Then check the national PPP system and official project pipeline, decide whether the project is sovereign-backed, green or part of a cross-border power link, and approach the facility through the responsible government agency, utility or other qualified sponsor.
The main regional routes are the ASEAN Infrastructure Fund (AIF), the ASEAN Catalytic Green Finance Facility (ACGF), the ASEAN Power Grid Financing Initiative (APGF), national PPP preparation programs and ASEAN’s infrastructure pipeline. Each has different eligibility, instruments and approval steps. Pipeline listing or facility-level commitments are leads, not funding awards; every proposal remains subject to screening, due diligence, government approvals and financing agreements.

Define the project before you search for money
Funding searches fail when a project is described only as “a road,” “a solar plant” or “an urban upgrade.” Finance institutions screen a specific sponsor, jurisdiction, stage, risk profile and repayment structure. Prepare a one-page project profile before approaching any institution.

| Question | What to state | Why funders need it |
|---|---|---|
| Where? | Country, provinces or cities involved, and whether the project crosses a national border | Eligibility, sovereign support and legal approvals are country-specific |
| What? | Sector, assets, capacity, service area and expected development or climate outcomes | Facilities have sector and environmental screens |
| Who? | Ministry, state-owned enterprise, municipal authority, utility, private developer or consortium | Some routes require a government borrower or sovereign guarantee |
| When? | Concept, pre-feasibility, detailed feasibility, transaction preparation, construction or operations | Preparation grants and capital loans are available at different stages |
| How much? | Total cost, requested amount, currency, counterpart contribution and likely cofinanciers | Financiers test affordability, leverage and funding gaps |
| How will it be repaid? | Budget payments, tariffs, availability payments, user charges, export revenue or another mechanism | Debt capacity and bankability depend on a credible repayment source |
Identify the sponsor and borrower
Determine who can legally originate the request. A ministry or public utility may be the sponsor and borrower for a sovereign or sovereign-guaranteed project. A private developer may prepare the asset but still need a government contracting authority, concession approval or guarantee. Do not send an AIF request as an unaffiliated private company when the facility requires sovereign or sovereign-guaranteed borrowing.

Separate preparation from construction finance
A concept may first need demand studies, environmental and social assessments, engineering, land analysis, tariff design and transaction advice. Preparation support pays for this work; a later loan, equity investment, guarantee or blended package finances construction. Asking for construction money before the project is sufficiently prepared is a common reason for rejection or delay.
Regional funding routes that fit Southeast Asian projects
ASEAN Infrastructure Fund for public infrastructure
The ASEAN Infrastructure Fund is administered by the Asian Development Bank and finances infrastructure in ASEAN using its own capital and resources mobilized from cofinanciers, development partners and ADB. Its stated scope is sovereign or sovereign-guaranteed projects. National and subregional proponents in ASEAN developing countries can seek ADB and AIF cofinancing through the responsible government sponsor and ADB country or sector teams.
Use AIF as an initial lead for public roads, power, water, sanitation, resilience and related infrastructure. The fund can support project development and technical assistance as well as capital financing, but it is not a general grant program for any private company. A project must still satisfy country priorities, technical standards, safeguards, debt and procurement requirements, and a formal approval process.

ASEAN Catalytic Green Finance Facility for climate-aligned projects
The ASEAN Catalytic Green Finance Facility is an AIF initiative for green infrastructure preparation and financing. It is suited to proposals that can demonstrate measurable green impact, financial sustainability or bankability, and a credible path to mobilize private, institutional and commercial capital.
Relevant sectors include renewable energy, energy efficiency, sustainable transport, green cities, water supply and sanitation. ADB describes access for ASEAN member governments to more than $1 billion in loans from cofinancing partners. That is facility-level access available through the program; it is not a guaranteed allocation or approval for an individual project.
ACGF’s published regular lending modality is open to AIF borrowing member countries. Its concessional modality is for eligible AIF borrowing members in ADB Group A. Published facility terms state regular maturity of up to 20 years and concessional maturity of 25 years. These are program parameters, not a binding offer: confirm current eligibility, pricing, grace periods, currency, cofinancing and repayment terms with ADB for the specific transaction.

How an ACGF proposal moves through screening
- Origination: Projects are identified through country roundtables and consultation with ADB operations teams and partners.
- Rapid assessment: The concept is checked for sector relevance, green impact, country fit, financial sustainability and basic implementation feasibility.
- Screening and funding interest: A potentially suitable project is screened in more detail and possible funding sources are explored.
- AIF Board review: A project information memorandum and financing plan are presented for review.
- Preparation: Feasibility, safeguards, engineering, procurement, financial and legal work is completed.
- Loan approval: The final financing package proceeds through the applicable approval process and documentation.
Because origination is institutionally coordinated, a sponsor should first engage the relevant national authority and ADB operations team rather than treating the facility as an open consumer-style application form.
ASEAN Power Grid Financing Initiative for cross-border electricity
The ASEAN Power Grid Financing Initiative is the specialist route for cross-border transmission, interconnection and related grid investments. It is described as a coordinating platform for project and financing preparation and blended-capital mobilization to accelerate bankable cross-border land and subsea interconnection projects.
Utilities and project sponsors can request project-specific support from a financing community that includes international financial institutions, donors, commercial banks and philanthropies. Depending on the project, the potential instrument mix includes equity, grants, concessional and regular loans, guarantees, political-risk cover and PPP advisory support.
| Initiative-level figure | What it means |
|---|---|
| Up to $10 billion over 10 years | ADB commitment reported for the ASEAN Power Grid; it is not an allocation to a particular interconnector |
| $6 million initial technical assistance | Initial APGF technical-assistance contribution reported by ADB |
| $2.5 billion initial contribution under ASET | World Bank contribution reported for the ASEAN Energy System Transformation initiative |
| $12.7 million seed grant | Grant reported for the ASEAN Centre for Energy |
For a grid proposal, document the participating utilities, interconnection agreement, power-flow rationale, national regulatory approvals, revenue model, construction package and allocation of risks between countries. The figures above describe the initiative and its supporting programs; they should not be presented to investors as an approved project budget.
National PPP systems and preparation funds
Many infrastructure projects are financed through a country’s public-private partnership framework rather than a regional facility alone. Start by locating the national PPP unit, contracting or sponsoring agency, approval sequence and official project pipeline.
ADB’s PPP Monitor framework provides a useful checklist for comparing countries. It asks whether a jurisdiction has:

This framework is a comparison tool, not a claim that every Southeast Asian country offers each mechanism. Confirm the current rules, thresholds, procurement requirements and application channel in the country where the asset will be built.
ASEAN infrastructure pipeline as a discovery tool
ASEAN’s rolling and updated infrastructure pipeline can reveal regional connectivity priorities and possible funding sources. The pipeline is associated with the ASEAN Connectivity Strategic Plan and the Sustainable Infrastructure Action Plan 2026–2030.
Use a pipeline entry to find the national sponsor, official project page, stage, technical description and financing plan. Inclusion does not prove that a project has been approved, procured, allocated a budget or awarded financing. Treat it as a way to identify the right public agency and potential partners, then verify every status directly.

| AIF | Public infrastructure in an ASEAN developing country | Government or public entity with sovereign or sovereign guarantee | Project-development support, technical assistance, loans and cofinancing | Sovereign eligibility, country allocation, safeguards and government sponsorship |
| ACGF | Green energy, transport, cities, water and sanitation | Eligible AIF borrowing member government or public project sponsor | Preparation support, concessional or regular lending and mobilized cofinancing | Green impact, bankability, financial sustainability and private-capital mobilization |
| APGF | Cross-border land or subsea power interconnection | Participating utilities, governments and project sponsors | Technical assistance, grants, loans, equity, guarantees, political-risk cover and PPP advice | Multi-country approvals, interconnection economics and bankable risk allocation |
| National PPP route | Concessions and privately financed public assets | Contracting authority with a private bidder or concessionaire | Preparation funds, adviser support, budget commitments and project finance | PPP law, approval gates, payment mechanism, procurement and government support |
| ASEAN pipeline | Early discovery of connectivity priorities | National or regional project sponsor | Project identification and links to possible public financing channels | Pipeline status is not financing approval or procurement authorization |
A practical step-by-step funding search
- Write the project profile. State the country, sector, sponsor, stage, total cost, requested amount, beneficiaries, climate outcomes and repayment source.
- Classify the project. Decide whether it is sovereign-backed public infrastructure, a green project, a cross-border grid asset, a conventional PPP or an early-stage concept needing preparation.
- Find the national owner. Identify the ministry, utility, municipal authority or PPP unit that can legally sponsor, approve and procure the project.
- Check the official pipeline. Search national PPP and infrastructure lists and the ASEAN pipeline. Record the project’s published status and the contact agency, but do not infer a funding commitment.
- Map preparation needs. List missing studies and determine whether the national budget, a project-development fund, ADB technical assistance, bilateral support or another donor can pay for them.
- Shortlist facilities. Test AIF for sovereign or sovereign-guaranteed infrastructure, ACGF for green and climate-aligned investments, and APGF for cross-border power. Use the national PPP route when a concession or private finance is central.
- Build a financing plan. Show public contribution, debt, equity, grants, guarantees, foreign-exchange treatment, cofinancing and the order in which each source is expected to close.
- Request an institutional screening. Approach the responsible government sponsor, ADB country or sector team, utility coordination body or national PPP unit with a concise concept note and ask which approval gate applies.
- Complete due diligence. Expect technical, economic, financial, legal, procurement, environmental and social reviews, plus confirmation of debt capacity and government authority.
- Update the plan after screening. A funder may redirect the project to preparation support, require a sovereign guarantee, add a cofinancier or recommend a different structure. Revise the financing plan rather than treating initial interest as approval.
What a credible concept note should contain
Technical and development case
- Problem statement, service gap and alternatives considered
- Location, design capacity, construction schedule and operating model
- Climate resilience, emissions, energy, water or social outcomes with measurable indicators
- Demand forecast and evidence that the asset is consistent with national and ASEAN priorities
Financial and commercial case
- Capital and operating costs with assumptions, contingencies and currency exposure
- Revenue or budget-payment model, affordability analysis and sensitivity cases
- Proposed debt, equity, grant, guarantee and cofinancing amounts
- Procurement route, concession term, tariff policy and termination or step-in arrangements
Implementation and safeguards case
- Land, permits, utility interfaces and cross-border agreements where applicable
- Environmental and social risks, consultation plan and mitigation measures
- Responsible agencies, decision rights, procurement timetable and adviser needs
- Risk register covering construction, demand, political, currency, force-majeure and regulatory risks
For a green facility, quantify the environmental result rather than using “green” as a label. For an interconnector, explain how participating systems will dispatch, pay for and govern the shared asset. For a PPP, show why risk transfer and private participation create value compared with public procurement.

Approaching a regional fund without a government sponsor
Problem: A private developer sends an unsolicited request to a facility whose published scope is sovereign or sovereign-guaranteed borrowing.
Fix: Secure a documented relationship with the ministry, utility or contracting authority and clarify who will borrow, guarantee, procure and own the asset.

Confusing a pipeline entry with an award
Problem: A project appears on an ASEAN or national list, so the sponsor announces that financing is secured.
Fix: Verify stage, approval, procurement and financing separately with the listed agency. Describe pipeline presence only as evidence of priority or a lead.
Requesting a construction loan before preparation is complete
Problem: Feasibility, safeguards, land or tariff work is missing.
Fix: Apply first for the preparation instrument that matches the gap, then return with an approved feasibility package and financing plan.
Using “green” without measurable outcomes
Problem: The project has a sustainability label but no baseline, target or monitoring method.

Quoting facility-level numbers as project funding
Problem: A headline commitment is treated as money reserved for one proposal.

How to decide where to start
Use the project’s defining constraint as the first decision:
- Public asset with a government borrower: start with the national sponsor and AIF or ADB country team.
- Green project needing preparation and long-term debt: test ACGF criteria and identify the required climate and bankability evidence.
- Cross-border transmission or interconnection: contact participating utilities and use the APGF coordination route.
- Concession or privately financed service: begin with the national PPP unit, preparation fund and contracting authority.
- Unclear priority or sponsor: use the ASEAN and national pipelines to identify the responsible agency before approaching financiers.
In every case, keep a financing map that distinguishes preparation money from construction capital, public commitments from private interest, and a facility’s stated access from an approved allocation. That discipline gives funders the information needed to screen the proposal and prevents a pipeline listing or headline commitment from being mistaken for a financing decision.
