Companies cutting costs do not mean hiring has stopped everywhere. Focus on evidence: check live openings in your occupation and location, target roles that fit your experience, tailor each application to the posting, and pair applications with direct outreach. If you have been laid off or expect a layoff, contact your local American Job Center or state Dislocated Worker Unit early to ask about available support.
What a cautious job market means for your search
National indicators can set context, but they cannot tell you whether a particular employer is hiring or whether your local prospects are strong. The Federal Reserve reported that 13% of U.S. adults started a new job in 2025, down from 15% in 2022. Applications did not decline over that period, while the share starting new jobs fell; the report interprets the pattern as evidence that changing jobs became harder. Among people who changed jobs, 60% said their new job was better in 2025, compared with a 72% peak in 2022. These are survey findings about U.S. adults, not a forecast for an individual applicant. The Bureau of Labor Statistics reported 7.079 million U.S. job openings and a 3.3% hires rate in August 2026, describing openings and hires as little changed that month. The openings count is preliminary and national; it does not show which roles or locations have opportunities for you. BLS Job Openings and Labor Turnover Summary, August 2026.

Set your practical constraints
Write down the work you can do now, the skills that can transfer to another role, your compensation and schedule requirements, and the locations or remote arrangements you can accept. If you are changing fields, identify the specific skills that carry over and any genuine qualification or training gap. This keeps the search focused without assuming that a whole sector is either safe or closed to hiring.

Compare occupations, then verify live openings
Use the BLS Occupational Outlook Handbook to review duties, typical education and training, and occupational outlook. For state and metropolitan wage information, consult BLS employment and wage data. Projections are indicators, not promises of vacancies; check current employer career pages and job postings before deciding where to apply.
Make a target list
Save openings that meet your constraints and match your experience. For each one, note the employer, role, location, key requirements, why you fit, and any questions you want answered. Add employers doing relevant work even when you have not found an appropriate vacancy yet. CareerOneStop’s job-search guide recommends a process that includes finding postings, identifying employers, networking, targeting a resume, applying, and tracking applications and contacts.

Apply with evidence, not a generic resume
For each opening, use its responsibilities and requirements to choose the most relevant skills and examples. Describe the scope of your work and its results accurately; do not inflate figures or claim experience you do not have. A tailored application makes it easier for an employer to see how your background relates to that particular role.

Combine applications with direct contact
Reach out to relevant professional contacts and, where appropriate, people at the employer. A concise message can say what kind of role you are pursuing, identify one or two relevant qualifications, and ask whether they would be open to a brief conversation. Informational interviews, networking, employer research, job banks, and job fairs are among the approaches described by the U.S. Department of Labor’s jobseeker resources. No fixed share of jobs can be attributed to networking on the evidence cited here, so use outreach as a complementary way to learn and make connections, not as a guaranteed shortcut.
Prepare for interviews—and assess the employer too
Prepare concise examples that demonstrate the skills the role asks for, and research the employer, duties, and team where information is available. An interview is also your chance to judge whether the job meets your priorities. Compare real options across:

Verify claims about a company’s stability or a vacancy with current sources. Available labor-market indicators cannot predict whether a specific employer will later cut costs.
Explain a cost-related layoff briefly and accurately
If asked why your last role ended, state the circumstances neutrally and then turn to relevant experience. For example: “My role ended when the company restructured and reduced costs; I’m now looking for a role where I can apply [relevant skill] to [relevant work].” Use this only if it describes what happened to you. The U.K. National Careers Service advises explaining redundancy in terms of restructuring or budget cuts while emphasizing skills and experience; that is U.K. career guidance, not U.S. legal or benefits advice.
