You cannot determine whether a home is safe near a former fuel depot from distance alone. The answer depends on what fuels or other materials were stored, whether tanks or pipelines leaked, where contamination traveled, whether vapors could enter buildings, and whether cleanup addressed residential use. Start with the regulator’s site file and have a qualified environmental professional interpret it for the specific home. Without the location and current records, nobody can responsibly make a safety determination about a particular property.

This guide covers the U.S. process. The applicable regulator, records system, and cleanup standards depend on the property’s state, Tribal jurisdiction, and local context.

Why distance does not establish whether a home is safe

A former depot is a possible source of contamination, not proof that nearby homes are contaminated—or proof that they are not. A release can affect soil or groundwater, and contamination may move beyond the depot parcel. Petroleum vapors can also travel through soil and enter a building. The relevant question is whether a release occurred, whether a contaminant reached a pathway connected to the home, and whether people there could be exposed at a level of concern.

Distance can be one piece of a site investigation, but it is not a universal safety threshold. The direction and extent of groundwater movement, soil and geologic conditions, the placement of buildings and utilities, and the condition of tanks or pipelines all matter. Two houses at similar distances can have different exposure pathways; a closer home may not be affected while a farther one could warrant investigation.

The U.S. Environmental Protection Agency (EPA) describes an empirical petroleum vapor-intrusion database drawn from 74 sites: 69 in 10 U.S. states, four in Canada, and one in Australia. That is a description of the database, not a finding that homes near depots are likely to be affected. It cannot predict conditions at an unidentified property.

How to locate the site’s environmental records

Use the responsible regulator and the site’s records as your starting point. A property listing, a former owner’s description, or a brief online database entry may identify a site, but is not a substitute for the underlying investigation and cleanup documents.

  1. Identify likely regulators and records offices. Contact the state underground-storage-tank implementing agency and the state or Tribal brownfields response program. Local environmental, planning, or health departments may also hold permits, tank-removal documents, notices, or land-use records. EPA identifies state and Tribal programs as useful starting points for brownfield information; those authorities generally oversee assessment and cleanup and set the applicable screening and cleanup levels.
  2. Search using more than one name or location key. Try the depot’s current and former names, street address, parcel number, former operator, and any known incident, cleanup-program, or tank-removal number. An old industrial property may appear in agency records under a previous business name rather than its present address.
  3. Request the complete environmental file. Ask for the release and tank history; Phase I and Phase II environmental site assessments; sampling plans and laboratory results; soil, groundwater, soil-gas, sub-slab, and indoor-air data where available; maps showing sample locations and plume direction; remediation, monitoring, and maintenance reports; the closure or no-further-action decision; and recorded restrictions or obligations.
  4. Ask about records for the home as well as the depot. Find out whether off-site migration was evaluated and whether the nearby residence, its parcel, or the pathway between the source and house was investigated. A file documenting work only on the depot parcel does not automatically answer whether a nearby home was assessed.
  5. Check for current obligations and later records. Ask whether monitoring continues, whether controls have been inspected or maintained, and whether new sampling or agency review occurred after the closure decision. If a public database shows only a summary, ask the regulator how to inspect or obtain the underlying file.

EPA’s due-diligence guidance treats site history, prior environmental work, regulatory status, responsible parties, and institutional or engineering controls as relevant parts of understanding a property. Keep the document dates and parcel or site identifiers with your notes so you can distinguish records for the depot from records for the residence.

What Phase I and Phase II assessments can—and cannot—tell you

Phase I: a records-and-observation review

A Phase I environmental site assessment typically reviews historical and regulatory records, interviews, and observable site conditions. It generally does not collect chemical samples. It can identify evidence or a potential concern that merits further investigation, but a completed Phase I is not a laboratory finding that soil, groundwater, or indoor air is clean.

Phase II: sampling to investigate identified concerns

If a Phase I or other evidence identifies a potential release, a Phase II investigation can use sampling to characterize contamination. The value of a Phase II depends on what was sampled, where, when, and why. A few samples from one part of a large depot—or samples confined to the depot boundary—may not resolve whether contamination reached a nearby residence or whether a vapor pathway exists.

Ask the regulator or an environmental professional to explain the investigation’s scope in relation to the home and the intended residential use. In particular, ask whether the sampling locations and media cover plausible migration routes, whether the data are recent enough given changes at the site, and whether any identified gaps affect the conclusion. A report’s conclusion should be read together with its maps, tables, assumptions, and limitations.

Check that the contaminant analysis fits the depot’s history

Different fuels and past operations can require different analyses. A generic petroleum result may not cover every substance relevant to a site’s history. EPA’s examples include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Gasoline: BTEX—benzene, toluene, ethylbenzene, and xylenes.
  • Diesel and heavier fuels: polyaromatic hydrocarbons, particularly naphthalene, as well as total petroleum hydrocarbons (TPH) analyzed for the relevant fuel range.
  • Older releases: possible additives such as MTBE or lead scavengers, depending on the fuels used and the release history.

These are not a universal testing checklist. The appropriate analytes depend on what the depot stored, when it operated, what was released, and which exposure pathways are being evaluated. Ask why each contaminant was included or excluded and whether the laboratory method and fuel-range analysis match the site’s history. A report that does not address a substance is not evidence that it was absent.

Ask whether petroleum vapor intrusion was evaluated

Vapor intrusion is the movement of volatile chemicals from contaminated soil or groundwater through the subsurface and into a building. It is one reason a home can require evaluation even when there is no visible spill on its parcel. Ask the cleanup officials directly: “Is vapor intrusion being investigated for the nearby homes?”

How an investigation may proceed

EPA’s resident guidance describes evaluating soil gas or groundwater near contamination, then collecting sub-slab samples where indicated. Indoor-air sampling may follow if sub-slab results warrant it. The exact sequence depends on site conditions and the results at each stage; a vapor pathway should not be ruled in or out solely from a general description of the depot.

Look for maps and results that show where samples were taken relative to the source and the home, what media were tested, and the dates of testing. Ask whether the investigation addressed the particular residence or just a nearby monitoring point. EPA notes that neighboring houses can be affected differently, so results from one building do not automatically describe the next one.

Odor and indoor-air results need context

A petroleum odor is a reason to notify the regulator or local environmental health officials and ask whether the site is being investigated. Odor alone cannot identify the contaminant, establish its concentration, or show the level of risk. Conversely, the absence of an odor does not demonstrate that no vapor pathway exists.

Indoor-air results also need careful interpretation: volatile compounds can come from household products and outdoor sources, and concentrations can vary over time. Ask how investigators distinguished possible site-related vapors from other sources, whether conditions during sampling were representative, and whether additional sampling or controls were recommended. A consumer air monitor cannot establish the source or certify that a home is safe.

Read a closure or no-further-action decision for its conditions

A closure or no-further-action letter is meaningful evidence of an agency decision, but its scope matters. EPA describes remediation closure as a milestone reached when the implementing agency determines that the remaining contamination in soil, surface water, groundwater, or soil gas no longer poses a significant risk to human health or the environment. The decision is based on the site information, exposure assumptions, land use, and controls considered by that agency.

Read the decision itself rather than relying on a database status label or a seller’s summary. Check:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Land use: Was the cleanup decision made for residential use, or for a different use with different exposure assumptions? Ask whether children and other potentially vulnerable occupants were included in the applicable residential assumptions.
  • Geographic scope: Does the decision cover the nearby home, off-site migration, and relevant pathways, or only a defined portion of the depot?
  • Remaining contamination: Does the decision describe contamination left in place, and what evidence supports the conclusion that it is acceptable for the approved use?
  • Continuing controls: Are there land-use restrictions, groundwater-use prohibitions, caps, vapor barriers, monitoring duties, or maintenance requirements? Determine who is responsible and whether the controls remain in force.
  • Limits on future work or changes: Would digging, installing a well, changing a building, or disturbing a cap require notice, approval, or special procedures?
  • Later review: Has monitoring continued, and have subsequent reports changed or confirmed the original conclusion?

Closure does not necessarily mean that every contaminant was removed. It may mean that remaining contamination is considered acceptable under specified conditions. EPA notes that agencies may reopen a closed case if new information indicates that more investigation, action, or renewed controls are needed.

Compare evidence across homes or nearby sites

If you are comparing more than one home or former depot, compare the investigation rather than ranking properties by distance. Use the same questions for each file and record answers with the relevant report date and location.

Comparison factor What to establish
Source and contaminants What fuels or other materials were stored, whether and when releases occurred, tank status, and which contaminants and fuel ranges were measured.
Pathways and receptors Whether the investigation covered soil contact, groundwater or drinking wells, soil gas, vapor intrusion, and the actual home or relevant off-site route.
Residential relevance Whether the cleanup criteria and exposure assumptions addressed residential use and occupants such as children.
Cleanup and obligations What the agency decided, what contamination remains, and whether monitoring, restrictions, caps, vapor controls, or maintenance duties continue.
Evidence quality and recency Sample locations, media, methods, laboratory results, dates, and whether changed site conditions call for renewed review.

A more extensive file is not automatically proof of greater danger; it may reflect more investigation. A thin file is not proof of safety either. The key is whether the evidence is adequate to support the agency’s conclusion for the residence and the pathways that matter.

When to bring in an environmental professional

Ask a qualified environmental professional to review the file when results are difficult to interpret, the residential pathway is not clearly covered, or the closure decision relies on controls you do not understand. The professional can assess whether the existing work answers the question for the particular home and whether additional sampling should be discussed with the regulator. A regulator remains the authority on the agency’s cleanup decision and requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Professional interpretation is especially useful when:

  • the file documents a release but does not show where contamination traveled;
  • the site has groundwater or soil-gas results but no clear assessment of the residence;
  • the closure decision assumes a nonresidential use, relies on restrictions, or leaves ongoing duties;
  • the documents contain old results and it is unclear whether site conditions have changed; or
  • the depot’s historical fuels or operations are not reflected in the analyte list.

Do not treat a home VOC monitor, consumer soil or water kit, filter, or personal protective equipment as a substitute for site records, appropriate sampling, laboratory analysis, and professional interpretation. These products cannot determine whether a depot release occurred, whether a plume reaches the home, or whether a residential cleanup decision covers the relevant pathway.

A practical way to reach a property-specific answer

  1. Write down the home’s address and parcel number, plus every known name or address for the former depot.
  2. Contact the state tank program and state or Tribal brownfields program; ask which agency holds the file and how to request the full record.
  3. Review the release history, assessments, maps, sampling results, cleanup decision, and recorded restrictions as one set of documents.
  4. Confirm that the investigation considered the actual home, plausible migration routes, residential use, and contaminants that fit the depot’s history.
  5. Ask the regulator about unresolved gaps and ongoing obligations; have a qualified environmental professional interpret technical questions that remain.

The conclusion should be specific: what the agency determined, for which use and pathways, what conditions or controls remain, and what the file does not establish. If you need help identifying the right records office, provide the state or Tribal jurisdiction and the depot or home address; those details determine the relevant site file and standards.
