Evaluate an autonomous military system against a defined mission, operating environment and period—not with a single reliability score. A sound assessment connects measurable requirements to realistic tests, examines the consequences of failure, checks whether people can exercise appropriate judgment and intervene, and continues after deployment through monitoring and controlled updates. The right evidence depends on the system’s intended use and the risks of that use.

What does a reliability or safety result actually establish?

Reliability is conditional: it describes whether a system performs as required, without failure, for a specified time and under specified conditions. A result from one mission profile, environment or test period is not proof that performance will hold in a different one. NIST’s AI Risk Management Framework (AI RMF 1.0, 2023) also treats validation as evidence that requirements for a particular intended use have been met.

Reliability and safety are related but distinct. Reliability concerns whether the system performs as specified; safety concerns the risks and consequences when it performs as intended or when something goes wrong. A system can meet a narrow performance target yet still be unsuitable for a mission if its failure modes could cause unacceptable harm or if operators cannot respond appropriately. This distinction is an evaluation framework, not a military-wide certification definition.

Begin by defining the system boundary. Identify the autonomy-enabled function, the decisions retained by people, the system’s interfaces and dependencies, and the mission being assessed. State the operating conditions, constraints, assumptions and evaluation period. Without those boundaries, a performance claim cannot be interpreted as evidence for a specific use.

How should requirements become testable evidence?

Separate claims that are often bundled together. For each claim, define what would count as evidence, under which conditions, and what failure would mean for the mission.

  • Capability: What function can the system perform, and within what stated limits?
  • Performance: How well does it perform the specified function under the conditions being evaluated?
  • Reliability: Does it continue to perform as required over the defined period and conditions?
  • Effectiveness and suitability: Does the system meet mission requirements and fit the intended operational context?
  • Safety: What harms could follow from intended operation, error or loss of function, and what safeguards or response paths address those risks?

The U.S. Department of Defense’s January 25, 2023 announcement about Directive 3000.09 says autonomous and semi-autonomous weapon systems should demonstrate appropriate performance, capability, reliability, effectiveness and suitability under realistic conditions. The announcement does not supply one numerical pass threshold for all systems. Thresholds therefore need to be established for the particular requirements, mission and applicable policy.

What should testing demonstrate before fielding?

Use representative conditions, not only convenient ones

Build the test plan around the declared operating envelope: the conditions in which the system is intended to function. Include ordinary conditions, boundaries of that envelope, and combinations of conditions that could expose weaknesses. Record why those cases were selected and what relevant conditions remain untested.

Simulation and in-domain testing can both contribute, depending on the system and the question. NIST’s AI RMF identifies rigorous simulation and in-domain testing as practical approaches to safety. Neither should be mistaken for evidence about conditions it does not represent.

Account for the size of the input space

Autonomous systems may encounter an enormous and changing range of inputs. NIST’s Autonomous Systems Assurance program describes why conventional test coverage and formal verification can be difficult to apply at that scale, and discusses input-space measurement, including combinatorial methods, as a developing assurance approach. A small test set cannot establish coverage of every possible operating condition.

Use coverage methods to make the limits of testing visible, not to imply exhaustive proof. Keep a record of tested scenarios, coverage rationale, assumptions and known gaps so reviewers can judge how well the evidence matches the intended use.

Test failure response as well as normal operation

Assess what happens when conditions depart from assumptions or system behavior deviates from its intended function. Identify the failure conditions that matter for the mission, their possible consequences and the response mechanisms available. NIST’s AI RMF identifies real-time monitoring, shutdown, modification and human intervention as practical safety measures. The appropriate mechanism depends on system design and context; these sources do not prescribe a universal fail-safe architecture.

How should people, interfaces and intervention be evaluated?

Human control is not established merely by assigning an operator to a system. Evaluate whether the relevant people can understand the system’s capabilities and limitations, exercise the judgment required for the mission, and intervene when its behavior or the circumstances call for it.

DoD policy, as summarized in its 2023 announcement, calls for appropriate levels of human judgment over the use of force. The United Nations Secretary-General’s 2025 report on the life-cycle management of military AI systems recommends context-appropriate human control and adequate human intervention safeguards during operation. These statements point to questions evaluators should answer; the necessary controls must be determined for the mission and applicable rules.

How should safety be monitored after deployment?

Fielding does not end assurance. Operational conditions and system configurations can change, so evaluation should include evidence gathered during use and a process for responding when performance or assumptions change.

  1. Monitor operation: Track whether the deployed system continues to perform as intended under actual conditions. NIST’s AI RMF describes ongoing testing or monitoring as a way to confirm continued performance.
  2. Preserve intervention and modification paths: Establish how responsible personnel can respond when functionality deviates from expectations, including intervention, shutdown or modification where appropriate.
  3. Control changes: Record versions and modifications, assess whether a change affects prior evidence, and require review before relying on that evidence for the changed system.
  4. Revalidate when warranted: The UN report recommends version control, revalidation and formal approval for system modifications. Reassess whether the system still meets requirements for its intended use after relevant updates.

How can two systems be compared fairly?

Compare systems on the same declared mission, conditions and evaluation period. The axes below synthesize considerations in DoD policy, NIST guidance and the UN report; they are not a published universal rating scale.

Evaluation axis Questions to ask
Intended use and conditions Are the mission, system boundary, operating environment and evaluation period explicit?
Evidence quality Are tests realistic and varied enough to support claims about the stated operating envelope? Are coverage choices and gaps documented?
Reliability and robustness Does performance hold over the stated period and across relevant, varied or unexpected conditions?
Safety consequences What harms could follow from failure or deviation, and what mitigations or response paths are available?
Human judgment and control Can relevant people understand system behavior and intervene in time and in context?
Lifecycle governance Are operation, monitoring, version changes and revalidation controlled and documented?

Do not treat a stronger result on one axis as a substitute for missing evidence on another. For example, a test report about performance under a specific set of conditions does not by itself establish that intervention is practical or that the system remains suitable after a modification.

Which frameworks and policy sources can help?

  • U.S. DoD Directive 3000.09: The Department’s January 25, 2023 announcement summarizes policy on minimizing the probability and consequences of failures that could lead to unintended engagements, human judgment over use of force, and demonstration under realistic conditions. These are U.S. DoD policy statements, not universally binding law. The announcement is a summary; legal or acquisition decisions require consultation of the operative directive and applicable mission rules.
  • NIST AI Risk Management Framework (AI RMF 1.0): The 2023 framework provides general AI guidance and definitions concerning validity, reliability, robustness and safety. It is not military certification. NIST indicates that AI RMF 1.0 is being revised, so check its current status before relying on framework details.
  • NIST Autonomous Systems Assurance program: The project describes challenges in demonstrating coverage for autonomous systems in complex, changing environments and work on input-space measurement and combinatorial methods. Its project page was updated March 26, 2025, and describes ongoing work.
  • UN Secretary-General report on “Life cycle management of military artificial intelligence systems” (2025): The report recommends risk-sensitive lifecycle management, realistic verification and validation, operational monitoring, context-appropriate human control, and controlled updates. These are recommendations in a report, not an enacted universal treaty requirement.
  • NIST TEVV-Athlon Framework: NIST announced an initial public draft on August 7, 2026, as a customizable approach to AI test, evaluation, verification and validation assessments. The announcement listed October 6, 2026, as the public-comment deadline. That date has passed; the draft’s current status is not established here. It is general AI evaluation guidance, not a military-specific certification standard.
  • NIST ALFUS: This 2007 framework addresses autonomy levels in unmanned systems, including requirements, testing and evaluation, performance measures, safety and risk. Its age and scope mean it should not be treated as current operational policy or a complete safety standard.

Use these sources for the questions they address, while keeping conclusions specific to the system, mission, jurisdiction and date. None of them supplies a complete test regimen or pass/fail thresholds for every autonomous military system.
