Cross the rooftops to the FBC Base rooftop. When you arrive, consider activating the FBC Base fast-travel door; a walkthrough says later quest steps send you back and forth.

Find Busken, the guard stationed at the base, and speak with him about Dr. Underhill. Finish the conversation to advance the investigation.

Where to go after speaking with Busken
After the exchange, the reported next objective is “Investigate Underhill’s Last Known Location.” Head south from the base, on the same block, toward the rooftop outpost where Underhill was last seen. If your objective or route differs, check the in-game map and quest marker.
How to start the Underhill investigation
Walkthroughs report that “New Growth” becomes available during Zoe’s Briefing at the Watchtower, when Zoe raises Underhill’s disappearance. They also say you can pick up the investigation by speaking to Busken if you skipped the briefing. These prerequisites are guide-reported rather than confirmed by official game documentation.

Third-party walkthroughs agree that Busken is at the rooftop FBC Base in The Park and that speaking with him advances the quest, but they do not identify a tested game build or platform.
