How to File a GST Refund Claim in India and Track Its Status

For most Indian GST refunds, submit an electronic claim in Form GST RFD-01 through the GST Common Portal, keep the application reference number (ARN), and monitor the case under Services > Refunds > Track Application Status. Use the GST Portal to follow tax-officer processing, then use the Public Financial Management System (PFMS) to check bank validation and payment.

The correct form route, eligibility test, supporting records and filing conditions depend on why the refund is claimed. Export refunds, SEZ supplies, deemed exports, unutilized input tax credit and refunds arising from orders can follow different requirements, so identify the category before assembling documents.

What you need to do first

A GST refund is not one universal checklist. Start by identifying the legal basis for the claim, then prepare the records specified for that category. The Central Board of Indirect Taxes and Customs (CBIC) refund rules describe the categories, forms, scrutiny process and exceptions on its current refund-rules page: CBIC GST refund rules.

  1. Classify the claim. Determine whether it relates to exports, supplies to an SEZ unit or developer, deemed exports, specified unutilized ITC, an order or final assessment, an electronic cash-ledger balance, or another permitted basis.
  2. Collect category-specific evidence. Do not upload a generic set of invoices when the rules require export, SEZ, order or ITC records.
  3. File electronically. Form GST RFD-01 is the general electronic route for many claims, but the rules contain return-based routes and other exceptions.
  4. Preserve the ARN and acknowledgment. They are the records you use to locate the case and obtain the ARN receipt.
  5. Follow two systems. The GST Portal shows the officer or taxpayer processing stage. PFMS shows bank validation and disbursal events.

Choose the correct refund category

Your category determines who may apply, which invoices or orders are relevant, which declarations are needed and whether a special filing route applies. The following are examples identified in the CBIC rules, not an exhaustive eligibility opinion for every taxpayer.

Claim category Typical basis Records the rules may require Route or caution
Export of goods Tax paid on exported goods or eligible accumulated credit Shipping-bill details, export invoices and related statements Confirm the export-specific conditions and applicable electronic filing requirements.
Export of services Eligible tax paid or unutilized ITC connected with exported services Export invoices, service-remittance information and supporting statements Evidence must demonstrate the service-export conditions that apply to the claim.
Supply to an SEZ unit or developer Eligible zero-rated supply to an SEZ Invoices, SEZ endorsement and payment evidence where relevant Obtain the endorsement and other records required for the particular route.
Deemed exports Tax paid on supplies treated as deemed exports under GST provisions Invoices, recipient or authorization records and payment evidence as applicable Check the specific deemed-export conditions before filing.
Specified unutilized ITC Accumulated input tax credit in categories allowed by the rules Invoice statements and the prescribed calculation or supporting records The eligible period, turnover calculation and invoice population must match the applicable rule.
Refund arising from an order or final assessment Tax becoming refundable because of an adjudication, appellate or final-assessment outcome Order references and copies of the relevant orders Use the order-based category and retain the complete order chain.
Electronic cash-ledger balance Refund of an eligible balance in the electronic cash ledger Ledger and return information required by the applicable route The rules provide a return-based route for certain cash-ledger refunds, so do not assume RFD-01 is the only route.

The CBIC rules do not establish one universal filing limitation period for every category. The relevant date and limitation provision can vary, so verify the rule that applies to your claim before deciding that an application is in time.

Prepare the evidence before opening the application

Make a category folder containing the invoices, statements, calculations, payment proof and authorizations that support the legal basis. The rules specifically identify different records for different claims; an attachment that proves an export may not prove an SEZ endorsement or an order-based refund.

Export-related claims

  • For goods, reconcile the shipping-bill information with export invoices and the figures entered in the refund statement.
  • For services, keep the export invoices and service-remittance details that support the transaction and the applicable export conditions.
  • Check that invoice numbers, dates, taxable values and tax amounts agree across the return, statement and source records.

SEZ supplies

  • Keep the supply invoices and the SEZ endorsement or evidence required for the particular transaction.
  • Retain payment evidence where the applicable rule or filing route requires it.
  • Resolve mismatches between the supplier invoice, recipient details and endorsement before submission.

Deemed exports, ITC and order-based claims

  • For deemed exports, assemble the invoices and recipient or authorization records applicable to the transaction.
  • For specified unutilized-ITC claims, prepare the prescribed invoice statements and calculation support; do not include invoices outside the eligible category or period.
  • For refunds arising from an order or final assessment, attach the order references and copies needed to establish the amount and the event that made it refundable.

Keep a copy of the final data file and attachments exactly as submitted. If the officer later communicates a deficiency, you can identify the figures and documents used in the original application.

How to file the claim electronically

1. Confirm the claimant and filing basis

Check the registration details, the person entitled to claim, the period covered and the category selected. A claim can be delayed when the applicant chooses a category that does not match the evidence or the legal event creating the refund.

2. Select the applicable portal route

For many claims, the electronic application is Form GST RFD-01 on the Common Portal. The CBIC rules also describe routes or exceptions for particular claims, including certain electronic cash-ledger refunds. Confirm the current workflow for your category rather than treating RFD-01 as a universal form.

3. Enter the claim and attach the supporting records

Enter the period, tax heads, amount and transaction details from your reconciled working papers. Attach only records that support the selected category, and check that totals in the application agree with the invoice or order statements.

4. Submit and save the ARN

After electronic submission, download or otherwise preserve the application acknowledgment and ARN. GSTN’s user guide explains that filed or saved applications are available through Services > Refunds > My Saved/Filed Applications; the ARN hyperlink can be used to download the ARN receipt: GSTN guide to submitted or saved refund applications.

5. Watch for acknowledgment or deficiency communication

For applications other than claims from the electronic cash ledger, the proper officer is to scrutinize completeness within 15 days of filing under the CBIC rules. If the application is complete, an RFD-02 acknowledgment is made available. If deficiencies are identified, an RFD-03 deficiency communication is issued. This is a completeness check, not a promise that the entire claim will be sanctioned or paid within 15 days.

What happens after submission

There are two connected but separate processes: the tax officer’s decision and the transfer of money to the bank account. GSTN’s tracking advisory explains that PFMS performs bank validation at two points, after RFD-01 is filed and after the officer issues the RFD-05 payment order: GSTN refund-tracking advisory.

Event System or form What it means
Application filed GST Portal; RFD-01 for many categories The claim has been submitted and receives an ARN. The bank account still has to pass validation.
Completeness scrutiny GST officer; RFD-02 or RFD-03 The officer acknowledges a complete application or communicates deficiencies. It is not the final payment decision.
First bank validation PFMS after filing PFMS checks the registered bank details. The officer can issue the payment order only after the required first validation.
Payment order GST officer; RFD-05 The officer’s payment order is a processing milestone; it does not by itself prove that the bank has received the money.
Final validation and disbursal PFMS after RFD-05 Successful validation permits the final transfer process. A failed or in-process result can stop or delay disbursal.

The rules also describe a seven-day period for a specified provisional-refund order after acknowledgment, subject to the stated conditions. That conditional step should not be presented as the normal end-to-end processing time for every refund.

Track the application on the GST Portal

  1. Sign in to the GST Portal with the taxpayer credentials associated with the application.
  2. Open Services > Refunds > Track Application Status.
  3. Select the filing year or enter the ARN, then choose the search option.
  4. Review the result row and move across the page to view additional details, as described in GSTN’s advisory.
  5. Compare the displayed stage with your acknowledgment, deficiency communication or other notices. Save a dated copy of the status for your records.

The portal’s result tells you where the application is in officer or taxpayer processing. It does not necessarily tell you that funds have reached the bank; use PFMS for that part of the process.

Check bank validation and payment in PFMS

Use the PFMS GST tracking page referenced by GSTN’s advisory for bank validation and disbursal information. The labels can change as the PFMS interface is updated, so follow the current on-screen wording.

After filing RFD-01

GSTN describes a GST Registered control for checking the first validation stage after filing. A result such as GST Under Process indicates that the relevant validation or processing detail is still in progress or has encountered a failure that needs attention.

After the RFD-05 payment order

GSTN describes a GST Successfully Processed control for the post-payment-order stage. Use it after RFD-05 has been issued to check whether the second validation and disbursal process has completed. A GST Portal update showing the payment order is therefore not the same as a bank credit.

Fix a failed bank validation

GSTN lists several causes: an invalid bank name, an IFSC mismatch, an IFSC that is inactive in PFMS, or an IFSC that is not present in PFMS. Its bank-validation FAQ is available at GSTN bank-validation FAQ.

  1. Verify the account holder name, bank name, account number and IFSC against the bank’s current records.
  2. Check whether the IFSC has changed because of a bank merger, branch change or other update.
  3. If the account is unsuitable, select another eligible account or add corrected account details as permitted by the portal.
  4. Return to Services > Refunds > Track Application Status and enter the ARN.
  5. In the Bank Validation Status column, choose UPDATE BANK ACCOUNT.
  6. Submit the corrected account information and monitor the validation result again in PFMS.

Do not assume that changing an account automatically completes payment. The corrected details must pass PFMS validation, and any officer-side processing still has to finish.

Why a refund can remain pending

The application is waiting for completeness scrutiny

Until the officer issues RFD-02 or communicates RFD-03, the application may still be in the initial completeness stage. Recheck the ARN and filing year in the tracking search, and review any communication or notice linked to the case.

A deficiency was communicated

RFD-03 means the officer identified a deficiency in the application. Read the communication carefully, correct the specific defect through the route permitted for that category, and retain evidence of the response. Do not replace an order-based, export or SEZ record with unrelated attachments.

The officer stage is complete but PFMS is pending

An RFD-05 or a favorable portal update can precede final bank validation. Check PFMS rather than treating the GST Portal milestone as proof of payment.

Bank validation failed

Inspect the bank name and IFSC first. A mismatch or an inactive or missing IFSC in PFMS can prevent the transfer even when the underlying refund decision is otherwise ready.

The category or evidence does not fit

A claim can require additional examination when the selected category, relevant period, invoice population, order reference or statutory conditions do not align. Reconcile the application with the category-specific rule before responding to a query.

How long does a GST refund take?

The most precise general period established here is the CBIC rule requiring completeness scrutiny within 15 days for applications other than electronic cash-ledger claims. That period covers the initial scrutiny step only. It is not an end-to-end guarantee for sanction, payment order, PFMS validation or bank credit.

A specified provisional-refund order may have a seven-day period after acknowledgment when the rule’s conditions are met. Because that is conditional and category-dependent, it should not be used as a universal prediction for all applicants. The actual path can include deficiency correction, officer review, first bank validation, RFD-05 and final PFMS processing.

Keep a complete audit trail

  • Final submitted application and ARN receipt.
  • Category-specific invoices, shipping bills, remittance evidence, SEZ endorsements, order copies or ITC statements.
  • Calculations and reconciliations used to arrive at the claimed amount.
  • RFD-02 acknowledgment, RFD-03 deficiency communication and any subsequent response.
  • Screenshots or downloaded records of GST Portal and PFMS status, dated when captured.
  • Bank-account correction details and the result of any repeat validation.

These records let you distinguish a missing document, an officer-stage delay and a bank-transfer problem instead of repeatedly filing a second claim for the same underlying event.

When professional help is sensible

Consider assistance from a qualified GST practitioner or tax professional when the claim involves several zero-rated transactions, accumulated ITC calculations, an appellate or final-assessment order, a deficiency communication, or an uncertain relevant-date rule. The professional should verify the current category, limitation provision and portal workflow rather than promise a payment date. For a straightforward case, the taxpayer can generally file directly through the Common Portal or use a Commissioner-notified facilitation centre where that route is available under the rules.

Practical decision checklist

  1. Have you identified the exact refund category and the person entitled to claim?
  2. Does the selected route match the category, including any cash-ledger or other exception?
  3. Do the invoices, returns, shipping bills, remittance records, SEZ endorsements, orders or ITC statements reconcile to the amount claimed?
  4. Have you checked the category’s relevant date and limitation rule?
  5. Did you save the ARN and acknowledgment immediately after submission?
  6. Did you check Services > Refunds > Track Application Status using the correct year or ARN?
  7. If an officer milestone appears, did you separately check PFMS for bank validation and disbursal?
  8. If validation failed, did you verify the bank name and IFSC and use UPDATE BANK ACCOUNT for that ARN?
