Start with the regional archaeology repository that covers the project, then contact the project owner or sponsoring agency and the relevant heritage-records office if no file appears. Search by contractor and former business names, project location, site name, report title, sponsoring agency, investigator and approximate year. A catalogue entry may lead to a free download, a request-only copy, a restricted record or only a paper archive.
What to collect before you search
Repository catalogues distinguish between similarly named projects and companies. Assemble as many of the following details as possible before opening a search form:
As an Amazon Associate I earn from qualifying purchases.
- Country and state, province or region.
- Site, development or infrastructure project name.
- Town, parish, county, grid reference or other location description.
- Approximate fieldwork and reporting dates.
- The contractor’s complete legal name, trading name and any former names.
- Client, developer, landowner, government department or other sponsoring agency.
- Principal investigator, project archaeologist or editor.
- Planning, permit, contract, accession, site or report number.
- Report type, such as a watching brief, excavation, building survey, desk-based assessment or specialist analysis.
Try spelling variants and abbreviations. A company may have deposited work under a parent company, a successor name or the client’s name rather than the name printed on the report cover.

The correct custodian depends on geography, funding, land ownership and project type. A commercial contractor often produced the report, but the project sponsor, planning authority, heritage agency or archive may hold the submitted copy and associated drawings, photographs, databases and context sheets.

| Situation | Likely first route | What access may look like |
|---|---|---|
| Unpublished fieldwork in England or Scotland | Archaeology Data Service (ADS) grey-literature collection | Searchable catalogue; some records include a downloadable file, while others identify a separate archive or require helpdesk assistance. |
| Archaeological work submitted in Ireland | National Monuments Service archive and the excavations.ie database | Digital or hard-copy reports may be indexed; copyright terms can apply before a copy is supplied. |
| United States state or federally reviewed work | State or federal reviewing agency, State Historic Preservation Office (SHPO), project sponsor and any named regional archive | Download, staff-mediated retrieval, scan request or restricted access, depending on state rules and the sensitivity of the site. |
| Broad digital discovery in the United States and elsewhere | The Digital Archaeological Record (tDAR) | Searchable documents, datasets and images; each record has its own rights and access conditions. |
These routes are examples rather than a universal directory. The repository’s current scope and the rules for the project’s jurisdiction control the result.
Step 1: Search the regional repository
England and Scotland: use ADS’s grey literature tools
ADS covers unpublished fieldwork reports, including watching briefs, excavations, building surveys, desk-based assessments and specialist studies. Browse or search by contractor, then narrow the results with location, date, project name and report characteristics. Searching only for “excavation” can miss a watching brief or assessment filed under a different publication type.
When using ADS Library, set Publication Type to Report. If you need a file rather than a catalogue citation, apply the Available from ADS access filter. Open the individual record and check its Downloads page. A record can exist without a public download. If an archive link does not make clear where the file is held, ADS advises contacting its helpdesk and supplying the record URL.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Ireland: separate the finding aid from the file
Ireland’s National Monuments Service describes an archive of submitted digital and hard-copy reports and publishes a finding aid. The excavations.ie database is another route for identifying investigations and reports. An index entry is not a promise of an unrestricted download: the National Monuments Service states that copyright rests with the report author and that users must agree to copyright terms to receive reports.
The archive page accessed in 2026 reports more than 46,000 excavation reports for investigations from 1990 through 2024, estimated at approximately 40,000 licensed and 6,000 unlicensed reports. That figure describes the Irish archive, not the worldwide number of archaeology reports and not the number available for immediate public download.
United States: check the reviewing agency and SHPO
For a US project, identify the agency that reviewed, funded or required the work. Then check that agency’s records office, the relevant SHPO and any regional or subject archive named by them. A report prepared for a federal undertaking may be filed with the federal agency or its consultant archive; a planning-led project may be held by a state, county or municipal office; a project on tribal land may follow a separate records process.

Utah’s SHPO records instructions illustrate why a general-public download cannot be assumed: archaeological records are limited to permitted archaeologists or qualifying researchers. Nevada’s SHPO identifies regional archives for paper-based archaeological records and notes that archaeological information in its NVCRIS system is restricted. Ask the custodian which category applies before requesting sensitive site information.
Use tDAR as an additional discovery point
tDAR describes holdings of archaeological and historic-preservation documents, datasets and images. Search it after the regional route or in parallel when the project crossed jurisdictions, was published by a university or has an uncertain repository. Read the access statement on each record; a searchable citation, a metadata-only entry and a downloadable file are different outcomes.
Step 2: Read the catalogue record carefully
Do not treat a search result as the report itself. Check the complete record for:
- Exact title and subtitle, including phase or volume number.
- Contractor and investigator names, including variants.
- Project location and site identifier.
- Client or sponsoring body.
- Fieldwork and publication dates.
- Report type and whether it is final, interim, draft or specialist-only.
- Archive, accession or repository reference.
- File format, download button, request instructions and rights statement.
A report may have several records: one for the final report, another for a data deposit and another for photographs or finds. Downloading the PDF does not necessarily provide the complete project archive.
Step 3: Download the file when the record permits it
- Open the individual record. Do not rely on a search-results preview; access terms and files are commonly shown only on the record page.
- Find the Downloads or files section. Confirm that the listed file is the final report and note any separate appendices, plates, databases or supplementary data.
- Read the rights notice before sharing. A file may be viewable for research but not reusable, redistributed or republished.
- Save the citation with the file. Record the title, author, report number, archive reference, repository name and download date in the same folder.
- Check the downloaded file. Open it, confirm that pages render, and verify that appendices and maps are present. A zero-byte or incomplete download should be reported to the repository.
- Preserve the original filename. If you create a shorter working filename, keep the repository filename and citation in a separate note.
If ADS shows an archive link but no usable file location, contact its helpdesk with the record URL. Ask whether the item is held elsewhere, has a permission restriction or has not yet been digitised.

Step 4: Request the report when there is no download
Send a focused request to two places at once: the project owner or sponsoring agency and the relevant heritage-records office. The sponsor may know which consultant or archive received the deliverables; the heritage office may know the accession number or statutory submission route.

Include:
- Project or site name and location.
- Approximate year or date range.
- Contractor name and former names.
- Client, agency or developer.
- Investigator, permit, contract or report number, if known.
- The exact item requested: final report, draft, appendices, data, photographs or archive inventory.
- Your intended use and, where relevant, research affiliation or permit details.
Ask these specific questions:
- Was a final report submitted, or did the work stop before reporting was complete?
- Which office or repository received the report and associated records?
- Is there a report, project, site or accession number?
- Is a digital copy available, or is only a paper copy held?
- Can staff scan the paper copy, and is there a fee?
- What identification, permit, qualification, copyright agreement or request form is required?
- Are any pages restricted, redacted or subject to a separate landowner or community-access process?
Keep sensitive coordinates out of a general email unless the office asks for them through an approved channel. Archaeological site locations and descriptions can be protected information.
Step 5: Handle copyright and restricted information
Copyright can block redistribution even when a copy is available
The National Monuments Service states that report copyright rests with the author and that users must agree to copyright terms to receive reports. Similar restrictions may apply elsewhere. Permission to read or download a report is not automatically permission to publish its maps, photographs, text or data. If you need to reproduce material, ask the repository or rights holder for the specific permission required.
Eligibility rules may require professional status
Utah’s SHPO example limits archaeological-record access to permitted archaeologists or qualifying researchers. A request can therefore be denied even when the report exists. Explain your qualification or institutional affiliation accurately, and ask whether a staff-mediated summary or redacted copy is available.
Some information is restricted for protection reasons
Nevada’s SHPO notes that archaeological information in NVCRIS is restricted and directs users to regional archives for paper records. Restrictions may protect vulnerable sites, private land, cultural information or ongoing investigations. Do not infer that a missing download means the record was destroyed.
When the contractor closed before finishing the work
A closure does not prove that a final report exists. Distinguish among a completed final report, an interim or draft report, and fieldwork or analysis that was never fully reported.
Louisiana’s Section 106 guidance describes investigations left in limbo when a project is cancelled. In that context, it places responsibility on the contracting party to ensure that completed work is reported and curated and explains that a later project may need new investigations when no report evidences the earlier work. This is jurisdiction-specific guidance, not a rule that automatically applies to every country, state or project.

Ask the sponsor whether the contractor delivered partial records before closing. Useful remnants may include field forms, photographs, databases, specialist reports, draft chapters, laboratory results or an archive-transfer receipt. A later consultant may have completed the report under a new contract or company name.
Choose the next route by the problem you have
| What you know | Best next action | Why |
|---|---|---|
| You know the contractor and region but not the project number | Search the regional repository by contractor, then filter by location and year. | Contractor browsing can reveal alternate titles and project identifiers. |
| You found a catalogue entry with no file | Read the archive field, Downloads page and access statement; then contact the named repository. | The catalogue may point to a physical or permission-controlled copy. |
| You know the sponsor but not the archive | Ask the sponsor for the submission, accession or transfer reference and the receiving office. | The sponsor can identify the contractual deliverables and custodian. |
| You have a sensitive site or US archaeological record | Contact the SHPO or agency records office and explain your eligibility. | Permit, researcher and confidentiality rules may control access. |
| The contractor closed mid-project | Ask whether the report was final, draft or never completed, and request all transferred records. | A catalogue search cannot create a report that was never finished. |
| The project crossed borders or has no obvious regional home | Search tDAR and the agencies or sponsors in each jurisdiction. | Digital deposits and statutory records may be split among repositories. |
Common dead ends and how to recover
Searching only the closed company’s website
A defunct website may disappear, and the contractor may never have been the long-term custodian. Move quickly to the sponsor, heritage agency and repository rather than treating the missing website as proof of loss.
Searching only the exact report title
Use the site name, town, client, investigator, contractor, former company name and approximate year. Repositories often normalise titles or omit punctuation and phases.
Assuming every catalogue record has a public PDF
Look for an explicit download or availability statement. If none appears, ask whether the item is request-only, held on paper, restricted or awaiting digitisation.
Requesting unrestricted access to sensitive information
State what you need and why. Do not ask a general mailbox to send precise site coordinates or protected archaeological data. Follow the custodian’s secure process.
Confusing an index entry with a final report
Confirm the document’s status and volume. A brief record, draft, specialist appendix or project summary may not satisfy a planning, legal or research need for the final report.
Best Value
Stopping after one unanswered email
Send a concise follow-up with the original details, then try the sponsor’s records or contracts office and the heritage repository. Keep a log of dates, names, reference numbers and responses so the next custodian can continue the search.
A practical request template
Adapt this wording to the repository’s form or email system:
I am looking for the archaeology report and associated archive for [project or site] in [location], undertaken approximately [year or date range]. The contractor was [company, including former name]; the client or sponsoring agency was [name]; the investigator was [name, if known]. If a final report was not completed, please identify any draft, interim report or transferred field and specialist records. Could you provide the report or tell me the current repository, report or accession number, available format, access requirements, copyright terms and any fee? I will not distribute restricted information and can provide qualification or identification details if required.

What a successful result should contain
For a research, planning or compliance purpose, preserve more than the PDF. Keep the repository citation, report number, archive reference, access date, rights statement and any correspondence that explains restrictions. If the report is incomplete, record that fact and identify which parts were found. This prevents a draft, index entry or partial archive from being mistaken for the contractor’s final deliverable.
Bottom line for a closed contractor
Search the repository for the project’s region first, using every available identifier rather than the contractor’s name alone. Then ask the sponsor and heritage-records custodian where the report and associated records were deposited. A downloadable file is only one possible outcome: the report may require a copyright agreement, professional qualification, staff-mediated scan or access to a physical archive. If the contractor shut down before reporting was complete, treat the missing final report as an unresolved project-records question, not evidence that a report once existed and was simply deleted.
