Evaluate the sponsorship as a specific transaction—not as a judgment about “the Gulf” as a whole. Identify the club and contracting entities, who owns or controls them, what rights and payments are involved, which jurisdictions connect to the sponsor, and what impacts or stakeholder concerns the deal could raise. Then document what is verified, what remains uncertain, how the sponsor would respond if facts change, and whether it can pause or exit responsibly.
Why “Gulf club” is not a risk assessment
Countries, clubs, owners and sponsorship structures do not share one legal or political risk profile. Exposure depends on the particular club and its ownership, the sponsor’s domicile and affiliates, the payment route, the rights being bought, the markets where the deal will be promoted, and the laws and expectations connected to each.

Start by defining the transaction. Record the sponsor’s contracting entity and relevant parent or affiliates; the club entity; beneficial owners, directors and intermediaries; the rights and term; territories; payment recipients and banks; and planned activation. Map where the sponsor is incorporated, operates, raises finance, makes payments and markets the sponsorship. These details help determine which sanctions regimes, contractual duties and stakeholder expectations need review. This is a practical scoping method, not legal advice or clearance of any particular deal.
Could this sponsorship breach sanctions?
Screen the parties, transaction and relevant jurisdictions
Identify every sanctions regime that may apply to the sponsor, its affiliates, the transaction and its payment routes. UK sanctions guidance says UK measures cover activity in the UK, UK-incorporated entities operating worldwide, and UK nationals wherever they are; other jurisdictions can apply different rules and jurisdictional tests. The UK Government describes checking the UK Sanctions List as an essential due-diligence step for many firms and organizations.

Check current official lists for the jurisdictions identified by counsel. Screen not only the club but also the contracting entity, owners, directors, intermediaries, relevant counterparties and payment recipients. A clean exact-name search is not a complete answer: indirect ownership or control can extend restrictions to an entity even when that entity is not itself named on a list.
Look beyond names to ownership and control
Trace ownership through intermediate entities and assess practical control as well as legal shareholding. Relevant questions include who appoints or removes directors, exercises voting or management influence, directs the entity, or can determine important decisions. Consider public-official and state-linked relationships where evidence supports doing so; a relationship should be documented, not inferred from a club’s location or reputation alone.

UK guidance advises firms to consider ownership-and-control risk fully. It allows for further research, information requests and legal advice where uncertainty remains, and says there is no one-size-fits-all prescribed level or type of due diligence. Record the sources checked, the chain you could verify, information requested but not obtained, and the questions escalated.

A potential sanctions match, ownership question or indirect benefit should go to sanctions counsel before commitment or payment. Under UK guidance, where a person or organization dealt with is subject to relevant financial sanctions, regulated steps can include stopping dealings, freezing assets held for them and informing the Office of Financial Sanctions Implementation (OFSI) as soon as possible. Exact duties, exceptions and reporting requirements depend on the applicable regime and facts; do not treat UK requirements as universal rules for every sponsor.

Who really owns or controls the club?
Request a documented ownership chart and identify the ultimate beneficial owners, directors, intermediaries and decision-makers. Then test the chart against practical governance: who selects leadership, approves budgets and commercial decisions, controls funding, and can change the club’s direction? Record whether independent oversight exists and whether accounts, funding sources and related-party transactions are sufficiently transparent to assess.
Investigate the source of wealth behind the controlling interest and consider corruption, illicit finance, conflicts of interest and public procurement where relevant. The UK Government’s club-football policy paper proposed enhanced source-of-wealth diligence on prospective owners to identify links to criminality or corruption. That proposal illustrates a governance concern raised in UK football policy; it is not a Gulf-wide law or a complete sponsor checklist.

UK Sport’s Code offers further comparison prompts—transparency, diversity and inclusion, accountability, and integrity—but its requirements apply to organizations seeking or receiving UK public or National Lottery funding, through a tiered framework. UK Sport said the Code, launched in 2016, had been applied to over 4,000 organizations across three funding tiers (accessed 2026). Its reach is not evidence of sponsorship outcomes or a requirement automatically binding on a Gulf club.

Assess actual and potential impacts linked to the sponsor’s own conduct, the club relationship, and relevant operations or business relationships. The UN Guiding Principles on Business and Human Rights provide a framework for business actors, including in sport: identify affected people, assess the evidence and severity of impacts, consider the sponsor’s connection to them, determine what mitigation is possible, and examine access to complaint channels and effective remedy.

Keep distinct categories of information distinct: verified facts, credible allegations, responses to those allegations, and unresolved claims. A country’s reputation, an official’s statement or a label such as “sportswashing” does not by itself prove a particular impact. Nor does the visibility of a sponsorship establish that it is harmless. For a named decision, use current, country- and club-specific evidence and record its quality and limits.

“Sportswashing” is a reputational concern people raise when they believe sport is being used to improve an actor’s image or distract from other conduct; it is not a settled legal test. In a House of Lords answer on 21 March 2024, Minister of State Lord Parkinson of Whitley Bay said the UK Government had no working definition. He said: “We do not seek to define a disparate group of actors and their aims, and we do not consider the question of human rights to be a sports-specific issue, in the same way that it is not a culture-specific issue.”
For a sponsor, the useful question is not whether a deal can be assigned a label, but how customers, employees, investors, partners and affected communities may interpret it—and whether the company can substantiate its public claims and explain its response to concerns. Consider the sponsor’s own conduct and commitments, the visibility and purpose of the rights it will use, and whether it can speak or act consistently with its policies if credible concerns emerge. The same minister also said the Government expects businesses to comply with applicable laws, identify and prevent human-rights risks, and act in line with the UN Guiding Principles, including in supply-chain management.

Use the same questions for every option. A scorecard can make gaps and trade-offs visible, but the sources cited here do not establish an official composite geopolitical-risk score. If you use ratings, define the scale and evidence threshold; do not let a single total conceal a legal stop or a severe unresolved impact.

What decision gates and safeguards should be in place?
Before signature
- Set hard legal stops and escalation thresholds for sanctions matches, ownership uncertainty and other material issues.
- Assign an owner to each unresolved question and record what evidence would resolve it.
- Have counsel review the contract against the actual rights, governing law and relevant jurisdictions. Consider information and audit rights, notice obligations, restrictions on use of the sponsor’s marks, remediation plans, and suspension or termination triggers.
- Check that safeguards are operationally usable: identify who can pause activation or payments, who decides whether remediation is adequate, and how a decision will be communicated.
During the sponsorship
Monitor for ownership or control changes, sanctions-list updates, credible new evidence of harm, significant governance or financial events, and restrictions on the sponsor’s ability to act consistently with its policies. Recheck volatile facts before signing, payment, renewal and any material change. A decision should be conditional and reviewable, with evidence, monitoring responsibilities, escalation routes and a practical suspension or exit option recorded.
