For a general overseas PhD route in selected fields, start with HEC Pakistan’s Overseas Scholarship for MS/MPhil Leading to PhD in Selected Fields (Phase-III). HEC listed 28 August 2026 at 1600 hours as the Batch-IV application deadline; that date had passed by 4 October 2026. Check HEC’s page for a later notice rather than assuming the Batch-IV portal is still accepting applications.
Choose the HEC scheme that matches your goal
HEC has more than one overseas-related route. They serve different purposes, so confirm the scheme before spending time on an application.

| Scheme | Who it is for | What it supports |
|---|---|---|
| Phase-III: Overseas Scholarship for MS/MPhil Leading to PhD in Selected Fields | Applicants seeking an overseas MS/MPhil leading to PhD or PhD opportunity in fields included in the current call | The general selected-fields overseas scholarship route discussed in this guide |
| US-Pakistan Knowledge Corridor | Applicants seeking a US-focused PhD route | A separate PhD program with its own eligibility and admission conditions |
| International Research Support Initiative Program (IRSIP) | Full-time PhD students already enrolled at a recognized Pakistani university | A research placement abroad during the Pakistani PhD, not funding to begin an overseas PhD |
If you want to start a PhD abroad in a field covered by the selected-fields call, assess Phase-III first. Use the Knowledge Corridor page for its US-specific criteria. IRSIP is relevant only if you are already enrolled in Pakistan and want to conduct part of your research abroad.

HEC’s published Phase-III criteria set the following baseline for PhD applicants. Verify each item against the live call before applying, since accepted fields and requirements can change.
#1 Best Overall
- Nationality: You must be a Pakistani or AJK national.
- Education: You ordinarily need at least 18 years of education, such as an MS/MPhil or equivalent. HEC states that applicants with certain foreign 17-year MSc/MS qualifications may be considered if they provide an equivalence certificate from HEC’s A&A Division at the time of application.
- Earlier academic record: Before your terminal or final degree, you may have no more than one second division, or equivalent, across your academic career.
- Terminal degree result: Your MS/MPhil or equivalent must carry at least a 3.0 CGPA on a 4.0 scale, or a first division in the annual system.
- Age: The published maximum is 40 for employees of public-sector universities, colleges or R&D organizations, and government or semi-government organizations; it is 35 for other applicants.
These are scholarship criteria, not a guarantee of admission to a foreign university. Confirm how HEC applies equivalence, age and academic-record rules to your circumstances using the official Phase-III eligibility criteria.
Check whether your employment or prior funding creates extra conditions
- If you previously received an HEC-funded MS/MPhil scholarship, HEC requires at least two years’ residence in Pakistan after completing that degree and a relevant NOC.
- Employees of public universities, colleges or R&D organizations, and government or semi-government organizations, must submit an NOC from their organization.
Do not treat the general age and degree thresholds as the complete checklist if either condition applies to you.

Separate HEC selection from university admission
HEC says scholarship selection is merit-based on HEC Aptitude Test (HAT) scores and interview results, subject to approved provincial quotas. HAT is conducted by HEC’s Education Testing Council; HEC states that a score remains valid for two years and that the best score is considered. The test and interview are part of HEC’s scholarship process, not a substitute for applying to and qualifying for a host university.

- Used Book in Good Condition
HEC describes a narrow exemption from the scholarship test and interview for an otherwise qualified candidate with confirmed unconditional admission in a relevant upcoming Fall 2026 term at a Top 200 QS/THE university. Treat this as a specific published exception, not a general waiver; verify that it applies to your case and the current call.
Check the field, university and funding before ranking preferences
Before choosing a university or country preference, work through these decision checks:
Rank #4
- Field: Confirm that the program offers your intended field and that it is included in the current HEC call.
- Ranking and preference rules: Check the current call’s eligible university options and ranking conditions. HEC says it may reallocate university or country preferences.
- Admission: Confirm the host program’s application requirements, tests, language evidence and intake dates.
- Tuition: Compare the university’s fees with HEC’s project allocation. HEC says that if tuition exceeds the allocation, the scholar must secure a fee waiver for the excess.
- Financial provisions: HEC describes coverage for stipend, tuition fees and health insurance under approved financial provisions. Consult the current financial provisions rather than relying on an unverified amount.
- Placement: Account for HEC’s ability to reallocate preferences when deciding whether you would accept another eligible university or country.

Consider the other routes only if their purpose fits
US-Pakistan Knowledge Corridor
The Knowledge Corridor is a separate US-focused PhD program, not another name for Phase-III. Its HEC eligibility page gives general criteria including Pakistani/AJK nationality, a four-year bachelor’s degree or 16 years of education, no second or third division, no existing PhD, and no simultaneous other scholarship. The age cap is 40 for specified regular government or public-sector faculty/researcher groups and 35 for other applicants. Category-specific admission and test conditions apply; the cited page, for example, describes GRE General 300 or HAT 60% for the stated categories. Consult the live call for exact category rules, eligible university ranking bands and dates.
IRSIP
IRSIP supports an eligible full-time PhD student already enrolled at a recognized Pakistani university to conduct research abroad. HEC’s Batch 60 criteria include at least 18 credit hours completed, enrollment of between 18 months and 3.5 years, an approved topic or synopsis, and an official invitation from a foreign host. The host must also meet the stated developed-country and QS/THE ranking condition. HEC’s how-to page lists an application window of 1 October to 30 October 2026; consult the current batch documents for the exact requirements and submission instructions.
