How to Find Affordable Long-Term Housing in Spain’s Major Cities

Start by comparing the total monthly cost of a suitable home—not just its rent—with your household’s take-home income, commute and upfront costs. ULI Spain’s 2025 Q4 figures put Barcelona, Madrid and València in the highest rent band among the nine cities it compared, while Alicante, Seville, Zaragoza and Murcia were in the lowest. Those are medians for new contracts, not live offers or a guarantee that any city will be affordable for your household.

Which major Spanish cities are cheaper to rent in?

Urban Land Institute (ULI) Spain’s 2025 Q4 Living Rental Market Report compares median monthly rents for new housing contracts. The report gives ranges across groups of cities; the ranges below do not assign a precise median to each city.

City group Median monthly rent range for new contracts Cities in the group
Highest band €1,300–€1,650 Barcelona, Madrid and València
Middle band €1,110–€1,250 Bilbao and Málaga
Lowest band €750–€1,000 Alicante, Seville, Zaragoza and Murcia

These are 2025 Q4 median new-contract rent ranges reported by ULI Spain in 2026, not current listing prices. The report’s text does not say which endpoint belongs to each city, so treat a band as a shortlist guide rather than assigning its high or low figure to a particular place. It reports 12-month new-contract rent growth of 3.4% in Seville, 7% in Barcelona and 11.6% in Madrid; the latter two figures were among the other capitals it analyzed.

Barcelona’s municipal data provides a different kind of benchmark: the Ajuntament de Barcelona reported a citywide average of €16.89 per square metre per month in 2026 Q1. That is a market indicator, not a quote for a specific flat, room, district or lease. The city portal reports that average rent had been above €1,000 a month since the second half of 2022 and describes limited long-term supply amid demand pressure.

Why one rent figure cannot tell you whether a city is affordable

ULI’s Rental Affordability Index defines affordable available housing as housing with rent at no more than 35% of net available household income. Use this as a comparison benchmark, not a rule that fits every budget: add recurring utilities and transport, account for household size and income variability, and leave room for deposits and moving costs. ULI also cautions that a better aggregate affordability rate can coexist with displacement of low- and medium-low-income households.

Keep unlike measures separate. Banco de España’s Annual Report 2025, published in 2026, uses tax data for Spain’s common fiscal territory: it reports 2% cumulative real growth in average rental-stock prices from 2019 to 2024, compared with 4.6% real growth in new-contract prices in 2024. The report says the entry premium for new rentals rose from 6.2% to 16.6% between 2020 and 2024. These are inflation-adjusted price changes, not monthly asking rents.

The same report finds regional variation: València’s real new-contract prices grew by an annual average of 4.5%, and its entry premium exceeded 20%; in Málaga, the annual average price increase was 2.5% and the entry premium was 14.5%. These measures help explain why a new renter may face a different market from a long-term tenant. Banco de España notes that existing tenants can be temporarily buffered by contract rent-update limits while a new tenant faces a higher entry price.

How to set a realistic housing budget and shortlist

  1. Set a monthly ceiling from take-home income. Add rent, recurring utilities and transport before deciding what you can afford. Use ULI’s 35% net-household-income benchmark as a point of comparison, not as a guarantee that the remaining budget will cover other expenses.
  2. Choose the home type before comparing prices. Compare a room with a room, or a whole dwelling with a similar whole dwelling. Note size, condition, location, lease duration and whether utilities are included.
  3. Shortlist by rent and commute together. The ULI comparison places Barcelona, Madrid and València in its highest band and Alicante, Seville, Zaragoza and Murcia in its lowest. Check actual routes, service access and monthly transport costs before choosing a cheaper municipality or peripheral district; the rent figures do not establish that a longer commute will save money overall.
  4. Confirm the lease is genuinely long term. A temporary or seasonal arrangement is not automatically equivalent to a habitual-residence rental. Read the stated purpose, duration, renewal terms and responsibilities, and check which rules apply to that lease type.
  5. Check current aid and public-housing eligibility. Treat an official programme as an option to investigate, not housing or money you can count on before eligibility, deadlines and availability are confirmed.

Where to look for public housing, rental help and private listings

Madrid region

The Comunidad de Madrid housing portal describes both private-market rental and public housing routes, and presents Plan Alquila as a rental-intermediation service. Its youth rental network is for people aged 18–35 and lists Alcalá de Henares, Alcobendas, Arganda del Rey, Fuenlabrada, Leganés and Tres Cantos as participating municipalities. Check the region’s current terms, eligibility and active listings; the existence of a programme does not establish that a suitable property is available to you.

València

The Ajuntament de València’s 2025–2026 rental-aid call covered eligible dwelling or room rent from December 2024 through November 2026. The city page records final lists posted on 15 January 2026, so that round should not be treated as open now. Check whether a later call has been issued and whether its residence, income and rent conditions fit your circumstances.

National and other city routes

The European Commission’s 2026 Spain housing annex describes CASA 47 and national plans to expand affordable rental stock. These are policy plans, not evidence of current vacancies or a current entitlement. Look for live application and listing information through official state housing channels.

For Barcelona, the city’s housing data portal is useful for market context, but the available information here does not establish a currently open city aid call. Check the city’s current housing services for assistance or public rentals. For Seville, Málaga, Zaragoza, Bilbao, Alicante and Murcia, check the relevant municipality and autonomous community’s official housing portal: there is no single nationwide opening or benefit established for all cities.

Use private listings alongside these official routes, but verify each home and its representative independently. Before paying, inspect the property in person or through a trusted process, confirm who owns or represents it, obtain a signed contract and keep proof of every payment. Do not transfer money against an unverified listing.

What documents to prepare before applying

There is no single nationwide landlord document checklist established here, and a landlord’s request is not automatically a legal requirement. Having a tidy application pack ready can nevertheless help you respond to a legitimate listing. Depending on your situation, it may include:

  • Identity documents for the people who will rent the home.
  • Recent proof of income, such as payslips or other relevant income records.
  • Employment information and, if available, references from a previous landlord.
  • Contact details and a clear explanation of who will live in the property and when you hope to move.

Share sensitive documents only after checking the listing and recipient. Ask why requested information is needed, use a secure method where possible, and do not send a deposit simply to reserve a property you have not verified.

What to check in the contract and before paying

Rental rules and procedures can depend on the lease, region and contract date. Madrid’s official consumer guide provides useful jurisdiction-specific examples, but it is not a universal statement of the rules in every part of Spain.

  • Deposit (fianza): Madrid’s consumer guide says the standard deposit is one month’s rent, due at contract signature, and that the landlord must deposit it with the regional authority. A regional process page also states a one-month deposit for LAU residential leases. Do not assume every lease type, charge or regional procedure is identical.
  • Rent payment and proof: The Madrid guide says rent is usually paid monthly, generally within the first seven days unless the parties agree otherwise. It says the landlord must provide a receipt or other proof of payment. Agree on the payment method and keep records.
  • Rent updates: For contracts signed after 25 May 2023, the Madrid guide says annual updates are limited by the IRAV (Índice de Referencia para la Actualización de Contratos de Alquiler de Vivienda), published monthly by Spain’s National Statistics Institute. Older contracts may follow different contractual rules. Check the current rules and the wording that applies to your contract and region.
  • Repairs and condition: Madrid’s guide says landlords must carry out repairs needed to keep the dwelling habitable. Record existing damage and agree in writing how defects or urgent repairs will be reported and handled.
  • Upfront amounts and contract terms: Read the full agreement before signing. Confirm the rent, lease purpose and duration, renewal terms, included services or utilities, deposit, other requested payments, repair responsibilities and any rent-update clause. The regional guidance says agreed rent is set by the parties subject to the applicable agreement and law; it does not make all charges or procedures the same everywhere.

If a term is unclear or a requested payment seems inconsistent with official guidance, ask the relevant regional housing or consumer service for current advice before committing. Keep the signed contract, inventory or condition record, messages and payment receipts together.
