Use Task Manager when you need to find and close a program immediately. Use Background app permissions when a supported app should stop working while you are not using it, and use Startup settings when it launches automatically after you sign in. These are separate controls: ending a task does not change background permissions or startup behavior.

The labels and availability described here match Microsoft’s Windows 11 support guidance accessed October 13, 2026. Settings can vary by Windows release, device configuration, and app type.

“Running in the background” can mean three different things. Pick the row that describes the problem before changing anything:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Goal Control What it changes
Close it right now Task Manager > Processes > End task Ends the current task. It does not change whether the app may run later or start at sign-in.
Stop a supported app’s background work Settings > Apps > Installed apps > app menu > Advanced options > Background app permissions > Never Stops the app running when it is not actively being used. Its background notifications and updates also stop.
Stop automatic launch after sign-in Settings > Apps > Startup, or Task Manager > Startup apps > Disable Prevents an enabled startup app from launching automatically when you sign in.

A program can require more than one change. For example, you might end it now, set its background permission to Never, and disable its startup entry so it does not return after the next sign-in.

Find the program in Task Manager

Task Manager is Windows 11’s built-in view of active processes. Microsoft categorizes the Processes view into apps, background processes, and Windows processes. It also shows resource use so you can investigate a slow or noisy computer before closing anything.

Open the Processes view

  1. Right-click the Start button and select Task Manager. You can also search for “Task Manager” from Start.
  2. If Task Manager opens in its compact view, select More details.
  3. Open the Processes tab.
  4. Review the CPU, Memory, and Disk columns. Select a column heading to sort by that resource and bring the heaviest current users to the top.

Look first under Apps for a program you recognize but are not using. Expand an entry when Task Manager groups related windows or processes under one app. A background process may have the program’s name, a publisher name, or a technical component name instead of a familiar window title.

Identify the target before ending it

Match the process name to the application you were troubleshooting. Check whether the process has an open window, whether its resource use is actually high, and whether another process is clearly part of the same app. If you cannot tell what a process belongs to, do not end it merely because it appears under Background processes or Windows processes. The Microsoft guidance supports closing apps that are not in use and using End task for unresponsive or resource-heavy processes; it does not establish that every listed process is safe to terminate.

If you are unsure, leave the process running and look for the app’s own settings or the supported Windows background-permission setting instead. This is especially important for Windows processes, security software, hardware utilities, and components whose names do not identify the parent app.

Stop the program now with End task

  1. In Task Manager > Processes, select the app or process you have identified.
  2. Select End task. Depending on the window size, the command may be on the toolbar or in the right-click menu.
  3. Wait briefly and confirm that the app or its process disappears. If it remains, select the correct parent app entry rather than repeatedly ending unrelated processes.

End task closes the current task for this session. It can discard unsaved work, so save anything important first when the application still responds. If the program is frozen, End task is the normal built-in way to close an unresponsive app, but the same warning about unsaved data applies.

Ending a task is not a permanent block. The app may run again when you open it, when Windows allows its background activity, or when its startup entry launches at the next sign-in. Use the controls in the following sections for those longer-term goals.

Stop background activity for a supported app

Windows 11 provides a persistent background-permission control for apps that expose it. This setting applies when the app is not actively being used; it is different from closing a currently open task.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use Installed apps

  1. Open Start > Settings.
  2. Select Apps > Installed apps.
  3. Find the app. Select its More options button, usually shown as three dots.
  4. Select Advanced options.
  5. Under Background app permissions, open the permission menu and choose Never.

With Never selected, the app does not run in the background when you are not actively using it. Microsoft states that you will not receive that app’s background notifications or updates, which is the trade-off for the strongest background restriction and greatest power saving described in this control.

Understand Always and Power optimized

The menu generally offers three choices:

  • Always: permits notifications, information, and updates even when the app is not active. Microsoft notes that this can use more power.
  • Power optimized: lets Windows balance background behavior and power use. It is the less restrictive choice when you still want periodic updates or notifications.
  • Never: prevents background activity while the app is not being used, and stops its background notifications and updates.

Choose Never for an app that should remain quiet until you open it. Choose Power optimized when you want Windows to make the trade-off, or Always when timely background information is more important than minimizing power use.

Use the battery settings route when it is available

Some apps expose the same control through battery usage:

  2. Select Battery usage.
  3. Find the app and select its More options button.
  4. Select Manage background activity.
  5. Choose Always, Power optimized, or Never.

This route has the same practical consequence: Never stops background activity, notifications, and updates for that app. Microsoft also notes that a device that must stay connected and receive app updates needs at least one app set to Always. If the app does not expose this menu, use its Installed apps entry if present or check the app’s own preferences.

Know when the background-permission setting does not apply

Desktop apps do not appear in the Installed apps background-permission control in the same way supported Windows apps do. Microsoft’s guidance is explicit: desktop apps must be allowed or blocked through the application’s own settings.

If you cannot find Advanced options or Background app permissions for a program, do not assume the setting is hidden or broken. It may be a desktop program, or the app may not expose that control on your Windows configuration. Open the program itself and look for options such as “start with Windows,” “run in background,” “close to tray,” automatic updates, or notification behavior. The exact names belong to the app, so Windows cannot provide one universal switch for them.

You can still use Task Manager to end a currently running desktop task. To prevent it from returning at sign-in, use the startup controls below or the program’s own startup preference.

Prevent the program from launching at sign-in

Startup control answers a different question: should Windows launch this app automatically when you sign in? Disabling a startup item does not necessarily close a copy that is already running, so end the current task separately if you also want it gone immediately.

Disable startup in Settings

  1. Open Start > Settings.
  2. Select Apps > Startup.
  3. Find the program in the list.
  4. Turn its switch off.

The app will no longer be enabled through that startup list for future sign-ins. If you need its background notifications or updates while you are not using it, check its background-permission choice separately; startup and background activity are independent settings.

Disable startup in Task Manager

  1. Open Task Manager. Select More details if necessary.
  2. Open Startup apps.
  3. Select the program.
  4. Select Disable.

Task Manager’s Startup apps view includes a startup-impact indicator. Use that information as a prioritization aid, not as proof that an entry is unwanted: an app with high impact may still be necessary for your work, hardware, security, or communications.

When the app is missing from the startup list

Microsoft documents two Startup folders for shortcuts that may not appear in the normal list:

  • For only your user account, open File Explorer and enter shell:startup in the address bar.
  • For all users of the computer, enter shell:common startup.

If the program has a shortcut in the relevant folder, remove or move that shortcut only when you have identified it as the source of the automatic launch. Keep a backup of the shortcut if you may need to restore the behavior.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Registry startup entries also exist, but registry editing can have unintended consequences. It is not a routine first step for a background-app problem. Prefer Settings, Task Manager, the Startup folders, or the application’s own controls.

Use a practical sequence when the program keeps coming back

When a program reappears, work through the controls in order rather than repeatedly ending random processes.

  1. Close the current copy: use Task Manager’s Processes tab and End task after identifying the app.
  2. Check background permission: if the app exposes Advanced options, set Background app permissions to Never when you do not want it active outside direct use.
  3. Check sign-in launch: disable the item in Settings > Apps > Startup or Task Manager > Startup apps.
  4. Check the app itself: for desktop software or missing Windows controls, change its own startup, tray, notification, update, or background options.
  5. Sign out or restart: after changing startup settings, sign in again and observe whether the app launches. This distinguishes a startup problem from an app that is being opened by another program or action.

Do not treat every recurrence as proof that Windows ignored the setting. A program can be launched manually, by another application, by a shortcut in a Startup folder, or by its own internal behavior. The name shown in Task Manager may also be a helper process rather than the visible app, so identify the parent application before changing anything else.

Troubleshoot a slow computer without guessing

Microsoft’s performance guidance recommends using Task Manager’s Processes tab to review CPU, memory, and disk use, then closing apps you are not using. Sort each resource column separately because a program that is heavy on disk may not be the largest memory user, and a high CPU process may be temporary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • If the computer is slow only while a known app is open, close that app and check whether the resource use falls.
  • If the app is not open but still consumes resources, inspect its background-permission setting and its own preferences.
  • If the slowdown appears immediately after sign-in, inspect Startup apps and use the startup-impact information to decide which nonessential entries to disable.
  • If notifications disappear after choosing Never, that is expected behavior rather than evidence that the setting failed.

Resource readings change over time. A short burst during an update, indexing operation, or file transfer is not by itself a reason to terminate a Windows process. Look for sustained use associated with the application you recognize and are not using.

Advanced isolation: clean boot

If a persistent conflict remains after checking the app, background permissions, and startup entries, Microsoft describes a clean boot as a way to start Windows with only essential drivers and startup programs. This can help isolate background software conflicts, but it is advanced troubleshooting rather than the first response to an ordinary background-app complaint.

Microsoft warns that changing advanced options in System Configuration can make a computer unusable and recommends using Microsoft support guidance for those changes. Do not alter advanced boot settings casually or disable services at random. First record the original settings, identify the suspected software, and follow the official clean-boot procedure and recovery instructions. Return Windows to its normal startup configuration after the conflict has been isolated.

Safety checklist before you stop anything

  • Save work before using End task, especially with an unresponsive application.
  • Prefer the visible app entry over an unfamiliar Windows process.
  • Do not end arbitrary services or processes simply because their names are unfamiliar.
  • Use background permission only when the app exposes that Windows control; desktop apps require their own settings.
  • Remember that Never disables background notifications and updates for that app.
  • Remember that disabling startup does not close a task that is already running.
  • Avoid registry editing for a routine startup or background-app issue.
  • Use clean boot only for persistent conflicts and follow Microsoft’s advanced guidance.

What to expect after making the change

After End task, the current process should disappear, but reopening the app can start it again. After choosing Never, the app should stop background activity while inactive, but it will work when you actively open it; notifications and background updates will not arrive while it is restricted. After disabling startup, the app should not be launched by that enabled startup entry at the next sign-in, although another shortcut, program, or the app’s own mechanism may still start it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Those outcomes are intentionally different. Applying the setting that matches the behavior you want is more reliable than repeatedly terminating whatever process happens to be visible.
