Do not treat an AI chatbot as the final authority on a political claim. Use it to surface claims, keywords and possible leads, then verify each precise statement against primary records, the relevant election authority and an independent fact-check. Save the exact wording, identify the date and jurisdiction, open every cited source yourself, and label the result “verified,” “false,” “misleading,” or “unverified” only after checking the evidence.
Why a chatbot answer needs verification
A chatbot generates likely text from patterns in its training and, when available, retrieved material. It is not a records office, election administrator or editor who checks every sentence before publication. Fluent prose can therefore contain a wrong date, an invented quotation, a distorted statistic or a citation that looks credible but does not exist.

OpenAI’s Help Center warns that ChatGPT can produce “incorrect or misleading outputs” and says important information should be verified. The House of Commons Library gives the stricter operational rule: treat every factual statement produced by AI as unverified until it has been thoroughly checked. The Australian Electoral Commission similarly notes that chatbots have a documented history of “hallucinating” information.

That does not make a chatbot useless. It can help you find terminology, discover that a claim has several parts, suggest documents to look for and translate a complicated issue into plain language. Its output is a starting list of propositions to test, not a verdict.

The nine-step verification workflow
1. Freeze the exact claim
Copy the chatbot’s answer into a note before asking follow-up questions. Record the prompt, the full response, the model name if the interface shows it, the access date and every citation or link. Screenshots can preserve formatting, but keep selectable text too.
Break a long sentence into separate propositions. For example, “The bill passed last year, cut taxes for everyone and caused employment to rise” contains at least three factual claims plus an implied causal claim. Check each one independently. Mark every proposition as a fact, prediction, opinion or advocacy. Predictions and opinions are assessed differently from statements about what happened.
- Fact: A claim that can be checked against a record, measurement or direct quotation.
- Prediction: A forecast that should be identified as a forecast, not checked as an established outcome.
- Opinion: A judgment or value statement that may be reasonable without being provable as true.
- Advocacy: Persuasive wording that may select facts or omit context to support a position.
2. Define the scope before searching
Write down the jurisdiction, office or policy, time period, population and definitions involved. Political language often changes meaning when one of these is missing.
- “The election” could mean a national contest, a state election, a primary, a referendum or a local special election.
- “Voters” might mean registered voters, eligible adults, people who cast ballots or respondents in a poll.
- “Unemployment,” “crime,” “inflation” and similar terms can use different definitions and denominators.
- “Last year” depends on the date the question was asked and the date the answer was generated.
Turn vague wording into a testable statement. Instead of checking “the government banned mail voting,” specify which government, which law or regulation, which election and whether “banned” means prohibited for everyone or restricted under particular conditions.
3. Trace every citation yourself
Open each cited URL rather than trusting the title, snippet or chatbot’s description. Confirm all of the following:
- The page actually exists and is the original page, not a copied summary.
- The author or issuing institution is identifiable.
- The publication date and any update date fit the period in the claim.
- The quoted passage appears on the page and is not missing a qualifying sentence.
- The source supports the exact proposition, not merely a related topic.
A plausible-looking citation is unverified until it opens and matches. A real page can still be misused: a chatbot may attach a genuine report to a conclusion the report does not make, confuse a headline with the underlying finding or cite an old version after a rule changed.

When a link fails, search for the document by its exact title through the issuing institution’s official site. If you cannot locate the original record, label the statement “unverified” rather than repeating a citation as if it were real.
4. Prefer primary evidence
Use the record closest to the event or decision. Depending on the claim, that may be an election office notice, legislation, a court opinion, a government statistical table, a budget document, an official transcript, a filing or the original dataset.
Independent fact-checkers and reputable journalism are valuable for locating documents, explaining a dispute and identifying what needs checking. For a consequential claim, inspect the underlying record whenever it is available. A news article that accurately reports a hearing is not the same evidence as the hearing transcript.
For election administration, the controlling source is the official authority for the relevant jurisdiction. In the United States, voter-facing guidance is provided by the Election Assistance Commission and state or local election offices. In Australia, consult the Australian Electoral Commission and the appropriate state or territory authority. In the United Kingdom, use the Electoral Commission and the local authority administering the election. Their instructions take precedence over a chatbot, a campaign post or a general search result.
5. Triangulate important claims
Find a second independent source for claims that could change someone’s vote, eligibility, registration, polling place or understanding of a public safety issue. Independence matters more than the number of pages. Two websites may simply repeat the same wire story, press release or social-media post.

A strong combination might be an official record plus an independent fact-check that explains its context, or a dataset plus a methodology-focused analysis.

6. Check time and place immediately before action
Election procedures are unusually volatile. Registration deadlines, eligibility rules, early-voting periods, polling locations, officeholders and ballot instructions can change after a chatbot’s knowledge cutoff or after its answer was generated. Confirm the election date and jurisdiction on the official authority’s current page just before registering, traveling to vote or advising someone else.
Do not generalize one jurisdiction’s rule to another. A deadline, identification requirement or mail-ballot process in one state, country or municipality may not apply elsewhere. Preserve the date you checked so another reader can reproduce the result.
7. Test rhetoric, omissions and comparisons
A campaign statement can contain a true number and still produce a misleading impression. Ask:
- Who benefits if readers accept the claim?
- What context, time period or comparison has been left out?
- Does the denominator match the headline wording?
- Does a correlation get presented as proof of causation?
- Are two unlike populations, places or periods being compared?
- Is a quotation shortened so that its qualification disappears?
Recalculate percentages from the original counts where possible. Check whether a percentage refers to all eligible people, respondents, registered voters or actual voters. A change in denominator can reverse the apparent size of an effect without either number being mathematically wrong.
8. Treat synthetic media as a separate check
Text, audio, images and video generated or altered by AI can look and sound convincing. Fluency, high resolution and another chatbot’s confidence do not establish authenticity. Guidance highlighted by the UK government and Elections Canada emphasizes the need to check provenance and corroboration.
For a suspicious clip or image:
- Find the earliest available upload and preserve its URL, timestamp and surrounding description.
- Check whether the named person or institution published the same material through an official channel.
- Look for independent reporting from organizations that obtained the original file or witnessed the event.
- Inspect audio cuts, lip synchronization, lighting, unusual hands or text rendering, but treat visual clues as indications rather than proof.
- Ask the relevant institution or person for confirmation when the claim is consequential.
Do not use one AI system to authenticate another AI system’s output. The verification target is the original event and its provenance.

9. Report a calibrated result
Write the claim exactly, identify who made it and give the date and jurisdiction. State the verdict in language that matches the evidence:

- True or supported: The primary record directly supports the proposition as written.
- False: Reliable evidence contradicts the proposition.
- Misleading: A real fact is presented without material context, with a mismatched comparison or with an implication the evidence does not support.
- Partly true: One component is supported while another is not.
- Unverified: Available evidence is insufficient to establish or refute it.
Show the decisive evidence, include the relevant date, explain any missing context and link to primary sources when publishing. “Unverified” is a valid conclusion; guessing to fill an evidence gap is not.
How to judge sources consistently
Use the same tests for a chatbot citation, a campaign release, a viral post and a news article. The following framework helps prevent a source from receiving extra credibility merely because it sounds professional.

Election questions that require an official check
When an answer could alter what someone does at the ballot box, go directly to the authority administering that election. Use the chatbot only to identify the question you need to ask.

A chatbot may summarize a rule correctly and still omit an exception that determines whether a particular voter can act. Treat the official page as controlling, especially on the day of an election.

Statistics require more than checking whether a number appears in a real article. Locate the original table or methodology and record the unit, period, sample, denominator and comparison.
- Write the numerator and denominator in plain language.
- Confirm whether the figures are counts, percentages, rates, index values or survey estimates.
- Check the dates and whether the comparison uses the same boundaries and definitions.
- For polls, identify the population surveyed, field dates, sample size, weighting and stated margin of error.
- Look for revisions, seasonal adjustments and breaks in the series.
- Recalculate the displayed percentage from the source values when rounding could affect the conclusion.
“Record high,” “largest ever” and “majority” are comparison claims. They require a defined reference period and population. If the chatbot gives neither, the wording is incomplete even if the underlying number is genuine. A Reuters Institute study is useful for understanding the kinds of sources that appear in chatbot answers, but it does not establish a universal accuracy rate for those answers.
Worked examples of the method
A claimed registration deadline
Suppose a chatbot says, “Registration closes on Friday.” Freeze that sentence, record the country or state and identify the election. Open the official election office’s current registration page, check the deadline and time zone, and verify whether online, postal and in-person registration have different cutoffs. If the chatbot cited a news article, inspect the article’s date and compare it with the authority’s current notice. Report the exact deadline and scope; do not repeat the chatbot’s broad sentence if it omitted the jurisdiction.
A quote attributed to a candidate
Save the quote exactly, including punctuation and the claimed date. Search for the full speech, transcript, video or official statement. Compare the surrounding sentences and confirm that the speaker, event and language match. If only reposts exist and no reliable original can be found, label the attribution unverified. Do not “debunk” a fabricated quote by repeating it without clearly identifying it as an unverified attribution.
A claim that a policy caused an outcome
Separate the observed outcome from the causal conclusion. Check the underlying measurements, the period before and after the policy, other plausible causes and whether the source used a comparison group. A report may show that two events occurred in sequence without showing that one caused the other. Use “coincided with” unless the evidence supports a stronger causal statement.
Common mistakes and how to correct them
- Accepting a confident tone: Confidence is a writing style, not an accuracy signal. Return to the record.
- Checking only the headline: Read the cited passage and the qualification around it.
- Counting repeated links as confirmation: Trace them back to their first source and seek an independent record.
- Using a generic national answer for a local election: Identify the exact administering authority.
- Ignoring update dates: Recheck volatile rules immediately before taking action.
- Arguing with the chatbot instead of checking evidence: Stop the conversation and test the frozen claim.
- Overstating a partial finding: Report which part is supported and which part is not.
- Calling an unknown claim false: Use “unverified” when the evidence is simply missing.
A printable fact-check checklist
- Did I save the exact chatbot output, prompt, model and access date?
- Did I split compound sentences into individual propositions?
- Did I identify the speaker, date, place, office, population and definitions?
- Did I open every citation and confirm that it supports the exact wording?
- Did I inspect a primary record or original dataset?
- Did I find an independent source for a consequential claim?
- Did I check the current official election authority for rules and locations?
- Did I test the denominator, comparison period and causal wording?
- Did I investigate provenance separately for synthetic audio, video or images?
- Did I publish the claim, evidence, date, context and a calibrated verdict?
What to remember
A chatbot can accelerate the search, but it cannot transfer responsibility for accuracy. The reliable sequence is: freeze the wording, define the scope, trace citations, prefer primary records, triangulate, check currency and jurisdiction, test omissions, authenticate media by provenance, and report uncertainty honestly. That process works whether the claim supports your political preference or challenges it.
