1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsTo find out whether a data center can be built on a particular site, start with the parcel’s city or county—not a national rule or a nearby project. Confirm which local government controls land use, check the parcel’s current zoning and code, then trace the proposal through its noise studies, environmental permits, application file, and hearing record. Requirements vary by jurisdiction, project design, and site conditions.
1. Identify the parcel and the government with authority
Begin with the exact street address or parcel number. Look it up on the county or city parcel map or GIS system, then confirm which local government controls zoning. A mailing address does not necessarily identify the municipality responsible for land-use decisions.

If the site crosses a municipal boundary, or a related utility facility such as a substation is on a separate parcel, check the authority and application status for each component. Ask the planning department which office handles zoning, site-plan review, and any related permits.
2. Check zoning, the land-use code, and parcel-specific rules
On the local planning department’s website, find the current zoning map and adopted zoning ordinance. Search the ordinance for “data center,” “data processing,” or similar use categories, and ask planning staff which classification applies to the specific proposal. The same label may not be used in every code.

- Site and building standards: Check setbacks, height, screening, lighting, generator placement, landscaping, and any rules for utility facilities.
- Other land-development controls: Look for site-plan and subdivision review, stormwater management, land disturbance, tree or forest conservation, and overlay-district requirements.
- Parcel history: Ask whether prior approvals, a nonconforming-use status, pending code amendments, or a moratorium affect the site.
A comprehensive plan can guide decisions such as rezoning or a special exception, but it is not a substitute for the adopted ordinance that governs an approval. Pennsylvania’s Department of Community and Economic Development offers a data center planning toolkit covering local review from an initial inquiry through zoning, permitting, infrastructure, and long-term planning. It is guidance for Pennsylvania local governments, not a rulebook for other states.
3. Find the noise limits and how compliance is assessed
Read the local noise ordinance and any data-center-specific standards together. A decibel limit on its own is not enough to determine what applies: the measurement location, time period, receiving land-use category, and treatment of tonal or impulsive sound can all matter. Do not assume a limit used by another county applies to this parcel.

Check whether the rules or application require a baseline sound study, modeled levels, a mitigation plan, testing of generators or cooling equipment, or post-construction monitoring. Ask how substations and routine generator testing are treated, which locations count as noise-receiving sites, and who enforces the requirements. If a study is in the application file, examine its assumptions about equipment, operating hours, and measurement points alongside the ordinance.
4. Identify environmental permits by project activity and site conditions
There is no single permit checklist that applies to every data center. Ask the local planning office and the state environmental agency which approvals the project may need, and check the application documents for the agencies already involved. Potential subjects include:

- Wastewater and cooling-water discharge.
- Stormwater controls and permits for land disturbance.
- Wetlands, habitat, forest conservation, or other site constraints.
Local, state, and federal roles can differ by activity and site. Do not assume that one comprehensive environmental impact statement will cover every proposal: whether an assessment or permit is required depends on the actual project and its approval or funding context. For example, Fairfax County distinguishes local land-use review from Virginia Department of Environmental Quality responsibilities for air pollution and certain cooling-water discharges, and notes state authority over energy matters in its data center guidance.
5. Locate the application file and public process
Search the official planning commission, zoning board, and council agenda or case portals. Try the parcel address, owner, applicant, project name, and terms such as “data center,” “special exception,” and “rezoning.” If an online search does not locate a case, contact the planning department or clerk and ask for the case number and record location.

Review the staff report, plans, noise and environmental studies, hearing notices, meeting minutes, and any approval conditions. These documents show how the jurisdiction is applying general code language to the actual design. Check the notice rules, hearing calendar, comment deadline, and appeal process; ask the clerk or planning staff how to receive future notices. Public meetings or hearings may be part of the process, but their requirements depend on the jurisdiction and application. Calvert County describes a public meeting before Planning Commission consideration, while Fairfax County says public hearings may be required depending on project size and location.

Local pages illustrate why status checks matter. The following examples are jurisdiction-specific, not national standards; confirm the current code and case record before applying them to a parcel.
| Jurisdiction | What the official source reports | Status and scope to verify |
|---|---|---|
| Virginia (state statute) | For this section, a “high-energy-use facility” is anticipated to require at least 100 megawatts from a retail electric utility. Before approval of specified rezoning, special-exception, or special-use applications for a new qualifying facility, the locality must require an assessment of the sound profile at homes and schools within 500 feet of the property boundary. The statute also allows study of listed effects on water, agriculture, parks, historic sites, and forestland. | This is a Virginia statutory requirement, not a nationwide threshold or noise limit. The statute preserves local zoning authority. Read the current text of Virginia Code § 15.2-2209.5 and confirm whether the proposed application is one of the specified types. |
| Calvert County, Maryland | The county says data centers are limited to industrial districts: I-2 allows them with conditions, while I-1 requires conditional-use approval, including a Board of Appeals special exception. Its page reports a 200-foot property-line setback and a 400-foot separation from parcels with an existing residence or active residential building permit, as well as noise controls and air, water, wastewater, forest-conservation, and Critical Area requirements. | These are county-specific descriptions, not general benchmarks. The county page also reports an August 2026, six-month moratorium on data-center site-plan approvals. Verify the current moratorium status and applicable adopted code in the county’s data-center information and the official docket. |
| Fairfax County, Virginia | The county says its zoning ordinance governs where data centers may be built and how they are designed. Its guidance identifies noise studies, visual screening, minimum distances, and public hearings in some cases, as well as the state-agency roles described above. | Whether a particular standard or hearing applies depends on the proposal’s location and size. Check the current ordinance and case file through Fairfax County’s data-center page. |
| Minneapolis, Minnesota | The city’s page describes preliminary recommendations that include conditional-use review, disclosures about expected water, electricity, generators, and sound attenuation, and equipment-placement measures. | The page was last updated September 14, 2026 and lists tentative future review dates. Treat the recommendations as proposals unless the city’s current code and docket show they were adopted. Check the city’s proposed zoning changes page and the adopted code. |
7. Keep a parcel-specific record of what you find
For a useful answer to “Can a data center be built here, and under what conditions?”, record the findings against the parcel rather than relying on general descriptions of data centers. A short comparison sheet can include:
- Controlling jurisdiction, parcel ID, and zoning district.
- Use classification and whether the route is by-right approval, conditional use, special exception, rezoning, or another process.
- Applicable setbacks and any special rules for homes, schools, or other sensitive locations.
- Noise metric, measurement location, hours, required study, and mitigation or monitoring conditions.
- Potential air, water, wastewater, stormwater, land-disturbance, habitat, or forestry approvals and the agencies responsible.
- Application number, next hearing or comment deadline, and the date you checked whether each requirement was adopted, proposed, or temporarily paused.
If the public file does not answer a question, ask the relevant planning or permitting office to identify the controlling code section, current case status, and responsible agency. For a consequential land-use or permitting decision, confirm the interpretation with the responsible authority or a qualified local professional.
