An AI investment is justified only when it improves a defined business outcome by more than the full cost and risk of achieving that improvement. Start with a documented baseline, specify how results will be measured, include labor and other enabling investments—not just model or software fees—and test whether observed changes can reasonably be attributed to the system. Track gains, deterioration, operating conditions, and trustworthiness over time. Then use pre-agreed thresholds to continue, modify, scale, or stop the initiative.
Neither the NIST AI Risk Management Framework nor OECD guidance supplies a universal ROI equation or one causal study design. Your organization must choose measures, time windows, attribution methods, and decision thresholds that fit the use case, and disclose those assumptions.

1. Define the decision before you measure anything
Begin by stating what funding decision the evaluation will inform: approve a pilot, continue an existing deployment, expand it to another workflow, redesign it, or retire it. Name the accountable business owner and the process, product, or service affected. “Use AI” is not an outcome; it is an intervention. The outcome might be shorter cycle time, fewer avoidable errors, better service quality, greater capacity, or additional revenue, but the organization must select measures it can observe credibly in its own context.
Write an outcome statement
Use a sentence with four parts:
- Process or population: which workflow, customers, employees, transactions, or cases are included.
- Intervention: what the AI system does and where a person or another system acts on its output.
- Primary outcome: the business measure expected to change.
- Boundary and time window: what is excluded and when performance will be assessed.
For example, “For customer-support tickets in the enterprise queue, an AI draft-assistance tool will be evaluated for its effect on median resolution time during the first 90 days, while monitoring reopens, escalations, customer-satisfaction responses, and agent workload.” This is a measurement specification, not a promise that the tool will improve every measure.

Identify the action that follows each result
Before launch, document what evidence would trigger continuation, redesign, a larger controlled rollout, or termination. A threshold is useful only if someone has authority and resources to act on it. Include a date for the decision and the people who will sign it off.
2. Establish a baseline and a credible comparison
Record current performance before the AI changes the workflow. A baseline should describe the metric definition, data source, population, collection method, measurement window, and relevant operating conditions. Capture variation rather than a single convenient average: seasonality, staffing, product mix, demand, geography, and policy changes can all move a metric independently of AI.
Choose the comparison that fits the use case
- Pre/post comparison: compares the same process before and after deployment. It is simple, but unrelated changes can be mistaken for an AI effect.
- Concurrent control: keeps a comparable group on the existing process while another group receives the AI intervention. Define eligibility and prevent accidental crossover.
- Phased rollout: introduces the system at different times across teams, sites, or product segments. The rollout order and timing must be recorded so the comparison remains interpretable.
- Matched or historical comparison: useful when random assignment is impractical, but differences between cases and periods must be documented and tested.
These are options, not a mandated design. The appropriate counterfactual depends on the workflow, ethical constraints, sample size, interference between users, and how quickly conditions change. Do not describe an observed post-deployment difference as “caused by AI” unless the design and analysis support that attribution. If attribution is weak, label the result as an association and state what other explanations remain plausible.
Freeze the baseline definition
Version the metric definition and baseline data extract. If the organization changes a policy, staffing model, pricing rule, or data pipeline, mark the date and explain whether the change breaks comparability. Keep raw observations or an auditable aggregate so a finance or governance reviewer can reproduce the calculation.
3. Count the entire investment, not just the model bill
The relevant denominator is the investment required to produce and sustain the outcome. OECD’s 2025 report, Advancing the Measurement of Investments in Artificial Intelligence, treats investment broadly, including labor, skills, physical capital, and intellectual-property products. It also discusses complementary assets such as software, data, skills, and organizational capital. That macroeconomic framing is not a firm-specific accounting standard, so translate it into an explicit inventory for your deployment.

Direct technology costs
- Model, inference, API, hosting, storage, and networking charges.
- Licenses for orchestration, monitoring, security, evaluation, and analytics.
- Hardware purchases, depreciation, energy, and facilities where systems run on premises.
- Integration work, identity controls, data connectors, and changes to existing applications.
Complementary labor and capability
- Engineering, data, product, operations, legal, privacy, security, and procurement time.
- Training and the time employees spend learning, reviewing, correcting, or escalating AI output.
- Data preparation, labeling, quality checks, documentation, and access management.
- Management and governance work needed to approve use cases, investigate incidents, and maintain records.
Ongoing operating exposure
- Monitoring, evaluation refreshes, retraining or prompt and workflow changes, and incident response.
- Human review, fallback procedures, customer support, and communications when the system is unavailable or wrong.
- Compliance assessments, audits, security testing, privacy controls, and accessibility work where applicable.
- Transition costs, including dual-running the old and new processes during a pilot or rollback.
Classify each item as one-time, recurring, variable per transaction, or contingent on an incident. State which costs are incremental to the AI option and which would occur under the status quo. If an input cannot yet be priced, record the owner and a measurement method rather than silently assigning zero.
4. Define how benefits and losses will be measured
A value case needs a measurement plan, not a list of aspirations. For every metric, specify its formula, unit, data source, owner, sampling or coverage, cadence, quality checks, and decision threshold. Separate leading indicators (such as adoption, completion rate, or review time) from lagging business outcomes (such as error rates, retention, margin, or service quality).

| Field | What to document |
|---|---|
| Outcome | The business result and why it matters to the decision |
| Metric definition | Numerator, denominator, unit, inclusion rules, and treatment of missing data |
| Baseline | Pre-deployment value, distribution, period, population, and operating conditions |
| Target or guardrail | Expected improvement and limits for deterioration or adverse impact |
| Data and owner | System of record, collection method, accountable person, and reviewer |
| Cadence | Daily, weekly, monthly, or milestone-based review and retention period |
| Action rule | What happens when the metric meets, misses, or becomes unreliable |
Measure realized outcomes, not projected capacity
A vendor estimate, pilot estimate, or theoretical labor saving is an expectation. Realized value requires evidence that the process actually changed and that the organization captured the benefit. If a tool can generate more work per hour but staffing, demand, or quality constraints prevent that capacity from being used, the potential is not yet a realized financial benefit. Document whether a result is cash released, cost avoided, capacity redeployed, revenue recognized, risk reduced, or simply an operational improvement that has not been monetized.
Choose a transparent internal value formula
You may define an internal calculation such as (realized benefit − incremental investment) ÷ incremental investment, or use payback, net present value, contribution margin, service-level improvement, or another measure suited to the decision. This is an organizational choice, not a formula prescribed by NIST or OECD. State treatment of one-time costs, recurring costs, uncertainty, taxes, currency, discounting, and benefits that cannot responsibly be converted into money. Show a range when assumptions are uncertain instead of presenting a spurious point estimate.
5. Track implementation, improvement, decline, and context
OECD’s Due Diligence Guidance for Responsible AI calls for tracking implementation and results and documenting measurable performance improvements or declines. Its due-diligence framework and practical examples emphasize context, stakeholder input, and field data relevant to impacts and trustworthiness.

Monitor the intended result
Report the primary outcome against the frozen baseline and comparison group. Include confidence intervals or uncertainty ranges when the method supports them. Break results down by meaningful segments—such as site, product, language, customer type, or case complexity—when aggregation could hide materially different effects.

Monitor deterioration and unintended effects
- Quality defects, rework, complaints, escalations, reversals, or repeat contacts.
- Longer handling time caused by review, correction, or exception queues.
- Changes in access, exclusion, error rates, or outcomes for affected stakeholder groups.
- Security, privacy, safety, reliability, or availability incidents.
- Workload shifts, skill erosion, morale effects, or dependence on a single system.
Attach each material change to its operating context: model or prompt version, data source, policy, staffing, demand, and known incidents. A decline can be as decision-relevant as an improvement; do not hide it in an aggregate score.
6. Evaluate trustworthiness throughout the lifecycle
The NIST AI Risk Management Framework (AI RMF) was released on January 26, 2023. It is voluntary, and the NIST page notes that revision work is in progress. The framework is intended to incorporate trustworthiness into AI design, development, use, and evaluation rather than treating risk as a final compliance check.
Use the four AI RMF functions as a management cycle
- Govern: assign accountability, policies, resources, documentation, and escalation paths.
- Map: describe the intended use, stakeholders, context, limitations, potential harms, and legal or organizational requirements.
- Measure: test performance, validity, reliability, safety, security, privacy, fairness, explainability, and other relevant characteristics using appropriate evidence.
- Manage: prioritize and respond to identified risks, monitor controls, document residual risk, and revisit decisions as conditions change.
The NIST AI RMF Playbook organizes suggested actions around these four functions. NIST’s AI RMF FAQs explain that relevant characteristics should be considered during pre-design, design and development, deployment, use, and test and evaluation.
Connect trustworthiness measures to business value
Validity and reliability affect whether an apparent efficiency gain survives real operating conditions. Safety, security, and resilience affect downtime, incident cost, and continuity. Accountability, transparency, explainability, and interpretability affect adoption, dispute handling, and auditability. Privacy enhancement and fairness with harmful bias managed affect legal exposure, access, and stakeholder trust. Do not convert every risk into a dollar figure; present material risks and control costs alongside financial and operational outcomes.

7. Compare the AI option with realistic alternatives
Evaluate the current process, the AI-enabled process, and feasible non-AI changes on the same dimensions. The following comparison axes synthesize OECD investment measurement and due-diligence guidance with the NIST AI RMF; they are not a mandatory weighted scorecard.
| Dimension | Questions for every option |
|---|---|
| Outcome | Which defined measure should change, from what baseline, for which population and period? |
| Investment scope | What labor, skills, physical capital, software, data, intellectual property, and organizational change are required? |
| Evidence quality | How will implementation and realized results be tracked, and how strong is the counterfactual or attribution? |
| Operational fit | What integration, training, review, maintenance, fallback, and support capabilities are needed? |
| Trustworthiness and impact | Which stakeholders may be affected, what harms are plausible, and how will controls and residual risks be monitored? |
| Reversibility | Can the organization pause or roll back the option without losing records, service continuity, or critical capability? |
Include a non-AI process redesign, automation, additional staffing, better data collection, or doing nothing when each is feasible. If a comparison value is unknown, write “not stated” in the decision record and assign a way to learn it; do not treat an unknown as zero cost or zero risk.
8. Turn evidence into decision gates
Continue or expand
Use this gate when the primary outcome improves against a credible comparison, full incremental costs are known well enough for the decision, operating controls are functioning, and no material trustworthiness or adverse-impact issue exceeds the organization’s tolerance. Expansion should include a new baseline and capacity check; results from one team or segment may not transfer automatically.
Modify and retest
Choose modification when the result is promising but attribution is weak, benefits are offset by review or integration costs, performance varies materially by segment, or a control is inadequate. Change one material factor at a time where practical, document the new version, and restart the relevant measurement window rather than blending incompatible versions.

Best Value
9. Common evaluation failures and their fixes
- Counting only subscription fees: add integration, data, training, review, governance, and ongoing operations; classify one-time and recurring components.
- Using a vague baseline: freeze definitions, populations, periods, and operating conditions before launch.
- Claiming causation from a before-and-after chart: add a control, phased rollout, or another credible comparison, and label residual uncertainty.
- Measuring adoption as value: treat usage as a leading indicator and require evidence of the intended business outcome.
- Reporting averages only: inspect distributions and affected segments so gains for one group do not conceal harm or failure for another.
- Ignoring declines: add quality, complaint, rework, incident, and workload guardrails beside the primary benefit.
- Monetizing every effect: keep material safety, privacy, fairness, and trust impacts visible even when no defensible price exists.
- Leaving no exit path: design fallback, rollback, data retention, and ownership before production use.
- Letting the metric drift: version definitions and record model, data, policy, staffing, and workflow changes that affect comparability.
10. A practical evaluation worksheet
Use the following sequence for a funding memo or governance review. Adapt the fields to the use case; it is a working checklist, not an official NIST or OECD form.
- Decision: write the funding action, accountable owner, deadline, and alternatives.
- Problem and outcome: describe the process and primary measure, with secondary benefits and guardrails.
- Baseline: attach the pre-deployment period, data source, distribution, exclusions, and operating conditions.
- Comparison: explain the control, phased rollout, matched group, or why attribution is limited.
- Investment inventory: list direct technology, labor, skills, data, software, physical capital, organizational change, and recurring operations.
- Measurement plan: assign metric owners, cadence, quality checks, thresholds, and retention.
- Trustworthiness review: document relevant validity, reliability, safety, security, resilience, accountability, transparency, explainability, privacy, and fairness questions.
- Results: report implementation status, realized improvements, declines, segment differences, uncertainty, and contextual events.
- Decision gate: compare evidence with thresholds and alternatives; record continue, modify, scale, pause, or stop.
- Next review: set the date and triggers for reassessment after changes to the system, data, workflow, or use context.
11. Reassess as the system and context change
Value is not established once at launch. New data, model versions, prompts, integrations, policies, staffing, demand, or user behavior can change both performance and risk. Set a routine review cadence appropriate to the consequence and volatility of the use case, plus event-triggered reviews after incidents, material drift, major updates, or expansion to a new population.
Keep a versioned record connecting each result to the system configuration and operating conditions in effect at the time. That record lets finance, operations, and governance teams distinguish a real change in business value from a change in measurement, population, or workflow.
Conclusion: fund evidence, not promises
An AI investment has measurable business value only when a defined outcome improves against a documented baseline or credible comparison, after counting the labor and complementary assets needed to operate the system, while trustworthiness and adverse impacts remain within accepted limits. Make the measurement and stop rules explicit before deployment, report gains and declines with their context, and revisit the case whenever the system or environment changes. This discipline gives leaders a defensible basis to continue, redesign, scale, or stop—without pretending that one ROI formula works for every organization.
