How to Find and Vet Creators for a Brand Campaign

Start with a written campaign brief, then compare creators against the same criteria: audience fit, content quality, brand suitability, terms, and the evidence you can use to measure results. Discovery tools can help build a shortlist, but no platform signal or follower count can guarantee that a creator’s audience is genuine or that a campaign will perform.

1. Define the campaign before searching

A clear brief keeps discovery focused and makes candidates easier to compare. Record:

  • Objective: what the campaign should achieve, such as awareness, consideration, or a specific action.
  • Audience and geography: who you need to reach and where they are located.
  • Platform and format: where the campaign will run and the content formats that suit it.
  • Budget and timeline: the available spend, decision dates, production time, and campaign window.
  • Deliverables and constraints: the content you are requesting, category restrictions, required claims or topics, and any brand requirements.
  • Evidence to request: which audience information, examples of past work, performance reporting, and other details you need to evaluate a candidate.

Use the same brief and evidence requests for every prospect. TikTok says its TikTok One Creator Marketplace can use a campaign brief for AI-assisted discovery, but that platform feature does not replace the brand’s own campaign planning.

2. Find potential creators where your audience is

Search the platforms and communities your intended audience already uses. Review creators who make relevant content, then broaden the initial list with platform discovery tools, recommendations, and open calls where available. A mixed shortlist helps avoid relying on a single search route or a platform’s ranking signals.

TikTok One as one discovery example

TikTok describes TikTok One’s Creator Marketplace as supporting creator discovery and collaboration. Its current materials describe natural-language brief search with AI assistance, advanced filters, curated highlights, and open casting calls. The platform also describes campaign workflow and reporting features. These are TikTok’s own product descriptions, not independent evidence that a particular creator is suitable or that a campaign will succeed. Features, access, and availability can vary; see TikTok One: Your all-in-one creative platform for successful creator marketing and About collaborating with creators on TikTok One projects.

3. Compare audience and content fit

Evaluate each prospect against the campaign objective rather than treating reach as a proxy for fit. Review available audience information, including geography and other characteristics relevant to the target, alongside the creator’s recent content.

  • Audience match: Does the available audience information line up with the people and locations the campaign needs to reach?
  • Content relevance and quality: Is the creator’s recent work connected to the topic, and is its execution appropriate for your brand?
  • Voice and format: Would a sponsored post feel credible in the creator’s usual style and work in the format you need?
  • Reach: What reach evidence is available, and does it make sense for the objective and budget?
  • Past partnerships: Which brands has the creator worked with, and do those partnerships suggest relevant experience or a conflict?

TikTok lists content quality, reach, and past brand partnerships among discovery signals. Treat these as screening inputs, not proof of audience authenticity or a prediction of future results. Do not rank candidates by follower count alone.

4. Check brand suitability and partnership history

Read recent posts and review previous sponsored work against your brand’s values, category restrictions, and campaign claims. Consider how the creator discusses products and whether the proposed message fits their established content. Note unresolved questions and discuss them directly before making a commitment.

There is no single objective platform score established here as a complete brand-safety or fake-follower audit. A discovery signal can inform a review, but it should not substitute for examining content, asking for relevant evidence, and making a campaign-specific judgment.

5. Agree on terms and measurement before launch

Put the working arrangement in writing. Specify the deliverables, deadlines, review and approval process, payment, usage or amplification rights, required disclosures, and the reporting that will be available. Confirm that both sides understand what is included and what is not.

Choose measures before the campaign begins and match them to the objective. For example, define which reach or engagement reporting matters for an awareness goal, or what action-related reporting is relevant when the goal is a response. TikTok describes reporting and insights in its platform materials, but no universal measurement standard or independent proof of incremental impact is established by those materials. A platform metric records an observed result; by itself, it does not show what would have happened without the campaign.

6. Make disclosure part of the campaign workflow

For endorsements relevant to U.S. consumers, FTC staff guidance says a material connection—such as payment or receiving free or discounted products—should be made obvious with the endorsement. The FTC’s Disclosures 101 for Social Media Influencers states: “If you endorse a product through social media, your endorsement message should make it obvious when you have a relationship (“material connection”) with the brand.”

Include disclosure instructions in the brief and check the published content to ensure the disclosure is clear and placed where people will see and understand it. Do not rely on a profile bio, a buried hashtag, or a platform disclosure control as an automatic safe harbor. FTC guidance places responsibility on both the influencer and the brand. The FTC’s Endorsement Guides: What People Are Asking notes that the Guides were revised in 2023. These are U.S. sources; check current requirements and platform rules for every relevant country and content format.

7. Build a defensible shortlist

Use a comparison sheet so that the decision reflects the campaign’s priorities rather than whichever candidate has the largest headline number. Weight the criteria according to the goal; this is a practical decision aid, not a validated universal scoring formula.

Criterion What to compare Why it matters
Audience match Available audience characteristics and geography Shows whether the creator appears to reach the intended people and places.
Content fit Topic relevance, quality, consistency, voice, and format Helps assess whether the campaign can fit naturally into the creator’s work.
Reach evidence Available reach information relevant to the campaign Provides context for scale without making follower count the sole decision factor.
Partnership history Past brand work, category conflicts, and relevant experience Helps surface experience and possible conflicts for discussion.
Brand suitability Recent content reviewed against brand values, restrictions, and claims Connects the decision to the specific brand and campaign rather than a generic score.
Execution fit Format, timeline, deliverables, budget, and review requirements Checks whether the campaign can be delivered within its practical constraints.
Evidence and reporting Information the creator or platform can provide for the campaign goal Sets realistic expectations for evaluating results after launch.

Record what supports each assessment and what still needs confirmation. Select creators whose overall fit best serves the campaign objective, not those who simply lead on one metric.
