To determine whether a community was a sundown town, treat every map or demographic pattern as a lead—not a verdict. Build a documented case by combining census schedules, enumeration-district material, newspapers, ordinances, court or police records, local histories, oral histories, and historical maps. The strongest conclusions connect a dated, place-specific account of exclusion or enforcement with independent demographic and geographic evidence.
This guide gives you a repeatable workflow: define the historical locality, establish a census baseline, locate the correct map sheets and neighborhoods, search contemporaneous records, preserve citations, and grade the result as confirmed, probable, possible, or unresolved.

What a defensible sundown-town finding requires
A sundown-town claim concerns a historical pattern in which Black residents or visitors, and sometimes other targeted groups, were kept out after dark through threats, expulsions, violence, official rules, police action, or an understood local custom. The label is not established merely because a modern website places a pin on a map, because a town had few Black residents in one census, or because a later writer repeats a local story without a date or source.

Evidence is strongest when it is contemporaneous and explicit: an ordinance, newspaper report, police or court record, threat, expulsion notice, or eyewitness account that identifies the community and the exclusionary practice. Census schedules and maps usually provide corroboration. They can show who lived in an area, where institutions stood, and how boundaries or land use changed, but they rarely prove intent on their own.

Use the following comparison when deciding how much weight to give a source:
| Evidence type | Directness | What it can establish | Typical limitation |
|---|---|---|---|
| Contemporaneous ordinance, arrest, threat, expulsion report, or eyewitness account | High when the passage names the place and practice | That exclusion was stated, attempted, enforced, or experienced at a particular time | A single incident may not show how long or how broadly the practice operated |
| Newspaper coverage | Variable; explicit language is stronger than a demographic report | Public statements, incidents, official action, and local reaction | Coverage can be incomplete, partisan, or absent for Black residents’ experiences |
| Census schedules | Indirect | Residents, households, occupations, addresses or locations, and change across census years | Migration, boundary changes, enumeration practices, violence, or omission can produce the same pattern |
| Sanborn fire-insurance maps | Indirect geographic context | Buildings, businesses, schools, churches, hotels, streets, and land use | They do not state why a population changed or whether exclusion was enforced |
| USGS historical topographic maps | Indirect geographic context | Roads, rail lines, place names, boundaries, schools, churches, and physical or cultural change | Map symbols and omissions require interpretation and do not establish intent |
| Later oral history or local history | Potentially high for lived experience, but dependent on detail and corroboration | Threats, customs, and events that may not appear in official files | Memory, dating, transmission, and selective preservation can introduce uncertainty |
Record both supporting and conflicting evidence. A careful result says which years and neighborhoods are documented, what remains probable or possible, and what cannot be established.
1. Bound the question before searching
Start with a written research question rather than a broad search for a label. Record the town or settlement, county, state, alternate names, and the target years. Include former names, unincorporated communities, annexed places, and nearby places that may have been treated as the same locality in contemporary sources.

County, township, municipal, and voting-precinct boundaries changed frequently. A place listed under one township in an older census may be inside a different municipality today. Before comparing counts, identify the historical county and municipal boundaries for each target year. Note annexations, dissolutions, new townships, and county splits in your working log.
Create a source log
Use one row for every item you consult, not just every item you cite. Include:
- Repository and collection name
- Call number, catalog identifier, or archival reference
- Document or map date and edition
- Page number, sheet number, or image number
- Exact title, headline, or map caption
- Stable URL when one is supplied by the repository
- A short quotation or precise description
- Your interpretation, separated from the source’s own words
- Whether the item supports, complicates, or contradicts the sundown-town hypothesis
Keep a separate place-name list. Search each spelling exactly as it appears in the period source, then search modern spelling and likely abbreviations. This prevents a boundary or spelling change from looking like a disappearance.
2. Build a census baseline from 1790 through 1950
The National Archives and Records Administration describes census records as “the building blocks of your research.” Federal population schedules cover 1790 through 1950; most are digitized by partners. The 1950 census became public in 2022 under the 72-year rule. The Census Bureau explains that public census records are released 72 years after Census Day, and the National Archives provides free online access to digitized 1950 schedules, enumeration-district maps, and descriptions.

Compare several census years
Do not rely on one count. Select years that bracket the period in which exclusion is alleged and, where possible, include earlier and later comparison years. Record Black population counts, households, occupations, household heads, and the precise locality or enumeration district. If the schedules permit, note addresses or sequential household locations so you can see whether residents were concentrated in a particular neighborhood.
A sharp decline or a zero count is a lead, not proof of a policy. Migration, seasonal work, changing racial categories, undercounting, boundary changes, violence, and enumerator practices can all create the same numerical pattern. A town with no Black residents in one schedule may have had Black workers, travelers, or families who were missed or classified differently.
Read the schedules, not only an index
Search indexes are useful for finding pages, but inspect the original page image. Verify the enumerator’s locality, page sequence, race designation, household relationships, occupation, and any marginal notes. An index can attach a household to the wrong place or normalize a historical name. Save the page image or archival reference according to the repository’s terms and record the page number in your log.
Use the census as a timeline
Plot each count against the date and the historical boundary that produced it. A long-term absence before the alleged policy, a decline that coincides with a documented expulsion, or a later return each raises different questions. Treat the timeline as a way to target newspapers, minutes, court files, and oral histories, not as a substitute for those records.
3. Locate the correct enumeration district and map the locality
Enumeration-district material turns a town-level question into a neighborhood-level investigation. The National Archives holds more than five million maps. Census enumeration-district maps were prepared from 1880 to 1970 and can show county and township boundaries, roads, railroads, houses, schools, churches, and cemeteries.
Match descriptions to census pages
Read the enumeration-district description that accompanies the schedule. It may define the district by a road, stream, railroad, township line, or sequence of streets. Match those boundaries to the map, then identify the schedule pages for that district. This helps distinguish a town proper from rural territory that was counted with it, and it prevents you from comparing unlike areas in different census years.
Map the places named in other records
Mark addresses, crossroads, schools, churches, hotels, parks, industrial sites, and routes mentioned in newspapers or oral histories. Compare them with the enumeration-district map and with contemporary street or property evidence. A threat made at a town entrance, an arrest near a railway, and an exclusion from a hotel may involve different jurisdictions even when later writers use one town name.

Chronicling America is a free database of digitized United States newspapers published from 1789 to 1963. Use it as a starting point, then expand to state, regional, and local repositories. Search the town, county, and nearby cities together with racial terms and action words. Useful phrases include “must leave by sundown,” “not permitted,” “colored,” “Negro,” “race riot,” “expelled,” “arrested,” and “restrictive ordinance.” Search alternate spellings, initials, abbreviations, and the names of nearby roads or institutions.
Capture the complete newspaper citation
For every relevant article, save the issue date, page, headline, newspaper title, and the full passage rather than a single sentence. Read adjacent articles and later follow-ups; an initial report may be corrected, and an editorial may not describe what officials actually did. Distinguish a reporter’s account, a quoted official, an advertisement, a letter, and an editorial in your notes.
Search beyond newspapers
Local evidence can supply the direct proof a census cannot. Ask libraries, historical societies, county repositories, and state archives about:
- Municipal minutes, ordinances, resolutions, and licensing records
- Court dockets, case files, sheriff or police blotters, and arrest registers
- County histories, anniversary books, and Works Progress Administration files
- Church records, cemetery records, and neighborhood organization papers
- Personal papers, photographs, business ledgers, and correspondence
- Recorded oral histories and interviews with clear dates, names, and locations
Search the county as well as the town. Enforcement may have been carried out by a county sheriff, a township constable, a railway officer, or a neighboring municipality. A missing ordinance does not prove that no exclusion existed; records may be lost, restricted, uncataloged, or held in a collection whose finding aid uses different terminology.
5. Use Sanborn maps to reconstruct the built environment
The Library of Congress says its Sanborn holdings include more than 650,000 sheets. Most public-domain sheets are digitized, and approximately 12,000 United States towns and cities are documented by Sanborn maps published from 1867 to 2007. The Library’s advanced search covers the full catalog, although some 1923–1930 sheets are not online because of copyright restrictions.
What to look for
Sanborn sheets can identify street names, blocks, building footprints, businesses, schools, churches, hotels, and other land uses. Compare multiple editions to track expansion, demolition, new roads, or the disappearance of Black institutions. A church or school that vanishes between editions may indicate relocation, redevelopment, fire, or a change in community size; it does not, by itself, identify the cause.

Make the map citable
Record the city or town, volume, sheet number, edition date, and stable map URL or catalog identifier. Preserve the sheet orientation and adjoining sheets when a boundary or street continues off the page. Note whether the sheet is an original scan, a derivative image, or a later reproduction. Use the map to place a newspaper event or census household, then return to textual records for evidence of intent and enforcement.
6. Use USGS historical topographic maps for geographic change
USGS topoView provides free browsing and downloading for the Historical Topographic Map Collection and current US Topo maps. The U.S. Geological Survey says the historical collection contains maps published from 1884 to 2006 and more than 185,000 high-resolution, georeferenced digital files.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsCompare editions systematically
Choose editions before, during, and after the period under study. Compare roads, rail lines, place names, boundaries, schools, churches, cemeteries, industrial areas, and other cultural features. A new rail spur may explain worker housing; a rerouted road may change access; a renamed place may explain why a newspaper search appears empty. These are geographic explanations to test against records, not conclusions about racial policy.
Download and preserve metadata
TopoView offers GeoPDF, GeoTIFF, JPEG, and KMZ downloads. Preserve the file’s map name, quadrangle, edition date, scale, coordinate information, download date, and catalog identifier. If you georeference a scan or overlay it with modern data, keep the original file unchanged and document the software, control points, and any transformation so another researcher can reproduce your view.
7. Triangulate the evidence and grade the conclusion
After collecting records, separate direct evidence from corroboration. A contemporaneous statement, ordinance, arrest, threat, expulsion, or eyewitness account can directly document exclusion when it names the place, people involved, and date or period. Census patterns and maps can show whether the account fits the population and physical geography. Independent sources from different repositories are more persuasive than several later summaries that repeat one uncited story.
Use six comparison tests
- Directness: Does the source explicitly describe exclusion or enforcement, or only show a pattern?
- Contemporaneity: Was it created during the event, soon afterward, or decades later?
- Geographic precision: Does it identify an address, district, road, or map sheet, or only a broad town name?
- Independence: Do different authors, repositories, or record series support the same point?
- Coverage: Which years, neighborhoods, and groups are represented, and which are absent?
- Provenance: Can another reader locate the original scan, archival identifier, page, or sheet?
Assign a transparent status
Use four working categories:
- Confirmed: Specific, credible records directly document exclusion or enforcement, with corroboration where available.
- Probable: The evidence is substantial and mutually consistent, but a key direct record is missing or incomplete.
- Possible: Demographic, geographic, or later testimonial clues warrant further investigation, but intent or enforcement is not established.
- Unresolved: Sources conflict, the locality cannot be bounded reliably, or the surviving evidence is too thin to support a stronger classification.
State the years covered and the limits of the finding. Do not convert an unofficial map label into a legal determination, and do not silently discard evidence that points in another direction.

How to cite maps and records so others can verify them
A useful citation lets a reader find the exact item without guessing. For a census page, include the census year, state, county, township or enumeration district, schedule type, page or sheet, household or line reference when available, repository, and archival identifier. For a newspaper, include title, issue date, page, headline, and the stable item address. For an ordinance, minute, court file, or police register, include the issuing body, record series, volume, page or case number, date, and repository.

For Sanborn and USGS maps, include the map series, town or quadrangle, edition date, volume or sheet, scale when shown, repository identifier, and stable URL. Keep quotations exact, including historical spelling and punctuation, and place your interpretation in a separate field. This distinction prevents a modern paraphrase from being mistaken for a period statement.
Common mistakes and how to correct them
Mistake: treating a zero census count as proof
Correction: Compare several years, verify boundaries and enumeration practices, and seek a contemporaneous account of exclusion or enforcement.
Mistake: searching only the modern town name
Correction: Add former names, county and township names, nearby cities, alternate spellings, roads, rail stations, and institutions.
Mistake: using a map without its edition
Correction: Record the exact sheet, volume, date, and repository identifier. A map from a later redevelopment period cannot automatically describe earlier conditions.
Mistake: quoting a secondary summary as if it were an original record
Correction: Follow the summary’s citation to the newspaper, minutes, court file, interview, or census page and read the underlying item.
Mistake: assuming missing records disprove the claim
Correction: Describe the gap. Check neighboring jurisdictions, alternate repositories, church and family collections, and oral histories, while keeping the finding at a lower confidence level when direct evidence remains absent.
Mistake: hiding uncertainty in a single label
Correction: Report the evidence by year and neighborhood, identify contradictions, and use confirmed, probable, possible, or unresolved rather than presenting a binary answer.
A practical research checklist
- Write the town, county, state, alternate names, and target years.
- Verify historical county, township, and municipal boundaries for each period.
- Open a source log with repository, identifier, date, page or sheet, quotation, URL, and interpretation fields.
- Locate census schedules from 1790–1950 and compare multiple years.
- Read the relevant enumeration-district descriptions and maps.
- Search Chronicling America and local newspaper collections with racial terms, action words, and alternate spellings.
- Request municipal, court, police, county, WPA, church, cemetery, and oral-history records.
- Compare Sanborn editions for buildings, institutions, streets, and land use.
- Compare USGS topographic editions and preserve the downloaded metadata.
- Grade each claim by directness, contemporaneity, geographic precision, independence, coverage, and provenance.
- Publish the conclusion with its years, locations, supporting records, conflicts, and unresolved gaps.
Conclusion: maps open the investigation; dated records establish the case
There is no authoritative nationwide government registry of sundown towns established by these sources. Local documentation is uneven, and demographic change has multiple possible explanations. The most responsible approach is therefore cumulative: use census schedules to define who was counted and where, enumeration maps to identify the correct district, newspapers and local records to find statements or acts of exclusion, and Sanborn and USGS maps to test the physical geography over time. Preserve exact citations and report uncertainty plainly. A map pin or a missing census household can guide the next search, but a defensible historical finding rests on dated, place-specific evidence and independent corroboration.
