How to Find Out Who Funds a Political Action Committee

For a federally registered political action committee (PAC), start with its record in the Federal Election Commission (FEC) database. Confirm the committee’s ID and type, then review its receipts and filed reports for itemized contributions and transfers. For a state or local PAC, search the relevant jurisdiction’s disclosure agency instead; federal records do not cover every committee.

Find and verify the committee

  1. Open the FEC’s committee data search and search by the PAC’s name, a distinctive part of its name, or its FEC committee ID. The FEC provides records for PACs, parties and other committees.
  2. Check the committee ID and treasurer details before using a result. Committees can have similar names, so the ID is the more reliable way to distinguish records.
  3. Note the committee type. A traditional PAC, separate segregated fund, leadership PAC, hybrid PAC and independent-expenditure-only committee are not interchangeable categories. The FEC says independent-expenditure-only committees may accept unlimited contributions from individuals, corporations, labor organizations and others. See the FEC’s PAC registration guidance.

Read receipts, not just summary totals

A committee profile can provide financial summaries and links to filings. Use the summaries to orient yourself, then inspect the underlying reports and itemized receipts to see disclosed contributor names and transaction details. Confirm the reporting period covered by each figure, and check whether a newer report or an amended filing is available. The FEC’s committee data includes committee records, summaries and filings.

“Who funds it?” can refer to different things: people who gave directly to the PAC, other committees that transferred money to it, or the ultimate origin of funds further up a chain. Follow reported transfers through relevant filings where possible, but do not treat a summary total as proof of one ultimate funder. Distinguish money received by the committee from money it later spends as contributions or independent expenditures.

Search individual contributions

To look up reported contributions by a person or investigate a set of transactions, use the FEC’s Individual Contribution Research search. It supports searches and filters by contributor name, employer or occupation, city, state or ZIP code, date, amount, and the committee receiving a contribution. The FEC describes its database as covering individuals who have made contributions to federally registered political committees.

Employer and occupation are reported fields. They can help provide context, but they do not prove that the employer directed or supplied the contributor’s money. Treat them as reported information about the contributor, not as evidence of an employer-funded contribution.

Look in the right jurisdiction

The FEC database covers federal filings. For a state or local PAC, identify the relevant state or local disclosure office. The FEC’s Combined Federal/State Disclosure and Election Directory is a starting point for locating those agencies.

Disclosure rules vary by jurisdiction, including what must be reported, how often reports are filed and how much detail is available. A federal record and a state or local record may therefore show different information; they are not interchangeable.

Account for filing dates and archive coverage

The FEC says reports should be available for public inspection within 48 hours of receipt, or within 24 hours for electronically filed submissions. Those deadlines do not guarantee that every online summary updates immediately: data processing and summary updates can lag. Check the filing itself for its covered period and filing status. The FEC explains filing deadlines and provides information about data and filing coverage.

Online archive start dates differ by filing category. Some older records may not appear in the online archive; the FEC directs people seeking older materials to its Public Records Office.

Compare PACs on the same basis

For a meaningful comparison, use the same election cycle or reporting period and review comparable fields. FEC committee profiles, itemized data and committee-type filters can support this check.

What to compare Why it matters
Committee type Categories differ in purpose and applicable contribution rules.
Total receipts Use the same stated period; a headline total alone does not identify the sources.
Itemized individual and committee contributions Separates disclosed contributions by individuals from money reported from other committees.
Transfers and other reported receipts Shows money reported as coming through channels other than direct individual contributions.
Disbursements or independent expenditures These describe spending, not funds received, and should not be confused with receipts.
Latest filing date and completeness A newer filing, amendment or processing delay can change what the available record shows.

Describe figures as reported totals for the specific period and record reviewed. Classification and jurisdiction affect what appears in a dataset.

Use contributor data lawfully

FEC contributor records are public, but federal law restricts using individual contributor information from those records for solicitation or commercial purposes. Review the FEC’s solicitation prohibition before reusing personal contributor data.
