How to Find Emergency and Affordable Housing When You May Be at Risk of Displacement

If you need somewhere safe tonight, call 211 where available and ask for emergency shelter, coordinated entry, or local homelessness services. If you may lose your home but still have time to act, contact local rental-assistance and legal-aid providers promptly; at the same time, start applications for longer-term options through your local Public Housing Agency and affordable-housing properties. This guide covers the United States. Programs, eligibility, legal deadlines, and openings vary by location, so confirm details with local providers.

If you need housing tonight, start with a local referral

Call 211 where available. USA.gov says that in most areas of the United States, 211 connects people with local social services and referrals for emergency housing. The U.S. Interagency Council on Homelessness (USICH) also directs people to 211 or 211.org for referrals to local agencies. USA.gov’s emergency-housing page, last updated April 15, 2026, puts the basic next step plainly: “In most areas of the U.S., you can dial 211 to connect with local social services and get referrals for emergency housing.”

Tell the referral specialist what is happening and when. For example: “I need a safe place tonight. What is the local process for emergency shelter or coordinated entry?” If you have a known move-out or court date, say when it is. Ask whether there is a different intake route for your household, such as one for families, young people, veterans, people with disabilities, or people fleeing violence.

When 211 does not connect you to help

211 is not available or effective everywhere. If the number does not work, look up your local 211 office or contact your local Continuum of Care, the regional organization coordinating homelessness services. HUD’s homelessness and housing guidance can help identify the appropriate local contact, but HUD is not a direct service provider; you will need to contact local agencies yourself. If you are in immediate danger, contact emergency services.

If you cannot call or use a website safely or accessibly, ask a trusted local service provider, housing counselor, or community organization whether it can help you find the local intake contact or an alternate way to reach them. Do not assume every provider offers text, walk-in, or relay access; ask what contact methods are available. When contacting a service, share only the details needed to identify the right local pathway, such as your city or ZIP code and when you need help.

Confirm the details with the provider

A phone number or directory entry is a starting point, not confirmation that a bed or placement is available. Before traveling, ask the provider directly:

  • Is there an opening now, and what time does intake happen?
  • Who is eligible, and does this shelter or service accept my household?
  • What documents, if any, should I bring? Can I begin intake without them?
  • Can the location meet my accessibility, communication, medical, or other relevant needs?
  • Can I bring children, a service animal, or a pet? If not, are there separate options?
  • Is transportation available, or what is the nearest way to get there?
  • Is this the correct intake route, or do I need coordinated entry or another assessment first?
  • If no placement is available now, when should I call back, and what other local service should I contact?

Local providers set their own intake procedures. National guidance does not establish a universal process or show local bed availability, so ask the provider to confirm what applies to you. If a provider gives you a referral, verify directly with the destination before relying on it; a referral alone does not confirm an opening or acceptance.

If you may lose your current home, act on prevention and legal help

If you can stay safely in your current housing while seeking help, pursue prevention services as well as a backup shelter referral. USA.gov advises people looking for emergency rent assistance to contact their state, call 211, or search for state and local programs. Eligibility rules differ by state, and a local office may refer people who do not qualify for a government program to a nonprofit or community organization.

Ask for help paying rent or avoiding eviction

When you call, use the words that best describe your situation: “help paying my rent,” “I may be evicted,” or “I may lose my housing on [date].” Ask whether local assistance can cover rent, a deposit, utilities, or another housing cost, and whether there is a separate application or referral for each. Find out what documents are requested, how to submit them, whether the program is currently accepting applications, and when you should follow up. A referral or application is not an approval or a promise that funds are available.

Ask what the program can actually provide and for how long. One service may offer a referral or short-term financial help; another may provide counseling, legal assistance, case management, or mediation. Ask whether there is follow-up after an initial payment or appointment, whether you need to contact a landlord or utility company yourself, and whether another local program handles costs the first one cannot cover. These are questions to ask, not services every program provides.

Emergency rental assistance has operated at substantial scale, but national totals do not tell you whether a local program is open today. USICH’s December 3, 2024 eviction-prevention spotlight reported that the Treasury Department invested more than $46 billion in emergency rental assistance and that the program made more than 12.3 million payments to households at risk of eviction. Those are retrospective federal program figures, not a promise of funds, eligibility, or payment for a new applicant.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For advice about your housing situation, USA.gov points people to a HUD participating housing counseling agency. A counselor can help you understand available housing options and next steps; ask what services the local agency provides and whether it can address your specific issue.

If you have received eviction papers or a court date

Contact local legal aid or a tenant hotline promptly. Deadlines and tenant rights depend on state and local law, and the national guidance does not establish one deadline or defense that applies across the country. Do not ignore a notice, assume that applying for assistance pauses a court case, or leave immediately based only on general advice. Ask legal aid what the papers mean, what deadline applies, whether you must respond or appear, and whether local rental assistance or mediation may be relevant.

When you reach legal aid, explain whether you have received a written notice, court papers, or a scheduled hearing, and share the date on each document. Ask how to provide copies and what to do next while you wait for advice. Do not treat a general web page or an application confirmation as a substitute for advice about your own case; a local legal provider can explain which state or local rules apply.

USICH’s December 3, 2024 eviction-prevention spotlight describes local approaches that combine rental assistance with legal aid, case management, and landlord-tenant mediation. Whether those services exist or fit your situation depends on your community. Ask providers whether they coordinate with one another so you do not have to guess which application or appointment comes first.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What national figures can—and cannot—tell you

The same USICH spotlight reports 3.6 million eviction occasions in a typical year and says more than 70% of extremely low-wage households spend more than half their income on rent. It also reports that, in a study of the 20 largest Continuums of Care, every $100 increase in median rent was associated with a 9% rise in homelessness. That is an association, not proof that a rent increase caused a particular change or predicts an individual’s outcome.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

These figures describe broader pressures, not your eligibility or odds of receiving help. Program results are equally specific: USICH reported that 95% of households served by Minnesota’s Family Homeless Prevention and Assistance Program remained permanently housed after intervention, while 1% became homeless within 12 months. It reported that 97% of people served by A Way Home for Tulsa exited programs to permanent housing destinations during fiscal year 2023. Massachusetts’ Tenancy Preservation Program was reported to have prevented 80% of eligible households from becoming homeless in the last year described; the cited passage does not identify that calendar year. None of these is a general success rate for other programs or for an individual applicant.

Work toward longer-term affordable housing while meeting immediate needs

Shelter, rental assistance, public housing, vouchers, and affordable-property searches are not interchangeable. A shelter referral addresses an immediate need for a safe place; short-term assistance may help with rent or another urgent cost; subsidized housing and affordable rentals are longer-term options that usually require separate applications. A listing or application does not guarantee a unit, approval, or a particular wait time.

It can make sense to pursue more than one route at once if you have the time and capacity. An emergency referral addresses tonight’s safety, while an application to a Public Housing Agency or property may address a future housing need. Prevention services may help you remain in your current home, but they are not a replacement for a backup plan if displacement is imminent. Ask each provider how urgent cases are handled and what you should do while an application is pending.

Contact your Public Housing Agency about public housing and vouchers

Your local Public Housing Agency (PHA) administers public housing and the Housing Choice Voucher program and determines applicant eligibility. Contact the PHA serving the area where you want to live. Ask whether applications are open, how to apply for each program, what household and income information is required, whether there is a waitlist, and how the agency will contact you if your status changes. Do not assume one application covers both programs.

Ask whether the PHA has separate application periods or instructions for public housing and vouchers, and whether there are additional local programs or property-specific steps. Confirm how to submit an application and whether you will receive a confirmation number or other proof of receipt. If you move, change phone numbers, or have a change in household information, ask how to update your application so the agency can reach you. The PHA makes eligibility decisions; a general description of a program cannot determine whether you qualify.

Use affordable-housing listings as leads, not confirmed openings

HUD’s affordable-housing locator can help identify properties to contact, including properties that may accept vouchers or offer rent based on income. Its map provides apartment locations and contact details, but it does not show vacancies, waitlists, or application instructions. Contact property management directly to ask whether the property has an opening, accepts your voucher if you have one, how rent is calculated, and how to apply.

For each property, verify the details before spending time or money on an application or trip. Ask about current vacancies, the application process, eligibility, rent and any costs you would need to pay, whether a waitlist is open, and how the property will contact applicants. The locator is a search tool, not an approval or reservation system. If a property says it has no opening, ask whether it maintains a waitlist or can suggest where to check next; do not assume the locator will update you when circumstances change.

Keep applications organized

More than one provider or property may be involved, and each may use a different process. A simple written or digital tracker can help you follow through. Record:

  • Agency or property name and contact details
  • Program or unit type and the date you applied
  • Confirmation or application number
  • Documents requested and how they were submitted
  • The provider’s stated follow-up date and your next action

Ask how to report changes in your phone number, mailing address, household, or income. Keep copies of submitted materials when possible, and use the provider’s preferred method to verify that an application was received. If a provider gives you a callback date, note it and follow up if you have not heard back. Keep shelter, legal, rent-assistance, and longer-term housing contacts distinct in your notes so you know which service is handling each need.

Choose which option to pursue first

When time and energy are limited, compare options by what they can actually do for you, not just by their name. Ask each local provider to confirm the details; national sources do not provide a universal ranking or guarantee access.

Option What it is for What to confirm locally
Emergency shelter or coordinated entry A referral or intake route for an immediate shelter need or local homelessness services. Current openings, intake hours, eligibility, household fit, documents, accessibility, pets, and transportation.
Short-term rental assistance Help with rent or another urgent housing cost, if a local program offers it. Whether applications are open, which costs are covered, eligibility, required documents, timing, and whether legal help is also available.
Legal aid or a tenant hotline Advice about an eviction notice, court date, or local tenant rights. How quickly you can speak with someone, what papers to share, and the deadline or court action that applies to your case.
Public housing or a Housing Choice Voucher A longer-term subsidized housing option administered through a PHA. Whether applications are open, separate application requirements, eligibility, waitlist procedures, and how the agency will contact applicants.
Affordable-property search A way to find properties to contact about rent levels, vouchers, and applications. Actual vacancies, waitlists, rent calculation, voucher acceptance, eligibility, and the property’s application process.

For each option, weigh urgency and likely time to assistance; eligibility and paperwork; the specific help offered; duration and follow-up; household fit, accessibility, safety, and location; and whether the provider has confirmed availability. Ask whether the help is a one-time referral, temporary placement, financial assistance, legal representation, counseling, or a longer-term subsidized unit. Also ask whether case management or additional follow-up is included, and what you are expected to do next. If you need shelter tonight, a long-term housing application is not a substitute for an immediate placement referral. If an eviction is underway, a rental-assistance inquiry is not a substitute for timely local legal advice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Useful search phrases include “emergency housing,” “help paying my rent,” “I may be evicted,” “I need a shelter tonight,” “housing voucher,” “public housing,” and “affordable apartments near me.” Add your city or ZIP code when you need to identify local services. Search results can help you find a lead, but contact the provider to confirm that its program exists in your area, is accepting applications, and is relevant to your situation.

Use a specialized service when it fits your situation

Some groups have dedicated national contacts or local pathways. Ask the referral specialist whether a specialized route can help and whether you should also contact general local services.

  • Veterans: Call the National Call Center for Homeless Veterans at 1-877-424-3838. USA.gov describes its support as free, confidential, and available 24 hours a day.
  • Youth: The National Runaway Safeline is at 1-800-786-2929. USA.gov says it offers free, confidential support around the clock and transportation home or to other safe, stable housing.
  • People experiencing domestic violence: USICH lists the National Domestic Violence Hotline at 1-800-799-SAFE (7233). If you are in immediate danger, contact emergency services or a national hotline. Use a contact method that feels safe for your circumstances; avoid leaving visible messages or materials that could put you at risk.
  • People experiencing human trafficking: USICH lists the National Human Trafficking Hotline at 1-888-373-7888 and text-to-233733.
  • People with disabilities who need legal help: USA.gov directs people to the National Disability Rights Network member in their state or territory. When contacting a shelter or provider, explain any accessibility or communication needs and ask what accommodations are available.
  • People seeking housing on tribal land: HUD directs applicants to contact their tribe or tribally designated housing entity about tribal land and housing assistance.

A practical order of operations

  1. Address immediate safety. If you need a place tonight, call 211 where available and ask for emergency shelter, coordinated entry, or local homelessness services. If you are in immediate danger, contact emergency services.
  2. State the time pressure clearly. Tell the provider when you may lose housing or need a safe place, and ask which local intake route fits your household.
  3. Verify before relying on a referral. Confirm current openings, hours, eligibility, documents, accessibility, household rules, and transportation with the service provider.
  4. Start prevention steps in parallel. Ask your state or local office, 211, or a community organization about emergency rent assistance. If you have eviction papers or a court date, contact legal aid or a tenant hotline promptly.
  5. Open a longer-term track. Contact the local PHA about public housing and vouchers, and contact affordable properties directly about vacancies and applications.
  6. Track every application and next step. Save confirmation details, requested documents, and follow-up dates, and ask how to report changes in your contact information.

Frequently Asked Questions

What should I do if I need somewhere to stay tonight?

Call 211 where available and ask for emergency shelter, coordinated entry, or local homelessness services. Confirm current openings, intake hours, eligibility, transportation, and household requirements directly with the provider. If 211 does not work, look up the local 211 office or contact your local Continuum of Care.

Does calling 211 guarantee an emergency shelter bed?

No. 211 can connect people with local social services and emergency-housing referrals in most areas, but a referral is not confirmation of a bed or placement. Contact the provider directly to ask about availability and intake.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Where can I ask for emergency rent assistance?

USA.gov advises contacting your state, calling 211, or searching for state and local programs. Eligibility and whether applications are open vary by location. Ask what costs are covered, what documents are needed, and whether a local nonprofit or community organization may be an alternative.

What if I have eviction papers or a court date?

Contact local legal aid or a tenant hotline promptly. Deadlines and tenant rights depend on state and local law. Ask what the papers mean, what deadline applies, and whether you must respond or appear. Do not assume that applying for rental assistance pauses a court case.

How do I apply for public housing or a Housing Choice Voucher?

Contact the local Public Housing Agency serving the area where you want to live. The PHA administers these programs and determines eligibility. Ask whether applications are open, whether each program requires a separate application, what information is needed, and how to check or update your status.

Does HUD’s affordable-housing locator show current vacancies?

No. HUD’s locator provides property locations and contact details, but it does not show vacancies, waitlists, or application instructions. Contact property management directly to ask about openings, rent, voucher acceptance, eligibility, and how to apply.

Where can veterans, youth, or people fleeing violence get specialized help?

Veterans can call the National Call Center for Homeless Veterans at 1-877-424-3838. Youth can contact the National Runaway Safeline at 1-800-786-2929. USICH lists the National Domestic Violence Hotline at 1-800-799-SAFE (7233) and the National Human Trafficking Hotline at 1-888-373-7888 or text-to-233733. If you are in immediate danger, contact emergency services.

The Bottom Line

If you need safety tonight, start with 211 where available and verify any shelter referral directly. If you may be displaced later, pursue rent assistance and local legal advice promptly while opening longer-term applications through your PHA and affordable properties. A directory listing, referral, or application is not a guaranteed placement, payment, or unit; confirm availability, eligibility, deadlines, and next steps with each local provider.
