How to Find Out Whether Police Are Using License Plate Reader Cameras in Your Area

Start with your local police or sheriff’s own website and search it for “ALPR,” “automated license plate reader,” “automatic license plate recognition,” or “license plate recognition system.” Many agencies post a policy, a transparency portal, or a technology page. If the site says nothing, ask the agency’s records custodian for existing records under your state or local public-records law. No national registry exists, and what an agency publishes or must release depends on where you live.

Know the terms before you search

Agencies don’t all use the same label. You will run into ALPR (automated or automatic license plate reader), automated license plate recognition, and LPRS (license plate recognition system). Police pages use all of these. “Flock” is a vendor name, not a synonym for the technology, so use it as an extra search term and don’t assume every system is Flock.

Step-by-step: how to check your area

1. Work out which agencies cover your location

Many places have a municipal police department and a county sheriff, and sometimes regional or state agencies as well. Any of them may operate cameras or share data. Check each one rather than stopping at the first.

2. Search each agency’s website

Use the site’s search box, or a web search limited to the agency’s name. Useful combinations:

  • [city] police ALPR
  • [county] sheriff license plate reader
  • [agency] automated license plate recognition policy
  • [agency] Flock transparency portal

Agencies often put this information on their own transparency or technology page, and those pages may link out to a vendor-hosted portal.

3. Look for transparency materials

Check for any of the following:

  • a camera map, inventory or count
  • a public portal or dashboard
  • the written ALPR policy
  • community presentations
  • monthly or annual reports
  • data-retention rules
  • information-sharing agreements
  • search or audit summaries
  • budget approvals and contracts

Two agencies show how much this can vary. Monterey Park, California, links a portal that it describes as covering usage, sharing, policy and search-audit information, and it also provides policy and public-records links. Hendersonville’s police technology page links to its policy, a transparency portal, monthly reports and contracts, and it answers questions about camera count and locations.

Don’t forget city council or county board materials. Purchase or lease approvals and contract renewals are administrative records, and they can confirm a program even when the police site is silent.

4. If the web doesn’t answer it, contact the records custodian

Use the public-records contact or portal listed by the city, county or police department. Ask for copies of records that already exist, such as:

  • the current ALPR policy
  • active contracts, renewals and invoices
  • purchase or lease approvals
  • a camera inventory or placement records
  • data-sharing agreements
  • aggregate use or audit reports
  • data-retention schedules

Name the agency, give a time period, and ask for electronic copies. A short request might read:

Under [your state’s public-records law], I request electronic copies of existing records showing whether the [agency] uses automated license plate reader systems, including the current policy, any active contract or renewal with the vendor, and any retention schedule or data-sharing agreement, for [time period]. If any portion is withheld, please identify the records held and cite the legal basis for withholding.

  • 【Compact and Super Easy to Install】The dash cam's slim and compact design ensures it won't obstruct your view. With easy installation and clear, detailed instructions included, even first-time users can set it up without any hassle.

This is a practical approach, not a guarantee that every category exists or can be disclosed. Records rules differ. Kansas, for example, can route requests about captured plate data or system location to the agency that owns, leases or contracts for the ALPR system. If you’re in Kansas, a request sent to the wrong agency may be redirected.

5. Check what you actually found

A page can prove a program exists while leaving out exact locations or access logs. A vendor portal may cover one agency and one vendor, not neighboring agencies or other systems. Compare any map or dashboard’s date and scope against the policy, contracts, reports and any records response. Alexandria, Virginia, says its posted information is updated roughly every 30 days and may not reflect real-time data.

What you may not get

Start with administrative and policy records, since they show whether a program exists and how it is governed. Requests for plate-level data or active investigative records are more likely to meet statutory restrictions or law-enforcement exemptions. Florida, for instance, protects the confidentiality of specified identifying information obtained through ALPR systems. These are state-specific examples, not nationwide rules, so read your own state’s statute and the agency’s process.

Don’t assume you’re entitled to an exact camera map, a live feed, a search log or a plate history. Agencies may also decline to create new records. Monterey Park’s site notes that the California Public Records Act doesn’t require the city to create records in response to a request or to provide explanations about them. That is why asking for existing documents works better than asking questions.

Don’t confuse ALPRs with other traffic cameras

ALPRs capture and analyze vehicle and plate information. They can be fixed roadside units, mobile units, or part of a broader police system. They are not automatically red-light or speed cameras. Alexandria describes its Flock ALPRs as investigative law-enforcement tools and separates them from its automated red-light and school-zone speed cameras, which are civil traffic-enforcement tools. When you search, look for ALPR-specific policy and records, and don’t count every camera on a pole as an ALPR.

Comparing neighboring agencies

No single national portal or standard disclosure package exists. If you’re comparing two jurisdictions, these are the differences worth checking:

Question What to look for
Is use confirmed? Does the agency acknowledge ALPRs and name the vendor?
Placement A count, a map, or general placement information
Governance Policy, contracts, sharing rules, retention schedules
Oversight Usage or audit summaries
Currency Date, geographic scope and update frequency

These differences are visible in agencies’ own pages, but none of these disclosures is necessarily legally required where you live. Camera counts are agency-specific and change, so don’t carry one town’s numbers over to another.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
