How to Explain Life Insurance Coverage Gaps in Plain Language

A life insurance coverage gap is the difference between the money and support survivors may have after an insured person dies and the costs they may still face. It is not a universal percentage of salary or a standard dollar amount. The possible gap depends on the household, the people who rely on the insured, debts and final expenses, continuing income and assets, and how long each need will last.

To explain it clearly, list the household’s needs, subtract resources that would still be available, and examine the result over the period that needs protection. Treat the difference as a question to investigate—not an automatic recommendation to buy a particular policy.

What “coverage gap” means

A life insurance policy pays a death benefit to its beneficiaries when the insured dies while the policy is in force. That money may help pay funeral costs, childcare, debt repayments, medical bills, education, a mortgage, or other continuing obligations. A coverage gap exists when the resources survivors could use are not enough to meet those obligations over the relevant period.

The calculation is personal. Two people with the same income can have very different gaps because one may support young children and a large mortgage while the other may have no dependents and substantial savings. The amount also changes as children become independent, debts are repaid, savings grow, or employment benefits change.

The National Association of Insurance Commissioners (NAIC) describes the central question this way: “How much of the family income do I provide?” Its beneficiary guidance, dated October 12, 2026, also points to funeral expenses, childcare, debt repayments, medical bills, education costs, and mortgages as needs that can continue after death.

A gap is not the same as a policy amount

The result of a worksheet is an estimate under stated assumptions. It is not a promise that a policy with exactly that face amount is suitable. Premiums, policy terms, health underwriting, taxes, existing insurance, and changing family circumstances all affect the final decision. If the estimate is uncertain, describe it as a possible shortfall to review with a licensed professional rather than as a precise answer.

Build the picture in four parts: needs, resources, time and affordability

A plain-language explanation works best when every household writes down the same four categories. The categories come from consumer guidance from the NAIC, the California Department of Insurance and the Insurance Information Institute (III).

1. Needs that would continue or arise after death

  • Income or services lost: Include the insured person’s contribution to household income and unpaid work such as childcare, transportation, cooking, home maintenance or care for a relative. Replacing a service can cost money even when no salary was attached to it.
  • Dependents: Identify children, a partner, parents or anyone else who relies on the insured financially or for daily care. Note their ages and how long support is likely to be needed.
  • Debts: List a mortgage, personal loans, credit balances, education loans, business obligations and any debt that survivors could be expected to repay. Check whether a debt has separate insurance or a co-signer before counting it in full.
  • Final and medical expenses: Include funeral or burial costs and medical bills that the estate or family may have to pay.
  • Education, childcare and care: Estimate tuition, training, childcare, eldercare or disability-related support that the insured’s income or labor currently helps provide.
  • Other goals: A household may want to leave an inheritance, fund a charitable gift or provide a special-needs trust. Keep these goals separate from essential obligations so the trade-off is visible.

2. Resources survivors may still have

  • Death benefits from individual life insurance policies already in force.
  • Employer-provided life insurance, if the benefit is payable and remains available under the plan’s rules.
  • Savings, investments, property equity and other assets that the household could use without creating a new hardship.
  • Income that continues, such as a survivor’s wages, pension payments or other benefits. Verify eligibility and duration rather than assuming an income stream will continue indefinitely.
  • Assets or benefits that are earmarked for a different purpose. A retirement account, for example, may technically be available but still be needed for the survivor’s long-term income.

Use policy documents, plan summaries and account statements. A remembered headline amount can be wrong, and a workplace benefit may be subject to employment, enrollment or beneficiary rules.

3. Time: how long each need lasts

Separate one-time costs from recurring costs. Funeral expenses happen once; childcare may last for years; a mortgage may run for a different period; and a survivor may need income until retirement or until children are independent. Also record when existing coverage ends. A policy attached to a job may end or become more expensive when employment ends, while a term policy expires at a stated date.

4. Affordability

A theoretical gap is not useful if the premium cannot be maintained. Set a premium that the household can pay through ordinary financial pressures without neglecting emergency savings, debt repayment, housing or other priorities. Coverage that lapses can leave the family with no benefit after years of premiums.

A worksheet for explaining the possible shortfall

The following layout keeps assumptions visible. Add a time period and a note for every number; do not combine amounts simply because they appear on the same statement.

Category What to record Questions to ask
Needs One-time costs, annual income or services, debts, care, education and other goals Who depends on this contribution, and for how long?
Resources Current policy benefits, workplace insurance, savings, assets and continuing income Is the amount guaranteed, accessible and likely to continue?
Time Start and end dates for each need and each policy Does the need end when a child reaches a certain age, a debt is repaid or a job benefit ends?
Affordability Premium that can be paid reliably Would this payment force the household to drop another essential protection?

After the worksheet is complete, compare resources with needs for each period. A possible gap is the amount of needs that resources do not cover under those assumptions. Present the result with its assumptions attached, such as “possible ten-year shortfall if the mortgage remains outstanding and the workplace benefit ends when employment ends.”

Step-by-step example using household assumptions

This example is illustrative only. Its numbers are not a benchmark and are not a recommendation for any household.

  1. List one-time needs. Suppose a household estimates $15,000 for final expenses and $40,000 of debt that would remain after death.
  2. List time-limited needs. Suppose childcare and replacement services are estimated at $18,000 a year for ten years. Under that assumption, the ten-year total is $180,000.
  3. List longer obligations. Suppose the remaining mortgage balance is $240,000. The household should check whether it wants insurance to pay the entire balance or whether continuing income will cover scheduled payments.
  4. Identify resources. Suppose current individual and workplace policies together provide $75,000 and accessible savings provide $100,000. Confirm each policy’s actual death benefit and whether the workplace coverage is still in force.
  5. Compare by period. The listed needs total $475,000 ($15,000 + $40,000 + $180,000 + $240,000). Listed resources total $175,000, leaving a possible $300,000 difference under these assumptions.
  6. Test the assumptions. Recalculate if the survivor’s income continues, if the mortgage is refinanced, if childcare costs change, if savings are needed for retirement, or if an employer benefit is not portable. Each change can increase or decrease the possible shortfall.

The arithmetic illustrates the method, not a universal “ten times income” rule. The NAIC, California Department of Insurance and III materials do not prescribe one formula or a standard coverage amount.

Audit current policies before estimating new coverage

Many errors arise because people count coverage from memory. Gather the policy contract, latest statement, beneficiary designation and employer plan description. For every policy, answer these questions:

  • What death benefit is payable, and are there conditions or reductions?
  • Who is insured, and who is named as beneficiary?
  • When does coverage begin and end?
  • What premium is due, how often is it due, and what happens if a payment is missed?
  • Is the policy individual or linked to a job, association or other group?
  • Are any values, riders or benefits guaranteed, and which figures are projections?
  • Can the policy be converted, continued or taken with the insured after leaving employment?

Why workplace coverage may leave a gap

Employer insurance can be useful, but NAIC consumer guidance warns that it is often less than a household needs and may not be portable after an employee leaves. Confirm the benefit amount, eligibility, beneficiary process and conversion or portability provisions in the actual plan documents. Do not count a benefit that depends on remaining employed unless the household has a realistic plan for that employment to continue through the protection period.

Match the duration to the need

Duration is as important as the face amount. A temporary need can call for coverage that lasts through that need; a permanent obligation or estate goal may require a different structure.

Need Duration question What to examine
Childcare or income while children are dependent How many years until care or support is no longer required? Whether the policy remains in force for that entire period and whether premiums remain affordable
Mortgage or other debt When will the balance be repaid, and could refinancing change the schedule? Whether survivors need a lump sum or continuing income to make payments
Final expenses Is the goal limited to immediate costs? Whether existing savings or other resources already cover the amount
Long-term dependent or estate goal Could the need continue for the insured’s lifetime? Guaranteed benefits, premium obligations, policy values and what happens if assumptions do not hold

Term and cash-value insurance in plain language

NAIC materials group life insurance into term and cash-value categories. Term insurance covers a specified period. Whole life, universal life and variable life are examples of cash-value insurance. The categories differ in duration, cost structure, guarantees and how policy values may change; neither category is automatically right for every household.

Feature Term insurance Cash-value insurance
Coverage period A stated term, subject to the contract and any renewal or conversion provisions Designed to provide ongoing coverage under the policy’s conditions, often with a cash-value component
Primary comparison Whether the term matches the years of the household’s need Which benefits and values are guaranteed, how premiums are structured and how values may change
Cost decision Whether the premium remains affordable through the selected term Whether the household can maintain the required premiums and understands non-guaranteed elements
Questions to ask What happens at expiration, renewal or conversion? What is guaranteed, what is projected, and what minimum values or benefits apply?

When comparing cash-value policies, follow the NAIC’s advice to examine what the policy does, how values may change, what is not guaranteed and whether guaranteed minimums apply. A projection is not the same as a guaranteed result.

Compare possible policies without hiding the trade-offs

Put existing and proposed coverage side by side. A useful comparison includes:

  • Amount: Compare the death benefit with the specific needs and resources in the worksheet.
  • Duration: Check whether the policy lasts through the longest relevant need, not merely through the next few years.
  • Premium: Record the amount, frequency, payment period and consequences of missed payments.
  • Guarantees: Separate guaranteed death benefits, premiums and minimum values from figures that depend on interest, investment performance or other assumptions.
  • Features: Review riders, exclusions, conversion rights, renewal terms, surrender provisions and beneficiary rules in the contract.
  • Existing coverage: Determine which portion of the need is already met before adding a new policy.

Ask for an explanation in ordinary language of every non-guaranteed value. If the explanation depends on a chart or illustration, retain the illustration with the policy records and identify which columns are contractual guarantees.

Do not cancel old coverage just because a new quote is cheaper

Replacing a policy can create a gap or make coverage more expensive. The NAIC advises comparing the existing policy with the proposed replacement and not cancelling current insurance until the new policy has been obtained. Health changes since the original application can affect eligibility, underwriting and premium.

  1. Obtain the proposed policy’s written offer, exclusions, premiums, guarantees and effective date.
  2. Compare it with the current contract, including duration, benefits, values, surrender charges and conversion rights.
  3. Ask whether replacing the policy restarts contestability or other contractual periods under applicable law and policy terms.
  4. Confirm that the new policy has been issued and is in force, not merely quoted or applied for.
  5. Only then decide whether cancelling, surrendering or reducing the old policy is appropriate, and document the reason.

A licensed agent or financial adviser can help with a complex replacement, but the household should still read the contracts and verify the adviser’s credentials and the explanation of guarantees.

Use questions that make the gap understandable

People often understand a coverage gap faster when the discussion starts with their obligations rather than with a product. The following prompts adapt questions in NAIC consumer guidance:

  • “How much of the family income do I provide?”
  • “How will my family pay final expenses and repay debts after my death?”
  • Who would provide the childcare, transportation or care I provide now?
  • Which costs end quickly, and which could continue for years?
  • What money would definitely be available, and what depends on a job, a claim decision or an investment result?
  • Who is the beneficiary on each policy, and does that designation match the household’s wishes?
  • How long could the survivor maintain housing and ordinary expenses without the insured’s income or services?

Plain language avoids saying “you need a multiple of salary.” It says, “Here are the costs we identified, here are the resources that may remain, and here is the period in which the difference could matter.”

Common explanations that mislead families

  • Using one salary multiple for everyone: A multiple ignores dependents, debts, assets, services and duration. It can overstate or understate a household’s need.
  • Counting the employer benefit as permanent: Employment-linked coverage may end or become unavailable after a job change.
  • Ignoring unpaid work: A stay-at-home parent or caregiver may have little reported income but provide services that are costly to replace.
  • Assuming every asset is available: Savings may be reserved for retirement, taxes, a dependent’s care or another obligation.
  • Treating an illustration as guaranteed: Cash-value projections can include values that are not guaranteed.
  • Calculating only the death benefit: Premium affordability and the years the policy remains in force are part of the protection.
  • Replacing first and comparing later: A new policy may be declined or priced differently after health changes.
  • Presenting an estimate as a verdict: A possible shortfall changes when income, debt, family size, assets or policy terms change.

When to update the estimate

Revisit the worksheet after a marriage, divorce, birth or adoption; a major job or income change; a home purchase or refinance; a large debt; a child’s change in care or education plans; a change in health or household assets; or a change to employer benefits. At each review, verify beneficiaries and obtain current policy statements rather than carrying forward old figures.

Where professional help fits

A licensed insurance agent, broker or financial adviser may be useful when the household has business obligations, special-needs planning, multiple policies, a proposed replacement, complex beneficiaries or uncertainty about guarantees. Ask the professional to show how each recommendation addresses a listed need, what assumptions it uses, what is guaranteed, and what happens if the household stops paying. Professional assistance does not remove the need to read the policy and confirm that the premium is sustainable.

A concise explanation you can reuse

“Your coverage gap is not a standard number. We list what your family would still need after your death, such as income, care, debts, final expenses and education. Then we list what would still be available, including existing insurance, savings, assets and continuing income. We look at how long each need lasts and whether the policies remain in force for that period. The difference is a possible shortfall to investigate, subject to what you can afford and what the policy guarantees.”
