Start with your city or county emergency-management office for evacuation zones, route plans, and active local instructions; check your state emergency-management agency as well. For an open shelter, use FEMA’s app, text SHELTER and your ZIP code to 43362, or search DisasterAssistance.gov. Before traveling, verify the route or shelter’s current status with the responsible authority or operator: a map pin or preplanned route is not confirmation that a shelter is open or a road is passable.
Where to find local evacuation routes
- Search local government first. Look for your city or county emergency-management office. Search the locality name with the hazard and terms such as “evacuation zone,” “evacuation route,” or “emergency plan.” Check that the page applies to your jurisdiction and the relevant hazard.
- Check the state emergency-management agency. It may provide statewide hazard information and links to local resources, but use the responsible local authority for jurisdiction-specific orders and routes.
- Enroll in local alerts before an emergency. Ready.gov advises signing up for community alerts. FEMA’s app can provide National Weather Service alerts for up to five locations, but those alerts do not replace local evacuation orders. Ready.gov: Alerts and FEMA mobile products.
- Save the official map and plan alternatives. Keep an offline or printed copy, identify more than one way out, and consider backup transportation. Routes and evacuation terminology differ by jurisdiction, and the authority to issue an order can vary. During an active incident, follow the current instructions from the responsible local authority—not an old plan or a navigation app’s suggested shortcut. How to find an emergency shelter
These options help locate shelters or referrals in the United States. They serve different purposes; check the listing and the local instructions for the incident you face.

- FEMA app: FEMA says the app can help locate a nearby shelter and provide National Weather Service alerts for up to five locations. Confirm current app capabilities and the shelter’s operational status before relying on a listing. FEMA mobile products.
- Text lookup: During a disaster, text SHELTER followed by your ZIP code to 43362 to search for open FEMA shelters, as listed by USAGov. USAGov: Find emergency shelters.
- DisasterAssistance.gov: USAGov lists its shelter and disaster recovery center search as another way to find locations. DisasterAssistance.gov.
- American Red Cross shelter map: USAGov points to the Red Cross map for open shelters. Use the map as a lead, then verify status and suitability with the shelter or local authority where possible. Red Cross: Find an open shelter.
- 211: In most parts of the United States, calling 211 can connect people with local social services and emergency-housing referrals. It is not a universal real-time evacuation-routing service. USAGov: Find emergency shelters.
What to verify before traveling
A shelter’s address alone does not tell you whether you can use it. Check these details in the listing and, when possible, confirm them with the operator or local authority:

- Operational status: Is it open now, full, closed, or only on alert or standby? A location pin does not establish that the shelter is accepting people.
- Who it serves: Does it accept the general public, or is it intended for a particular population?
- Accessibility and accommodations: Ask about wheelchair access, medical needs, service animals or pets, generators, and other requirements that matter to your household. FEMA shelter data includes fields for some of these attributes, but a field’s existence does not confirm a particular facility has the feature. FEMA Open Shelters service and FEMA ESF#6.
- Route and arrival instructions: Check whether the location is in an affected area, whether roads are closed, and whether the shelter directs visitors to use a particular entrance or route.
- Time and issuer: Note when the information was updated and who issued it. Compare it with newer local alerts or closure notices.
FEMA says its Open Shelters database synchronizes with the American Red Cross shelter database each morning, with FEMA GIS checking for changes every 20 minutes after that refresh. That describes the service’s update process; it is not a guarantee that a listing reflects conditions at the moment you arrive. FEMA Open Shelters service. During a fast-changing incident, call or check with the local authority or shelter before setting out when possible.
A quick way to assess a route or shelter listing
- Issuer: Is it from the responsible local or state authority, FEMA, or a relief organization identified by an official source?
- Place and hazard: Does it name the correct jurisdiction, evacuation zone, and emergency type?
- Recency: Is an update time shown, and is it newer than the latest relevant alert or closure notice?
- Status: Does the shelter listing state whether it is open, full, closed, or on standby?
- Fit: Does it support your household’s accessibility, medical, pet, and transportation needs?
- Cross-check: Can the responsible authority or shelter confirm the same address and instructions?
For evacuation routes, compare the map with current official instructions and closure updates. For shelters, confirm both operational status and whether the facility can accommodate your needs. If the information conflicts, use the latest direction from the responsible local authority and seek direct confirmation rather than assuming the map is current.

Prepare for limited internet or phone service
Do the lookup before an emergency. Save the official route map, alert enrollment details, shelter-search options, and household plan somewhere available offline; keep a printed copy if practical. Know where to get official updates through available broadcasts if internet access fails.
