Build a complete inventory, join billing with telemetry and job metadata, distinguish normal idle phases from abandoned work, rank opportunities by savings and service risk, then apply the least disruptive fix and verify the result.
For GPUs, combine device metrics with scheduler or job identity. For servers, examine utilization by workload across production, development, test, HPC and AI environments. The goal is not to maximize a dashboard number; it is to reclaim recurring cost and capacity without violating latency, availability, queue-time or compliance requirements.

What counts as unused capacity?
Unused capacity includes more than a powered-off machine. A resource can be providing no business value while still accruing a bill, consuming electricity, occupying rack space or reserving scarce accelerator capacity.

- Long-idled resources: instances, nodes, volumes or GPUs that have had no meaningful workload for an extended period.
- Orphaned resources: infrastructure left behind after an application, project, employee or experiment ended.
- Forgotten temporary resources: development environments, test clusters, benchmark machines and one-time data-processing jobs that were never cleaned up.
- Decommissioned resources: systems that are no longer part of an active service but remain powered, reserved or billed.
- Underutilized capacity: a running server or GPU that is consistently oversized for its workload, even though it is not completely idle.
- Reserved but unavailable capacity: capacity held for a workload whose demand pattern, scheduling policy or configuration prevents other jobs from using it.
A GPU showing low compute utilization may still be doing useful work. Data loading, container downloads, initialization, checkpointing, storage waits and model behavior can all create temporary gaps. Conversely, a GPU with a nonzero process may be effectively wasted if the process is stalled or abandoned. The classification must therefore combine utilization, activity, ownership and workload context.

Step 1: Build an inventory that has an owner
Start with one inventory spanning cloud accounts, data centers and clusters. Export resources from infrastructure management, cloud billing, schedulers, virtualization platforms and hardware-management systems, then reconcile duplicates by a stable identifier such as instance ID, node name, serial number or GPU UUID.
At minimum, record the following fields:
- Resource identifier, host or cluster, region or data-center location, and hardware configuration.
- Owner, cost center, application, project and support contact.
- Environment: production, staging, development, test, research, HPC or personal sandbox.
- Lifecycle state: active, paused, scheduled, reserved, quarantined, pending deletion or decommissioned.
- CPU, memory, storage, network and GPU count, model and partitioning mode.
- Reservations, contracts, licensing restrictions, warranty status and data-sovereignty requirements.
- Dependencies such as databases, object storage, queues, identity systems, DNS, load balancers and backup jobs.
- Creation date, last meaningful workload, last owner confirmation and planned end date.
Require an owner and an expiration or review date for temporary resources. Resources without an owner should be quarantined for investigation rather than deleted immediately. An inventory that cannot identify who can approve a change is not yet an operational inventory.
| Resource class | Evidence to collect | First action |
|---|---|---|
| Long-idled VM or node | Billing, power state, CPU and memory history, last login or job | Confirm owner and business need; schedule a stop test |
| Orphaned storage or accelerator reservation | Attached resources, tags, last access, reservation terms | Trace dependencies and release or delete if unneeded |
| Nonproduction environment | Calendar, deployment history, daily and weekly activity | Apply an off-hours schedule and automatic stop |
| Oversized production server | Peak and percentile utilization, SLOs, failover capacity | Model a smaller shape and test during a change window |
| GPU job with low utilization | GPU telemetry, memory, I/O, power, phase timing and job ID | Determine whether it is waiting, checkpointing or abandoned |
Step 2: Join cost, capacity and utilization data
A utilization dashboard alone cannot tell you what a resource costs or whether its capacity is safe to reclaim. Join billing or metering data to time-series telemetry and workload metadata at the same time grain, preferably hourly or finer for bursty GPU workloads.
For each resource, calculate:
- Recurring cost or internal charge, including reserved-capacity commitments where applicable.
- CPU, memory, storage, network and GPU utilization distributions, not just averages.
- Power draw, thermal state, clock behavior and throttling for physical accelerators.
- Queue time, job duration, throughput, latency, error rate and availability against the service objective.
- Daily and weekly demand shape, plus month-end, quarter-end, launch and training-cycle peaks.
- Capacity that could be reclaimed: GPU-hours, node-hours, rack units, power headroom or reservation units.
AWS Compute Optimizer is an example of a service that combines observed configuration and utilization metrics to produce rightsizing and idle-resource recommendations. Its recommendations are inputs to a change review, not an automatic authorization to resize a critical workload. Azure cost guidance similarly emphasizes inventory, monitoring, utilization analysis, redeployment or deletion and rightsizing.
Normalize timestamps and account for missing telemetry. A seven-day average can hide a monthly batch; a 95th-percentile value can hide a rare but contractual failover requirement. Keep raw data long enough to cover the longest business cycle that matters to the workload.

Step 3: Attribute GPU activity to jobs
Aggregate GPU utilization by cluster is too coarse for remediation. The same percentage can represent one healthy training job, many inefficient jobs, or a queue full of jobs waiting for storage. Join device telemetry with scheduler records so every sample can be attributed to a cluster, user, job, allocation, container and phase.
NVIDIA’s documented pattern combines DCGM telemetry with Slurm metadata. That approach supports cluster-, user- and job-level views and lets an operator explain an idle period instead of merely observing it.
| Signal | What it can reveal | Questions before taking action |
|---|---|---|
| GPU compute utilization | Whether streaming multiprocessors are actively executing | Is the low value sustained, or part of a normal phase? |
| GPU memory used and allocation changes | Whether a model or process still owns device memory | Is memory reserved by a live job, cache or leaked process? |
| Storage and network I/O | Input, checkpoint or container-delivery bottlenecks | Would faster storage or prefetching improve utilization? |
| Power draw and clocks | Whether the device is active, throttled or waiting | Are thermal or power limits causing low throughput? |
| Temperature and throttle reasons | Hardware or cooling constraints | Would remediation require maintenance rather than resizing? |
| Queue state and scheduler allocation | Requested resources versus actual execution | Is capacity reserved for a job that has not started? |
| Job and phase timing | Initialization, training, evaluation, checkpoint and teardown periods | Which phases are expected, and which indicate a stall? |
Step 4: Separate normal phases from abandoned work
Define an inactivity policy around a sustained window and a phase-aware exception list. Container downloads, dataset staging, initialization, evaluation, checkpointing and graceful shutdown can legitimately produce low compute utilization. A rule that kills a job after a brief dip will destroy healthy work and increase total cost.
NVIDIA’s 2025 case study used one hour of continuous GPU inactivity as a conservative idle definition. The case study is an example to calibrate, not a universal threshold. A data-loading-heavy job may need a longer allowance; an interactive inference service may need a much shorter one.
For each workload class, document:
- The telemetry signals that qualify as activity, such as compute, memory transactions, I/O progress or scheduler heartbeats.
- Expected low-utilization phases and their maximum duration.
- The continuous inactivity window that triggers a warning.
- The longer window or approval step that triggers suspension or termination.
- Exceptions for production, regulated data, checkpoint recovery and human-approved experiments.
- The notification recipient, evidence retained and rollback or restart procedure.
Send a warning before enforcement. Include the job ID, owner, inactivity duration, last observed phase, estimated capacity to be reclaimed and the exact deadline. A reaper should terminate only when the policy is met continuously and the exception checks pass.

Step 5: Detect overprovisioned servers and nodes
For servers, compare resource shape with demand over a complete operating cycle. Look at CPU, memory, storage I/O, network, queue depth and application-level throughput together. A low CPU average does not justify downsizing if memory pressure, storage latency or a failover requirement is the real constraint.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Use percentiles and peaks, not averages alone
Record median, p95 and p99 utilization, peak duration and the number of times the workload approached an SLO boundary. Separate ordinary demand from planned events such as month-end processing, quarterly reporting, launches and training runs. A node that is quiet six days a week may still be correctly sized if it must complete a weekly batch inside a fixed window.
Check headroom and failure scenarios
Model the loss of one node, an availability-zone outage, maintenance capacity and failover traffic before reducing a production fleet. Include queue-time and latency effects, not only utilization. For stateful systems, verify replication, backup and recovery behavior after a move or resize.
Evaluate cloud recommendations as hypotheses
Rightsizing tools can identify a cheaper shape based on observed configuration and utilization. Review the observation period, excluded peak periods, licensing implications, burst behavior and restart requirements. Test the proposed shape with representative traffic or a canary before changing every instance in a group.
Step 6: Rank opportunities by value and risk
Do not sort a backlog by utilization percentage alone. Score each opportunity using recurring cost, capacity reclaimed, service criticality, confidence in the signal, engineering effort, reversibility and demand shape. Governance constraints—including contracts, warranties, compliance, data sovereignty and unclear ownership—belong in the score, not in a late-stage surprise.

| Remedy | Best fit | Primary benefit | Main risk | Reversibility |
|---|---|---|---|---|
| Delete | Confirmed orphaned or valueless resources | Immediate recurring-cost and capacity removal | Hidden dependency or mistaken ownership | Low unless recreated from code and backups |
| Schedule stop/start | Intermittent development, test and batch systems | Removes predictable off-hours waste | Missed overnight job or slow restart | High |
| Rightsize | Consistently underused VMs or nodes | Lower cost and sometimes lower power | Latency, throughput or memory regression | Medium to high |
| Consolidate | Several lightly loaded compatible workloads | Raises device and host utilization | Contention, blast radius or licensing conflict | Medium |
| Pool or multi-tenant GPUs | Elastic, independent AI jobs | Higher accelerator utilization and shorter queues | Isolation, fairness or interference problems | Medium |
| Autoscale or dynamically allocate | Demand that changes by hour or job arrival | Capacity follows demand instead of peak provisioning | Scale lag, quota limits or cold-start delay | High when limits and fallback capacity are retained |
Step 7: Apply the least disruptive remedy
Delete confirmed waste
Delete only after the owner, dependency and retention checks are complete. Capture a final configuration export, backup or infrastructure-as-code definition where recovery matters. Remove associated disks, snapshots, IP addresses, reservations and monitoring objects; otherwise the visible server disappears while charges continue elsewhere.
Schedule nonproduction resources
Microsoft documents autoscaling paired with autostop as a pattern for nonproduction workloads. Define a calendar that reflects actual team use, provide an opt-out for approved tests and alert when a scheduled stop is prevented by a running job. Confirm that startup restores secrets, network routes, agents, mounts and test data correctly.
Rightsize in controlled stages
Change one canary or a small node group first. Compare throughput, p95 and p99 latency, memory pressure, queue time, error rate and cost with the previous shape. Keep the old configuration available until the observation window covers normal peaks. For GPU workloads, verify model fit, memory headroom, interconnect bandwidth and framework compatibility, not just device count.
Consolidate compatible workloads
Consolidation works when workloads have compatible operating systems, drivers, security boundaries, maintenance windows and demand patterns. Use quotas and scheduler priorities to prevent one job from monopolizing shared devices. Measure whether consolidation actually reduces queue time and power rather than merely moving contention to another layer.
Pool, multi-tenant or dynamically scale AI capacity
Elastic AI workloads can use shared pools, fractional allocation or dynamic provisioning when isolation and performance are acceptable. Set maximum queue time, startup time and quota policies. Retain a small baseline for latency-sensitive services and define what happens when the pool or cloud quota is exhausted.
Best Value
On-premises and mixed-environment considerations
In a data center, capacity has costs that do not appear on a cloud invoice: electricity, cooling, rack space, network ports, maintenance contracts and hardware refresh cycles. FinOps for Data Center identifies server utilization by workload, workload consolidation and capacity reclamation from idle or underutilized systems as practical optimization concerns.
Before powering down or repurposing a host, check warranty terms, support requirements, firmware and driver consistency, spare capacity for failures, and data-erasure obligations. A server that is not billing money can still be valuable as a tested failover node. Record the opportunity as reclaimed capacity rather than claiming a cash saving unless the power, contract or hardware expense actually falls.
Automate controls without creating a kill switch
Automation is most effective after ownership, telemetry and exceptions are reliable. Use mandatory tags or labels for owner, environment, service, cost center and expiration. Enforce them at provisioning time, then alert on missing or stale values.
Recommended Free Tools
- Policy: define inactivity windows, allowed environments, exception criteria and approval thresholds.
- Alerting: notify owners before a stop, resize or termination and escalate when there is no response.
- Idle-job reaping: combine sustained telemetry, job identity and phase exceptions; log the reason and preserve enough metadata to restart safely.
- Infrastructure as code: encode schedules, instance shapes, quotas and rollback settings so changes are reviewable and repeatable.
- Change records: retain the before state, expected saving, capacity reclaimed, approver, timestamp and rollback condition.
- Guardrails: block automatic action for production, regulated data, contractual reservations or resources without a verified owner.
NVIDIA’s case study reported GPU waste falling from roughly 5.5% to about 1% after combining DCGM telemetry, Slurm metadata, user collaboration and automation. Those figures describe that implementation and period; they are not a universal benchmark. Use the same method—measure your own baseline and post-change result—to establish credibility.
Verify savings and performance after every change
Close the loop with a before-and-after report. Compare actual billed or metered cost, GPU-hours, node-hours, power and reclaimed capacity with the estimate. At the same time, compare service-level indicators: latency, throughput, availability, queue time, job completion time, error rate and failed or preempted work.
- Record the baseline window and exclude known anomalies or explain them.
- Apply the change to the approved scope and note the exact timestamp.
- Observe through a full representative demand cycle, including scheduled peaks.
- Check owner feedback, incident records, queue behavior and user cancellations.
- Keep the change if savings and service objectives hold; otherwise execute the documented rollback.
- Update the inventory, policy threshold and expected savings using the measured result.
Report savings with their qualification: recurring versus one-time, gross versus net of migration work, and cash reduction versus capacity or power reclaimed. If a smaller server still costs the same because a reservation remains, describe the result as reclaimed capacity rather than a billing reduction.
A practical operating checklist
- Every resource has an owner, environment, dependency record and review date.
- Billing, configuration, telemetry and scheduler data share a stable identifier and synchronized time.
- GPU analysis includes compute, memory, I/O, power, clocks, thermals, queue state, job identity and phase timing.
- Idle rules use sustained, workload-specific windows; one hour is treated as NVIDIA’s documented example, not a default for every job.
- Monthly, quarterly, launch and failover demand is included before resizing.
- Deletion, scheduling, rightsizing, consolidation and autoscaling are compared for savings, risk, effort and reversibility.
- Automation warns owners, honors exceptions, logs decisions and preserves rollback conditions.
- Post-change reports show measured cost, performance and reclaimed capacity rather than estimated savings alone.
The durable result is a repeatable capacity-management practice: discover what exists, explain why it is busy or idle, make the smallest safe change, and verify what actually changed.
