How to Evaluate Stablecoin Reserves, Redemption Rights, and Counterparty Risk

A stablecoin is not proven safe merely because it is described as backed 1:1 or usually trades near its target price. Evaluate whether eligible reserves cover the tokens outstanding, whether those assets can be used for redemption under stress, who has an enforceable right to redeem, and which counterparties or technical systems could interrupt payment. A secondary-market sale and a direct claim against an issuer are not the same thing.

What to evaluate before trusting a stablecoin

Assess four connected questions: whether reserve assets cover redemption liabilities; how reliable the evidence is; whether you can actually access redemption at par; and what could prevent the issuer or its partners from completing it. Reserve coverage is a starting point, not a substitute for legal rights or operational capacity.

The Financial Stability Board (FSB) recommends disclosure of financial condition and risk management, as well as robust legal claims and timely redemption for global stablecoin arrangements. Those are policy recommendations, not a guarantee about any particular coin. The SEC Division of Corporation Finance’s April 4, 2025 statement describes a defined category of U.S. dollar stablecoins whose reserve value meets or exceeds outstanding redemption value; it does not establish that every token fits that category or has the same protections.

How to check reserve coverage and composition

Compare reserve assets with outstanding tokens or redemption liabilities using the same reporting date. Record how each side is measured: a reserve snapshot from one date cannot establish coverage against token supply reported on another date without explaining the mismatch.

  • Identify the liabilities. Find the reported token supply or redemption obligations, the cutoff time, and what is included or excluded. Ask whether accrued amounts, unsettled transactions, or other relevant liabilities are accounted for.
  • Inventory the assets. For each reserve holding, note its type, amount, maturity, valuation basis, custodian, location, and liquidity. Check whether it is pledged, lent, rehypothecated, or otherwise encumbered.
  • Check availability, not just existence. Determine which legal entity owns the assets, whether they are segregated from operating funds, who is entitled to them, and whether they can be mobilized for redemption if the issuer or custodian encounters insolvency.
  • Assess concentration and conversion. Consider whether reserves depend heavily on a single bank, custodian, fund, asset type, or settlement route, and how long it could take to turn assets into usable cash.

Cash and short-dated government obligations may be relatively liquid, but their liquidity is not unlimited. Concentrated withdrawals, market disruption, settlement timing, and the mechanics of selling or transferring assets can all matter. In its SEC-filed annual report, Circle warns that extreme or concentrated redemption requests could delay redemptions or create reserve insufficiency, including if government obligations cannot be liquidated quickly enough. That is Circle’s issuer-specific risk disclosure, not evidence that the same event has happened or will happen to every stablecoin.

How to judge an attestation, audit, or proof of reserves

Read the underlying report rather than relying on a badge or summary claim. For each document, capture the provider, date and period covered, standards used, exact assertion tested, valuation method, and any exclusions or limitations.

  • Does the report independently check both reserve assets and outstanding token obligations, or only one side?
  • Is it a point-in-time attestation, a recurring report, or a financial-statement audit? These are not interchangeable.
  • Does it establish that assets are unencumbered and legally available, or only that specified balances were present at the reporting date?
  • Can the issuer reconcile the report’s figures with its current supply and reserve disclosures?

A point-in-time report does not by itself prove liabilities are complete, assets remain liquid, or every holder can redeem. Circle says it discloses USDC reserve holdings weekly and provides monthly third-party assurance; that is an issuer statement and should not be assumed to describe other issuers. Circle’s transparency page presents USDC reserve and circulation information as of September 24, 2026. Those amounts can change, so readers should consult the current disclosure rather than treat that date as current indefinitely.

For U.S. regulatory context, the SEC Trading and Markets FAQ describes qualifying pre-effective-date payment stablecoins by reference to issuer type, statutory reserve criteria, a public redemption policy, and a monthly attestation report by a registered public accounting firm. The FAQ also describes a GENIUS Act framework after its statutory effective date. Treat this as scoped staff guidance, not a universal test for every issuer: check the current statute, implementation conditions, and the particular issuer’s status.

How to verify redemption rights and access

Read the operative issuer terms and redemption policy. Marketing language such as “redeemable 1:1” does not tell you whether an ordinary token holder can submit a request directly, what conditions apply, or how quickly fiat will arrive.

  • Eligibility: Who may redeem directly? Must the holder be an approved institution or intermediary, or maintain an account with the issuer?
  • Requirements: Are identity checks, an approved geography, a minimum redemption size, or a particular banking relationship required?
  • Cost and timing: What fees, notice periods, banking hours, processing windows, and settlement methods apply?
  • Exceptions: Under what conditions can the issuer delay, pause, reject, or limit a redemption?
  • Legal claim: Does the holder have a claim against the issuer, a trust or reserve, or only the exchange or intermediary through which the token was acquired?
  • Disputes and insolvency: Which law and forum govern, and what do the terms say happens if the issuer or a relevant service provider fails?

The SEC staff statement notes that some issuers may limit direct creation and redemption to designated intermediaries, even when the token trades broadly. If you buy on an exchange, your immediate route to cash may therefore be a sale on that platform rather than direct redemption with the issuer. The FSB recommends robust legal claims and timely redemption, including par redemption into fiat for a stablecoin referenced to one fiat currency; that international policy recommendation does not determine the enforceable rights under a particular contract or jurisdiction.

How to map counterparty and operational risk

Trace the whole path from your redemption request to fiat in your account. A reserve can be adequate on paper while one of the institutions or systems needed to move money is unavailable.

  1. Identify the issuer and the entity that legally holds each reserve asset.
  2. List depositary banks, custodians, asset managers, money-market funds, redemption intermediaries, payment providers, and exchanges involved in the route.
  3. Map the blockchain and other technical services needed to transfer or process the token, including any dependence on a particular network.
  4. Look for concentrations, single points of failure, conflicts of interest, and uncertainty about segregation or insolvency treatment.
  5. Consider stress scenarios: a bank closure, market disruption, a rush of redemptions, chain congestion, cyber incident, or failure of a key provider. Ask whether the issuer has disclosed how it would respond and whether the relevant assets and systems can keep pace with demand.

The FSB’s recommendations address governance, conflicts, operational resilience, cyber security, recovery and resolution, and risk management. These topics matter alongside reserve composition because a redemption depends on legal entities, people, payment rails, and technical infrastructure working together.

How U.S. law affects the assessment

The GENIUS Act, Public Law 119-27, was enacted in the United States on July 18, 2025. For covered permitted payment-stablecoin issuers, the statute establishes a framework that includes reserve requirements, disclosure, redemption procedures, and insolvency provisions. The current U.S. Code reflects the enacted framework.

Do not assume those provisions apply identically to every stablecoin, foreign issuer, exchange customer, or holder. Applicability can depend on issuer status, implementation and effective-date conditions, holder circumstances, and other relevant law. Identify the token and issuer, your location, how you acquired the token, and whether you qualify for direct redemption; if those details are unclear, your particular statutory or contractual claim remains unresolved. This framework is general information, not an individual legal opinion.

How to compare stablecoins on the same basis

When comparing two or more coins, use the same reporting date and apply the same questions to each. A useful comparison records evidence and terms rather than reducing the assessment to a single “backed” label.

Comparison area What to record for each stablecoin
Coverage and liabilities Reserve value, token supply or redemption liabilities, reporting cutoff, valuation basis, and disclosed exclusions.
Asset quality and liquidity Asset types, maturity, liquidity, concentration, custodian, and any encumbrances.
Independent assurance Provider, scope, standard, reporting date, frequency, and whether assets and liabilities are both covered.
Redemption access Who can redeem directly, eligibility rules, minimums, fees, processing time, settlement route, and suspension terms.
Legal and insolvency position Segregation, ownership, governing law, holder claim, and disclosed treatment in insolvency.
Dependencies Issuer, banks, custodian, fund, intermediaries, geography, payment rails, and blockchain or service-provider dependencies.

If an issuer has not disclosed a comparable item, mark it as not stated rather than infer that its arrangements match another issuer’s. A comparison is only as current and complete as the underlying disclosures and terms.

A practical decision checklist

Before treating a particular stablecoin as suitable for a use, answer these questions from dated documents:

  • Do reserve assets cover reported redemption liabilities on the same date and valuation basis?
  • Are asset ownership, segregation, encumbrances, and custody clear?
  • Does independent assurance cover the claims that matter, and how recent is it?
  • Can you, specifically, redeem directly, and what conditions or delays can apply?
  • What institutions and technical systems must function for redemption to complete?
  • Which law and insolvency rules apply to this issuer and your circumstances?

If essential answers are missing, treat the risk as unknown rather than assuming a peg, a reserve statement, or broad market trading guarantees timely par redemption.
