In the United States, start with the federal Head Start Center Locator and ask nearby Early Head Start programs about infant and toddler services, eligibility, and openings. For shorter parent-child activities, check your public library’s calendar. If you’re seeking help because of a possible developmental delay or disability, use the CDC’s state early intervention directory. Availability, registration, and eligibility are local, so confirm details with each provider.
Start with Early Head Start for an ongoing program
Early Head Start is the main federal program to check for eligible pregnant women and families with children under age 3. It provides child development and family support services. Use the Head Start Center Locator to search by city, state, or ZIP code; where available, adjust the radius and filter for Early Head Start rather than preschool Head Start.

- Open the Head Start Center Locator and enter your location.
- Look for Early Head Start listings and note each program’s contact information.
- Contact the local program to ask about age fit, service format, eligibility, application steps, and current openings.
A locator result is a lead, not a confirmed place in a class. The local program explains which documents are required and whether it can accept applications. If it has no space, ask whether you can join a waitlist. See the Office of Head Start’s application guidance for the process.

- Do you serve children my child’s age, and what options are available?
- Is the service center-based, home-based, or another format?

- Can we discuss language access, disability support, transportation, or schedule needs?
Check library calendars for storytime and parent-child activities
For drop-in or short-session activities, search your public library’s website and the calendar for the specific branch you can visit. Try terms such as “baby storytime,” “toddler storytime,” “baby and me,” “parent and child,” “early literacy,” and “caregiver workshop.” Branch offerings may be seasonal, require registration, or fill up, so check the event listing for current rules.

The Free Library of Philadelphia calendar illustrates the kinds of events some libraries offer, including storytimes, songs, movement, parent workshops, and community pop-ups. It is a local example, not a directory of programs in other cities. Search phrases like “parent and me classes near [your place]” or “free baby activities” may help you find local listings; verify schedules with the library itself.
Use early intervention for developmental concerns
Early intervention is not a general class directory. It is a state-run route for eligible young children with developmental delays or disabilities. If you or a clinician is concerned about your child’s development, use the CDC’s early intervention state-contact page and select your state or territory. Ask the program about referrals, eligibility, evaluation, available services, and costs. Rules differ by state; services may be free or reduced cost for eligible children.

Know the age and eligibility differences
Early Head Start serves children younger than 3 and pregnant women. Head Start primarily serves preschool-aged children; the federal program describes its broader services as spanning birth through age 5. A listing that says “Head Start” does not necessarily offer infant or toddler places, so ask specifically about Early Head Start.
Federal guidance says families at or below the poverty guidelines may qualify. Eligibility can also apply regardless of income when a child is in foster care or experiencing homelessness, or when the family receives TANF, SSI, or SNAP. Programs may enroll a limited share of families above the guidelines under specified conditions. The local program determines what applies and what documentation it needs. Review the federal Head Start and Early Head Start eligibility guidance, then confirm your situation with the provider.

| Option | Best fit | What to verify |
|---|---|---|
| Early Head Start | Eligible pregnant women and families with children under 3 seeking child development and family support. | Age served, center- or home-based format, eligibility documents, openings, and waitlist. |
| Library storytime or parent-child activity | Families looking for a short group activity, early literacy event, or caregiver workshop. | Branch, age range, dates, registration, attendance rules, and whether the event is free. |

Head Start and Early Head Start are federally funded programs described by federal consumer guidance as free, with family involvement and links to other services. Confirm the local offering and any applicable eligibility requirements with the program. A library event is a different, usually short-term activity; it is not equivalent to a comprehensive early childhood program.
