How to Find AI Startup Grants and Non-Dilutive Funding

For a U.S. AI startup, the most clearly defined route to non-dilutive research funding is America’s Seed Fund powered by the National Science Foundation (NSF) SBIR/STTR program. It supports high-risk technical research that could become a commercial product, not routine software development, ordinary payroll, or the purchase of an existing AI service. Start by testing whether your project is genuine technology R&D, then screen company and principal-investigator eligibility, identify the federal agency whose mission matches the work, and follow that agency’s live solicitation.

This guide focuses on U.S. programs. Founders elsewhere need to use their own national or regional funding agencies; NSF and U.S. SBIR/STTR rules do not create an international funding route.

What an AI startup grant can—and cannot—fund

A grant is a non-dilutive award: the agency does not take an ownership stake. That does not mean free money with no conditions. An award carries an approved statement of work, budget controls, technical reporting, records requirements and commercialization expectations. You must spend it on the allowed project and meet the applicable federal and agency rules.

The strongest fit is a technical question for which the answer is uncertain and whose solution could support a substantial market or public benefit. Examples include a new learning method that remains reliable under distribution shift, privacy-preserving training that works at useful scale, an efficient AI accelerator, or a safety mechanism that can be validated rather than merely asserted. A company that is simply integrating an available model into a conventional application has not shown the high-risk R&D that these programs seek.

AI topics NSF says it can consider

  • Deep-learning systems and other novel AI methods.
  • AI-based hardware and systems work that improves capability or efficiency.
  • Systems designed to be safe, reliable, fair, robust, privacy-preserving or energy-efficient.
  • Other high-risk AI technologies with significant commercial and societal potential.

Using the word “AI” in a product description is not enough. Your application should identify the technical innovation, explain why existing approaches cannot meet the requirement, define the experiments that will resolve the uncertainty, and connect the result to a plausible customer or societal need.

The main U.S. route: NSF America’s Seed Fund

NSF’s SBIR/STTR program is the clearest starting point for an AI company developing its own technology. NSF describes the program as funding start-ups and small businesses that turn high-risk, high-impact research into market-ready innovations. Its solicitation also states that the program funds across nearly all technology areas and market sectors rather than procuring a specified product or service. You still have to satisfy the current solicitation’s technical and administrative requirements.

NSF 26-510 award sizes

The figures below come from NSF solicitation 26-510, posted May 22, 2026. They are proposal caps, not guaranteed awards, and depend on funding availability and the solicitation’s detailed rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Mechanism Maximum in NSF 26-510 Typical project period What it is for
Phase I Up to $305,000 6–18 months Establish technical feasibility and the commercial potential of the proposed innovation.
Phase II Up to $1,250,000 Typically 24 months Continue the R&D, validate the technology and advance toward commercialization after the required Phase I path.
Fast-Track Up to $1,555,555 total: $400,000 for the Phase I component and up to $1,155,000 for Phase II As described in the solicitation Combines the specified Phase I and Phase II components for applicants that meet the Fast-Track requirements.

Do not replace these solicitation-specific numbers with a broad marketing headline such as “up to $2 million.” The active solicitation controls the amount, period, budget categories and submission rules for your application.

Check NSF eligibility before you invest in a proposal

Make these checks a go/no-go screen. Complex ownership, affiliate or immigration questions deserve advice from a qualified attorney or accountant; a generic web summary cannot resolve every cap-table structure.

Check NSF requirement described in the current materials Evidence to assemble
Company location The applicant is a U.S.-located small business, and the funded work is performed in the United States. Formation and operating records, work-site details and a plan showing where project activities occur.
Size Fewer than 500 employees, counting affiliates as required by the solicitation. Employee count and an affiliate analysis using the solicitation’s definitions.
Ownership At least half of the company’s equity is owned by U.S. citizens or permanent residents. Current capitalization table and ownership documentation.
Principal investigator The PI is employed by the applicant company for at least 20 hours each week and devotes at least 173 hours per six months of project duration; the solicitation also contains employment and work-authorization conditions. Employment agreement, proposed effort allocation and work-authorization records.
Project type High-risk R&D with a credible path to commercial or societal impact, rather than routine deployment or general operations. Technical risk statement, milestones, experiments, customer problem and commercialization plan.

Ownership tests can include affiliated companies, and the employee limit is not simply the headcount on your startup’s payroll. Confirm the definitions in the live solicitation before submitting.

Compare the federal routes instead of searching for a generic “AI grant”

Federal agencies share the SBIR/STTR framework but run their own competitions. The right opportunity is the one whose mission, open topic and technical criteria match your project.

NSF America’s Seed Fund SBIR/STTR U.S. small businesses developing high-risk R&D with commercialization potential, including qualifying AI. Phase I, Phase II and Fast-Track caps are listed in NSF 26-510. AI technical fit, ownership and affiliate rules, PI effort, U.S. work location, phase, deadline and invitation requirement.
SBIR/STTR at another federal agency Companies whose technology advances that agency’s mission. Each agency sets its own topics, amounts, deadlines and application rules. Mission fit, an open topic, agency-specific budget limits, eligibility and submission system.
NSF Convergence Accelerator Cross-sector teams involving combinations of universities, for-profit or nonprofit organizations, government and other sectors. NSF currently describes awards of up to $5.75 million across two phases; verify the open track and solicitation before relying on that figure. Team composition, track theme, phase structure and whether a startup can participate under the current call.
I-PERF Eligible early-career, Ph.D.-level scientists and engineers working in startup settings. An individual fellowship, not unrestricted company capital. NSF specifies doctorate and citizenship or residency conditions on its program page. Individual eligibility, current cycle dates, host-company conditions and allowable fellowship activities.

SBIR.gov identifies 11 participating federal agencies and provides agency opportunity, award and assistance resources. Use those tools to build a list, then read the agency’s current solicitation; one agency’s award amount or deadline cannot be assumed to apply to another.

How to find a live opportunity

  1. Describe the technology before looking for a dollar figure. Write a short fit statement covering the novel technical problem, why current methods fail, the uncertainty your experiments will address, measurable milestones and the customer or public outcome.
  2. Classify the applicant. Decide whether you are seeking a company award, a cross-sector team program or an individual fellowship. This prevents treating I-PERF or Convergence Accelerator as ordinary startup capital.
  3. Search the federal directory. Use SBIR.gov’s participating-agency and opportunity tools, review active topics and inspect recent awards for evidence that your type of technology belongs in that mission. Award records show what has been funded; they do not establish your probability of winning.
  4. Read the complete live solicitation. Record the closing date, required registrations, page and budget limits, allowable costs, work-location rules, research-security provisions, review criteria and submission system. Save the version that governs your planned submission.
  5. Contact the program through its official channel when fit is unclear. Ask a focused question about the technical scope or applicant rule. Keep written guidance with your proposal file, but treat the solicitation as controlling.

NSF’s required front door: Project Pitch and invitation

For NSF SBIR/STTR, the process begins with a project-suitability assessment and a Project Pitch. A Phase I full proposal requires an official NSF invitation. NSF limits pitches and invitations, so do not rely on old blog posts that describe a previous deadline or submission limit.

  1. Prepare the Project Pitch around the technical innovation, the R&D risk, the expected commercial or societal benefit and why NSF is an appropriate fit.
  2. Submit it through NSF’s current Project Pitch process and retain the confirmation.
  3. Wait for the program’s response and any invitation. Do not submit a Phase I proposal without the required invitation.
  4. If invited, rewrite the narrative to the exact solicitation, including its current budget, formatting, registrations and certifications.

NSF says a Project Pitch response is typically expected in about one to two months. It also gives an estimate of about six months from full proposal submission to a funding decision. These are planning estimates, not promises; maintain runway for payroll and experiments while the review proceeds.

Build a proposal that demonstrates R&D, not an AI feature roadmap

State the technical uncertainty

Open with the engineering or scientific barrier. For example, a model may lose accuracy when data distributions change, expose sensitive information during training, consume too much power at the edge, or produce decisions that cannot be audited. Explain what is unknown, not just what you intend to build.

What’s actually slowing this PC down?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define experiments and milestones

Translate the uncertainty into tests with measurable outcomes. A milestone might compare a new privacy mechanism with a defined baseline under a specified threat model, or measure latency, energy use and reliability on representative hardware. Include a fallback path if the first hypothesis fails. Reviewers need to see how the grant buys down risk.

Explain why existing methods are inadequate

Identify the strongest practical alternatives and the constraint they cannot satisfy. Avoid claiming that a method is “impossible” unless your evidence supports it. A precise limitation is more credible than a sweeping novelty claim.

Connect the result to a market or public need

NSF lists commercial potential and broader impacts among its evaluation dimensions. Name the buyer or beneficiary, the costly problem, the adoption setting and the route from a validated prototype to a product or service. A large market estimate does not substitute for a clear first use case.

Separate technical work from ordinary business work

Customer interviews, regulatory analysis and go-to-market planning can support commercialization, but the core budget and milestones should be R&D. Routine marketing, ordinary sales operations and simply configuring an off-the-shelf model do not become high-risk research because they appear in an AI company’s plan.

SBIR versus STTR: choose the structure that fits your team

Under SBIR, a startup may perform the work itself and may use an institutional partner, but a partner is not mandatory. Under STTR, the startup must make a subaward to a nonprofit research institution. That relationship changes the work plan, budget, intellectual-property terms, reporting and schedule. Select STTR when the nonprofit partner is integral to the research rather than adding a university name solely to satisfy a perceived preference.

Before submitting, negotiate who owns inventions, how data and software can be used, who supplies facilities, how milestones are accepted and how the nonprofit’s effort appears in the budget. Put the arrangement into the format and terms required by the current solicitation.

Budget and runway decisions

Build the budget from the experiments and labor needed to reach each milestone. Tie personnel effort, specialized hardware, cloud or laboratory costs, subcontracting and travel to a specific task. Check every category against the solicitation’s allowability rules; a large requested amount is not persuasive if the work plan does not require it.

  • Keep a non-grant runway plan. The review estimate does not guarantee a decision date, and an award may begin later than your cash forecast.
  • Model the project in stages so that a failed technical hypothesis produces a useful decision rather than an unfinished product.
  • Do not count a proposal cap as cash available to spend. The negotiated award, start date and approved budget control your obligations.
  • For Fast-Track, make the Phase I and Phase II logic continuous and justify why the combined route is appropriate under NSF’s requirements.

Use assistance organizations without giving away control

SBIR.gov points applicants toward accelerators and technical-assistance centers. Such help can be useful for interpreting a solicitation, refining a technical narrative or checking registrations, but it is not a substitute for founder ownership of the science and budget.

Before signing with any adviser, ask:

  • What exactly is included, and which agency and topic experience does the staff have?
  • Are there upfront, hourly, contingency or success fees?
  • Who owns proposal text, data and intellectual property?
  • Does the adviser have a conflict with the agency, reviewer community or a competing applicant?
  • Can you end the engagement without losing access to your files?

No particular commercial provider is required by NSF or SBA. Treat an unsolicited promise of guaranteed funding as a warning sign.

Fix: Document the full ownership and affiliate analysis before writing the proposal.

The founder assumes NSF’s process is a normal open application

Symptom: A Phase I proposal is prepared without an invitation.

Fix: Complete the Project Pitch route and verify the current invitation rule and pitch limits.

The proposal chooses an agency because its award is larger

Symptom: The technology is weakly connected to the agency mission or an old topic.

Fix: Start with mission and technical fit, then compare the live amount, deadline and review rules.

The budget treats the grant as immediate operating cash

Symptom: Payroll or vendor commitments depend on an award date that has not occurred.

Fix: Maintain separate runway and schedule work around a range of possible decisions.

A practical decision framework

Question If yes If no
Is there a high-risk technical question with measurable experiments? Continue to SBIR/STTR and other R&D programs. Consider revenue, investment or a different support program; a grant may not fit yet.
Does the current agency topic and mission match the customer or public problem? Read that agency’s solicitation and recent awards. Search another participating agency instead of forcing the fit.
Can the company satisfy U.S. location, ownership, affiliate, size and PI-effort rules? Prepare the required records and registrations. Resolve the structural issue before submitting.
Is a nonprofit research institution essential to the project? Evaluate STTR and negotiate the subaward. SBIR may be the simpler structure if all other requirements are met.
Is the applicant actually an individual researcher or a cross-sector team? Check I-PERF or Convergence Accelerator rules. Stay with company-focused opportunities.

What is not established by the available program information

Neither NSF nor SBIR.gov establishes the probability that a particular AI startup will win. Aggregate statements such as billions invested each year or thousands of companies funded describe program scale, not your odds, and may use different reporting periods. Likewise, a program page does not prove that a specific state, regional or international AI grant is open today. Verify every deadline, topic, amount and eligibility condition on the responsible agency’s live page.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a U.S. founder, the most defensible sequence is therefore: define the risky technical work, screen eligibility, search all relevant federal agencies, use NSF’s Project Pitch when NSF is the fit, and preserve runway until an award is actually made.
