A provider’s statement that your data stays “inside a security boundary” is not proof by itself. A defensible answer requires a service-specific map of every data and administrative path, the people and systems that can reach them, the retention and deletion rules, and contract terms that match the configuration you will actually run.
Evaluate the boundary as an end-to-end control claim. Define the data that matters, trace it through ingestion, training, inference, monitoring, support and backup, then verify each claim with technical documentation, independent assessment evidence, configuration records and enforceable terms.

What a security boundary means for an AI workload
A security boundary is the set of systems, locations, identities, processes and controls within which specified data is allowed to reside or be processed. For AI, that set is larger than the model endpoint shown in a console. It can include source files, prompts, outputs, training and evaluation corpora, embeddings, vector indexes, checkpoints, model weights, telemetry, abuse-monitoring records, support tickets and backups.
NIST’s cloud reference architecture treats the provider–consumer trust boundary as a division of responsibilities that must be made explicit. The useful question is therefore not “Is this cloud secure?” but “For this named service, region and configuration, which data paths cross which boundary, under whose control, for how long, and with what evidence?”

Your required boundary depends on data classification, legal jurisdiction and threat model. A financial-services workload may require a particular country, customer-controlled keys and demonstrable deletion. A research team may mainly need tenant isolation and assurance that prompts are not used for provider model training. Do not assume one boundary definition fits every workload.
Set acceptance criteria before evaluating vendors
Turn the boundary into testable requirements before reading marketing material. State the allowed countries or regions, whether logical separation is sufficient, which roles may view plaintext, the maximum retention for each artifact, and what evidence must be delivered. Distinguish mandatory requirements from preferred controls so a trade-off is visible rather than hidden in a sales discussion.
Write down the threat model as well. Consider an unauthorized tenant, a compromised service account, a malicious or mistaken administrator, a support engineer following an emergency procedure, a subpoena or other jurisdictional demand, and a backup that outlives the primary record. The same provider option can be acceptable for one threat model and inadequate for another. Record who approves exceptions and how often the boundary will be re-evaluated.
Start with a complete inventory of data and artifacts
Write down every item that could contain sensitive information before comparing providers. Microsoft’s AI sovereignty guidance warns that intermediate artifacts and telemetry can be sensitive, even when the original dataset is not stored in the same service.
- Source documents, images, audio, code and structured records.
- Prompts, system instructions, uploaded files and generated outputs.
- Training, fine-tuning and evaluation datasets, including temporary preprocessing copies.
- Embeddings, vector databases, search indexes and feature stores.
- Checkpoints, model weights, adapters, tokenizer files and experiment artifacts.
- Application, access, security and performance logs.
- Abuse-monitoring samples, diagnostic traces and crash dumps.
- Backups, snapshots, disaster-recovery replicas and export files.
- Support tickets, screen captures and data shared during troubleshooting.
- Deletion records, key-destruction records and immutable audit evidence.
Classify each item and record whether it must remain in the approved boundary, the maximum retention period, permitted access roles and the evidence needed to prove deletion. Include derived data: an embedding or a checkpoint can reveal information even after the source document is removed.
Identify temporary copies explicitly. A preprocessing job may create normalized files, a safety filter may retain a sample, and an evaluation dashboard may cache prompts. If an artifact is not needed after a stage, specify when it should be deleted and who verifies that action. Data minimization and lifecycle governance reduce both exposure and the number of locations that must be audited.
Draw the data and control flows
A region selected at deployment does not establish that every artifact or administrative route remains there. Build a flow map for each stage and mark the service, region, subprocessor, identity, transfer and retention period.
- Ingestion: identify upload endpoints, staging buckets, malware scanners and preprocessing workers.
- Training or fine-tuning: record dataset copies, accelerators, orchestration systems, checkpoints and experiment tracking.
- Evaluation: include test sets, human-review tools, metrics stores and exported reports.
- Inference: trace prompts, context retrieval, embeddings, output storage, caching and content-safety systems.
- Monitoring: document logs, traces, sampled payloads, telemetry pipelines and alerting destinations.
- Support and administration: map console access, remote-support tools, break-glass procedures and provider personnel access.
- Backup and recovery: identify snapshot locations, replication regions, retention locks and restoration operators.
- Retirement: record object deletion, index removal, key destruction, media sanitization and evidence delivery.
Map the control plane and support plane as carefully as the data plane. A provider may keep inference data in one region while routing support diagnostics or identity administration elsewhere. Ask whether service-to-service calls, security monitoring and disaster recovery follow the same geographic rule.

For every arrow in the diagram, record whether the transfer is automatic or customer-configured, encrypted, logged, and covered by a subprocessor agreement. Ask what happens when a region or service is unavailable: does failover move data to another geography, and can you disable that behavior? Preserve the completed diagram with the deployment record so a later configuration change can be compared against the approved design.
Build a shared-responsibility matrix for the exact service
Responsibility changes with the service model. AWS states that the division varies by selected service: the provider protects global infrastructure while the customer controls hosted content and configuration. Its shared-responsibility guidance assigns customers duties such as data management, classification, encryption choices and identity permissions for abstracted services. Microsoft likewise describes different customer duties for infrastructure, platform and software services.
Create a matrix that names an accountable owner for each layer:
Recommended Free Tools
| Layer or control | Questions to answer | Typical evidence |
|---|---|---|
| Facilities and physical hardware | Which sites host the workload? Is physical access restricted and audited? | Attestation scope, facility controls and region list |
| Host, hypervisor and runtime | Who patches and isolates the host? What tenant-separation mechanism is used? | Architecture description, patch policy and isolation documentation |
| Network and service endpoints | Which networks, gateways and service-to-service paths handle data? | Reference architecture, endpoint settings and flow logs |
| Storage and databases | Where are primary data, indexes, snapshots and replicas stored? | Region controls, replication settings and retention schedule |
| Model service and artifacts | Are prompts, outputs or fine-tuning data retained or used to improve models? | Service terms, configuration and model-data policy |
| Identity and privileged access | Who can administer the environment or view plaintext? How is emergency access approved? | Role definitions, access logs and support-access procedure |
| Encryption and keys | Who creates, controls, rotates and can revoke keys? Can provider staff use them? | Key architecture, access policy and rotation records |
| Logging and deletion | What is logged, where is it retained and how is completion of deletion proved? | Logging configuration, lifecycle rules and deletion certificate or report |
Separate provider-operated controls from customer configuration. A provider may offer customer-managed keys, private networking or retention controls, but your team still has to enable, monitor and correctly configure them.
Have the provider identify the service boundary in its own terminology, then reconcile it with your matrix. “Managed” does not mean every control is operated for you, and “customer-managed” does not mean the provider has no operational access. Document assumptions such as whether a managed runtime includes its own logs, caches or diagnostic copies.
Test the boundary across six dimensions
1. Location and residency
Ask for the exact approved regions for storage and processing, including backups, disaster recovery, support systems and subprocessors. Clarify whether “residency” covers only customer content or also logs, embeddings, checkpoints, telemetry and derived analytics. Require a list of exceptions and the notice period for changes.
2. Isolation
Determine whether tenants share hosts, accelerators, networks or storage, and what controls prevent cross-tenant access. Software-defined isolation can be strong, but it is not the same claim as physically separated infrastructure. Google compliance material makes that distinction explicit for certain regulated environments; do not generalize a scoped Data Boundary or Assured Workloads statement to every service or region.

3. Encryption and key custody
Evaluate data in transit, at rest and in memory. Ask whether the selected workload supports customer-controlled or externally held keys, key rotation and revocation, and whether provider personnel can access plaintext or invoke a key on your behalf. Encryption alone does not prove that a provider cannot access data: key custody, authorization, runtime access and memory protection determine the practical result.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
4. Human and machine access
Review least-privilege roles for your staff and the provider’s operators, service accounts, support workflows, emergency access and approval requirements. Require tamper-resistant audit logs showing who accessed which system, when, for what purpose and whether data was viewed or exported. Ask how long access records remain available.
5. AI-specific paths
Get explicit answers about model training, prompt and output retention, embeddings, indexes, evaluation datasets, checkpoints, safety review and monitoring snippets. A provider’s policy for a general API may not apply to a managed training service or a hosted open-weight model. Tie the answer to the exact SKU, region and deployment mode.
6. Lifecycle and deletion
Record retention for primary data, caches, logs, snapshots and replicas. Ask whether deletion propagates to indexes, derived artifacts and backups, how long immutable backups persist, and whether cryptographic key destruction is used. Request evidence of completion and define the required format in the contract.

Evidence to request before approval
Ask for documents and records that identify the service, edition, region and date. Useful evidence includes:
- Current service-specific security and data-protection documentation.
- A provider architecture and data-flow diagram covering control, data and support planes.
- A responsibility matrix showing provider and customer obligations.
- Independent audit or certification reports, with the exact services, regions, controls and audit period in scope.
- Subprocessor list, support-access policy and privileged-access workflow.
- Key-management design, confidential-computing availability and attestation method where applicable.
- Retention schedules, backup locations, deletion procedures and sample completion evidence.
- Configuration exports proving region, logging, private endpoint, key and retention settings.
- Incident-notification commitments and a process for boundary-affecting changes.
Match every attestation to the architecture you will deploy. A certification for one platform, region or control set does not automatically cover another. NIST SP 800-291 Version 2 is foundational cloud reference architecture material from 2013, not a current service attestation. NIST SP 800-239 is an Initial Public Draft on AI data-center security, so treat it as draft guidance rather than a finalized standard.
Check the age and scope of every document. A report may cover a prior audit period, a parent platform rather than the selected AI service, or a region you will not use. Ask the provider to identify exceptions, complementary customer controls and any assumptions that must be true for the control to operate. Retain the answers with procurement records instead of relying on an undated webpage.
Put the boundary in enforceable terms
Technical documentation explains capability; the agreement determines what the provider is obligated to do. Specify approved processing and storage regions, prohibited transfers, permitted subprocessors, support-access conditions, retention limits, deletion deadlines, key-control requirements, audit rights and notification for material changes. Identify the exact service and configuration, and define what happens if the provider cannot meet the boundary.

Include an operational remedy: the right to suspend processing, export data, receive incident details, or terminate a service that can no longer meet the approved boundary. Define how quickly the provider must notify you of a region change, new subprocessor, altered retention behavior or loss of a relevant assurance report. Contract language should also identify who pays for and performs deletion or migration work when the service ends.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare configurations on meaningful axes
When several architectures are available, compare them side by side rather than ranking providers generally. The evidence supports service-specific comparisons, not a universal provider leaderboard.
| Axis | What to compare | Decision question |
|---|---|---|
| Data scope | Inputs, outputs, training data, embeddings, logs, backups and derived artifacts | Does the control cover every item classified as sensitive? |
| Geography | Storage, processing, replication, support and subprocessors | Are all permitted locations documented, including exceptions? |
| Isolation | Shared, dedicated, logical or physical separation | Does the isolation match the threat model and regulatory requirement? |
| Control ownership | Provider versus customer duties for runtime, identity, storage and deletion | Can your team operate the required controls reliably? |
| Key custody | Provider-managed, customer-managed or external keys; plaintext access | Who can authorize decryption and revoke access? |
| In-memory protection | Confidential-computing option, attestation and supported services | Is memory protection available for this exact workload? |
| Human access | Support, emergency access, approval and auditability | Can privileged access be limited and proven? |
| Lifecycle | Retention, backup, deletion and key destruction | Can you obtain evidence that all copies were removed? |
| Assurance | Independent assessment scope and recency | Does the report cover the deployed service and region? |
| Operations | Availability, configuration effort, skills and cost | Can the organization sustain the boundary without unsafe shortcuts? |
Account for cost and operational burden
A stronger boundary can change both the bill and the work your team must perform. Compare the cost of shared versus dedicated infrastructure, customer-managed or external key services, confidential-computing-capable workloads, longer audit-log retention, regional backup arrangements and enhanced support controls. Ask for pricing under the actual throughput, storage, retention and recovery design rather than a generic model-endpoint quote.
Also price the controls your organization must operate: key rotation and revocation, access reviews, flow-map maintenance, evidence collection, deletion verification and incident exercises. A technically available option is not a practical safeguard if the team cannot configure or monitor it consistently. Include availability and recovery objectives in the comparison; a stricter geography or physical-isolation requirement may reduce failover choices and increase operational effort.
Common claims that need qualification
“Everything stays in-region”
Ask whether that includes backups, support, telemetry, identity services, model artifacts and disaster recovery. Accept the statement only when documentation and contract terms cover every relevant path.
“The platform is encrypted”
Clarify state, key custody, rotation, revocation, memory protection and provider access. Encryption is one control, not a complete boundary.
“The service is certified”
Read the scope, period, service list, region list and configuration assumptions. Certifications are evidence inputs, not automatic coverage for every SKU.

Best Value
“The region selector proves residency”
A console setting identifies a deployment choice, not necessarily every control-plane, support, backup or subprocessor route. Require the documented exceptions and test the resulting configuration.
A practical approval checklist
- Every sensitive data and derived-artifact category is listed and classified.
- Each lifecycle stage has a documented region, service, identity and retention period.
- Control-plane and support-plane paths are included in the flow map.
- Provider and customer responsibilities are assigned in a reviewed matrix.
- Isolation type is understood and matches the threat model.
- Encryption state, key custody and plaintext access are documented.
- Human, machine and emergency access are least-privilege and auditable.
- Logs, telemetry, backups and deletion evidence meet policy requirements.
- Independent evidence covers the exact service, region and configuration.
- Boundary restrictions, exceptions and change notifications are contractual.
- Cost, availability and staffing requirements are approved alongside the technical design.
If any answer is “not stated,” treat that as an unresolved risk rather than assuming the most favorable interpretation. Obtain a written answer, narrow the workload, add a compensating control or choose a different configuration.
Frequently Asked Questions
Does choosing a cloud region guarantee that AI data stays there?
No. Confirm storage and processing locations for prompts, outputs, logs, embeddings, checkpoints, backups, disaster recovery, support systems, identity services and subprocessors. A region setting alone does not establish that every path follows the same boundary.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesIs encryption enough to prevent a provider from accessing plaintext?
No. Evaluate encryption in transit, at rest and in memory, then examine key custody, authorization, provider personnel access, rotation and revocation. Customer-controlled or externally held keys and confidential-computing options may strengthen the control when the exact workload supports them.
What should be included in an AI data inventory?
Include source data, prompts, outputs, training and evaluation sets, preprocessing copies, embeddings, indexes, checkpoints, model weights, telemetry, abuse-monitoring samples, backups, support material and deletion evidence. Derived artifacts can remain sensitive after the source is removed.
How do shared-responsibility obligations affect the boundary?
The division changes by service model and selected product. Providers operate some infrastructure controls, while customers commonly remain responsible for data classification, configuration, encryption choices and identity permissions. Obtain a matrix for the exact service and record which controls your team must enable and monitor.
What evidence should a provider supply?
Request current service-specific security documents, architecture and flow diagrams, a responsibility matrix, independent reports with scope and audit period, subprocessor and support-access details, key and confidential-computing designs, retention and deletion procedures, configuration exports and change-notification commitments.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Are logical and physical isolation interchangeable?
No. Software-defined tenant isolation is a different claim from physically separated infrastructure. Decide which level fits your threat model and regulatory requirement, and verify the mechanism for the selected service rather than relying on a broad platform statement.
How should deletion be verified?
Define retention for primary data, caches, logs, snapshots and replicas. Ask whether deletion reaches indexes and derived artifacts, how immutable backups are handled, whether key destruction is used, and what completion record the provider will deliver.
What costs should be compared between boundary options?
Compare infrastructure isolation, key-management choices, confidential-computing availability, log retention, regional backups, support controls and the staffing needed for access reviews, evidence collection and deletion verification. Use the actual workload and recovery design for the quote.
The Bottom Line
A credible security boundary is a documented, service-specific allocation of locations, isolation mechanisms, keys, identities, lifecycle controls and responsibilities. Inventory every AI artifact, map data and administrative flows, verify the exact configuration with independent and operational evidence, and put the required restrictions and change notices in the contract. If a path or owner is not stated, treat it as an unresolved risk.
