Find shadow AI agents by combining an owned registry with endpoint telemetry, network inspection and identity attribution; then control them with unique identities, least-privilege permissions, centralized policy, logging, quotas and a rapid pause or blocking path. A software inventory alone misses browser-based tools, local desktop agents, personal accounts and autonomous processes that can read data or take actions.
The objective is not to ban every unsanctioned experiment. It is to make every agent visible, attributable and bounded, while giving employees an approved route that is easier than working around IT.

What shadow AI agents are—and why they create a different risk
Microsoft defines Shadow AI as “consumer-facing AI applications and standalone agents deployed across your organization without IT visibility or approval.” An agent differs from a simple chat session because it can run autonomously, call tools, use stored credentials, access files or business systems, and perform actions on a user’s behalf.

Until an agent is identified and reviewed, you may not know which data it can reach, which external services receive prompts or files, what actions it can take, who is accountable for it, or whether its activity is recorded. Microsoft’s governance guidance warns that an unreviewed tool touching customer or financial data can turn an informal shortcut into a reportable failure in a regulated environment.

- Data leakage: confidential prompts, documents, source code or personal information may leave approved boundaries.
- Compliance exposure: processing may conflict with retention, residency, consent or sector requirements.
- Security vulnerabilities: excessive permissions, weak credential handling or unpatched local software can expand the attack surface.
- Uncontrolled actions: an autonomous agent may send messages, alter records, create tickets or spend money without an approved workflow.
- No reliable audit trail: security teams may be unable to reconstruct what the agent did, which identity it used or which data it accessed.
- Unplanned cost and duplication: multiple unmanaged deployments can consume model or SaaS quotas and create overlapping systems.
Microsoft summarizes the governance problem this way: “You can’t govern agents you don’t know exist.”
Define the control target before you scan
Use one organizational registry for every AI agent and agent project, whether it is approved, awaiting review, dormant or rejected. The registry is the authoritative answer to “what exists, who owns it and what is it allowed to do?”
| Registry field | What to record | Why it matters |
|---|---|---|
| Owner and accountable team | A named person plus a business or technical group | Creates a route for approval, incident response and retirement. |
| Business purpose | The task, users and expected outcome | Lets reviewers decide whether the requested access is necessary. |
| Platform and deployment location | Cloud service, internal host, workstation, browser extension or desktop application | Determines which telemetry and controls can observe it. |
| Agent identity | A distinct service or agent identity, not a shared human credential | Makes actions attributable and permissions revocable. |
| Data sources and permissions | Repositories, APIs, files, databases, scopes and write rights | Supports least-privilege review and data-loss controls. |
| External services | Model providers, plug-ins, connectors and destinations | Exposes onward-transfer, residency and supplier risks. |
| Approval and lifecycle status | Proposed, approved, restricted, suspended, retired or rejected; include review dates | Prevents an old approval from becoming permanent, invisible access. |
Treat an item discovered outside the registry as a candidate for review, not automatically as malicious. Do not grant it production access while its owner, identity, purpose and authorization remain unverified.

Use four discovery signals together
1. Endpoint telemetry finds local software and user activity
Endpoint data catches agents that never appear in a cloud application inventory: desktop clients, local runtimes, scripts, browser helpers and files stored on workstations. Microsoft’s Shadow AI preview uses Defender for Endpoint and documents these attributes:
- First accessed date
- Most recent activity
- Last scanned date
- Number of devices
- Number of users
- Whether a blocking Intune policy was applied
Use those fields to distinguish a one-time experiment from a current deployment. A first-accessed date without recent activity may indicate a dormant installation; repeated activity across many devices deserves prioritized review. Preserve the device and user context so an analyst can contact the right owner without guessing.
The current preview lists detection for OpenClaw, ChatGPT Desktop, Ollama Desktop, Poe Desktop, Claw/ZeroClaw, OpenCode and Claude Desktop. Its listed blocking capability applies to OpenClaw and is limited to managed Windows devices enrolled with Intune. Detection and blocking are therefore not equivalent, and the supported list and preview status must be rechecked before relying on them.

2. Network inspection reveals destinations and traffic volume
Internet-bound traffic can expose agents that endpoint naming misses, including browser-based tools, custom scripts and calls made through a local runtime. Global Secure Access AI Agent Discovery can identify local and Copilot Studio agents, classify them as managed or shadow according to Microsoft Entra Agent ID registration, and attribute activity to the originating user, device and process. It also exposes destinations and traffic volume.
For the documented preview, the Global Secure Access client, internet access forwarding and TLS inspection are required for local agents. Copilot Studio agents require the relevant integration. TLS inspection has privacy and certificate-management implications; define exclusions and handling rules before enabling it on sensitive traffic.
3. Identity attribution turns an alert into an owner
An application name is not an accountable identity. Map each finding to the user, device, process and, where applicable, the agent’s registered identity. If several people use one shared token, stop and redesign the access path: shared credentials prevent reliable attribution and make emergency revocation difficult.
4. Reconcile every finding with the registry
Join endpoint and network discoveries to the registry on stable identifiers such as device, user, process, destination and agent identity. Investigate records that lack any of the following:
- A named owner and business purpose
- A distinct identity
- An approved data scope
- A current deployment location
- A valid lifecycle status and review date
Record the disposition: approved as found, approved with restrictions, pending remediation, suspended or retired. Keep the original evidence and timestamps so a later audit can show how the decision was made.

A practical discovery and response procedure
- Set the boundary. List the business units, devices, networks, cloud tenants and data classes in scope. Define which findings require immediate containment, such as access to regulated or production data.
- Seed the registry. Import known projects and approved tools, assign owners, and mark unknown or incomplete records as needing review rather than silently treating them as approved.
- Collect endpoint evidence. Enable the available endpoint discovery capability, capture first and latest activity, device and user counts, and retain the process or application details needed for attribution.
- Collect network evidence. Inspect outbound AI-related traffic where your privacy, legal and certificate policies allow it. Capture destination, volume, originating user, device and process.
- Correlate and rank. Prioritize agents by data sensitivity, write capability, external sharing, number of affected users, activity recency and whether an accountable owner exists.
- Contact the owner through a standard intake. Ask for purpose, data sources, tools called, identities used, expected users, retention needs and a rollback plan. Provide an approved alternative when one meets the use case.
- Choose a disposition. Approve with a documented scope, require changes, suspend access while evidence is gathered, or retire the deployment. Apply the decision to the identity, endpoint and network controls that can enforce it.
- Verify closure. Re-scan after remediation, confirm that tokens and connectors were removed or narrowed, and update the registry with the next review date.
Controls that keep approved agents bounded
Give every agent its own identity
Assign a unique identity to each agent or clearly separated deployment. Microsoft recommends Entra Agent ID for identity, permissions and lifecycle controls, with policies tied to organizational identity governance. The identity should carry only the permissions required for the stated purpose, have an accountable owner and be revocable without disabling a human’s entire account.

Separate read and write permissions, production and development environments, and high-risk tools such as payment, deletion or external messaging. Use short-lived credentials where the platform supports them, rotate secrets, and remove credentials when an agent is suspended or retired.
Centralize policy and route traffic through a gateway
Use a governance layer to enforce data access, allowed actions, sharing rules and user eligibility consistently. Where possible, route AI traffic through a managed gateway so logging, throttling, access control and traffic management do not depend on each project team implementing them correctly.
Useful gateway policies include:
- Block or redact defined confidential-data classes before prompts leave an approved boundary.
- Allow only registered connectors and destinations.
- Require human approval for irreversible or externally visible actions.
- Apply token limits, rate quotas and spend ceilings by agent, team or environment.
- Record policy decisions, tool calls, errors and administrator changes.
- Provide an immediate pause and a separate restart approval.
A gateway is not a substitute for endpoint and identity controls. An employee can still install a local tool or use a personal account unless those paths are observed and addressed.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Monitor behavior, not just installation
Review activity, tool use, access patterns, policy compliance, cost and configuration drift. Alert on new data sources, unusual volume, permission expansion, new external destinations, failed policy checks and activity outside the owner’s stated purpose. Retain logs according to your legal and security requirements and protect them from alteration.
Audit the estate on a schedule appropriate to risk. Retire unused agents, rotate credentials and review dormant deployments; an inactive asset can still expose a valid token or become an easy re-entry point.
Make containment reversible and fast
Prepare a runbook that can disable an agent identity, revoke tokens, block a destination or endpoint process, pause gateway routing and preserve evidence. Test the sequence before an incident. Record who can authorize emergency action and how a legitimate owner can request reinstatement after remediation.

Governance employees will actually use
Shadow adoption often signals an unmet need, not simply bad intent. Microsoft’s guidance notes that when approved options are difficult to find or slow to obtain, employees seek alternatives. A durable program therefore combines enforcement with a convenient sanctioned path.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- Publish a short catalog of approved tools, supported use cases and prohibited data types.
- Provide one intake form that asks only for information needed to assess purpose, data, actions and ownership.
- Set service-level targets for review and offer a temporary, restricted sandbox when a full production approval will take longer.
- Give teams reusable templates for identity, logging, data boundaries, human approval and rollback.
- Explain decisions in plain language and provide an appeal or redesign route.
- Measure time to approval, repeat requests, unresolved findings and the age of unowned agents.
The governed route should be faster than an unapproved workaround. Otherwise, every new control creates pressure for another hidden path.
How to evaluate implementation options
Products and previews change quickly, so compare control objectives rather than relying on a feature name. Use this checklist when selecting or combining tools:
| Evaluation axis | Questions to answer |
|---|---|
| Discovery coverage | Does it see endpoints, network traffic, cloud services, SaaS applications and custom agents, or only one layer? |
| Identity attribution | Can an event be tied to a user, device, process and distinct agent identity? |
| Registry depth | Can it store owner, purpose, data scope, permissions, external services and lifecycle status? |
| Data-loss controls | Can it classify, block or redact sensitive data before transfer? |
| Policy granularity | Can rules differ by agent, user, data class, connector, environment and action? |
| Blocking scope | Which operating systems, applications and traffic paths can actually be blocked? |
| Logging and retention | Are prompts, tool calls, policy decisions, administrator changes and retention periods sufficient for investigation? |
| Integration requirements | Which endpoint agents, identity services, network clients, TLS inspection and platform integrations are required? |
| Geography and licensing | Where is the capability available, which edition or preview is required, and what recurring limits apply? |
| Response speed | How quickly can you pause, revoke, block, preserve evidence and restore a remediated agent? |
Preview features, licensing, supported-agent lists and blocking scope are volatile. Confirm the current documentation and regional availability immediately before procurement or a policy commitment. Organizations using a different endpoint, identity, network or cloud stack should map these same objectives to their own controls rather than assuming Microsoft-specific integrations are mandatory.
Common failure modes and fixes
“Our software inventory is clean, so we are covered.”
Traditional inventories often omit browser services, personal accounts, scripts and local runtimes. Add endpoint and network evidence, then reconcile it with identity and ownership.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →“We found the application, but not the responsible person.”
Shared accounts and copied tokens break attribution. Require a distinct agent identity, map activity to the originating user and device, and make ownership a condition of approval.
Best Value
“We can detect it, so we can block it.”
Detection and enforcement have different coverage. For example, the documented Shadow AI preview lists blocking only for OpenClaw on managed Windows devices enrolled with Intune, despite listing several detected applications. Test the exact platform, enrollment and process path before promising prevention.
“We blocked one website and the problem returned.”
Users can switch destinations, install local software or use another account. Combine gateway rules with endpoint controls, identity governance, data policies and an approved alternative.
“The agent is unused, so it can stay.”
Dormant deployments may retain credentials and permissions. Mark them dormant, remove unnecessary access, rotate or revoke secrets and retire them unless the owner demonstrates a current need.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
“We collect logs but never act on them.”
Visibility without a response path does not reduce risk. Assign owners for triage, define severity thresholds, and connect alerts to pause, revoke, block and review procedures.
A workable operating cadence
- Daily or near real time: review high-severity alerts, new destinations, policy violations and agents touching sensitive or production data.
- Weekly: reconcile new endpoint and network findings, chase unowned records and check that containment actions succeeded.
- Monthly: review permissions, quotas, costs, connector changes and dormant agents with each owner.
- At every material change: reassess purpose, data scope, tools, identity, external services and rollback when an agent gains a connector, changes model provider or moves environments.
- At least annually, or more often for regulated workloads: reapprove the full inventory, test emergency pause and restore, and verify log retention and evidence handling.
Keep the registry, enforcement rules and incident runbooks synchronized. An agent should not be considered governed merely because it once passed a review; its current identity, permissions, behavior and owner must remain visible.
