A nearby transmission line, cheap land, or a favorable map pin proves none of those things by itself.
Evaluate candidates in this order: define the workload, obtain written power-delivery evidence, model cooling and water, verify buildable land, test connectivity, map approvals, assess resilience and security, then compare complete lifecycle cases. The result is a site-screening decision—not a substitute for utility, engineering, environmental, or legal determinations.

1. Start with the job the facility must perform
Site requirements follow the workload. Training clusters, inference campuses, and mixed-use facilities can have different power shapes, latency needs, cooling designs, and uptime targets. Write a short “site basis” before looking at parcels so that attractive but irrelevant sites do not set the requirements.
Define the workload and growth
- Workload: State whether the site will run model training, inference, batch processing, or a combination. Training may require large synchronized clusters; inference may impose tighter user-latency requirements and more variable demand.
- IT load: Document initial megawatts, rack density, expected utilization, and a growth schedule. Include the maximum coincident load, not only the average.
- Reliability: Specify uptime, maintenance windows, fault tolerance, and whether the design needs N+1, 2N, or another redundancy architecture. There is no universal redundancy level.
- Location dependence: Identify latency limits to users, datasets, partner facilities, and other regions. The Department of Energy notes that some data centers are geographically constrained by latency while others are more flexible; demand and grid conditions also vary by region (DOE data-center FAQ).
- On-site energy: Decide whether generation, batteries, fuel storage, or renewable resources are part of the concept. Each adds land, permits, interconnection, operations, and environmental obligations.
Turn these assumptions into measurable pass/fail requirements. For example, “power available” is not specific enough; use a required firm capacity, energization date, acceptable outage exposure, and allowable curtailment.

2. Prove that power can be delivered, not merely that infrastructure is nearby
Power is usually the gating item for an AI campus. A line, substation, or generating plant visible from the property does not establish that the utility can serve the proposed load, when it can do so, what upgrades are required, or what the service will cost.
Request written utility evidence
Ask the serving utility and, where relevant, the transmission provider for documents tied to the specific parcel and load profile:
- Available and deliverable capacity at the proposed point of interconnection.
- The interconnection process, queue position, study stage, and assumptions used in the study.
- Required substation, transmission, protection, and distribution upgrades.
- Estimated upgrade costs, cost responsibility, security deposits, and tariff treatment.
- A schedule for studies, equipment procurement, construction, testing, and firm energization.
- Voltage, frequency, power-quality, short-circuit, and harmonic requirements.
- Feasible service configurations and the independence of redundant feeds.
- Rules for curtailment, emergency interruption, standby generation, and future load increases.
Have the utility distinguish between theoretical hosting capacity, conditional service, and firm service. Record the date and validity period of every estimate; queue positions and equipment lead times can change.
Account for queue and construction risk
The International Energy Agency describes long, complex interconnection queues, transmission-build timelines, and equipment lead times as constraints on data-center expansion (IEA, Energy and AI: Executive Summary, 2025). Build a schedule with explicit contingencies for transformer, breaker, conductor, and permitting delays. A site that reaches “power available” only after the AI program’s target deployment date may be less valuable than a smaller site that can energize sooner.
Test the whole electrical design
Translate the utility offer into a one-line concept showing utility feeds, substations, transformers, medium-voltage distribution, UPS systems, generators or storage, and critical-load boundaries. Check whether supposedly redundant paths share a substation, right-of-way, control system, fuel supply, or floodplain. Model black-start, ride-through, maintenance, and failure scenarios at the planned rack density.
For context, the IEA reports that 50% of data centers under development in the United States are in pre-existing large clusters. That observation concerns U.S. developments and local bottlenecks; it is not a share of operating centers worldwide. The IEA also presents 700–1,700 TWh of global data-center electricity demand in 2035 across scenarios, a range rather than a project forecast.

3. Evaluate cooling and water as one system
AI accelerators can produce high rack heat loads, so cooling capacity, water availability, electrical consumption, and climate must be modeled together. A design that works in a cool, water-secure location may be uneconomic or unpermittable in a hot or drought-prone one.

Specify the cooling architecture
Compare the proposed air, direct-to-chip liquid, immersion, hybrid, or other system at the actual rack density and operating temperatures. The DOE FEMP Best Practices Guide covers “IT systems and their environmental conditions, data center air management, cooling and electrical systems, and heat recovery.” Use the guide for design and efficiency evaluation, not as a legal or site-approval standard.
- Model peak and annual cooling loads under local dry-bulb and wet-bulb conditions.
- Calculate water withdrawal, consumption, discharge, treatment, and blowdown for each season.
- Include redundancy, maintenance bypasses, freeze protection, and makeup-water quality.
- Estimate cooling energy and its effect on total facility power and PUE.
- Evaluate heat-rejection equipment footprints, noise, plume, chemicals, and replacement access.
Verify a dependable water balance
Identify the source, legal right, physical connection, seasonal yield, drought restrictions, treatment requirements, and discharge route. Confirm whether municipal capacity is committed or merely available in principle. Examine competition with households, agriculture, ecosystems, and other industrial users.
DOE says water requirements vary widely with facility size, cooling technology, and climate. Its guidance notes that use can reach millions of gallons per day and that some advanced cooling technologies can reduce water needs by more than 90% in appropriate cases (DOE FAQ). These are broad possibilities, not a forecast for a particular project; the project’s own design and water balance control.
Include water used by power supply
If the site includes thermal generation, hydrogen production, fuel processing, or other dedicated resources, add their water withdrawal and discharge to the data-center balance. Analyze the combined worst-case day, drought-year restrictions, backup-fuel logistics, and emergency operating mode rather than evaluating the buildings alone.

Land area is a design result, not a universal threshold. DOE states that “The land required for a data center varies greatly depending on its size and design” (DOE FAQ, May 14, 2026). Large hyperscale facilities may need a few hundred acres or more, but a smaller or denser project may need far less.

Test physical feasibility
- Contiguity and shape: Confirm that parcels form a usable block after setbacks, easements, streams, roads, and rights-of-way are removed.
- Topography and geology: Obtain survey, geotechnical, seismic, karst, subsidence, and bearing-capacity information. Earthwork can erase an apparent land-cost advantage.
- Hazards: Map riverine and coastal flooding, wildfire, extreme heat, wind, severe storms, drought, and nearby industrial hazards. Check both current maps and projected climate conditions.
- Infrastructure footprints: Reserve space for substations, transformers, generators, fuel, batteries, cooling plants, water treatment, discharge facilities, security setbacks, roads, and construction staging.
- Expansion: Protect future halls, utility corridors, water capacity, and fiber routes from incompatible development. Add land for proposed co-located generation or renewables.
- Access: Verify heavy-haul routes, bridge limits, turning radii, construction traffic, emergency access, and year-round maintenance access.
Check ownership and rights
Review title, mineral and water rights, easements, restrictive covenants, access agreements, eminent-domain exposure, and the ability to secure utility and fiber rights-of-way. “Available” land can fail if a critical corridor cannot be acquired or if a neighboring use creates an unmanageable setback, noise, or security condition.
5. Evaluate connectivity for the actual workload
Fiber proximity is useful only when the routes, capacity, latency, access rights, and workload requirements align.
Inspect routes, not just distance
- Obtain route maps and carrier letters identifying diverse physical paths into the site.
- Measure latency and packet-loss targets to users, data sources, cloud or partner facilities, and disaster-recovery locations.
- Check available wavelengths, dark fiber, conduit, meet-me-room options, and upgrade lead times.
- Price construction, crossings, easements, pole attachments, railroad or highway permits, and ongoing rights-of-way.
- Confirm that “diverse” paths do not share a bridge, trench, exchange, or backhaul segment.
DOE calls nearby fiber helpful and notes that extending it can add cost and complexity. Its FAQ gives “a mile or so” as a contextual rule of thumb, dependent on project size, permits, and land access—not a fixed suitability limit. Determine whether the workload truly needs proximity; some training jobs can be located more flexibly than interactive inference.
6. Map permits, land use, and community constraints before acquisition
Run a jurisdictional review before treating a parcel as controlled. Identify every authority with a decision over land, buildings, power, water, air emissions, roads, waste, and telecommunications.
Build an approvals register
- Zoning, comprehensive-plan consistency, conditional-use approvals, height and noise limits, and building permits.
- Wetland, stream, floodplain, endangered-species, cultural-resource, and historic-preservation reviews.
- Water withdrawal, treatment, discharge, stormwater, groundwater, and drought permits.
- Air permits for generators, boilers, turbines, emergency engines, and construction emissions.
- Utility interconnection, transmission, substation, road-opening, and rights-of-way approvals.
- Tribal, federal, state, county, municipal, or other sovereign authority where applicable.
For U.S. federal frontier-AI infrastructure, Executive Order 14141 identifies screening considerations including air quality, permitting-related water proximity, land-use restrictions, telecommunications, roads, and national-security issues. Those criteria are a federal screening reference, not universal siting law or permission to build.
Quantify community and emergency effects
Document construction traffic, permanent employment, noise, generator testing, visible structures, water competition, emissions, heat, and emergency-response demands. Confirm fire protection, medical access, hazardous-material response, evacuation routes, and mutual-aid capacity. A technically feasible site can still face schedule risk if community impacts trigger redesign, litigation, or prolonged hearings.

7. Assess resilience, security, and operability
Resilience means more than backup generators. Evaluate whether the site can continue or safely shut down through simultaneous failures and whether staff can reach and maintain it.
Stress the critical dependencies
- Grid outage, fuel shortage, generator or UPS failure, and maintenance overlap.
- Loss of one fiber route, carrier, exchange, or network room.
- Water interruption, treatment failure, drought restriction, freezing weather, or discharge outage.
- Flood, wildfire smoke, extreme heat, wind, earthquake, or civil disruption.
- Blocked roads, unavailable cranes, delayed spare parts, and constrained local contractors.
Review physical and operational security
Check perimeter control, standoff distances, surveillance, visitor screening, cyber-physical segmentation, and protection of utility and telecom entry points. Consider workforce depth, specialist availability, housing, training, parts storage, vendor response times, and the ability to perform maintenance without taking the AI workload offline. National-security or data-governance constraints may also limit acceptable jurisdictions or network paths.
8. Compare candidate sites on a complete lifecycle basis
Use identical assumptions and a documented evidence grade for every candidate. A scoring sheet is a decision aid, not an engineering standard; project priorities determine the weights.
| Comparison axis | Evidence to compare | Questions that expose risk |
|---|---|---|
| Power | Firm megawatts, redundancy, interconnection cost, queue stage, upgrade scope, energization date, tariffs | Is capacity contractually deliverable, and what happens if the date slips? |
| Cooling and water | Cooling architecture, peak and annual water balance, rights, drought limits, discharge, cooling energy | Does the combined data-center and generation load have water in a drought year? |
| Connectivity | Route diversity, carrier count, latency, capacity, construction cost, rights-of-way | Are paths physically independent and adequate for this workload? |
| Land and hazards | Net developable acres, geotechnical results, flood and wildfire exposure, staging, expansion | What infrastructure or hazard reduces the usable footprint? |
| Permitting | Approvals register, review duration, emissions and water permits, community process | Which approval is on the critical path, and who can appeal it? |
| Resilience and operations | Hazard exposure, fuel and storage logistics, workforce, roads, security, supply chain | Can the site be maintained during a regional disruption? |
| Lifecycle case | Land, construction, utility upgrades, cooling, water, labor, energy, taxes, expansion, decommissioning | Does the advantage survive realistic schedule and operating assumptions? |
Use evidence grades and a no-build case
Label each input as verified, documented but conditional, estimated, or unknown. Discount benefits that depend on unverified capacity, unissued permits, or assumed rights-of-way. Include a credible no-build or delay case: the cost of waiting, reducing the initial load, relocating the workload, or using another region. This prevents a low land price from hiding a multi-year power or permitting risk.
9. A practical site-screening workflow
- Write the site basis. Freeze workload type, IT load, growth, latency, uptime, cooling concept, water assumptions, and any on-site generation.
- Shortlist regions. Remove places that cannot meet latency, security, climate, water, or regulatory requirements before spending on parcel diligence.
- Obtain utility pre-screening. Request written capacity, queue, upgrade, cost, redundancy, tariff, and schedule information for each parcel.
- Commission preliminary engineering. Produce a one-line electrical concept, cooling and water balance, geotechnical scope, hazard maps, and preliminary fiber routes.
- Run jurisdictional diligence. Confirm zoning, environmental triggers, water and air permits, rights-of-way, road access, and community process.
- Test resilience. Model grid, water, telecom, climate, fuel, workforce, and supply-chain failure scenarios.
- Price the lifecycle. Use the same load, schedule, escalation, contingency, and operating assumptions for all candidates.
- Set decision gates. Do not acquire or announce a site until power delivery, critical rights, permitting path, and an acceptable water balance clear defined gates.
- Revalidate before final investment. Refresh utility dates, equipment lead times, regulations, hazard data, and community commitments immediately before approval.
10. Common mistakes and how to correct them
Mistake: treating a nearby power line as capacity
Correction: Require a utility-specific deliverability statement, interconnection study status, upgrade scope, cost, and firm-service date.
Recommended Free Tools
Mistake: choosing land before sizing infrastructure
Correction: Lay out substations, cooling, water treatment, roads, security, staging, and expansion first; then calculate net developable acreage.
Best Value
Mistake: using annual average weather or water use
Correction: Model peak heat, cold snaps, drought restrictions, water quality, discharge limits, and emergency operation.
Mistake: counting fiber miles instead of route diversity
Correction: Verify physical paths, carriers, backhaul independence, latency, capacity, permits, and repair access.
Mistake: assuming one permitting checklist works everywhere
Correction: Build a site-specific approvals register with the responsible jurisdiction, trigger, dependency, evidence, and schedule.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Mistake: scoring unknowns as favorable
Correction: Mark unknowns explicitly, assign an owner and date for closing each gap, and apply a schedule or cost contingency until verified.
What a defensible conclusion looks like
A site is suitable when the intended AI workload has a credible path to firm power and connectivity, a permitted and resilient cooling-water solution, enough buildable land for the complete campus, an achievable approvals schedule, and an operating model that can withstand local hazards and supply interruptions. The conclusion should state what is verified, what remains conditional, the date of the evidence, and the consequence if each assumption fails.
DOE’s FAQ also says, “There is no strict geographical limit to where data centers can be located,” while qualifying that not every type of data center works everywhere. That is the right framing: geography is flexible only after workload, power, water, land, networks, permits, and operations have been proven for the specific design.
