Start with a written request to the hospital’s billing desk and designated grievance officer for an itemized bill, an explanation of disputed charges, the applicable rates, payment receipts and relevant records. If the hospital does not resolve the issue, you can register a pre-litigation grievance with the National Consumer Helpline (NCH), consider a Consumer Commission, and check whether a state health-establishment route applies where the hospital is located. These steps help you seek an explanation or redress; they do not by themselves establish that a charge is unlawful or guarantee a refund.
What to do first: request a breakdown in writing
Ask the hospital billing office and its designated grievance officer for a detailed bill and an explanation of each amount you dispute. The Ministry of Health and Family Welfare’s Charter of Patients’ Rights describes patients’ rights to an itemized bill, an explanation of the bill, payment receipts, information about rates and expected costs, and access to case papers, records and investigation reports relevant to care. See the Charter of Patients’ Rights landing page and the charter.

Request the rate list and the basis for any package, room, consumable or additional charge. For a disputed service, request relevant case papers, records and investigation reports, along with the estimate or consent/authorization related to the charge. Compare the bill with the estimate, consent forms, displayed rates and available treatment documentation before alleging an overcharge.

Keep copies of the original bill, receipts, estimate, discharge papers, relevant prescriptions or reports, messages and complaint acknowledgments. In your request, identify the disputed line items and amounts, state why you question them, and say what you want the hospital to do—for example, explain the charge, correct the bill or review it. Send copies rather than irreplaceable originals and ask for a dated acknowledgment.

How to complain to the hospital
Use the hospital’s named grievance officer or published complaint channel. Keep the complaint factual and specific. Include:
- Hospital name and patient or admission details;
- Invoice number and date;
- Each disputed item and amount, with a short explanation of the concern;
- The explanation, correction or other resolution you are requesting; and
- Copies of documents that support your account.
Retain the message or letter you sent and any acknowledgment or reply. The patient-rights charter recognizes the right to give feedback or lodge a complaint with the provider and seek redress through the hospital’s designated official.
If the hospital does not resolve it: use the National Consumer Helpline
The Department of Consumer Affairs’ National Consumer Helpline is a government pre-litigation consumer grievance channel. Its official contact page lists these options:

The contact page currently lists operating hours as 8 a.m. to 8 p.m. daily except national holidays; check the official page for current details before contacting the helpline. Give a concise account of the bill dispute, follow the selected channel’s prompts, provide supporting documents when requested and save the docket or reference number. NCH facilitates grievance registration before formal litigation; registration is not a decision on liability and does not guarantee a refund.

When to consider a Consumer Commission
If the dispute remains unresolved, a Consumer Commission is a formal redress option under the Consumer Protection Act, 2019. The Department of Consumer Affairs describes a three-tier system of District, State and Central Consumer Commissions. Its Consumer Protection Unit page outlines the framework, and its 2024–25 annual report encourages consumers whose NCH grievances remain unresolved to approach the appropriate Commission.
Use official e-Jagriti or Commission resources for current filing instructions, including the appropriate forum, documents, fees and limitation requirements. Which Commission is appropriate, whether a claim is admissible, how a limitation period applies and what outcome may be available depend on the facts and current procedure; the cited sources do not settle those questions for an individual bill.
Check whether a state health-establishment route applies
The Clinical Establishments Act does not apply uniformly across India. The Ministry’s Clinical Establishments information page lists 19 adopting states and Union territories. Its grievance page currently says the new portal has not officially launched and directs users to contact the State Nodal Officer for offline registration. Check the current health department or nodal authority for the state or Union territory where the hospital is located before relying on this route.

Keep care decisions separate from the billing dispute
Do not delay urgent care or clinical decisions because of a billing disagreement. If care is ongoing, address immediate medical needs while documenting the billing issue and pursuing the appropriate complaint route.
