To find out whether a data center is proposed near your property, first identify the parcel and the government that controls its zoning. Then search that authority’s official planning, zoning, permit and development-review records using the parcel number, address, applicant, project name and case number—not just the words “data center.” Open the dated case file, check agendas and hearing notices, and ask planning staff when the online record is missing or unclear. A blank search result is not proof that no proposal exists.
Start with the parcel, not the rumor
News stories, neighborhood posts and map pins can point you toward a project, but they rarely establish what is legally proposed. The reliable starting point is the land itself. Write down the property’s street address, parcel or assessor identification number, and the boundary in which it sits. A single data-center campus can cover several parcels, while one parcel may have a mailing address associated with a nearby city but be governed by a county.

Use the official parcel map
Open the assessor’s parcel viewer, property-search site or geographic information system (GIS) map for the area. Search the address and click the exact tract. Record the parcel number exactly as displayed, the legal owner, acreage and the jurisdiction shown for zoning or land use. Save a screenshot or print the parcel page with the date of your search; portals can change as ownership and case information are updated.

Determine who has land-use authority
Decide whether the property lies inside an incorporated municipality or in unincorporated county territory. The city nearest to the property may not control an unincorporated site. Annexations and boundary adjustments can also move responsibility from one government to another. If the map is ambiguous, check both the city and county planning departments and ask which office accepts applications for that parcel.

This distinction affects every later step: the correct zoning code, the application portal, hearing calendar, comment deadline and staff contact all follow the authority over the parcel. Tulare County’s public information page, for example, distinguishes unincorporated territory from incorporated cities and limits the described moratorium to the unincorporated area. A countywide search or rule should never be assumed to apply inside a city.
Search the official records with multiple identifiers
Once you know the responsible government, use its planning, zoning, permit and development-review portals. Search each identifier separately and then combine them. Records may be indexed under a broad land-use category instead of the phrase “data center.”
Use this search matrix
| Identifier or term | Why it matters | Examples to try |
|---|---|---|
| Parcel number | Usually the most stable key, even when an address or owner changes | Enter the complete assessor or tax-parcel number, including dashes if the portal requires them |
| Street address | Finds cases filed before a parcel was renumbered or split | Try the official format, a shortened street name and each address used for a multi-parcel site |
| Owner, applicant or developer | A filing may omit the facility’s eventual operating name | Search the legal owner, development company, utility affiliate or engineering applicant |
| Project name | Large campuses often use a code name or planned-development label | Try the name in news reports, staff reports or signs at the site |
| Case, application or permit number | Leads directly to the authoritative file and later amendments | Search every prefix and number shown on a notice or agenda |
| Land-use category | Captures records that never say “data center” | Rezoning, planned development, conditional use, special exception, site plan, development application or annexation |
| Facility terms | Finds descriptions that use technical or generic language | Data processing, server facility, cloud-computing campus, technology center, industrial campus or high-load utility customer |
Search old and new versions of the portal if the government provides separate systems for planning cases, building permits and zoning hearings. A rezoning can appear in a legislative agenda while a site plan is stored in a development-review database. Utility or environmental applications may be filed separately from the land-use case.

A list entry or map pin may show only a title and location. It can be incomplete, obsolete or attached to the wrong parcel. Use it to reach the case file, then verify the applicant, parcel and dates in the underlying documents. If a result covers a broad industrial project, open the description to see whether computing equipment, server halls, substations or similar facilities are included.
Open the case file and capture its current status
The case file is where you determine what has actually been submitted and what the government has decided. Download the application, project narrative, site plans, revisions, staff reports, notices and decision documents. Do not rely on a map label or a headline.
Record these facts for every case
- Parcel number, address and the number of parcels included.
- Applicant, property owner and any named developer or consultant.
- Case, application and permit numbers, including related rezoning or annexation cases.
- Original filing date and the dates of major revisions.
- Proposed use, building area, number of buildings, site acreage and supporting infrastructure described in the file.
- Completeness status: accepted, incomplete, under review, on hold, withdrawn, denied or approved.
- Latest dated staff action, commission recommendation or governing-body decision.
- Next scheduled meeting, hearing, comment period or appeal deadline.
DeSoto County’s official application list illustrates the level of detail some governments publish: received dates, applicants, project numbers, acreage and facility descriptions. One 2026 entry identifies a proposal of 3,686,125 square feet on 274.26 acres. Those figures describe that particular filing; they are not a standard size for data centers or a prediction about another project.

Check revisions and related cases
Plans can change after the first filing. Compare the original site plan with the latest revision and note changes to building count, generators, substations, access roads, storm-water facilities or property boundaries. Search the applicant and parcel again for companion cases. A conditional-use request, rezoning, subdivision, utility easement or annexation may carry information that is absent from the main site-plan record.

Look at agendas, notices and participation rules
After reading the file, inspect the planning commission and city council or county-board agenda systems. Search meeting calendars, agenda packets, hearing notices and project pages by case number and applicant. The agenda tells you whether a decision is imminent; the notice states how and when the public may comment.
Do not assume a hearing exists
Local procedures differ. Some applications require a public hearing; others are reviewed administratively or placed on a commission agenda without a hearing. Iron County’s Proposed Data Center Information page identified an item for commission review while stating that there would be no public hearing. The page also told residents: "Members of the public are encouraged to review the materials and participate in the public meeting process when applicable." Check the specific notice instead of relying on a general expectation that every data-center case will include testimony.
Save the deadlines and submission method
Write down the meeting date, agenda item, time, location or video link, and the deadline for written comments. Follow the notice’s instructions for email addresses, online forms, file formats and subject lines. A comment sent to the wrong department or after the stated deadline may not be entered into the record. Keep a copy of what you submitted and the confirmation, if one is provided.
Ask planning staff when the record is unclear
If searches return nothing, contact the planning or zoning office that controls the parcel. Provide the parcel number first, then the address and any applicant or project name you have. Ask targeted questions:
- Is there a pending application, pre-application meeting or development-review case for this parcel?
- Has the property been included in a larger multi-parcel filing?
- Are there related rezoning, planned-development, conditional-use, special-exception, annexation or site-plan cases?
- What is the case number, filing date and latest status?
- Which office handles building permits, utility infrastructure or environmental reviews for the project?
- Is a public meeting scheduled, and what are the comment or appeal deadlines?
Ask staff to confirm the jurisdiction if city and county boundaries are confusing. Online records may be delayed, indexed under a different category or temporarily unavailable. Recheck the portal and meeting agendas after staff responds; a pre-application discussion may later become a formal filing, and a newly filed case may not appear immediately.

Interpret the stage correctly
Several events can be mistaken for approval. A land purchase, announcement, application, hearing, approval, permit and construction are separate milestones. Describe only the stage shown by the latest dated official record.
| What you find | What it establishes | What it does not establish |
|---|---|---|
| Land purchase or option | An entity acquired or is seeking control of the property | That the proposed use complies with zoning or will be built |
| Public announcement, concept plan or map listing | Someone has described a possible project | That an application was filed or accepted |
| Pre-application meeting | The applicant discussed a concept with staff | That a complete application or public hearing exists |
| Filed application | A request was submitted to the government | That the request is complete, approvable or approved |
| Incomplete or on-hold case | Review cannot proceed until specified information or action is supplied | That the proposal has been denied or abandoned |
| Staff report or commission recommendation | Professional analysis or an advisory recommendation was issued | That the final decision-maker adopted it |
| Approval or rezoning decision | The identified authority granted the stated entitlement, often with conditions | That building permits are issued or construction has started |
| Building or site permit | Construction activity was authorized under that permit | That every part of the broader campus is permitted |
| Construction observed on site | Physical work is occurring | That the work matches the latest approved plans without checking permits |
Official county pages show that applications can be incomplete, placed on hold, withdrawn, subject to a moratorium or approved. Use the exact label and date in the record. If a case has several statuses, report the latest action and identify earlier milestones only when they explain the timeline.
Compare multiple proposals without mixing them up
When more than one project appears near your property, create a separate row for each case. Similar names, overlapping parcels and successive owners can otherwise make one proposal look further along than another.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches| Comparison field | What to enter |
|---|---|
| Location | Parcel numbers, addresses, distance from your property and whether parcels are contiguous |
| Applicant and identifier | Applicant or owner, project name, case number and related applications |
| Scale and description | Buildings, floor area, acreage, phasing, substations, generators and other facilities stated in the file |
| Procedural stage | Pre-application, filed, incomplete, under review, recommendation, approved, withdrawn or another official status |
| Latest dated action | The most recent staff, commission or governing-body decision and its date |
| Next opportunity | Meeting, hearing, comment deadline, appeal period or no event currently scheduled |
| Review topics | Land use, utilities, water, cooling, backup power, noise, land disturbance, wastewater, transportation and other topics actually addressed |
Do not infer that two proposals face identical standards. The applicable review depends on the jurisdiction, zoning district, application type and local code.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Understand what the review may cover
Data-center proposals can raise infrastructure and neighborhood questions, but the official file determines which issues are relevant in a particular case. Review materials may discuss electricity demand, substations, water supply, cooling systems, backup generators and fuel storage, noise, storm-water or other land disturbance, wastewater, traffic and construction access. Some jurisdictions handle portions of these subjects through separate utility, environmental or building permits.
Read technical appendices and conditions rather than assuming the project will use a particular cooling method or power source. If the file does not state a capacity, water volume, noise level or construction schedule, label that information as not stated instead of estimating it.

Use third-party maps only to discover leads
A public tracker can help you notice a project that you would not have found by searching one government portal. Not On My Grid says its listings draw on county filings, utility interconnection queues, press releases, local news and verified community tips. It describes “Confirmed” as an official filing or utility record and advises caution with unverified or single-tip entries.
Treat every listing as a lead. Follow the tracker’s links to the underlying filing or utility record, then confirm the parcel, applicant, case number and latest status with the responsible planning authority. A tracker’s label, distance calculation or inventory can lag behind a withdrawal, redesign or jurisdictional change.
Common search failures and fixes
Searching only “data center” finds nothing
Repeat the search with the parcel number, address, applicant and project name. Then try rezoning, planned development, conditional use, special exception, site plan, development application and annexation. Review industrial or technology categories that may contain a data-center description.
The address points to the wrong government
Return to the official parcel map and check incorporated versus unincorporated status. Search both city and county records when an annexation or boundary issue is possible, and ask staff which authority controls zoning.
A map pin has no documents
Look for the case number in the map details, then search the planning portal, agenda archive and document-management system separately. The pin may be a project proposal, a utility location or a manually added tracker entry rather than an official case.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →The case appears approved but construction has not begun
Read the decision and conditions, then search for active site and building permits. Approval of a land-use entitlement does not prove that permits were issued, financing closed or work started.
Best Value
The project disappeared from the portal
Check archived agendas, withdrawn or closed-case filters and later applications for the same parcel. Ask staff whether the case was withdrawn, superseded, transferred to another system or replaced by a revised filing.
You cannot find a proposal anywhere
Contact planning staff with the parcel number and ask about pending pre-application matters and related cases. Recheck official records and agendas because publication can lag behind filing. Absence from an online search is not confirmation that no proposal exists.
Keep a dated record as the project changes
Create a simple log with the search date, portal used, query, case number, document title, document date and status. Save the latest staff report, site plan and decision, along with each revision that changes scale or infrastructure. Set a calendar reminder to check the agenda and case portal before the next scheduled meeting and again after the meeting for minutes or a decision.
When telling neighbors or officials what you found, distinguish facts from open questions: identify the parcel and case, quote the latest status, give the source document date, and list the next formal opportunity to participate. This approach keeps a rumor, a filed application and an approved project from being treated as the same thing.
The Bottom Line
The dependable answer comes from the parcel’s governing planning authority: search by every available identifier, read the dated case file and agendas, and confirm gaps with staff. Use maps and trackers to find leads, but rely on the latest official record to state whether a data center is merely proposed, under review, approved or being built.
