Start with the European Union’s Your Europe guidance on passenger rights for people with disabilities or reduced mobility, then verify the exact journey with the airline, railway, bus or coach operator, ship carrier, and the relevant airport, station, terminal, or port. EU rules provide a baseline of non-discrimination, accessible information, and free assistance, but they do not make every vehicle, route, station, or terminal physically identical.
When you ask for help, describe what you can and cannot do, the mobility equipment or assistance dog you use, where you need to be met, and the connection you must make. Request assistance by the applicable deadline, obtain written confirmation, and recheck the arrangements shortly before departure.

What EU passenger-rights rules guarantee
The European Commission’s passenger-rights framework covers air, rail, bus and coach, and sea or inland-waterway travel. Its stated foundations are “non-discrimination; accurate, timely and accessible information; immediate and proportionate assistance.” In practical terms, disabled passengers and passengers with reduced mobility generally have a right to free assistance in the parts of a journey covered by the relevant regulation.
The framework is not a promise that every route is step-free or that every vehicle can carry every mobility device. A right to assistance means the responsible service should arrange practical help within the legal scope: reaching the vehicle, boarding, alighting, making a permitted transfer, or navigating a terminal. Physical design, safety rules, and the equipment available on a particular service can still affect what is possible.

A political agreement or proposal is not automatically a rule already in force, so use the current operator instructions for your departure date.
A reliable way to plan an accessible journey
1. Define the assistance you actually need
“Wheelchair assistance” can mean very different things. Before searching, write down whether you need help from the entrance to check-in, through security, to the gate, onto the vehicle, between platforms, or to a connecting service. State whether you can walk a short distance, climb steps, stand during a transfer, or use an onboard seat. Tell the provider whether your chair is manual or powered, its dimensions and weight, and the battery type. For an assistance dog, give the dog’s status and the documents the operator requests.
Also identify non-physical requirements: communication support, accessible digital information, a sign-language service, an accessible toilet, medication storage, or a quiet waiting area. Airlines are not required to feed passengers or administer medication in flight, so arrange personal support for those tasks before booking.

Read the journey details in a format you can use, including platform or gate information, changes of vehicle, transfer time, and stated accessibility features. Then ask the operator to confirm the exact service, not merely its general policy. A company may operate several train classes, aircraft types, coaches, vessels, or station entrances with different access arrangements.
Ask these questions for every leg:
- Where will assistance meet you, and at what time?
- Can you board through a level entrance, ramp, lift, or an aisle chair?
- Can your mobility device travel with you, and where will it be stored?
- What are the device dimensions, weight, and battery limits?
- Who handles a transfer to the next vehicle, and is the connection time realistic?
- Is the arrival station, terminal, airport, or port also covered by an assistance service?
3. Request assistance before the deadline
Use the mode-specific deadlines below even when an online booking form does not force you to enter an accessibility request. Keep the request reference, email, or call record. If the deadline has passed, contact the provider immediately anyway. Your Europe says reasonable efforts are required in several late-notice situations, but late requests are not the same as a guaranteed reservation.
4. Confirm the meeting point and arrival time
Assistance is normally delivered at a designated point rather than wherever you happen to arrive. Save the exact entrance, desk, platform, or port meeting point and the telephone number for day-of-travel problems. Rail operators may tell you to arrive at the meeting point up to one hour before departure. If they have not specified an arrival time, the EU guidance advises presenting at least 30 minutes before departure or check-in.

5. Reconfirm and carry a contingency plan
Recheck the service, vehicle, connection, and meeting point shortly before departure, especially after a timetable or aircraft change. Carry accessible copies of your booking, assistance confirmation, device specifications, and emergency contacts. Build extra time into a connection; a published minimum connection may assume a mobile passenger moving independently between platforms or gates.

Flying with a disability or reduced mobility
What to request
Tell the airline, ticket seller, or tour operator what help you need at least 48 hours before departure. The free service can cover movement through the airport, luggage assistance, boarding, and leaving the aircraft. Request support for both the departure and arrival airports, and for any connection.
Give complete information about a wheelchair or scooter: folded or assembled dimensions, weight, and battery type. Battery-powered equipment may require a particular preparation procedure or may be subject to aircraft loading limits. Ask whether you will remain in your own chair until the aircraft door, whether an aisle chair is used, and where the device will be returned on arrival.
Recognised assistance dogs, medical equipment, and two pieces of mobility equipment are transported free under the cited EU guidance. Confirm documentation, harness or restraint rules, and whether a device must be checked at a specific point. Free carriage does not remove the need to disclose details early.

Limits and practical preparation
An airline is not required to provide help eating or taking medication during the flight. Arrange a travelling companion or another lawful support arrangement if you need those tasks performed. Ask about lavatory access, seat-transfer procedures, and whether your companion can sit nearby.

Air transport can be refused only in limited circumstances, such as a justified safety requirement or an aircraft-door or infrastructure constraint. If the airline says it cannot carry you or your equipment, ask for the precise reason, the rule relied on, and any alternative service or refund rights that apply. Do not accept a vague statement that the aircraft is “not accessible” without asking which feature creates the problem.
Taking an accessible train
Booking and station support
Request rail assistance generally 24 hours ahead. Some countries use a 36-hour deadline, so check the departure country’s procedure and the operator’s current instructions. Assistance can include reaching the platform, boarding, leaving the train, moving between a train and a connecting train covered by your ticket, and support at the station or onboard.
Ask whether the requested train has a level entrance, a ramp, a lift, a wheelchair space, an accessible toilet, and a way to move from the entrance to your seat. A station may be accessible in one direction but not another because of a lift outage or a platform layout. Confirm the station entrance and meeting point rather than assuming staff will find you anywhere on the concourse.
Late requests and connection planning
Rail operators must make reasonable efforts when notice is late, but the result may depend on available staff and equipment. If you have missed the usual deadline, call the operator before travelling and obtain a case number. For a change of trains, ask who escorts you, whether the assistance continues across a platform or station, and how much time is reserved for the transfer.
The operator may instruct you to arrive at the meeting point up to one hour before departure. If no special arrival time is given, present at least 30 minutes before departure or check-in. Arriving early is especially important when a ramp, platform lift, or staff handover is required.
Using long-distance buses and coaches
Understand the 250 km rule
The designated-terminal assistance rule described by Your Europe applies to services scheduled to travel 250 km or more. The 250 km figure describes the scheduled route of the service, not the distance of your individual segment. A short trip on a qualifying long-distance coach can therefore fall within the rule, while a shorter scheduled service may not.

For a qualifying service, free assistance is provided at designated terminals and for boarding or alighting. Confirm that your departure and arrival points are designated terminals and that the request has reached the coach operator, not only an online ticket agent.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesCompanion and vehicle questions
When a safety concern would otherwise prevent travel, a companion chosen by the passenger must be carried free under the applicable guidance. Ask the operator to explain the safety issue and the companion arrangement in writing. Check the coach’s lift or ramp, wheelchair-space dimensions, restraint method, luggage policy for a mobility device, and what happens during a breakdown or replacement-coach dispatch.
Urban or local buses may follow different national or local accessibility arrangements. Do not infer that a city route qualifies simply because an intercity coach does.

Reserve the assistance you need
Tell the carrier or seller at least 48 hours before sailing about boarding, disembarkation, seating, accommodation, assistance, and medical-equipment needs. Free help can cover port assistance, embarking, leaving the vessel, changing ships, and onboard support.
Ask whether the port has a step-free route from the vehicle drop-off or entrance to the gangway, whether a shuttle or transfer vehicle is accessible, and how you will move between terminal and vessel. Onboard, confirm cabin access, lifts, accessible toilets, emergency procedures, and the storage or charging arrangements for equipment.

Safety-related exceptions
A carrier may refuse transport in limited circumstances connected with safety rules or the design of the vessel or port infrastructure. If that happens, request the reason and any available alternative. Where a carrier requires a companion for an applicable safety reason, the companion travels free under the EU guidance.

How to compare accessible transport options
Do not rank modes by reputation alone. Compare the exact services against the same six planning factors:
| Factor | Questions to ask |
|---|---|
| Vehicle access | Is boarding level, ramped, lifted, or stair-based? Can you remain in your device, and is an aisle chair available? |
| Terminal access | Is the route from entrance to platform, gate, or gangway step-free? Where is the staffed meeting point? |
| Date and route availability | Has assistance been accepted for this exact departure, not merely for the operator in general? |
| Transfers | Who moves you between services, and is the connection time long enough for the handover? |
| Equipment and dog handling | What dimensions, weight, battery, documentation, storage, and return arrangements apply? |
| Notice requirement | What is the deadline, and what will the operator do if notice is late? |
A nominally faster service may be a poor choice if it requires an unsupported platform change. A longer direct journey can be more dependable when it avoids a transfer, but only the operator can confirm the actual equipment and staff plan for your date.
Can a disabled passenger be refused transport?
EU passenger rights do not create an unconditional guarantee of carriage. Refusal is limited and must relate to a stated safety rule or to the design of the vehicle or infrastructure, with the precise exceptions differing by mode. Air, bus or coach, and ship guidance describes safety or physical-design grounds; rail has its own safety-rule exception.
Crashes, No Sound, or Screen Glitches?

A refusal based only on an assumption about disability is not the same as a documented safety or design limitation. General statements such as “the station is inaccessible” should be followed by questions about another entrance, an accessible train, a replacement vehicle, or a different departure.
What to do when assistance fails
Report the problem immediately
Tell the responsible service while you are still at the location if possible. The first contact depends on the incident:
- Air: the airline or airport authority.
- Rail: the railway company or station manager.
- Bus or coach: the operator or terminal authority.
- Ship: the carrier or port authority.
Record the date, time, route, booking number, meeting point, names or identifiers of staff, what assistance was requested, and what actually happened. Keep receipts for reasonable out-of-pocket costs and preserve messages confirming the request.
Escalate to the national enforcement body
If the provider’s response does not resolve the issue, contact the national enforcement body in the country where the incident occurred. The European Commission’s passenger-rights overview and Your Europe direct passengers to national enforcement contacts and advice resources. Submit the operator’s reply, your assistance confirmation, and a concise timeline. Enforcement arrangements and forms differ by country, so use the body associated with the place of the incident rather than assuming the carrier’s home country is responsible.
A printable pre-departure checklist
- Confirm the exact vehicle, route, date, and all connection legs.
- Describe your functional needs, device specifications, battery details, and assistance-dog information.
- Submit the request at least 48 hours for air, 24 hours (or the country’s 36-hour rule) for rail, 36 hours for qualifying bus or coach, and 48 hours for ship travel.
- Save the request reference and written confirmation.
- Verify the designated meeting point, contact number, and required arrival time.
- Ask how boarding, alighting, transfers, luggage, and equipment storage will work.
- Check terminal, station, airport, and port access on both ends of the trip.
- Reconfirm after timetable, aircraft, train, coach, or vessel changes.
- Carry accessible copies of bookings, confirmations, device details, and emergency contacts.
- Know which operator, authority, and national enforcement body to contact if assistance is missing.
Official rules to consult
The main practical guide is the European Union’s Your Europe page on passenger rights for people with disabilities or reduced mobility. The European Commission, Directorate-General for Mobility and Transport, provides the broader passenger-rights overview and complaint routes. The underlying instruments include Regulation (EU) 2021/782 on rail passenger rights, Regulation (EU) No 181/2011 on bus and coach passenger rights, and Regulation (EU) No 1177/2010 on sea and inland-waterway passenger rights.
Use these sources to understand the baseline, then treat the transport operator’s confirmed plan as the operational detail for your journey. Availability, vehicle assignments, station conditions, and national procedures can change even when the legal right remains the same.
