Find the committee by its FEC ID, set the election cycle and reporting dates, check the current or amended filing, then reconcile receipts with transaction-level contributions and spending with disbursement and Schedule E records. Record the filing version and the date you checked so another reader can reproduce the result.
What a Super PAC reports
The FEC classifies a Super PAC as an “independent expenditure only” committee. It may solicit and accept unlimited contributions from individuals, corporations, labor organizations and other permissible sources. Its reported activity has two different sides:

- Receipts: money received by the committee, including contributions and other receipt categories.
- Disbursements and independent expenditures: money the committee pays out. An independent expenditure expressly advocates the election or defeat of a clearly identified federal candidate and is not made in cooperation with, or at the request or suggestion of, that candidate, campaign or party.
A Super PAC generally does not contribute to candidates, political parties or ordinary political committees. The exception is a recipient that is itself an independent-expenditure committee. Therefore, a committee’s receipts are not the same thing as its independent expenditures, and neither total should be used as a substitute for the other.
Read the FEC’s committee classifications on its PAC and party committee search before treating a committee as a Super PAC.

Start with the FEC database
Find the exact committee
- Open the FEC campaign-finance data site.
- Search the committee name. Try distinctive words rather than relying on an acronym alone.
- Open the profile whose name, committee type and activity match the organization you are checking.
- Copy the committee’s unique FEC ID. Use that identifier for every subsequent search and save it in your notes.
Names can be similar, can change, or can be used by more than one committee. The FEC ID prevents a search from silently combining the wrong organization’s filings. The Commission’s public-records guide recommends starting with the committee record and then examining filings, financial summaries, contributions, independent expenditures and any relevant enforcement or audit material.
Confirm the committee’s identity and type
On the profile, verify the official committee name, designation, committee type and the election cycle selected in the page controls. A similarly named nonconnected committee, candidate committee or party committee can produce very different records. If the profile shows an affiliated committee or a name change, note that relationship rather than assuming the records belong to one uninterrupted entity.
Set a comparable time period before reading totals
Every total has a scope. Record the two-year election cycle and the report’s coverage start and end dates before comparing a number with another page, article or committee.

Use those fields to answer four separate questions:
- What election cycle does the number belong to?
- Which dates does the report cover?
- When did the FEC receive the filing?
- Is the figure from a regular report, a 24-hour notice, a 48-hour notice or another filing type?
Do not compare a cycle-to-date total with a single-month report, or a report ending before an election with one ending after it. If a news story gives no cycle or coverage dates, treat its figure as incomplete until you can match it to a filing.
Check whether the filing is current or amended
Use the latest applicable version
A committee can amend a previously filed report. In the FEC report browser, filter for the committee and inspect the report’s version and document status. Prefer the current amended version when describing the committee’s latest reported figures, and record both the version and the date shown by the FEC.
An amendment can change a receipt, a payee, a purpose, a date or a total. Do not add the original and amended filings together: an amendment replaces or updates the earlier filing for the covered period.

Distinguish receipt date from transaction date
The FEC may receive a report after the transactions occurred. Keep the report’s receipt date separate from the transaction date and from the period covered. A statement such as “the committee had reported $X by [date]” should identify the filing received on that date and its coverage period, rather than implying that the money was received on the filing date.

How to verify Super PAC donations
Read the financial summary first
The committee profile and report summary provide a fast overview of receipts, but the summary is not a donor list. Use it to establish the period and broad categories, then open the underlying receipt records.
For a donor-focused check, open the FEC’s individual-contribution search and replace the example committee and cycle with the FEC ID and election cycle you are investigating. Search results are reported data that can change as filings are processed; they are not a permanent guarantee that no later amendment will alter a line item.
Inspect each relevant receipt
For every large or disputed donation, capture the transaction-level details shown by the FEC:
- Contributor name as reported.
- Amount and transaction date.
- Receipt type and memo text, if present.
- Reporting period and the filing in which the transaction appears.
- Whether the entry is an original filing or an amendment.
Then add the entries for the exact period you are comparing and reconcile that subtotal with the report’s receipt category. A displayed individual-contribution total may not equal total receipts because total receipts can include other categories. Conversely, a chart may group transactions differently from the filing’s categories.
Allow for processing and later filings
The FEC says receipt data is updated as committees file and the Commission processes those filings. Electronic filings can take days to categorize and code; paper filings can take weeks. A committee profile may also warn that newly filed summary data will not appear for up to 48 hours. Write the check date next to every total and use wording such as “reported in the FEC database as of [date]” when timeliness matters.
How to verify Super PAC spending
Separate disbursements from independent expenditures
Disbursements are the committee’s reported payments. Independent expenditures are a specific class of spending that advocates the election or defeat of a clearly identified federal candidate. A committee can have disbursements that are not independent expenditures, so a disbursement total should not be presented as the amount spent on a particular race without checking the transaction records.
Review both the committee’s disbursement records and the independent-expenditure records. The FEC’s independent-expenditure filing guide explains the reports and Schedule E used for this activity.
Read Schedule E at the transaction level
For each independent expenditure, Schedule E can show:

- Payee.
- Amount.
- Date the communication was disseminated or otherwise publicly distributed.
- Purpose or description.
- Candidate supported or opposed.
- Office and election.
- Aggregate amount for that candidate’s race and election.
- The committee’s independence certification.
Use the payee, amount, purpose and dissemination date to match a reported total to the underlying filing. If a headline says a committee “spent $X against” a candidate, verify that the entries identify that candidate, the relevant election and the same period as the headline.
Understand what an independence certification proves
The filing includes a certification that the expenditure was independent. That is the committee’s reported and certified position; it is not, by itself, an FEC factual finding that coordination did or did not occur. The FEC’s independent-expenditures file description explains the scope of the data and the independence definition. If coordination is alleged, treat the Schedule E certification as one record to examine, not as a final adjudication.
Check 24-hour and 48-hour reports for recent spending
Some independent expenditures require expedited notices in addition to regular reports. Timing depends on the aggregate amount, the date the communication is publicly distributed and how close that date is to the election.

These are conditional reporting thresholds, not universal spending limits. Use the FEC’s 2026 24- and 48-hour reporting calendar for the election and period at issue. The Commission cautions that the informational calendar does not replace the law or change its meaning. Confirm the applicable regulation and election before declaring that a report was late or missing.
Why a headline total may not match the FEC page
Different coverage periods
A story may use a calendar-year total, a cycle-to-date total or a period ending before the latest report. Match the story’s dates to the report’s coverage dates and do not combine unlike periods.
Amendments
An amended filing can replace an original amount or add a transaction. Check the current version and document status rather than relying on the first filing returned by a search.
Processing delay
The database can lag a newly submitted electronic filing and can take longer to code a paper filing. A recent expenditure may therefore appear in a notice before it appears in a summary, or a receipt may appear after the date a story was published.

Some committee financial summaries explicitly exclude 24-hour and 48-hour independent-expenditure notices. If the question concerns very recent spending, inspect those notices separately and compare them with Schedule E and the regular report.

Different definitions of “spent”
“Spent” might mean all disbursements, only independent expenditures, spending for one candidate, or a committee’s aggregate for a race and election. Identify the definition before comparing a chart with a filing.

For an article, audit, classroom project or personal fact-check, keep a record trail with these fields:

Save the FEC page URL and, where available, the report or transaction identifier. When publishing a comparison, state the FEC ID, cycle, coverage dates, filing version and database access date near the figure you are explaining.

Compare two Super PACs without creating a false ranking
Before saying that one committee raised or spent more, align all of these axes:
- Same committee type and correct FEC IDs.
- Same election cycle.
- Same report coverage dates.
- Same filing version, including amendments.
- Receipts compared with receipts, disbursements with disbursements and independent expenditures with independent expenditures.
- Individual contributions compared with individual contributions, not with total receipts.
- For expenditures, the same candidate, race, office, election and dissemination-date range.
- Regular reports compared with regular reports, or 24-hour and 48-hour notices compared with the same notice type.
If one value is not established for the same scope, label it “not stated” and explain which field is missing instead of filling the gap with an estimate.
Common verification mistakes and fixes
Searching only by a nickname
Problem: an acronym returns multiple committees or an old committee name.
Fix: confirm the profile and use the FEC ID for every follow-up query.
Calling all receipts “donations”
Problem: total receipts can include categories other than individual contributions.
Fix: open the receipt records and identify the transaction type before describing the money as donor contributions.

Problem: summary figures can cover a different period or exclude expedited notices.
Fix: inspect disbursements and Schedule E entries for the candidate and election.
Ignoring amendments
Problem: the original filing may no longer be the committee’s current report.
Fix: check version and document-status filters and cite the current amended filing.
Treating a filing certification as an investigation result
Problem: an independence certification is mistaken for an official determination that coordination did not happen.
Fix: describe it as the committee’s certification and avoid claiming more than the record establishes.
Declaring a report late from a missing search result
Problem: processing delays, report type and election-specific windows can make a filing appear absent or untimely.
Fix: check the live election calendar, applicable period, receipt status and later amendments before making a legal or timeliness claim.
How to write a defensible finding
A concise, reproducible finding identifies the committee, scope and source before stating the amount. For example:
“For committee [official name], FEC ID [ID], the FEC report received on [date] covers [start date] through [end date] for the [cycle] election cycle. The current filing version reports [amount] in [receipt or spending category]. The corresponding transaction or Schedule E record lists [payee, candidate, purpose and dissemination date]. The database was checked on [date].”
Use the bracketed fields only as a writing pattern; replace them with the actual values from the FEC record. If the amount may change as processing or amendments continue, say that the figure is reported as of your access date.
What the FEC data can—and cannot—tell you
The database can show what a committee reported, when the filing was received, how the filing is classified, and the transaction details supplied in the report. It can also help you compare receipts, disbursements and independent expenditures within a defined cycle and period.
It cannot make an unreported transaction appear, guarantee that a displayed total will never change, or by itself resolve whether people coordinated despite an independence certification. Those questions require the appropriate FEC process, later filings or other documented evidence. For current-cycle work, always return to the live FEC record instead of relying on a cached chart or an undated screenshot.
