To evaluate a new manufacturing facility’s local economic impact, define the region and time period, separate temporary construction from recurring operations, and model project-specific spending, jobs, payroll, and purchases. Report direct effects separately from estimated supplier and household-spending effects—and keep the resulting gross economic activity distinct from a separate assessment of public costs, incentives, displacement, and what would happen without the project.
How to evaluate the local economic impact of a new manufacturing facility
A credible evaluation is not a single jobs figure or multiplier. It is a transparent account of what activity is expected, where it may occur, over what period, and what assumptions connect project inputs to modeled regional effects. The U.S. Bureau of Economic Analysis (BEA) describes its RIMS II estimates as approximate and best suited to small-to-medium changes in a regional economy; a multiplier is not a guarantee that projected gains will materialize. Define the region and comparison
Name the facility’s location and specify the counties included in the study area. RIMS II supports regions made up of one or more contiguous counties, and its multipliers vary by region. A county boundary may be useful for reporting, but it may not capture the area where workers live or businesses supply the facility. Consider the commuter shed when assessing resident employment and household-spending effects. State whether the proposal is being compared with no facility, a different site, or another use of public funds.

Give construction and operations separate periods. Construction is temporary project activity; production, payroll, and purchases are ongoing operating activity. Report construction effects by project phase or year and operating effects as annual estimates for a stated operating period. Do not add a one-time construction total to an annual operations figure without labeling the periods and ensuring the same activity is not counted twice.

Collect project-specific inputs
Request auditable inputs from the project sponsor, identifying which values are committed and which are forecasts. Useful information includes construction spending by year and industry, expected opening date, operating horizon, production or output, industry classification, direct jobs by occupation and wage, payroll, shifts, and expected procurement. Ask which purchases are local, which come from elsewhere, and whether key inputs are imported. Model construction and operations separately
Use a regional input-output model, such as BEA’s RIMS II, to estimate how a specified change in demand may ripple through the defined region. The model can estimate direct activity and successive rounds of effects through suppliers and household spending. Present the project’s direct figures alongside total modeled effects so readers can see the difference between facility activity and the broader estimate.
Construction
Use project-specific construction spending and its timing. Identify the industries to which spending is assigned and state the construction period covered. Treat the resulting estimate as a temporary effect, not as a recurring annual contribution from facility operations.

Operations
Use the facility’s expected operating activity, jobs, payroll, and purchases. Show direct facility activity, indirect supplier effects, and induced household-spending effects if included by the selected model. Label whether employment refers to jobs at the facility or total modeled jobs across the study region, and whether the estimate is annual or cumulative.
Keep the measures distinct
Report output, value added, earnings, and employment as separate results. Output measures sales or production across affected industries; intermediate purchases can be counted as output at more than one stage. Value added is a distinct measure, not another name for output. Earnings and employment describe different dimensions again. Do not add these indicators together or use one as a substitute for another. Check how much activity is likely to remain local
A facility’s spending does not automatically stay in its host community. Imported inputs and purchases from suppliers outside the study area reduce local supplier effects. Workers who commute from outside the region may take part of their wages home, while taxes and savings also limit local rounds of household spending. Local supplier capacity and workforce residence therefore matter as much as the facility’s headline spending and job totals.

RIMS II regionalizes national industry relationships using regional employment and wage information, and adjusts labor-related effects using commuting patterns. BEA explains these mechanisms in Understanding RIMS II. Inspect likely suppliers and worker residence rather than assuming every purchase or paycheck circulates within the chosen boundary.

A result should be reproducible in principle. Publish the geographic definition, industry and multiplier selection, model vintage, price year, construction horizon, operating horizon, and material assumptions. Explain how the project’s spending and jobs were assigned to industries and how local procurement, commuting, and leakage were handled. If multiple sites are compared, apply the same project scope, periods, and reporting conventions; disclose location-specific multiplier differences rather than treating unlike geographies as equivalent.
Model vintage matters. BEA’s RIMS II portal reports that multipliers released May 5, 2026, use 2024 regional data and 2017 national benchmark input-output data. Those dates describe the model inputs, not the year or impact of any particular facility. Check the current BEA RIMS II portal for the applicable release information. Even a carefully specified model remains an estimate conditional on its inputs and assumptions. BEA Director Vipin Arora wrote on March 10, 2025: “Like all economic impact models, RIMS II provides approximate figures that are best suited for estimating the impacts of small to medium changes on a regional economy.” BEA’s statement on RIMS II updates and pricing provides that qualification.

A gross economic-impact estimate does not show whether a project is a net benefit to residents or governments. That conclusion requires a separate fiscal and policy analysis based on project- and jurisdiction-specific evidence. Ask for projected taxes and fees by level of government, the timing and value of incentives, and public spending on land, infrastructure, utilities, and services. Identify which costs are genuinely incremental to the project.

Also assess potential displacement of existing firms and workers, labor-market constraints, environmental and infrastructure externalities, and the alternative uses of public funds. Make the no-project counterfactual explicit: what activity, employment, and public spending would likely occur without the facility? A multiplier alone cannot answer that question.
Compare competing proposals on the same basis
When evaluating more than one site or proposal, use common project inputs and time periods, then compare the factors that can change local results:
- Local supplier capacity: likely in-region purchases versus imports and out-of-region suppliers.
- Workforce: direct jobs, wages, job quality, worker residence, and commuting patterns.
- Economic measures: direct and modeled output, value added, earnings, and employment, kept separate.
- Public value: incentives, infrastructure and service costs, revenues, and which government bears each item.
- Uncertainty and alternatives: key assumptions, constraints, displacement, and the no-project counterfactual.
Do not compare a one-time construction total at one site with annual operations at another, or treat different regional boundaries as directly equivalent.
