The fastest reliable way to find NIH support for emerging infectious-disease work is to build a precise project brief, search the NIH Grants & Funding tools and Grants.gov, then validate each candidate notice of funding opportunity (NOFO) against its institute, eligibility rules, clinical-trial policy, international requirements, deadline and review criteria. A pathogen name alone is not enough: the right route also depends on your methods, applicant institution and country, career stage, collaborators, and whether any significant scientific work will occur outside the United States.
This workflow produces a defensible shortlist and a sensible program-officer contact. It does not assume that NIH has a dedicated solicitation for every pathogen.

Define the project before you search
Write a one-page brief before opening a database. Program fit is determined by the problem you will solve and how you will do it, not just by the organism’s name.
Record the scientific question
- Pathogen, pathogen group or syndrome, including any emerging or re-emerging threat.
- Research problem and expected contribution: transmission, ecology, evolution, immunology, vaccine, therapeutic, diagnostic, surveillance, implementation or another defined objective.
- Methods and model systems, such as field epidemiology, genomic analysis, animal work, laboratory assays, clinical research or social-science methods.
- Whether the project includes a clinical trial, clinical research or only laboratory, observational or population work.
Record the applicant and collaboration facts
- Legal applicant institution, country and whether it can receive a U.S. federal award.
- Principal investigator’s career stage and any status required by the proposed mechanism.
- Named or intended collaborators, their institutions and countries, and what each will actually perform.
- Where every significant scientific element will occur, and whether NIH funds are requested for work outside the United States.
- Desired project period, approximate budget, facilities, data and specimen access, and training or capacity-building goals.
Keep this brief unchanged while searching. It gives you text for NIH’s Matchmaker tool and exposes eligibility issues before you invest time in a full application.

Use the NIH and Grants.gov discovery route
1. Start with the central portals
NIH states that all grant and cooperative-agreement notices of funding opportunities are posted on Grants.gov, the federal government’s central portal for discretionary funding. NIH’s own Grants & Funding pages add institute-specific search tools and generic parent announcements for investigator-initiated applications.
“All NIH grant and cooperative agreement notices of funding opportunities (NOFOs) are posted on Grants.gov, a central portal for federal agencies to announce discretionary funding opportunities.” — National Institutes of Health, Funding
Use the NIH discovery page to identify candidate announcements, then open the complete NOFO. Search-result summaries are not application instructions. Save the notice number, issuing institute, activity code, due dates, participating organizations, eligible applicant types, required attachments and submission system in your worksheet.

Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →2. Search by the scientific fit and the institute’s remit
NIAID is a natural starting point for infectious-agent biology and immune responses, vaccines, drugs, diagnostics and related work. Fogarty may be relevant when the project addresses global health, partnerships or research and training capacity in low- and middle-income countries (LMICs). These are discovery starting points, not guarantees of eligibility; the current NOFO controls.
Search several formulations of your question. For example, combine the pathogen with terms such as transmission, host response, vaccine, antiviral, diagnostic, genomic surveillance, implementation, health systems, ecology or evolution. Then search the method without the organism. A notice may be written around a disease process or technology and still accept your pathogen.
3. Read the controlling NOFO, not just a topic page
For every candidate, verify:
- Participating institute: Confirm that the institute listed in the notice is actually accepting applications under that announcement.
- Eligibility: Check institution type, country restrictions, investigator requirements, partnership rules and any LMIC or U.S.-lead conditions.
- Clinical-trial status: Determine whether clinical trials are required, permitted, excluded or handled through a separate application structure.
- Application components: Note required sections, data-management plans, human-subjects information, budgets, milestones and any special forms.
- Dates and submission: Record the receipt date, time zone, renewal rules and whether Grants.gov, eRA or another portal is used at each stage.
- Review: Copy the review criteria into your planning document and map each criterion to evidence in your aims.
Terms can change between cycles. Treat the posted notice and its amendments as the authority for the round in which you will apply.

Published NOFOs
A published NOFO has an application mechanism, due date, eligibility language, required structure and review process. It is the only item in your search results that can by itself establish an application route.

Set a monitoring date for each concept. When a solicitation appears, re-run the eligibility, clinical-trial and international checks because the final NOFO may differ from the concept.
Compare the main discovery routes before choosing one
The routes below help you decide where to spend proposal-development time. “Not stated” means the available guidance does not establish a value; it is not permission to assume one.
| Route | Scientific fit | Applicant and geography | International or LMIC treatment | Submission and timing |
|---|---|---|---|---|
| NIH investigator-initiated parent announcement | Broad investigator-defined science; test your aims against the participating institute’s mission | Not stated in the general guidance; read the specific parent announcement | Use only a notice that supports the required foreign-component structure | Current parent announcement and its receipt dates; submit through the instructions in that notice |
| NIAID-focused opportunity | Infectious-agent biology, immune responses, vaccines, drugs, diagnostics and related research | Notice-specific | Notice-specific; do not infer foreign-partner eligibility from NIAID’s scientific remit | Notice-specific dates, forms and review criteria |
| Fogarty-oriented global-health opportunity | Global-health studies and partnerships, especially research or training capacity in LMICs | Notice-specific; assess country and institutional eligibility | Capacity building and equitable partnership may be central to fit | Notice-specific |
| Ecology and Evolution of Infectious Diseases (EEID) | Ecological, evolutionary, organismal and social drivers of infectious-disease transmission | Applications are submitted to NSF under the program solicitation; participating agencies may recommend meritorious proposals | Fogarty’s stated interest includes LMIC capacity building; U.S.-submitted projects seeking Fogarty support should show equitable LMIC collaboration with LMIC investigator leadership | Use the current NSF solicitation; dates and award terms are cycle-specific |
| NIAID council-approved concept | Signals a possible future priority | Not an application opportunity | Not established until a NOFO is published | No application deadline unless and until a solicitation appears |
Use cross-agency programs when the science crosses disciplines
Ecology and Evolution of Infectious Diseases
The EEID participation notice describes research on ecological, evolutionary, organismal and social drivers of infectious-disease transmission. Named partners are Fogarty, NIAID, NIGMS, NSF and USDA. The notice says applications are submitted to NSF under the program solicitation; participating agencies can recommend meritorious proposals for funding.
This route is useful when the central question is how transmission changes across hosts, environments, populations or social systems, rather than a narrowly pathogen-specific assay. Read the current NSF solicitation because the NIH notice describes a particular cycle, not a perpetual deadline.
LMIC leadership and capacity building
Fogarty’s stated interest in EEID includes building capacity in LMICs. A U.S.-submitted project seeking Fogarty support should demonstrate an equitable LMIC collaboration with LMIC investigator leadership. Treat leadership as a design feature: assign scientific responsibility, decision rights, budgeted work and authorship expectations to the LMIC investigators rather than adding a nominal partner after the aims are set.
Find the right NIH program official
1. Prepare usable text
NIH’s Matchmaker tool accepts specific aims, an abstract or other scientific text and returns similar program officials. Paste a concise, non-confidential description that states the pathogen or disease problem, methods, population, geography, clinical-trial status and intended outcome. Remove unpublished results or personally identifying information you would not share outside your team.
2. Check the returned matches
Matchmaker is a routing aid, not an eligibility decision. For each suggested official, confirm the institute, scientific portfolio and contact details on the current official opportunity. If the match is imperfect, NIH advises contacting the best available match; staff can redirect you.

3. Send a focused inquiry
Use a short message with a descriptive subject line. Include the project’s one-sentence question, two or three aims, methods, applicant institution and country, proposed collaborators, clinical-trial status, foreign-component facts and the NOFO or parent-announcement number you are considering. Ask:

Do not send a generic request for “any funding.” A precise question lets staff answer or redirect quickly and gives you a written record of the fit discussion.
Handle foreign components before you design the budget
What NIH means by a foreign component
NIH defines a foreign component as the performance of a significant scientific element or segment outside the United States. That includes work by a researcher employed by a foreign organization, whether or not grant funds are spent there. Location, scientific significance and employment relationship matter more than the presence of a foreign subaward line.
Map every activity by place and performer: specimen collection, field enrollment, laboratory testing, data analysis, recruitment, training, equipment use and supervision. Ask whether omitting that activity would materially change the science. This map is the basis for the foreign-component determination and the application structure.

2025 policy for new competing applications
NIH Notice NOT-OD-25-155, released September 12, 2025, states that new competing applications requesting NIH funding for foreign components must respond to an opportunity that supports PF5, UF5 or another complex mechanism supporting an International Project component.
At minimum, the described structure includes:
- Overall: The integrated project, leadership and shared objectives.
- Research Project: The domestic scientific work and its relationship to the overall aims.
- International Project: The significant scientific work performed outside the United States, with its personnel, activities and justification.
Do not force an ordinary single-project application into these labels. Select an opportunity that expressly supports the structure and follow its forms and instructions.
PF5 and possible RF2 linkage
PF5 is an application structure for the domestic applicant’s collaborative international project. NIH explains that selected international project components may become linked direct foreign awards under RF2. Whether a component is linked, how it is administered and what the foreign organization must provide are determined by the current NOFO and NIH instructions; a foreign collaborator is not automatically funded directly.
August 2026 PF5 leveraging guidance
NIH Extramural Nexus guidance dated August 27, 2026, says U.S.-led investigator-initiated projects that were formerly proposed with a foreign subaward may use the Parent PF5 announcement. For listed participating specialized NOFOs, applications due on or after September 25, 2026, may use the Parent PF5 forms and structure while still following the specialized NOFO’s due dates, requirements, review criteria and other terms.
This is a limited leveraging model. It applies only to the specialized NOFOs listed by NIH. Confirm participation before selecting Parent PF5; the model is not universal, and the specialized notice’s substantive rules remain controlling.

Activities that may be treated differently
NIH’s policy notice says some other foreign activities, such as foreign consultants or international travel, may continue under other activity codes unless the NOFO says otherwise. Do not classify an activity from its budget label alone. Describe what the person or trip contributes scientifically, then check the current policy and notice.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Build a shortlist that an administrator can defend
Use a comparison worksheet
Create one row per actual NOFO and one column for each decision point:
- Notice number, title, issuing institute and activity code.
- Scientific scope and explicit pathogen or method language.
- Eligible institution types, countries and investigator requirements.
- LMIC leadership or capacity-building requirement, encouragement or absence.
- Clinical-trial allowance and human-subjects conditions.
- Foreign-component and collaborator-funding structure, including PF5, UF5 or another supported complex mechanism.
- Award period, budget limits or other financial terms stated in the notice.
- Receipt date, resubmission rules, review criteria and submission portal.
- Program-officer name, institute, contact date and response.
Write “not stated in the NOFO” where a value is absent. That prevents an unstated assumption from becoming a budget commitment.
Score fit before effort
Use a simple decision rule: retain a notice only if the science is in scope, the applicant is eligible, the clinical-trial status matches, the international structure is supported and the deadline is achievable. A spectacular scientific match that cannot accept your institution or foreign component is not a viable opportunity.
Confirm the live version
On the day you authorize proposal development, re-open the notice and its amendments. Verify that the receipt date, participating institutes, forms, review criteria and international instructions have not changed. Keep a dated PDF or administrative record according to your institution’s policy.
Plan collaboration before writing the application
Define each partner’s scientific role
For every collaborator, state the activity, location, personnel, data or specimens supplied, decision authority and deliverable. Align the work plan, budget, facilities and letters with those responsibilities. A partner whose role is significant scientifically may trigger foreign-component requirements even when the budget is small or zero.
Address equity in LMIC partnerships
Where an opportunity calls for equitable LMIC collaboration or leadership, make it visible in governance, aims, methods, budget and authorship. Explain how local investigators shape the question, oversee implementation, control relevant data and build durable research capacity. Treat training as part of the scientific design rather than an unfunded promise.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteResolve data, specimens and regulatory questions early
Ask institutions to identify human-subjects or animal approvals, export or import permissions, specimen ownership, data access, privacy, biosafety and publication terms. The NOFO may require information about these matters even when the scientific aims are otherwise eligible.

Common failure modes and fixes
Searching only the pathogen name
Symptom: No obvious solicitation appears. Fix: Search the transmission problem, method, population and implementation question, then test NIAID, Fogarty and cross-agency routes.
Treating a concept as a competition
Symptom: The team plans around an approved NIAID concept without a notice number. Fix: Monitor the NIH Guide and Opportunities & Announcements until an actual NOFO is published.
Assuming a foreign subaward solves international compliance
Symptom: The budget includes a foreign institution but the application uses an ordinary project structure. Fix: Determine whether the work is a foreign component and select a NOFO supporting PF5, UF5 or another allowed International Project structure.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Using Parent PF5 for every specialized call
Symptom: The team adopts PF5 forms without checking participation. Fix: Confirm that the specialized NOFO is listed as participating and that the application is due on or after September 25, 2026 when relying on the August 2026 leveraging guidance. Continue to follow the specialized notice’s deadlines, requirements and review criteria.
Assuming a foreign collaborator will receive a direct award
Symptom: The collaborator budgets as though RF2 linkage is automatic. Fix: Treat direct foreign funding as possible only where NIH and the NOFO provide for it, and verify the required linkage and institutional documents.
Contacting a program official with an unstructured request
Symptom: The response is a generic link to a search page. Fix: Send the concise aims, institution and country, methods, clinical-trial status, foreign-component map and exact notice under consideration.
A practical pre-submission checklist
- Write the pathogen or disease problem, methods, population and expected result in one page.
- List applicant institution, country, career stage, collaborators and every work location.
- Search NIH Grants & Funding and Grants.gov, then save the complete candidate NOFOs.
- Check institute remit, eligibility, clinical-trial rules, required components, dates and submission instructions.
- Separate published NOFOs from concepts, council signals and monitoring items.
- Evaluate EEID or another cross-agency route when ecological, evolutionary, organismal or social transmission drivers are central.
- Use Matchmaker with a non-confidential aims or abstract text; verify each returned official against the current notice.
- Classify foreign components and decide whether PF5, UF5 or another supported complex mechanism is required.
- If considering Parent PF5 leveraging, confirm the specialized NOFO is listed and apply its own deadline and review terms.
- Send a focused program-officer inquiry and document the response.
- Have the research office recheck the live notice, amendments, forms and institutional eligibility before submission.
What a successful search produces
Your endpoint is not a long list of disease keywords. It is a short, dated set of real NOFOs for which the science, applicant, geography, clinical-trial status, collaboration model, international structure and deadline all align. Each retained opportunity should have a named program contact, a documented reason for fit and a clear next action—usually an aims discussion, an institutional eligibility check or a proposal-development meeting.
