The most reliable way to find out is to check your police department and city or county government websites, then confirm what you find in contracts, policies, or a public-records response. Search for both “Flock” and the generic terms “ALPR,” “LPR,” and “automated license plate reader,” because an agency may describe the technology without naming the vendor. If the online record is inconclusive, ask the department’s records custodian whether it currently uses, formerly used, or can access Flock cameras or another automatic license-plate-reader network.
Start with the official police and local-government websites
Open the police department’s website first, then check the sheriff, city, county, procurement, council, budget, and public-safety pages. Use the department’s own search box as well as a web search engine. Search the agency name with each of these terms:

Useful query patterns include [city] police Flock, [department name] Flock transparency portal, [city] ALPR policy, and [city] automated license plate reader contract. Search the sheriff and county names separately if your area has overlapping law-enforcement agencies. A city police page may not describe equipment operated by a county sheriff, a regional task force, or a neighboring agency whose data it can query.

Look for technology, frequently asked questions, privacy, policy, public-records, procurement, and community-information pages. Agencies may call the system an ALPR or LPR program and mention Flock only in a contract, a linked portal, or a PDF. A page that does not contain the word “Flock” therefore does not establish that the department does not use it.

Examples of the kind of official confirmation to look for
The City of Raleigh’s official information identifies Flock as an automated license plate reader system and links a public transparency portal. Arlington’s official police page states that its department uses Flock and links to its portal and policy information. These examples show why both the vendor name and the generic technology terms matter when you search your own jurisdiction.
Open the agency’s Flock transparency portal
Some departments link a Flock transparency portal directly from their police or municipal website. Open the link from the agency page rather than relying on an unaffiliated search result, and check the page’s date or “last updated” information. A portal can provide useful confirmation, but its contents differ by jurisdiction.
Raleigh says its portal displays general information about the type and frequency of use, the number of cameras, and the current retention time. Another agency’s portal may show a policy document, a camera count, aggregate searches, audit information, or almost no operational detail. Treat the portal as evidence of what that agency chose to publish, not as a national standard.

Save or print the page and note:
- The agency name and the date the information was posted or updated.
- Whether the page says the department owns cameras, operates them, or merely has access to another agency’s system.
- The number of cameras and whether the number is current, planned, or historical.
- Retention periods, search rules, audit requirements, and permitted sharing.
- Any statement identifying other agencies or private partners with access.
- Links to contracts, policies, frequently asked questions, or public-records contacts.
A portal can disappear, move, or change without preserving an old version. Keeping a dated copy helps you distinguish a current program from a historical disclosure.
Check contracts, purchasing records, and council documents
When a portal is missing or vague, procurement records often provide the clearest evidence. Search the city or county purchasing system, council agendas and minutes, budget appendices, bid awards, invoice databases, and public-contract repositories. Combine the agency name with “Flock,” “ALPR,” “LPR,” “camera,” “subscription,” and “data-sharing.” Search both the police department and the government entity that pays its bills.

Taunton Police’s official page, for example, links its public transparency portal and posts its current Flock contract and services agreement. A signed contract can establish a start date, renewal term, number of cameras, service scope, and responsible government entity more precisely than a general webpage.
How to read a contract
Check the effective and expiration dates, renewal clauses, and any amendment. Identify whether the agreement covers hardware, cloud services, installation, maintenance, or access to a larger network. Look for language on data ownership, retention, searches, audit logs, user accounts, sharing with other agencies, and termination or deletion. An expired contract may document former use but not prove that the department still has an active subscription.

Invoices and purchase orders can corroborate that a contract was actually paid. A budget request or council discussion may show a planned purchase that never occurred, so classify it as planned unless another record confirms deployment. Conversely, a contract with a vendor may not identify every camera that a department can query through a regional or private arrangement.
Ask the records custodian when the public record is unclear
Every department has a records contact, public-records officer, clerk, or custodian. Send a focused written request asking for existing records rather than asking the agency to create a new report or provide a legal opinion. Identify the date range, request electronic copies, and ask about fees before work begins if your local process allows.
Your jurisdiction’s disclosure law controls deadlines, exemptions, fees, and appeal rights. Public-records rules vary substantially, and a Florida civic organization’s sample request is a Florida-specific example; its legal citations and wording should not be reused elsewhere without adapting them to local law.

Records that can confirm adoption or access
- Current or former contracts with Flock Safety, including effective dates, renewals, amendments, and statements of work.
- Contracts, purchase orders, invoices, or grants for another ALPR provider.
- Policies or general orders governing ALPR use, retention, access, auditing, and sharing.
- Camera counts and, where disclosure is permitted, installation records or maps.
- Data-sharing, mutual-aid, memoranda-of-understanding, or access agreements with other agencies or private partners.
- Lists of agencies or personnel authorized to search the system.
- Audit logs or aggregate usage reports, if those records are disclosable.
A practical request template
You can adapt this wording to your state or locality:
Please provide existing records from [start date] through [end date] sufficient to show whether [department name] currently or formerly contracted with Flock Safety or another automated license plate reader provider. Please include contracts, amendments, purchase orders, invoices, policies or general orders, camera counts or installation records, data-sharing or access agreements, and audit logs or aggregate usage reports where disclosable. Please identify whether the department can search cameras owned by another agency or private partner. Electronic copies are preferred. Please advise me of any fees before processing, if permitted by law.
Ask the custodian to identify records that are withheld and the legal basis for each withholding. You do not need to demand a custom report; requesting existing documents is generally clearer and easier for the agency to process. If the response says no records were found, ask whether the search included the city, county, sheriff, procurement office, and any regional information-sharing system.
Do not confuse a private camera with police ownership
A Flock camera installed at a neighborhood entrance, apartment complex, business, or private road does not by itself prove that the police department owns or operates it. Flock states that police hot-list alerts require coordination with local law enforcement and an agreement. That indicates a relationship may exist, but it does not establish the full scope of a department’s data-sharing arrangements.
Ask the agency three separate questions:
- Does the department own or operate any Flock cameras?
- Can its personnel search cameras owned by another government agency or private partner?
- Can another agency search cameras installed in the department’s jurisdiction?
These questions distinguish physical ownership, operational control, and searchable access. A department may have no cameras of its own yet still query a shared network. A private installation may record vehicles without giving police automatic access. Only the agency’s policy, agreement, or records response can establish the particular arrangement.
Evaluate the evidence by strength and scope
Not every mention proves the same thing. Use the following framework when comparing pages and documents:

| Evidence | What it can establish | What it may not establish |
|---|---|---|
| Current agency statement naming Flock | The agency publicly confirms use at the time of the statement. | The number of cameras, retention period, or access by other agencies. |
| Active contract or paid invoice | A documented procurement relationship during the stated term. | Whether every planned camera was installed or whether access continues after expiration. |
| Transparency portal | What the agency elects to disclose about policy, cameras, use, or retention. | A complete inventory of shared or privately owned cameras. |
| Policy or general order | The rules governing searches, purposes, retention, auditing, and sharing. | Proof that every rule is followed in every instance. |
| Camera seen in a neighborhood | That a device appears to be installed at that location. | Who owns it, who can search it, or whether it is connected to police systems. |
| Search result or social-media post | A lead for locating an official record. | Current adoption, contract status, or official policy. |
Compare evidence of adoption, scope, transparency, retention and sharing details, and date or status. A current contract plus an agency confirmation is stronger evidence of present use than an undated portal mention. An expired contract can still establish historical use. The absence of one disclosure does not prove the underlying practice is absent.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Understand what an ALPR policy tells you
Once you locate a policy, read the operational details rather than stopping at the vendor name. Check whether searches must be tied to a legitimate law-enforcement purpose, a case number, a warrant, a call-for-service number, or another identifier. Note who may search, whether supervisors review searches, how misuse is audited, and when data is deleted.
Raleigh’s published FAQ states: “Raleigh Police Department policy requires that every license plate reader (LPR) search be conducted by a trained Raleigh Police Department employee and is tied to a legitimate law enforcement purpose and documented with a case number, a warrant number, a call-for-service dispatch number, or uniquely identifiable number.” This is Raleigh’s policy statement, not a rule that applies automatically to other departments. Your local policy may use different approval, documentation, retention, or sharing requirements.
Use dates and status labels carefully
ALPR programs change. A department may pilot cameras, renew a subscription, replace a provider, suspend a program, or retain access through another agency after ending its own contract. For every document, record whether it is current, expired, planned, or historical.
Use the document’s effective date, publication date, amendment date, and “last updated” label. If a portal reports a camera count, determine whether the number is “currently deployed,” “authorized,” or “installed as of” a particular date. If those qualifications are not stated, describe the figure as reported on the page rather than presenting it as a current total.

What Raleigh’s published figures do—and do not—show
Raleigh reported 130 leads generated in cases, 110 cases cleared, and 67 stolen vehicles recovered in the first half of 2026. Those are one agency’s reported outcomes for that period. They do not show how Flock performs nationally, how many departments use it, or whether another department will achieve similar results. Treat agency-reported statistics as local, time-bounded information and check the agency’s methodology before comparing figures.
Troubleshoot common dead ends
No results for “Flock”
Repeat the search with ALPR, LPR, automated license plate reader, and license-plate recognition. Search PDFs, council minutes, procurement pages, and the sheriff or county government. The vendor name may appear only in an attachment.
A portal link is broken
Return to the police or city website and search for “transparency,” “ALPR,” or “privacy.” Ask the records custodian for the current portal address and a copy of the policy or contract. A missing portal is inconclusive, not proof of non-use.

Ask whether it can access Flock cameras owned by another agency or private partner, and whether it previously used Flock under a different department or county name. Request the policy and access agreements that define the answer.
The agency refuses or heavily redacts the request
Ask for the specific exemption, request segregable portions, and narrow the date range or record categories if appropriate. Follow the appeal or review process in your jurisdiction. Do not assume that a withheld audit log proves the department has no system; it may mean only that the record is exempt or requires redaction.
A repeatable checklist
- Search the police, sheriff, city, county, procurement, council, and public-safety websites.
- Use both “Flock” and generic ALPR or LPR terms.
- Open and date any official transparency portal.
- Save policies, camera counts, retention statements, and access information.
- Search contracts, amendments, invoices, budgets, and meeting minutes.
- Separate current, expired, planned, and historical records.
- Distinguish department-owned cameras from shared or private cameras.
- Ask the records custodian for existing contracts, policies, counts, sharing records, and audit information.
- Adapt the request to your state or locality’s public-records law.
- Compare what the records establish with what they leave unknown.
Following these steps gives you a documented answer rather than relying on a camera sighting, an outdated search result, or an assumption based on another city’s program.
