How to File a Civil Rights Complaint With the DOJ

To report a possible civil-rights violation to the U.S. Department of Justice, start with the Civil Rights Division’s online reporting portal: civilrights.justice.gov/report. Choose the route that fits the issue, describe what happened, and save the confirmation number. A portal report is not necessarily a formal charge, does not guarantee an investigation, and does not replace a separate filing with another agency when one is required.

Choose the right route before you submit

The Civil Rights Division portal is the broad starting point for reporting a possible civil-rights violation to DOJ. Its overview covers concerns in settings including work, school, housing, voting, businesses, public spaces, public benefits, and government services. The portal is a reporting channel—not a determination that DOJ has jurisdiction over a particular claim or will take action.

Start by identifying the kind of conduct, where it happened, and whether a particular agency or specialized process applies. DOJ says different teams may review different kinds of reports, and it may try to connect a report with another team or agency if that is a better fit. For a matter involving immediate danger, the portal’s direction is direct: “If you are in danger, contact 911.”

It helps to think of the choice as a sequence rather than a single form decision. First, identify the issue and setting. Next, check whether DOJ describes a specific process for that type of matter. Then check whether another agency has a separate filing requirement or deadline. If the general Civil Rights Division route is appropriate for making a report, use the live portal or one of the current contact options it lists. A report can still be useful even when DOJ ultimately refers it elsewhere, but it should not be treated as a substitute for another filing that protects a deadline.

Route When it may fit What to keep in mind
General Civil Rights Division online portal A broad report of a possible civil-rights violation. DOJ reviews the report and decides what, if anything, it can do. Contact details are optional, but leaving them out limits the possibility of follow-up or status updates.
Phone or printed report The online form is inaccessible or you prefer another way to contact DOJ. Use the contact information and instructions displayed on the current DOJ portal. A specialized section may have its own phone number and form.
Federal Coordination and Compliance Section (FCS) process A Title VI or Title IX matter within the scope described by that section’s process pages. Use that process’s own complaint and consent/release form and instructions; do not assume it covers every type of civil-rights report.
EEOC or VETS filing Employment discrimination or retaliation claims that DOJ guidance assigns to one of those agencies. A general DOJ portal report is not the required EEOC or VETS filing and should not be assumed to meet its deadline.

The table is about procedure, not a ranking of which route is more effective. The general portal is the broad reporting entry point; the FCS process has a narrower stated scope and its own form; EEOC or VETS filings address specified employment matters. Phone and printed options are alternative ways to contact DOJ, not a way around a specialized process or an agency deadline. When the right route is unclear, check the current instructions for the subject and agency instead of assuming one submission covers every step.

How to submit a report through the general DOJ portal

  1. Open the current reporting portal. Go to the DOJ Civil Rights Division reporting page. Review its current options and instructions before beginning; contact details and routes can change.
  2. Describe the issue and its setting. Identify what kind of concern you are reporting—such as an issue involving work, school, housing, voting, a business, public space, benefits, or a government service. If the issue fits a specialized route or another agency’s process, check those instructions rather than assuming the general portal is the only step.
  3. Give a clear, factual account. Explain what happened, when and where it happened, who was involved, and why you believe it may concern civil rights. Add relevant context that helps DOJ understand the report. Keep facts distinct from conclusions: describe the conduct and circumstances rather than relying only on a label for what happened.
  4. Decide whether to provide contact information. The general form says providing information is voluntary, and it allows a person to continue without an email address or phone number. DOJ warns that without contact details it cannot use them to send updates or ask that person for possible follow-up. The form also cautions that leaving out information may limit the Department’s ability to pursue a claim.
  5. Submit and retain the confirmation number. The portal says it provides a confirmation number. Save it along with a copy of the information you submitted so you can refer to the report if you contact DOJ later.
  6. Check whether a separate filing is still needed. If the issue is an employment discrimination or retaliation claim that DOJ guidance assigns to the EEOC or VETS, follow that agency’s filing process and deadline. Do not treat the portal confirmation as proof that a separate charge or claim has been filed.

Before submitting, read through the account once as if you were encountering the matter for the first time. Can a reviewer tell what happened, approximately when and where it happened, who was involved, and why you are raising a civil-rights concern? If a detail is uncertain, say so rather than presenting a guess as a fact. The objective is to make the situation understandable, not to reach a legal conclusion on DOJ’s behalf.

The general form describes the information as voluntary. That does not mean every omission is inconsequential: DOJ specifically cautions that missing information may limit its ability to pursue a claim. Contact information is one example of information a person may choose not to provide, with the practical tradeoff that DOJ cannot use those details to send status updates or ask that person for follow-up. Decide what to provide with that consequence in mind.

What information should you include?

DOJ’s form describes the information as voluntary, but also warns that missing information may limit its ability to pursue a claim. Aim to give a specific account that allows someone reviewing the report to understand the event and its context.

  • What happened: Describe the conduct or decision you are concerned about, using concrete events where possible.
  • When and where: Give dates or an approximate timeframe and identify the location, organization, program, or service involved.
  • Who was involved: Name the people or entities involved when you know them, and explain their roles if relevant.
  • Why you are reporting it: Explain why you believe the events may raise a civil-rights concern. You do not need to present a legal ruling; DOJ reviews reports and decides what response is appropriate.
  • Relevant context: Include details that help make the sequence understandable, such as what happened before or after the event and any response you received.
  • How DOJ can reach you, if you want follow-up: Contact information is optional on the general portal. If you omit it, DOJ says it cannot use those details to provide status updates or seek possible follow-up from you.

A concise chronology can help keep the account clear: describe the event or decision, place it in time and location, identify the people or organization involved, and explain the context that makes you concerned. Include relevant details that clarify the sequence, including a response you received, without turning the report into a list of conclusions. DOJ’s form asks for information that helps it understand what happened; the portal does not promise a particular result based on the way a report is written.

If you do not know an exact date or name, the useful distinction is between what you know and what you do not know. An approximate timeframe is preferable to implying certainty you do not have. Likewise, explain why you believe the conduct may raise a civil-rights issue without presenting your assessment as an established legal finding. DOJ reviews the report and determines what response, if any, is appropriate.

The portal’s form says its information collection supports enforcement of over thirty civil-rights statutes. The form does not state a year for that figure. It also displays OMB control number 1190-0020. Use the live portal for current submission instructions rather than relying on a saved or reproduced form. A printed form that appeared in search results carried an expiration date of August 31, 2026; because that date has passed, verify that any printed form and its instructions are current before using or reproducing them.

When a specialized process or another agency matters

Title VI and Title IX matters described by FCS

DOJ’s Federal Coordination and Compliance Section has a separate process for the Title VI and Title IX matters described on its pages. That route uses its own complaint and consent/release form for mail submission and publishes phone assistance. Its scope and instructions are specific to that section; they should not be treated as the process for every complaint to DOJ.

For that FCS process, the section lists 1-888-848-5306 for English and Spanish, (202) 307-2222, and (202) 307-2678 for TDD. Its process page says callers who need communication help may ask for an interpreter or translated material. These are contact details for the described specialized route, not a general number for every type of civil-rights issue. Check the current section instructions before mailing a form or calling.

The distinction matters if you have already started the general portal report or are deciding what to submit. The general portal is broad, while the FCS form and consent/release process are tied to the matters that section describes. Use the section’s own instructions for its process rather than assuming a general report automatically serves as its complaint or includes the information its form requests. If you need communication assistance, the FCS process page specifically says to ask for an interpreter or translated material when calling.

Employment discrimination or retaliation

DOJ warns that specified employer discrimination or retaliation claims must be filed with the Equal Employment Opportunity Commission (EEOC) or Veterans’ Employment and Training Service (VETS), as appropriate. A report sent through DOJ’s general portal is not that filing. Because a separate agency’s time limit may apply, identify the correct agency and its current requirements promptly; do not wait for DOJ to respond before checking whether another filing is necessary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The applicable deadline depends on the claim and filing route. The DOJ guidance does not establish one universal deadline for every employment matter, so this article cannot supply a single number that safely applies to all cases. If a deadline may be near or you are uncertain which process applies, contact the relevant agency or seek qualified legal assistance promptly.

This is a practical distinction, not a technicality: DOJ’s portal is for reporting a possible violation to DOJ, while a required EEOC or VETS complaint or claim is filed through that agency’s process. A confirmation number from the DOJ portal confirms that a report was submitted there; it does not establish that another agency received a filing or that its deadline has been met. If you believe the matter falls within the employment guidance, check the appropriate agency’s rules immediately and keep the two steps separate.

What happens after you report an issue?

DOJ says staff review reports. Depending on the matter, possible next steps include a request for more information, mediation, an investigation, referral to another organization, or notice that DOJ cannot help. The Department may also try to connect a report to a more appropriate team or agency. None of these outcomes is guaranteed for an individual report.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

These are possible outcomes, not stages every report necessarily moves through. A referral is not the same as a finding that a violation occurred, and a request for more information does not guarantee an investigation. DOJ may also conclude it cannot help. The point of submitting a report is to give the Department information to review; the portal does not promise that DOJ will open a case or resolve an individual dispute.

Response times vary. DOJ says a response can take several weeks and that it may not always be able to provide updates. If you provided contact information, DOJ may be able to use it for updates or possible follow-up; that does not promise that an update will arrive or that the Department will take a particular action. The portal points people seeking local legal aid to the Legal Services Corporation. That is an independent source for finding local legal aid, not a guarantee of representation or a substitute for any required agency filing.

If a separate deadline may apply, do not wait for the portal’s response before taking steps with the agency that handles that filing. DOJ’s timeline and another agency’s time limit are separate issues. For immediate danger, follow the portal’s direction to contact 911 rather than waiting for a response through a reporting form.

Important distinctions: a report is not every kind of legal filing

Submitting information through the Civil Rights Division portal reports a possible violation to DOJ. It is not itself a legal ruling, a promise that DOJ will investigate, or a substitute for a lawsuit or another required agency filing. In particular, DOJ expressly distinguishes its general portal report from the EEOC or VETS filings required for specified employment claims.

Keep separate any steps needed to preserve a claim or meet a deadline. The correct deadline and forum depend on the applicable law and agency, and the portal does not make that determination for you. When legal rights or a filing deadline may be affected, get qualified legal assistance promptly rather than relying on a portal submission alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In practice, make two separate checks: “Have I reported this possible civil-rights issue to DOJ?” and “Have I completed any other filing required for this kind of claim?” A yes to the first question does not answer the second. This is especially important where DOJ directs specified employment discrimination or retaliation claims to EEOC or VETS. If you are unsure whether a separate process applies, use the relevant agency’s current instructions or seek qualified legal help rather than relying on the portal to sort out the deadline.

For a matter handled through the FCS process described above, use that section’s published contact details and form instructions instead of assuming the general contact route applies. Its listed numbers and communication assistance apply to that specialized process.

If you choose phone or mail because the online form does not work for you or is not your preferred way to contact DOJ, use the instructions currently posted for that route. The portal is the source for its current toll-free and TTY/TDD options and printed-report mailing instructions. Do not rely on an old saved form or a number copied from an unrelated specialized page. The general public number and mailing address above are published by the Civil Rights Division, but a specific program may list a different route.

DOJ does not require readers to buy a product to submit a report. Its online portal and agency forms are the relevant submission tools; there is no reason to treat stationery, a printer, or a commercial legal guide as a DOJ requirement. If you are seeking legal advice or help with deadlines, that is a separate need from submitting a report.

Before you send the report

  • Identify the setting and type of concern so you can check whether a specialized process applies.
  • Write a factual account with the event, approximate date, location, people or entities involved, and relevant context.
  • Choose whether to provide contact details with the understanding that they are optional on the general form but may be needed for DOJ to contact you.
  • Check whether a separate agency filing or deadline applies, especially for employment discrimination or retaliation claims assigned to EEOC or VETS.
  • Save the submitted information and the portal’s confirmation number.
  • If there is immediate danger, call 911.

After submitting, keep the confirmation number with the copy of your report and note any other agency steps you still need to take. The confirmation number is a reference for the DOJ report, not proof of a separate filing. Because DOJ says response times vary and updates are not guaranteed, preserve your own record rather than depending on a later status message to remind you what you submitted.

Frequently Asked Questions

How do I file a civil rights complaint with the DOJ?

For a broad report of a possible civil-rights violation, use the Civil Rights Division’s online portal at civilrights.justice.gov/report. Describe what happened, when and where it happened, who was involved, and why you believe it may concern civil rights. Check for a specialized process or separate agency filing, then save the confirmation number after submitting.

Can I submit a DOJ civil-rights report without giving my name or contact information?

The general portal says providing information is voluntary and allows a person to continue without an email address or phone number. DOJ cautions that without contact details it cannot use them to send status updates or ask that person for possible follow-up. Omitting information may also limit the Department’s ability to pursue a claim.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does filing a report with the DOJ guarantee an investigation?

No. DOJ says staff review reports, but possible outcomes include asking for more information, mediation, an investigation, referral to another organization, or telling the reporter DOJ cannot help. No particular outcome is guaranteed.

Does a DOJ report satisfy an EEOC or VETS filing deadline?

No. DOJ warns that specified employment discrimination or retaliation claims must be filed with the EEOC or VETS, as appropriate. A general portal report is not that agency filing and should not be assumed to meet its deadline. Check the relevant agency’s current requirements promptly.

How long does the DOJ take to respond to a civil-rights report?

DOJ says response times vary and that a response can take several weeks. It may not always be able to provide updates, even when you provide contact information.

Is there a separate DOJ form for Title VI or Title IX complaints?

The Federal Coordination and Compliance Section has a separate complaint and consent/release form for the Title VI and Title IX matters described on its process pages. Its scope is specific to that section, so check its current instructions rather than assuming the form applies to every civil-rights complaint.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I do if I am in immediate danger?

The DOJ portal says, “If you are in danger, contact 911.” Do not wait for a response to an online report when there is immediate danger.

Is there a fee to submit a DOJ civil-rights report?

The DOJ materials describe the portal and agency forms as reporting routes and do not identify a product purchase as necessary to submit a report. Check the live DOJ portal for current submission instructions; do not treat commercial stationery, a printer, or a legal guide as a DOJ requirement.

The Bottom Line

Use the DOJ Civil Rights Division portal to report a possible violation, give a clear factual account, and keep the confirmation number. Before relying on that report, verify whether a specialized DOJ process or separate EEOC or VETS filing applies. A report does not guarantee an investigation or preserve every legal deadline; seek qualified legal help promptly if a deadline or legal right may be at stake.
