How to Find Data Center Proposals, Zoning Applications, and Public Hearings Near You

Start with the government that handles the parcel—not a general web search. Identify the site’s city, county, or other planning authority, then search its official planning and zoning records by address, parcel number, project name, and the type of land-use application. Use the case record to find documents and the responsible board’s latest agenda to verify any hearing date.

1. Identify the parcel’s planning authority

Use the proposed site’s street address or parcel number to determine which government controls land-use review. Depending on the location, that may be a city, county, or another planning authority. Search that government’s official planning, zoning, permitting, and geographic information system (GIS) pages; do not assume that the nearest city handles a parcel outside its boundaries.

For example, Jacksonville’s Current Planning Division says its GIS section maintains zoning and future-land-use layers and provides a land-use and zoning application portal: Jacksonville Current Planning. This is a local example, not a portal for other jurisdictions.

2. Search for the application under more than one name

A proposal may not be indexed with the words “data center.” In the official case or permit portal, search both “data center” and “data centre,” then try the street address, parcel number, applicant or developer, and any file or case number you have. Search for the land-use action as well: rezoning, planned development, conditional or special use, site plan, major project, environmental review, or the local equivalent.

  • Search by place: address and parcel number.
  • Search by parties and identifiers: applicant, developer, project name, and case or permit number.
  • Search by process: the zoning or development action that could authorize the project.

San José publishes a data-center application list and directs people to use permit file numbers for case lookup: San José data-center applications. Cincinnati illustrates why process terms matter: its data-center zoning study and overlay regulate the use through zoning mechanisms: Cincinnati data-center zoning study. These examples do not establish which process applies elsewhere.

3. Read the official case record

Once you find a likely match, open the government’s case record and note the case number, site address, applicant, filing date, project description, reviewing body, and current stage. These details help distinguish a matching application from a similarly named project and give staff a precise reference if you need to ask a question.

Download the application and any available plans, staff reports, environmental documents, hearing notices, and decisions. Some project systems organize files by review stage; the NSW Project Pluto page is an example: NSW Project Pluto project page. Australia’s NSW planning system is separate from U.S. local processes. Its state portal explains that planning proposals are arranged by stage and that local environmental plans guide land-use decisions and development controls: NSW Planning Portal.

4. Find the hearing on the responsible body’s page

The case portal and the meeting calendar may be separate. The case record should identify the reviewing body, which may be a planning commission, zoning board, county commission or board of supervisors, city council, or another local body. Search that body’s official meeting page for the case number, address, applicant, or project name. Check the latest agenda and hearing notice, as well as the planning department’s case page.

Fairfax County’s hearing resource connects schedules, staff reports, current cases, and an interactive map that includes case summaries and hearing dates: Fairfax County land-use hearings. It is an example of one county’s resources, not a universal hearing calendar.

Read the notice for the meeting date, location or remote-access details, and instructions or deadlines for public comment. Do not assume every data-center proposal requires a public hearing; that depends on the local process and the specific application.

5. Recheck the date and status before relying on them

A project listing can be useful for finding a case, but it does not prove that a hearing is still scheduled or that a permit status is current. San José cautions that its application list updates monthly and may not reflect current permit or project status. Before acting on a date, recheck the case page, the newest official hearing notice, and any revised agenda. Jacksonville’s Planning Commission page is another place to check local meetings and records information: Jacksonville Planning Commission.

6. Request records or hearing information that is missing

If the application file or notice is not online, contact the planning department or clerk. Give the case number if you have it; otherwise provide the site address or parcel number. Ask for the complete public case file, which body has jurisdiction, where notices and agendas are posted, whether staff reports are available, and where meeting recordings can be found.

Jacksonville says records not posted on its website remain available through its public-records request center: Jacksonville Planning Commission and public records. The route and terminology differ by government, so ask the responsible office how to request local records.

7. Check for rule changes affecting the application

Search separately for zoning text amendments, interim controls, moratoria, and comprehensive-plan changes. A rule change can affect what applications are accepted or how they are reviewed, even while an individual case is pending. Confirm the current local rule with the responsible government rather than relying on a news item or an older project listing.

Calvert County’s data-center page provides development-review information and records a moratorium adopted August 18, 2026: Calvert County data centers. That date and policy are specific to the county and may change. Cincinnati’s zoning study is another local example of an interim overlay and zoning review: Cincinnati data-center zoning study.

Which official channel should you use?

There is no single portal that covers every proposal. Use the channels that match the parcel and the question you need answered.

What you need Best place to check What to verify
Find a proposal or case number The planning, zoning, or permitting portal for the parcel’s jurisdiction Whether the search supports addresses, parcel numbers, applicant names, project names, or file numbers
Understand the application and review stage The official case record or project page Application type, reviewing body, stage, and available plans or staff reports
Confirm a hearing and comment instructions The responsible board’s latest agenda and hearing notice Date, case listing, location or access details, and public-comment directions
Find mapped cases and staff reports A local hearing map or case list, if available Whether it includes current hearing dates and linked documents; Fairfax County is one example: Fairfax County hearings
Check a data-center-specific case list A local data-center project page, if one exists Case identifiers and update cadence; San José warns its list may lag permit status: San José applications
Obtain missing records Planning department, clerk, or public-records request channel How to request the complete file and where meeting notices, reports, and recordings are published

Quick search checklist

  1. Confirm the parcel address or number and identify the government responsible for land-use review.
  2. Search its official case portal using data center, data centre, address, parcel number, applicant, developer, and file number.
  3. Search by the likely land-use action, not only by project description.
  4. Open the case record and save the case number, application, plans, reports, notices, and decisions that are available.
  5. Use the named reviewing body’s page to find the latest agenda and hearing notice.
  6. Recheck the official case page and revised agenda close to the meeting date.
  7. Ask the planning office or clerk for the public file and process details if records are missing.
  8. Check separately for current zoning amendments, interim controls, or moratoria.
