keep the country, date, sample, denominator, and question attached to every number.

Source and date Reported figure What it means—and what it does not mean
Federal Reserve Board, February 2024 20% to 40% of workers using AI in the workplace across the worker surveys reviewed A range across surveys with different methods; not a universal current benchmark or a retention rate
UK Department for Science, Innovation and Technology, 2025 16% of surveyed UK businesses currently used at least one AI technology 3,500 business interviews, weighted by business size and sector; fieldwork ran February 12–May 2, 2025; not a worker-use rate
UK Department for Science, Innovation and Technology, 2025 30% of staff on average used AI in businesses that had adopted it Conditional on being an AI-adopting business; not 30% of all UK workers
Gallup, February 2026 88% versus 55% frequent use by perceived workflow integration U.S. employees in organizations making AI available; an association, not a causal effect
Gallup, February 2026 46% of non-users and 36% of infrequent users preferred current ways of working A reported barrier among those groups; not a count of people who quit a named tool

The UK report’s 3,500-business survey was supplemented by 100 qualitative interviews conducted March–May 2025. One construction participant described AI as a way to get work done “faster, smarter” by cutting unnecessary work; that illustrates a perceived benefit, not evidence that every role will gain one.

Match the response to the barrier, then run a local test

Do not launch a general “AI awareness” campaign when the evidence points to one broken workflow. Choose one change that directly addresses the most common, consequential barrier.

Finding First response to try Outcome to measure
Employees cannot identify a useful task Demonstrate one recurring, role-specific use case with a before-and-after task description Employee-rated usefulness and voluntary repeat use
Copying and reformatting dominate the work Redesign the handoff or integrate the approved feature Completion time and number of manual transfers
Outputs require excessive correction Narrow the task, improve instructions, add examples, or stop promoting that use case Correction time, error rate under normal review, and willingness to reuse
Rules are unclear Publish allowed data, prohibited tasks, review duties, and an escalation contact Scenario-based comprehension and reported confidence
Employees lack practical skill Provide role-based practice using safe sample data plus help after training Successful task completion without additional coaching
Access or reliability is the obstacle Fix permissions, capacity, or service reliability before promoting use Successful attempts and failed-attempt rate

Set a review date and a modest success measure before making the change. For example, over four weeks compare the share of eligible employees who complete the defined task, their answer to “Was this useful after review?”, and whether they choose the tool again. Reuse the original definition, population, and observation window. If use rises but usefulness does not, you may have increased activity without improving the work.

Protect privacy while diagnosing adoption

Collect the minimum information needed for the question. Aggregate reporting can usually identify a team-level pattern without exposing an individual’s prompts or activity. Restrict raw records, document access, set a retention period, and explain whether administrators can connect survey answers to usage events.

Privacy, security, and compliance concerns are themselves possible barriers. Treat them as legitimate design requirements, not as resistance to be overcome. The appropriate controls depend on your jurisdiction, data, contracts, and internal policies; the cited surveys do not establish one universal monitoring policy.

Jobs for the Future’s 2026 summary of a November 2025 worker survey recommends that employers invest in training and structured support and consult workers directly about AI use on the job. That principle is practical: employees often know which corrections, handoffs, and risks a dashboard cannot reveal. Read the full summary at Jobs for the Future’s AI survey page.

Common mistakes and how to correct them

Calling a lower login count abandonment

Correction: examine meaningful task events, work volume, and alternate routes before assigning a motive.

Changing the question between periods

Correction: preserve wording, lookback, weighting, denominator, and eligibility rules; document any unavoidable change instead of splicing the figures together.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring shadow or embedded use

Correction: ask neutrally about other approved and personal routes, and check whether the task moved into an existing product. Do not ask employees to reveal confidential content.

Treating access as impact

Correction: measure usefulness, quality, correction burden, and work outcomes separately from frequency.

Assuming a survey association is a guaranteed remedy

Correction: use relationships such as Gallup’s workflow-integration finding to choose a local test, then measure the result in your own process.

Using one organization-wide average

Correction: segment by opportunity, task, workflow, and support conditions while avoiding unnecessary personal tracking.

A practical investigation checklist

  1. Write the exact tool, population, task, use event, and before-and-after periods.
  2. Check access, work volume, outages, product changes, embedded features, and other approved routes.
  3. Report system, work, employee, and context evidence separately.
  4. Segment only where role, task, workflow, or support conditions differ materially.
  5. Run a confidential survey with neutral, recent-task questions.
  6. Interview a purposive sample for sequence, correction effort, and consequences.
  7. Classify findings into usefulness, fit, quality, access, risk, policy, skill, support, and habit.
  8. Select one response tied to the strongest local barrier.
  9. Define a modest operational and employee-centered outcome before the trial.
  10. Recheck with the original measure and ask employees what changed.

The result should be a testable account, not a verdict about employee attitude: where use changed, which work was affected, what employees experienced, and which specific adjustment is worth trying next.
