Build a shortlist from trade data, then verify demand, access costs, compliance, buyers and delivery economics before committing.
Start with a product brief, not a country list
Trade databases and tariff schedules depend on how a product is defined. Before comparing destinations, write down the product’s composition or ingredients, function, grade, intended use, technical specifications and packaging. Add production capacity, minimum viable order, target price and existing certifications. These details help resolve classification questions and reveal whether a destination’s likely order sizes and requirements are realistic for your business.

A broad label such as “food,” “textiles” or “electronics” is not enough to produce a reliable market comparison. Two products with different materials, uses or grades may fall under different codes and face different tariffs or rules.
Confirm the HS code and export policy status
Confirm the current Indian ITC HS classification using the official schedule and, if the product is ambiguous, advice from a qualified trade professional. Also check whether the product is freely exportable or subject to a restriction, prohibition, licence or other policy condition. The Indian code is a starting point: destination countries may extend the international HS code into more detailed tariff lines, so verify the actual classification used for each market.
#1 Best Overall
Do not build a trend story until you know the code and unit are comparable across years. The Department of Commerce’s TradeStat export page displays data availability from 2017–18 through 2025–26 and a last-updated date of 7 August 2026. It warns that ITC HS codes may be dropped or reallocated and commodity units may change from April 2026. Check the live portal and investigate breaks in a series rather than treating them as genuine rises or falls in demand.
Use Indian export history to make a shortlist
In TradeStat, examine both commodity-wise exports and commodity-by-country exports for the confirmed code and comparable periods. The commodity-by-country interface accepts an HS code, year and country or region selection. Look for established destinations, newer or growing destinations, and concentration in a small number of markets.
India’s Directorate General of Commercial Intelligence and Statistics (DGCI&S) describes itself as the Government of India’s official organization for collecting, compiling and disseminating trade statistics. Its homepage reported finalized export and import data through June 2026 when checked for this article; that is a dated update status, not a guarantee that the live site has the same coverage today. Check the DGCI&S site for current data status.

- Used Book in Good Condition
Indian export values show where Indian goods have gone; they do not establish the destination’s total demand, an entrant’s likely sales, market access or profitability. Where possible, compare them with the destination’s imports for the matching product definition and period, using reputable international or destination-country trade data. If figures diverge or change sharply, check for re-exports, one-off contracts, reporting differences or code revisions before drawing conclusions.
Compare candidate markets on the same criteria
Put the shortlisted destinations side by side and record the evidence for each. The Government of India’s export-process guidance says an overseas market should be selected after adequate research covering market size, competition, quality requirements and payment terms. A consistent comparison prevents a large import total or an attractive tariff headline from dominating the decision.
| Comparison area | What to establish |
|---|---|
| Demand | Imports for the correctly matched product code, recent direction, customer segments and seasonality. |
| Competition | Supplier countries, incumbent relationships, price pressure and a credible point of differentiation. |
| Market access | Applicable customs tariff, any potentially relevant Indian FTA preference, rules of origin, quotas where applicable and trade remedies. |
| Compliance | Product standards, testing, certification, labelling, packaging, licensing and required documents. |
| Commercial feasibility | Target price, landed cost, order quantities, payment terms, currency and credit risk, and evidence of buyer interest. |
| Delivery capability | Freight route, lead time, handling or storage needs, service expectations and ability to supply consistently. |
| Exporter fit | Capacity, working capital, quality systems, language or support needs and strategic importance. |
Score each destination if that helps your team, but keep the underlying facts and open questions visible. A score is a way to compare evidence, not a substitute for it.

Trade Connect is the Government of India’s exporter facilitation and market-information platform. The National Portal of India describes it as offering market-access regulation information, sector and export trends, and access to FTA benefits. The Department of Commerce’s Annual Report 2024–25 lists Trade Connect resources including product and country guides, certification and compliance information, non-tariff barriers, anti-dumping duties, a tariff and FTA explorer, trade events, buyer connections and expert support. See Trade Connect and the Department of Commerce Annual Report 2024–25.

A government-hosted guide to ITC Market Access Map demonstrates searching by exporting country, destination country and product. Use the Indian Trade Portal guide to Market Access Map as a route into the tool, not as the final authority for current destination requirements.
For every candidate market, verify the current tariff line and rate, whether a preference could apply, the relevant agreement’s product-specific rules of origin, and requirements set by the responsible regulator. Standards, certification, labelling, licensing and trade remedies vary by product and destination and can change. A preferential headline tariff does not mean your goods qualify: the product must meet the applicable origin rules and documentation conditions.
Keep a record for each market: product and tariff codes, date checked, source, applicable rule or standard, required documents, responsible authority and unresolved questions. Confirm requirements with the destination’s responsible authority before relying on them. Indian domestic Quality Control Orders are not a measure of foreign-market requirements; the Annual Report 2024–25 figure of 180 QCOs covering 756 product lines concerns QCOs implemented or in process in India.

Trade statistics and buyer directories can identify leads, but neither proves that a buyer intends to order or that an export will be profitable. Use trade events, buyer-seller meetings, export-promotion councils, Indian Missions, chambers and carefully vetted direct outreach to test the offer. Trade Connect lists buyer information, events and links to Indian Missions and trade agencies.
Ask potential importers or distributors to confirm:
Best Value
- Required specifications, acceptable certifications and sample process.
- Expected order size, annual or seasonal volume and packaging.
- Target price and price basis, delivery expectations and after-sales needs.
- Payment method and timing, and any credit or currency concerns.
Model freight and other costs to estimate landed cost, then compare that with the buyer’s acceptable price and your own margin requirements. Keep buyer feedback distinct from market-level import data: an aggregate trend is not a substitute for a conversation about a specific product and offer.
Decide whether to proceed, pilot or stop
Advance a destination only when you have evidence for demand, a workable compliance path, plausible landed-cost economics, buyer interest and the ability to deliver consistently. If material assumptions remain untested, consider a sample or pilot order before committing significant resources, subject to applicable customs and product rules. A market with large imports can still be a poor fit if access costs, standards, competition, payment risk or order economics do not work for your business.
For a more concrete ranking, the necessary inputs are the product’s precise specification and code, your target price and capacity, existing certifications, buyer profile and constraints such as working capital or risk tolerance. Without them, a methodical shortlist is more useful than a generic country recommendation.

Certificate of Origin work belongs to export execution, after you have identified a market and an applicable agreement—not to the initial demand screen. If a transaction may qualify for preferential treatment, verify the agreement-specific origin rules and current procedure. The DGFT Certificate of Origin platform guide says an Importer Exporter Code (IEC) must be linked to the login for filing, and the exporter selects certificate and agreement details in the application. Confirm the live workflow and the destination’s requirements before claiming a preference.
Trade Connect’s “Source from India” directory also should not be treated as an automatic option for every exporter. A Government of India notice from October 2025 described expanded eligibility that included exporters with minimum export turnover of USD 100,000 in any of the previous three financial years; check the current Trade Connect information for present eligibility before applying.
