How to Find Data Centers and Utility Infrastructure Planned Near You

By Freedom251 Team · · 11 min read

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The reliable way to find a proposed data center, substation, transmission line, or large-power project is to connect the exact parcel or route to the public record that controls it. Start with the county or municipal parcel map, then follow planning cases, permits, utility dockets, and—where relevant—transmission proceedings. Use national maps and project trackers to discover leads, not to prove that a project is approved or will be built.

This guide covers the United States. Offices, deadlines, permit names, and legal effects vary by state and locality, so confirm the current case record with the authority responsible for the property or route.

What “planned” means in the public record

A project can appear in a news story, a utility filing, a zoning application, or a construction permit long before construction starts. Those records describe different stages and do not have the same legal effect.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Stage What you may find What it establishes
Rumored or announced Company statement, news report, or tracker entry A lead to investigate; not an approval
Filed Planning application, rezoning request, conditional-use request, utility docket, or interconnection request An applicant has submitted something to an authority; review may not be complete
Under review Staff reports, agency questions, environmental documents, hearing notices, or public comments The responsible authority is evaluating the filing
Approved Adopted zoning decision, permit, commission order, or other final authorization Only the approvals identified in that record; other permits may still be required
Under construction Building or site permits, inspection records, or construction activity Physical work has begun under the cited authorization
Operating Occupancy, operating, generation, or other completion records The facility or infrastructure is in service as described by the relevant authority

Use the exact case or docket number whenever one exists. It is the best way to connect an application, later filings, decisions, and deadlines without confusing similarly named projects.

Step 1: Pin down the parcel, route, and jurisdiction

Start with an official parcel or assessor map

Search the county assessor, property-appraiser, or official GIS map for the address. Record the parcel identification number, legal description, owner shown in the record, municipality, and county. A site described as “near” a city may actually be in an unincorporated county or a neighboring municipality, which can put it under a different planning department and hearing calendar.

  • Save the parcel number exactly as displayed, including punctuation or leading zeroes.
  • Note whether the proposed route crosses several parcels or jurisdictions.
  • Identify the planning authority for the parcel: city planning department, county planning department, regional authority, or another designated office.
  • Keep the map date or download date in your notes because boundaries and ownership records can change.

Why the jurisdiction check comes first

Land-use records are maintained by the authority with power over the property, not necessarily by the city that appears in a project nickname. If you search the wrong city’s portal, an empty result can simply mean that the case is filed with the county. For a linear facility such as a transmission line, list every county and municipality along the proposed route before searching.

Step 2: Search local planning and land-use records

Use several identifiers, not just “data center”

Open the planning or zoning portal and search the address and parcel number first. Then repeat the search with the developer, applicant, project name, shell-company name, and case number. A company may submit a filing through a subsidiary whose name does not contain the eventual facility’s brand.

Useful terms include:

  • data center or data campus
  • planning application, site plan, or development application
  • rezoning, zoning map amendment, or comprehensive-plan amendment
  • conditional use, special exception, or variance
  • server facility, technology campus, industrial campus, or similar land-use descriptions
  • public hearing, planning commission, zoning board, staff report, and hearing minutes

Records to collect

Record Why it matters
Application and attachments Shows the applicant, parcel, proposed use, site layout, and stated infrastructure
Staff report Explains the planning department’s analysis, conditions, and recommendation
Planning commission or zoning-board agenda Shows when a hearing is scheduled and which action is requested
Hearing notice and minutes Records the public-meeting date, testimony, continuance, and vote
Decision, conditions, and approved site plan Defines what was authorized and any limits imposed
Permit index or permit records Shows whether later building, grading, stormwater, or other permits were issued

Download the staff report, agenda, site plan, and decision rather than relying on a portal’s short description. A case may be continued, amended, withdrawn, or replaced, so read the newest filing and the latest meeting minutes.

Step 3: Follow construction, environmental, and development approvals

A zoning approval is only one part of a large project. Search the local permit system for building, demolition, grading, access-road, stormwater, erosion-control, tree, or similar permits. Environmental authorizations may be issued by a state agency, a regional authority, or another office rather than the planning department.

Look through meeting agendas for development agreements, infrastructure commitments, tax or incentive agreements, and requests to dedicate roads or utility easements. The filing may not use the words “data center.” Search the applicant, parcel number, project nickname, and case number alongside general terms such as development agreement, site plan, utility extension, or industrial project.

Record each permit’s issuing office, number, filing date, decision date, expiration date if stated, and conditions. Do not treat a permit application as an issued permit, and do not assume that one issued permit authorizes the entire facility.

Step 4: Check utility commission and utility records

Where to search

Search the state public utility or service commission’s docket system, and search the serving utility’s regulatory filings, project pages, meeting materials, and integrated resource plan documents. Also check public meeting records for the commission or utility board.

Terms that reveal power-related planning

  • large load or large-load customer
  • load interconnection or interconnection request
  • service agreement, special contract, or tariff
  • transmission upgrade, distribution upgrade, or network upgrade
  • integrated resource plan or load forecast
  • substation, switching station, feeder, or transmission line
  • data center, server campus, technology campus, applicant, or developer name

Capture the docket number and follow the newest filing. Initial requests can be revised, withdrawn, consolidated, or placed under confidentiality rules. A utility docket may describe power service or system upgrades without identifying a final building design.

A utility filing is not automatically a land-use approval, building permit, or authorization to construct and operate a data center. Connect it to the local parcel and planning case before treating the records as one project.

Step 5: Investigate transmission-line siting and federal proceedings

Most transmission siting is handled by states

State agencies generally handle transmission siting. Identify the state office that reviews certificates, route approvals, or environmental filings, then search its docket by the utility, developer, project name, and route counties. For a proposed line, compare the route map with parcel and county records because a single project can create cases in multiple localities.

When FERC may be involved

The Federal Energy Regulatory Commission has a limited federal permitting role for specified circumstances involving National Interest Electric Transmission Corridors. Its public project materials are available in eLibrary by docket number. FERC’s process materials describe notices, pre-filing activity, environmental review, and opportunities for public participation.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

Use the docket number to retrieve the latest notice, filing, environmental document, and comment instructions. A FERC entry does not replace state or local records; it is one part of the project’s approval trail.

Step 6: Use federal location data for context

Power plants: EIA-860 and EIA-860M

The U.S. Energy Information Administration’s EIA-860 annual survey covers U.S. power plants with a capacity of at least 1 megawatt. EIA-860M provides monthly updates. These datasets can help you identify generating facilities and compare names, locations, and operating status, but they are not a complete list of every proposed data center or every local power project.

Transmission lines: HIFLD

EIA directs users to the Homeland Infrastructure Foundation-Level Data (HIFLD) for transmission-line location data. Use those lines as geographic context and then verify a proposed route in the state or utility proceeding.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Substations are a known gap

EIA’s official FAQ states: “EIA and HIFLD do not publish the location of electric substations.” For substation questions, rely on utility filings, state commission records, local site plans, easement documents, and public meeting materials. Do not infer a substation’s location from a generalized national map.

Step 7: Use project trackers as discovery tools, then verify

Public trackers can make it easier to spot a developer name, county, or project nickname. Their inventories change, geographic coverage may be incomplete, and their stage labels may not match the controlling authority’s terminology. No tracker should be treated as a comprehensive national census.

For every tracker entry, verify these fields in the underlying official record:

  1. Exact project name and any alternate or subsidiary names
  2. Applicant or developer
  3. Parcel number, address, or proposed route
  4. Issuing authority and record type
  5. Latest case or docket status, filing date, and decision date
  6. Open hearing, comment, or appeal deadline

If you cannot locate a matching official record, label the item as an unverified lead. If the official record says an application was withdrawn or denied, do not repeat the tracker’s earlier status.

Search formulas that work across public portals

Portal search engines vary, so combine a location identifier with a project term and then add the relevant authority. Examples:

  • “parcel number” data center
  • “street address” rezoning
  • “developer name” conditional use county
  • “project name” planning commission agenda
  • “utility name” large load docket
  • “developer name” interconnection commission
  • “county name” substation public hearing
  • “utility name” transmission line route environmental

Once you find a case or docket number, stop relying on broad keyword searches. Search that identifier directly and subscribe to available notices or filing alerts.

How to compare several possible projects

When multiple records appear near one another, create a comparison sheet. Keep the issuing authority and record type separate from the project’s marketing name.

Field Questions to answer
Authority and record type Which office issued it? Is it a zoning case, permit, utility docket, environmental filing, or transmission proceeding?
Location What exact parcel, legal description, or route segment is identified?
Participants Who is the applicant, developer, serving utility, landowner, and any named contractor?
Status Is it rumored, filed, under review, approved, under construction, or operating according to the latest official record?
Dates When was it filed, last updated, decided, continued, or scheduled for hearing?
Related approvals Which land-use, construction, environmental, interconnection, or transmission records are linked?
Public participation Is a hearing, comment period, intervention period, or appeal deadline still open?
Identifier What case or docket number ties the records together?

Do not merge two entries merely because they share a utility, road, or developer. Confirm the parcel or route and the official identifier first.

Build a defensible project file

For each investigation, keep a simple evidence log. Save the source document or stable record reference, the authority, publication date, and the date you accessed it. Write the project status in the authority’s own terms, then note what remains undecided.

  • Location: parcel number, address, municipality, county, and route counties
  • Land use: zoning district, case number, hearing date, decision, and conditions
  • Utilities: utility name, docket number, load or interconnection filing, and latest action
  • Transmission: state proceeding, FERC docket if applicable, route alternatives, and environmental filings
  • Deadlines: next meeting, comment closing date, intervention date, or appeal period
  • Confidence: verified official record, partial match, or unverified lead

When a document conflicts with a tracker or news report, use the newest controlling record and explain the discrepancy in your notes rather than averaging the claims.

What to do when you find nothing

The project may be filed under another name

Repeat searches with the owner, applicant, subsidiary, consultant, utility, parcel number, and project nickname. Search meeting agendas and downloadable minutes, not only the portal’s application field.

The parcel may be outside the assumed city

Return to the official assessor map and check whether the property is unincorporated or in a neighboring jurisdiction. For a route, check every affected county and municipality.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The record may not be public yet

A concept discussed in a private negotiation or an early utility inquiry may not have a public land-use case. Continue checking the responsible authority’s agendas and docket updates. Do not convert an absence of records into proof that no project exists.

The record may be confidential or restricted

Some utility or commercial filings can contain protected information. Use the public docket index, redacted filings, hearing notices, and related land-use records to determine what is publicly established.

How to interpret common signals without overclaiming

  • Large-load request: indicates a request to study or serve substantial demand; it does not establish a completed building or final service date.
  • Interconnection filing: indicates a proposed connection or system study; it does not by itself grant land-use permission.
  • Tariff or special contract: can show how a utility proposes to charge or serve a customer; it is not a construction permit.
  • Integrated resource plan or load forecast: can reveal that a utility is modeling future demand; it may cover scenarios rather than a committed facility.
  • Transmission upgrade: may support several customers or reliability needs; do not assume it serves one data center without a linked filing.
  • Planning hearing: proves that an application is before the hearing body; the outcome may be approval, denial, continuance, or withdrawal.

Public participation and live deadlines

Use the newest official notice to determine whether comments, testimony, intervention, or appeals are available. Deadlines can change when a hearing is continued or a filing is amended. The controlling notice should state the submission method, closing time, and record or docket number. If the notice is unclear, contact the responsible office and ask which deadline and record govern the specific parcel or route.

Limits of national maps and counts

Federal datasets are useful for context, but they do not replace local records. EIA-860 and EIA-860M concern power plants at or above the stated 1-megawatt threshold, HIFLD provides transmission-line data, and EIA says neither it nor HIFLD publishes substation locations. Public trackers publish changing, inventory-specific counts with stated coverage limits. There is no supported comprehensive national count of all proposed data centers and related utility projects to use as a census.
