The agency, company, homeowners association, or road authority that operates the camera controls the authoritative record. Contact that records custodian, ask for immediate preservation, and request both the camera observation and the audit log showing whether anyone searched for your plate.
Act quickly. Flock Safety says data from its devices is normally deleted after seven days, although a customer policy or state law can require a different period. Access and disclosure also vary widely by jurisdiction.

What a Flock or ALPR “capture” actually records
Automated license plate reader (ALPR) systems take a moment-in-time image when a vehicle passes a camera. Flock describes the associated data as the plate image, vehicle characteristics, date and time, and a camera-location identifier. An observation can also include the system’s translated plate text, confidence information, and any alert or “hit” generated under the customer’s rules.
That record is not a continuous trip history. It normally shows that a vehicle resembling the recorded plate was visible at one camera at one time. It does not, by itself, prove who was driving, where the vehicle went before or after that camera, or that an officer personally identified the driver.

Observation records and search records answer different questions
- Observation records: the image and metadata created when the camera saw a plate or vehicle.
- Audit or search logs: records of people or systems that queried a plate, vehicle signature, alert, or image, including the justification required by the customer’s policy.
Ask for both. A plate observation can show that your car passed a camera even if nobody searched for it. A search log can show that an authorized user looked for your plate, even when the underlying image has already expired or is held under a different case record.
Why you cannot look up every pass yourself
Flock Safety supplies technology, but the customer agency generally controls how the system is used, who may access it, how long records are retained, and whether information is shared. The customer may be a city police department, sheriff, county, state or local road authority, or another organization that installed the camera.
Flock’s transparency information describes agency activity; it is not a nationwide, person-specific plate-history service. No consumer product can retrieve an agency’s historical Flock record without that custodian’s cooperation or a legal process. A map showing camera locations can help you identify a possible operator, but it cannot prove that your car was photographed.
Step-by-step: request your plate and search records
1. Identify who controls the camera
Start with the place where the camera was installed. Check the city, county, sheriff, police department, HOA, toll or road authority, or other property owner. Look for the agency’s ALPR, license-plate-reader, public-records, or open-records page. If several agencies operate cameras in the area, send a separate request to each likely custodian.
Use the terms ALPR, automated license plate reader, license plate reader, and Flock Safety camera. Agencies may index the same system under only one of those names.
2. Send a preservation request immediately
Ask the custodian to preserve potentially responsive records before asking it to produce them. State the plate, issuing state, vehicle description, date and time window, and likely locations. Preservation is important because the vendor’s published default is short and a routine purge can occur while a public-records request is pending.

Preservation does not guarantee disclosure. It simply asks the agency not to delete records that may be relevant while it determines what it can release.
3. Send the request to the records custodian
Use the agency’s public-records portal, open-records form, or records email. A general police tip line is usually the wrong destination. Include enough detail for a search without asking for an unlimited historical dump:
- Full plate number and issuing state.
- Vehicle make, model, body style, color, and distinctive features.
- A precise date and time range, with the time zone.
- Likely roads, intersections, parking areas, or camera locations.
- The incident or reason for the request, if relevant.
- A request for electronic copies and the agency’s fee estimate before any chargeable work begins.
4. Request the complete record categories
Ask for plate-read images and their metadata, including timestamp, camera or location identifier, translated plate text, confidence fields if maintained, vehicle characteristics, and any alert or hit. Separately request audit and search logs showing queries for the plate or vehicle signature. Also ask whether a record was linked to an investigation, case number, or information-sharing request.
Administrative documents can explain what the agency can legally provide. Request the current ALPR policy, retention schedule, data-sharing agreements, and the contract or vendor policy governing the system when those documents are public.
5. Use a narrow, time-bounded request
A request covering one plate, a defined window, and identified locations is easier to search and less likely to be rejected as vague or unduly burdensome. If you need a broader period, submit the urgent window first, then expand it in a second request after learning how the agency stores and indexes its data.
6. Ask for the legal basis of any denial
If the agency withholds or redacts material, ask it to identify the specific statute, regulation, or exemption for each category. Ask whether the record was deleted under the retention schedule, whether a longer litigation or investigation hold exists, and what appeal, administrative review, or court-review route is available. Request a fee breakdown and a date for the next status update.

Please preserve and produce all Automated License Plate Reader/Flock Safety records associated with vehicle license plate [PLATE], issued by [STATE], and vehicle [make/model/color], for [date/time range] near [locations].
Please include plate-read images and metadata (timestamp, camera/location identifier, confidence or translation fields if maintained), any alerts or hits, and audit/search logs showing queries for this plate or vehicle signature. The same vendor system can produce very different results because local policy and state law control retention, confidentiality, and access. These examples illustrate why an agency’s answer cannot be predicted from the vendor name alone.

These are examples, not a nationwide rule. Your state, the camera operator, the date of the capture, and whether the record was connected to an investigation can change the result.
How to interpret the agency’s response
If an image is produced
Check the timestamp and time zone, camera identifier, location description, plate text, and vehicle characteristics. Compare the image with your car rather than relying only on the translated plate number; glare, dirt, unusual fonts, temporary tags, and neighboring vehicles can cause a misread. Note whether the file is an original image, a cropped export, or a screenshot, because that affects what metadata is available.

If an alert or “hit” appears
An alert means the record matched a rule or list configured by the customer. It does not establish that the vehicle was stolen, that the driver committed an offense, or that an officer verified the match. Ask for the policy defining the alert, the confidence or matching fields, and any follow-up action recorded in the audit trail.
If an audit log is produced
Look for the user or system account, date and time of the query, search terms, stated justification, and whether the search was shared with another agency. Flock’s privacy policy says searches by authorized law enforcement require justification to verify legitimacy and create an audit trail. A search log documents access; it does not necessarily mean a new camera image was created at that moment.
If the agency says “no record”
“No record” can mean several things: no camera in the requested area, no readable plate, a different operator, a time-zone error, deletion under the retention schedule, or a search that did not match the plate text. Ask which systems and locations were searched, whether vehicle-characteristic searches were attempted, and whether the agency’s retention schedule would have deleted the record before your request arrived.

Common reasons a camera pass may not appear
- Misread or obscured plate: the system may have stored a different character string or no usable plate number.
- Camera or network outage: a camera can be installed at a location but not recording during the relevant window.
- Wrong custodian: a neighboring city, county, private property owner, or road authority may control the device.
- Retention expiry: the observation may have been automatically purged before preservation was requested.
- Investigation-only storage: a record may be moved into a case file with access restrictions that differ from routine ALPR data.
- Vehicle-signature search: a user may have searched for color, make, model, or other characteristics without querying your exact plate.
These possibilities are why a request should ask for both plate observations and searches for the vehicle signature, not just a literal plate-number match.

Independent projects may map camera locations or publish limited agency-level information. They are useful for identifying a possible operator, but they are not authoritative proof that your car passed a camera and cannot retrieve an agency’s historical record.
Be cautious with any site that asks you to submit a plate. You would be giving a separate data processor a highly identifying vehicle number. Read its privacy policy, retention terms, deletion process, and disclosure practices before entering the plate. Do not assume that a site displaying a match has access to the official agency database.
A practical checklist
- Write down the plate, issuing state, vehicle description, exact date range, time zone, and likely locations.
- Identify every plausible camera operator and its records-request channel.
- Send a preservation request immediately.
- Request images and metadata, plus audit/search logs.
- Request the ALPR policy, retention schedule, sharing agreements, and governing contract where public.
- Ask for the statutory basis of every denial or redaction.
- Confirm whether a “no record” response reflects deletion, a misread, an outage, or a search of the wrong system.
- Use the agency’s stated appeal or review process if the response is incomplete.
Frequently asked questions
Can I FOIA my own plate scan?
Possibly, but “FOIA” is not a universal entitlement to an individual’s ALPR record. State public-records laws, confidentiality statutes, investigative exemptions, and agency policy determine whether you can obtain it. Send the request to the camera’s custodian and ask for the exact legal basis if it is denied.
Does a Flock camera photograph every vehicle?
The system is designed to record vehicles that pass within its view, but a usable record depends on camera operation, lighting, angle, plate visibility, and the system’s ability to read or classify the vehicle. A camera at an intersection is not proof that every passing car produced a retrievable plate record.

Will the agency tell me who searched for my plate?
Ask for the audit log, but disclosure can be limited by law, personnel-privacy rules, an active investigation, or security exemptions. The agency should identify the exemption it relies on if it withholds the log.
Can I get a nationwide history of where my car was seen?
No single public service provides a complete nationwide history. Records are distributed among customer agencies, may use different retention periods, and may never have been created or may already have been deleted.
What if I need the record for a court case?
Tell the custodian that litigation or an official proceeding is involved and request preservation in the same message. A lawyer can evaluate a subpoena, protective order, or other legal process if the agency will not release the material voluntarily.
