The reliable way to locate and follow a federal public-records lawsuit is to use the federal court’s PACER system: identify the court and case number, read the docket, open the filings behind important entries, check the free RECAP archive for copies, and use a court’s RSS feed when one is available. If the dispute was filed in state court, this federal workflow will not find it.
A docket can show when a complaint, motion, order, or judgment was filed, but the short docket description is only an index. Read the underlying document to see what a party argued and what the judge actually decided. Filing a public-records lawsuit also does not establish that the requested records must be released; the steps below concern locating and monitoring the case record.

First, confirm that the case belongs in a federal search
PACER searches federal courts only. The PACER FAQ states, “PACER access is for federal courts only.” Start by deciding whether the lawsuit was filed in a U.S. district court, bankruptcy court, or another federal court. A claim involving access to government records may still be filed in state court, depending on the records law and the parties involved. If it is a state or local case, use that jurisdiction’s court-records system instead of PACER.

Do not assume that a lawsuit about public records has a special federal portal. It is an ordinary civil case in the court where the complaint was filed. The case may be captioned with the records requester as plaintiff and a government agency or official as defendant, but the subject matter alone does not determine the court.

Before searching, collect as many of these details as possible:
- Names of the plaintiff, defendant, agency, or official
- Likely filing district or state
- Approximate filing date
- Attorney or law-firm name
- Any case number, press release, article, or citation that mentions the court
Exact spelling matters. Government entities may appear under a formal name rather than the short name used in news coverage.
Find the federal court and case number
There are two main discovery routes. Use the nationwide locator when you do not know the court; search the court directly when you do.
| Route | Scope | Freshness | Best purpose |
|---|---|---|---|
| PACER Case Locator | Nationwide federal case index | Updates daily; the Administrative Office says the index updates at midnight each day | Discovering which federal court has the case and obtaining basic case information |
| Known court’s PACER search | One federal court | Case information is updated immediately by that court | Checking the newest local activity after you know the district or court |
Use the nationwide Case Locator when the court is unknown
- Open Find a Case on PACER and choose the nationwide Case Locator.
- Search by a party name or other identifying case details. Try the government agency’s formal name as well as the name commonly used in coverage.
- Review the results for the court, case number, case type, filing date, and parties. Record the complete case number exactly as displayed.
- Open the result’s link to the detailed case record, or use the court and case number to continue in that court’s system.
The locator is an index, not a live replacement for the court’s docket. Because its nationwide data is refreshed daily, a case filed or updated very recently may appear first in the court-specific search.
Search the known court directly
If you know the district, go to the PACER search for that court and search by case number or party. The court-specific record is the better place to check an event that may have occurred today because the court’s case information is updated immediately. A direct search also avoids confusing similarly named cases in different districts.

Keep the case number with the division or office designation, if shown. Districts can use formats that include a year, case type, judge, or division. Entering only part of a number can return no result or the wrong case.
Read the docket as a timeline, not as the decision itself
The docket sheet is the chronological index of activity in a federal case. It normally lists the filing date, entry number, a short description, and links or references to documents. Read from the earliest entries forward to understand how the case moved from complaint to responses, motions, hearings, and orders.
Recommended Free Tools
What to record from each important entry
- Entry number and date: Use these to cite the event precisely and to detect gaps in the sequence.
- Document title: Distinguish a complaint, answer, motion, declaration, exhibit, report, recommendation, order, and judgment.
- Filing party: A plaintiff’s motion states that party’s position; it is not a judicial finding.
- Response and reply deadlines: These show what is due next, although local rules and later orders can change the schedule.
- Judge’s action: An order, minute entry, or judgment indicates what the court did, subject to the exact language of the document.
Do not treat a docket label such as “motion to dismiss” or “complaint” as proof that the allegations are true. Read the pleading for the allegations, the opposition and reply for the parties’ arguments, and the order for the court’s ruling. A docket entry is a guide to the filing; it is not a substitute for the filing itself.
Follow the procedural sequence
For a public-records case, a useful reading order is the complaint and exhibits, the answer or motion to dismiss, any opposition and reply, scheduling or case-management orders, motions concerning disclosure or injunctions, hearing minutes, and the court’s orders or judgment. If an entry refers to a sealed or redacted document, the public docket may show only the existence of the filing and a limited description.
Open the filings that matter
PACER is the official route for the federal case file. A docket report and each document can generate a charge under the currently posted fee schedule. Search the docket first, then open only the entries needed to answer your question; downloading every exhibit can create unnecessary pages and costs.

Check RECAP before paying for a copy
Search the CourtListener RECAP archive by case name, court, case number, or filing. RECAP contains PACER documents that users have contributed to the archive, so a complaint, order, or exhibit may be available at no cost. Coverage is not complete: the particular filing you need may not have been contributed. If RECAP has no copy, return to PACER for the official record.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors| Source | What it provides | Important limitation |
|---|---|---|
| PACER | Official federal docket and documents, subject to posted access fees and public-access restrictions | A document may be redacted, sealed, restricted, or unavailable under the court’s access rules |
| RECAP archive | Potentially free copies of PACER filings already contributed to the archive | Archive coverage depends on contributions; it does not guarantee every docket entry or attachment |
Save documents with their identifying details
When you download a filing, retain the court, case number, docket entry number, filing date, and document title in the filename or a companion note. This prevents confusion when a case has multiple versions of a motion, amended pleadings, or exhibits filed separately. Preserve the PDF as downloaded; a browser preview or a news article may omit attachments and page numbers.
Set up ongoing monitoring with RSS when the court offers it
Some federal courts publish an RSS feed from their CM/ECF system. The feed can provide free notices of new docket events, usually with a short activity summary and a link. RSS availability varies by court, so it is not a universal alert method.
- Open the federal court’s CM/ECF or electronic-filing page and look for an RSS or docket-feed option.
- Subscribe in an RSS reader using the court’s supplied feed address.
- Confirm that the feed is for the specific case or docket category you need; some feeds cover broader court activity.
- When a new item appears, open the linked docket report or filing. A PACER login is required to open linked PACER materials, and the document may incur the applicable charge.
An RSS notice is an alert, not the complete record. Keep the feed’s timestamp and then verify the entry in the docket before relying on it. If the court provides no RSS feed, use periodic PACER checks or another notice method offered by that court.
Understand PACER fees before you search heavily
PACER’s homepage currently lists a charge of $0.10 per page. It also lists a $3.00 cap for a single document and certain case-specific reports, and says that quarterly charges of $30 or less are waived. These are the currently posted figures viewed October 13, 2026. PACER also posts a notice of a fee change effective January 1, 2027, so verify the live schedule before ordering documents.

| Posted item | Current figure or rule | Qualification |
|---|---|---|
| Page charge | $0.10 per page | Current PACER fee guidance viewed October 13, 2026 |
| Single-document cap | $3.00 | Applies to a single document and certain case-specific reports |
| Quarterly waiver | Charges of $30 or less are waived | Based on the account’s quarterly total under the posted schedule |
| Exceptions to the cap | Name-search results and transcripts are identified exceptions | Check the live PACER fee page before ordering |
Fees can depend on the report or search you request, not just the number of pages you ultimately read. Use the docket to narrow the entries, check the displayed charge, and download the exact filing rather than an entire case history when possible.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Know what may not be visible online
Public access has limits. PACER’s FAQ identifies redacted personal identifiers and categories that may not be available to the general public, including some older bankruptcy and criminal filings and documents in Social Security and immigration cases. A public-records lawsuit can also contain sealed exhibits, protective-order material, or filings temporarily restricted while the court considers access.
If an entry is visible but its attachment is missing, read the docket text carefully for “sealed,” “restricted,” “redacted,” or a similar designation. Do not infer that the document was never filed. If the court record is not available online, contact the relevant clerk’s office or the PACER Service Center for access guidance.
Find older federal files that are not in the electronic system
The Administrative Office of the U.S. Courts says most federal case files created before 1999 remain in paper format. Those files may be available through the court or a Federal Records Center. Older records selected for permanent preservation may be held by the National Archives.

Viewing records there is free, although printing carries a per-page fee. For a pre-1999 public-records case, ask the clerk which repository holds the file, whether a reference number is required, and whether the requested volume has been transferred to a Federal Records Center or the National Archives.

What to do when a search returns no case
A failed online search does not prove that no lawsuit exists. Work through these checks before drawing that conclusion:
- Verify the spelling: Try the agency’s formal legal name, alternate spellings, and the opposing party’s name.
- Broaden the jurisdiction: If you searched one district, use the nationwide Case Locator. The case may have been filed in another federal court.
- Check timing: A newly filed matter may not yet appear in the nationwide index, which updates daily, while the court-specific record may already show it.
- Test the case number: Remove extra punctuation only if the court’s search instructions require it, and preserve the year and case-type portions.
- Consider access restrictions: Some records are not publicly viewable, and older files may be paper or archival.
- Contact the court: Ask the clerk’s office where the case may have been filed, or contact the PACER Service Center if the search and access problem persists.
Court staff can explain how to request records that are not visible online, but they generally cannot provide legal advice or predict the outcome of the lawsuit.
A practical tracking routine
Once you have the correct case number, use a repeatable routine rather than searching from scratch each time:
- Save the official case name, court, case number, judge, and filing date.
- Check the court-specific docket for new entries, especially after a known response deadline or hearing.
- Read the full document behind each consequential entry, not only the docket description.
- Search RECAP for a free copy before downloading the same filing from PACER.
- Record the entry number, date, title, and your neutral description of what the document says.
- Use the court’s RSS feed if available, then verify every alert in the docket.
- Review access labels and redactions before assuming that a missing attachment is an error.
Keep separate notes for allegations, party arguments, procedural events, and judicial rulings. This prevents a complaint’s claim about withheld records from being reported as a finding by the court. When citing the case to someone else, include the court, case number, docket entry number, and filing date so the source can be located again.
How to interpret the case without overstating it
A public-records complaint usually explains what records the plaintiff requested, what response the agency gave, and the legal theory for relief. An answer or motion may dispute those facts. Only the court’s orders and judgment establish what the court decided at that stage, and an interlocutory order may resolve one issue without ending the case.
Track the distinction between:
- Allegation: A factual or legal assertion made in a pleading.
- Argument: A party’s position in a motion, brief, or response.
- Evidence: Declarations, exhibits, or other materials submitted to support a position.
- Order: The judge’s directive or ruling on a matter before the court.
- Judgment: The formal resolution of the claims, subject to any appeal or later proceedings.
Finding a docket and following its entries can show what happened procedurally. It cannot, by itself, establish that the agency violated a records law, that disclosure is required, or that the plaintiff prevailed.
